Asis Toma of the Land Transportation Office (LTO) presented the revised rules and regulations for the use and operation of motorcycles on highways based on the Memorandum Order No. AHS-2008-015. Toma said that failure of rider and/or passenger to wear helmet will be charged to a fine of P1,500.00 with accessory penalty to the driver/rider to attend a seminar on traffic management to be conducted by the LTO.
