SURIGAO DEL NORTE (November 11) - Ang mga miyembro sa junta probinsyal nagpakita ug dako nga suporta sa mga programa ni Gov. Ace Barbers diin mapatud-an kini sa ubay-ubay nga mga naaprubahan nga mga resolusyon sa gihimo nilang sesyon sa bulan sa Oktubre.

Sa nasayran, ang mahugtanong programa ni Gov. Barbers sa kinaiyahan maoy anaay daghang naaprubahan nga resolusyon sama sa Res. No. 145-Res. Authorizing the Hon. Gov. to enter into a Memorandum of Agreement by and between the Fisheries Improved for Sustainable Harvest (FISH) Project for the Strengthening Service Delivery Mechanism of the Provincial Environment and Management Office, ug usab ang Res. No. 147, Resolution authorizing the Hon. 58IB gains support from Surigao del Sur on its 23rd Founding Anniversary

Tago, SURIGAO DEL SUR (November 11)- The 58th Infantry Battalion, 4th Infantry Division of Philippine Army headed by LTC Benjamin Pedralvez, Jr., celebrated their 23rd Foundation Anniversary with a theme, “TEAM DIMALULUPIG FOR PEACE AND DEVELOPMENT” on Saturday, November 8, here.

The activity started with a Holy Mass officiated by Rev. Father Ivan Novo. Afterwhich, program proper followed highlighting the awarding ceremony of personalities in the province who made laudable contributions in upholding peace and order.

The awardees were led by Governor of Surigao del Sur, Hon. Vicente T. Pimentel, Jr.; Tago Mayor Hermenegildo Pimentel, Jr.; PNP Provincial Director P/Supt. Richard dela Rosa; Bishop Nereo Ochimar, Diocese of Tandag and Engr. Dennis Francisco, Consolidated Ores Phil. Inc. (COPI). They received Plaque of Appreciation for their untiring support to the 58IB in promoting Internal Security Operation (ISO) Campaign for peace and development provincewide.

Meanwhile, certificate of appearance were also awarded to Brgy. Captain of Caras-an, Tago Surigao del Sur, Hon. Ronie OrdoΓ±a and Datu Jumar Bucales, BAGANI Force Chief (IP).

Major Gen. Ricardo A. David, Jr. of the Armed Forces of the Philippines (AFP) was invited as guest of honor and speaker. But due to weather condition as reported earlier on the same day by PAG-ASA Butuan thru dxJR station of Tandag City, in which typhoon ‘Rolly’ hits Surigao del Sur and other provinces of CARAGA Region, in his behalf, he was represented by Col. Felix J. de Castro, Deputy Brigade Commander of 401st Brigade, 4th Infantry Division of the Philippine Army.

In his speech, Col. De Castro said the battalion found out a very supportive people including the provincial government officials headed by Governor Pimentel, Local Government Units, and the local populace.

“58 IB remains to gain victory to its Internal Security Operation (ISO) campaign, ‘hindi lang sa giyera’, including peace and development. I will encourage also, not only the Government officials but also the local populace to continue supporting the brigade, the battalion, the Phil. Army. We will not be successful without the help of the officials of Surigao del Sur”, Col. Castro added.

Meanwhile, Governor Pimentel assures the military for its continued support in fighting insurgency. “The provincial officials will continue to support the 58th IB to fight against insurgency for peace and development of the whole province”, Governor Pimentel said. AFP joins hands with schools in Caraga in educating dependents of soldiers

Eight (8) colleges and universities in Caraga will sign a Memorandum of Agreement (MOA) with the Armed Forces of the Philippines (AFP) in sending dependents of military personnel to school this November 19, 2008 at the Dottie’s Place Hotel and Restaurant in Butuan City.

Among the schools that will participate in the said event include the Surigao Education Center (SEC), Agusan Colleges (AC), Butuan City Colleges (BCC), Holy Child College of Butuan, New Northern Mindanao College, Northeastern Mindanao College, Father Saturnino Urios University (FSUU), and Saint Paul University – Surigao Campus. The said schools will provide full scholarship slots and tuition fee discount to children of soldiers, giving priority to orphans of those killed in action.

Certificates of scholarship will also be awarded to dependents of PFC Jaypee S Balgosa 856587 (Inf) PA and PFC Roel V Traquena 827316 (Inf) PA who were both killed in an encounter with insurgents.

The activity will be attended by the Deputy Chief of Staff, AFP, LTGEN RODRIGO F MACLANG AFP as the Chairman of the AFP Educational Benefit System Office (AFPEBSO), COL EMILIANO R GUPANA II (GSC) PA, Commander of 402nd Infantry Brigade, and the heads of the participating educational institutions.

PNP Butuan probes vehicular accident

BUTUAN CITY (November 11) - On Monday (November 10) at 7:45 in the morning at the National highway of Barangay Poblacion 2, RTR, Agusan del Norte, a one single motorcycle skygo, color yellow, bearing plate number LP 24 driven by Armando Jabagat Sr, 53 years old, married and resident of Purok-6, Barangay Calibunan, Cabadbaran City accidentally bumped to another single motorcycle Honda XRM color red bearing plate number KP 6271 driven by Robert Gambala.

Initial investigation disclosed that the single motorcycle SKYGO was traveling towards Butuan City and upon reaching at said place, the XRM single motorcycle running on the same direction suddenly maneuvered to the left, which resulted to the accident. The backrider from XRM motorcycle identified as Linda Zaparta was unconscious and rushed to Butuan City Hospital. Caraga PNP arrests wanted persons facing different charges

BUTUAN CITY (November 11) – On Friday (November 7) at 4:20 in the afternoon in Barangay Kinabjangan, Nasipit, Agusan del Norte, PNP elements of Nasipit Municipal Police Station led by PO2 Robert Maglasang arrested the suspect identified as Junamie Hope Torralba, 29 years old, married and resident of said place. Suspect was arrested by virtue of warrant of arrest (WOA) docketed under CC number 13080 for violation of article VI section 10 of Republic Act (RA) 7610 issued by Hon Judge Eduardo S Casals of Regional Trial Court (RTC) Branch 1, Libertad, Butuan City with recommended bailbond amounting to Php 80,000.00 Arrested person now detained at Nasipit Municipal Police Station for proper disposition.

Also, on Sunday (November 9) at 7:00 in the morning in Barangay Puerto Princesa, Basilisa, Dinagat Islands, a certain Hedeger Torres, 48 years old, married and resident of said place was arrested by PNP personnel of Basilisa Municipal Police Station led by SPO1 Eulogio Llanos Eledia together with PO3 Seguerra and PO2 Butra with the assistance of Barangay Captain Norlito Ticod of said Barangay by virtue of WOA docketed under CC number 1134 for the crime of rape issued by Hon Judge Evangeline S Yuipco Bayana of RTC Branch 32, Surigao City with no bailbond recommended. Arrested person was temporarily detained at Basilisa Municipal Police Station for proper disposition.

Meanwhile, on Monday (November 10) at 7:00 in the morning at the Port Area of Placer, Surigao del Norte, PNP personnel from Placer Municipal Police Station led by PINSP Alejandro Galido Recimo arrested the suspect identified as Alchar Orozco, 31 years old, married and resident of Barangay Magsaysay, Placer, Surigao del Norte. Suspect was arrested by virtue of WOA issued by Hon Judge Victor A Canoy, of MCTC Placer-Bacuag, Surigao del Norte docketed under CC number 00-271 for theft with recommended bailbond amounting to Php 10,000.00. Former DA Secretary Escudero push for re-nationalization of AEWs in the country; graces Caraga Extension Worker’s Congress

“There is no secret in increasing agricultural production, it only differs in the efficiency on program implementation”. This was the challenge posed by former Agriculture Secretary Salvador H. Escudero, now Sorsogon representative, to all Agricultural Extension Workers in Caraga during the 1st AEW Congress held recently in Balanghai Hotel and Convention Center.

Escudero was the keynote speaker during the congress which was attended by at least 800 extension workers, DA-13 and attached agencies employees, media and press counterpart, as part of the week-long celebration of the World Food Week with the theme “Agricultural Extension Workers: Linkaging to the Realization of the DA’s FIELDS Program”.

In his address, Escudero commented that the program of the agriculture department under Secretary Arthur Yap us laudable but the implementation is hampered due to devolution.

“The secretary has the responsibility but without any authority over you people. You are the most important part of the extension arm and yet hindi kayo napasailalim ng secretary of agriculture” he stated. “And it is not your fault; it is the fault of the system. During our time when everything was under the national government we invest a lot on your trainings”, he said.

He further said that he has radio program in Manila-based radio station and numerous letters coming from listeners to ask even a very basic question regarding agriculture.

It was recalled that agricultural extension workers were devolved to the local government units (LGU) due to the imposition of the local government code.

According to him, the situation prompted him to file a bill for re-nationalization of agricultural extension workers.

“Before I field the bill, based on consultations, town that belongs to class 1 and 2 to stay with the local government, class 3 to 6 gustong bumalik na. Nu’ng ifinile ko na ang bill 75% nung nasa 2nd class gusto na ring bumalik at yung nasa 1st class kalahati ay gusto na ring bumalik”, enthused Escudero.

“So I said my dear friends the local government code has been with us for 14 years. The law states, this law cannot be amended for 5 years. But what had happened. We hear so many complain in the sector of agriculture”, he added.

However he clarified that he is not dictating the agricultural extension workers on what to do whether to support his bill for re-nationalization or remain in the arm of local government unit.

“Ganito ang gawin ninyo, kung ano ang sa tingin ninyo ang makakabuti sa sector ng agriculture yon po ang gagawin ninyong kasagutan. “Wag ninyong isipin ang ikabubuti ninyo kasi megreretiro din kayo. Ang isipin ninyo ay ang pangkalahatan”, he concluded.

With this, AEWs in Caraga have to come up with a unified stand and will inform the Hon. Escudero on the matter the soonest possible time through its president, League of Municipal Agriculturists in Caraga, Mr. Sahibbon Julasiri.

Followed shortly after the keynote speech of Hon. Escudero were the updates of FIELDS components supports such as Gma-Rice as tackled by Mr. Abner Montecalvo, GMA Rice Program Coordinator for Mindanao; Corn Updates as delivered by GMA Corn Program Secretariat, Mr. Milo delos Reyes; Livestock updates by Dr. Fredo Prado of the Livestock Development Council, on Fisheries updates by Assistant Regional Director Nerio Casil of BFAR Caraga, Accelerated Hunger Mitigation Program as discussed by Rhoda Pintuan of the Bureau of Plant Industry and updates on High Value Commercial Crops as presented by Mr. Benjamin D.
