Agusan del Sur Governor unveils children’s situation in the province
By: David M. Suyao, PIA-Agusan del Sur
“I know so well we cannot perfectly prepare the future for you, but I want you to know, we are doing our best to prepare you for the future”.
This is the opening statement of Gov. Maria Valentina “Tina” Plaza when she delivers the State of the Children’s Report yesterday.
According to Gov. Tina Plaza, infant and mother’s mortality rates in 2003 registered 9.21 per 1,000 live birth for infant and 2.54 per 1,000 live birth for mothers, but were reduced to 4.2 per 1,000 live birth and only .89 per 1,000 live birth in 2007, respectively.
“This is also true with cases of malnutrition in the province. In 2003, based on international reference standard, the prevalence of malnutrition in Agusan del Sur registered at 24.44 percent of the weighted children. Ending last year, we only have 16.46 percent malnourished children based on the same international reference standard, with a difference of 7.98 percent,” Gov. Plaza said.
For environmental sanitation, Gov. Plaza said way back in 2003, with the efforts of her predecessors years before, the provincial government have elevated household access to safe drinking water to 74 percent while 72 percent of households are using sanitary toilets. But with the cooperation of the people coupled with the concerted efforts to implement the programs that her late father, D.O. Plaza have started like the WatSan, the convergence development program, spring development, water sampling and treatment of existing water sources for the provision of safe water supply to our people, Agusan del Sur reached up to 77 percent of household with access to safe water supply before 2007 ended. For the program on sanitary toilets, the provincial government have provided toilet bowls to the people specially those in remote areas coupled with massive information campaign with the help of environmental sanitation special bodies and local health board. After the year 2007 ended, the Provincial Health Office have recorded 76 percent of the household are using sanitary toilets. Gov. Plaza added that all these programs are funded by the provincial and municipal government and the United Nations Children’s Fund.
Being one of the largest provinces in the country, Gov. Plaza said geographical location, accessibility to schools and school facilities, financial, and low honorarium of Day Care Workers were issues that hinder good education for the Agusan del Sur children.
“To address the issues the Provincial Social Welfare and Development and the DSWD established Day Care Services in almost all barangays, reaching the remote areas province-wide, while the Department of Education offered pre-school in all elementary public schools, in preparation to proper grade school. When we became recipient of the Country Program for Children in 1999, UNICEF introduced the Early Childhood Care and Development Program which was willingly accepted by the provincial and municipal governments who religiously implemented the program,” Gov. Plaza said.
In order to sustain and strengthen the commitment of day care workers, Gov. Plaza said the provincial government, together with the municipal government and barangay councils provided the teachers with honorarium, salaries and wages, and provided school supplies for day care centers.
The Department of Education also reported improvement in their performance indicators. According to Gov. Plaza, the achievement rate in the elementary level increased, from 58.37 percent in the school year 2002-2003, it goes up to 69.49 percent in school year 2005-2006 and was expected to increase more the following year. The same thru with cohort survival rate, from 49.57 percent in school year 2002-2003 to 54.32 in school year 2005-2006. Drop out rate decreased from 13.57 percent in 2002-2003 to 5.93 percent in school year 2006-2007, while participation rate increased from 72.82 in 2003-2004 to 74.95 percent in school year 2006-2007.
For the secondary level, an increase in the achievement rate was noted because there was a 10.94 percent difference from school year 2002-2003 compared to school year 2004-2005. Another 3.94 percent increase in the cohort survival rate in the same school years while a decrease of 1.24 was also noted in the drop out rate, and participation rate also increased from 37.41 percent in school year 2002-2003 to 40.91 percent in school year 2005-2006, with a difference of 3.40 percent.
Gov. Plaza also said the provincial and municipal governments, down to the barangay level are closely looking into the safety and security of children and women. Every municipal police station had put up children’s and women’s desks that will cater to every problem on exploitation and abuse that will be inflected to every child and woman. All the barangays have also organized the Barangay Council for the Protection of Children in order to address problems concerning the children in their very own community.
“Last October 20, a young governor by the name of Carlito Ranoco took over my seat as provincial governor while the rest of the selected youth also took over the positions of other elected officials and the chiefs of offices. This is because we believe children should experience how to handle responsibilities to have good governance. Because in good governance, malalabanan natin and kahirapan, at maramdaman ang kaunlaran,” Gov. Plaza concluded.
