BCWD’s rep wins NorMin-NRMC reg’l oratorical contest

Butuan City Water District’s (BCWD) representative won in the Northern Mindanao Natural Resources Management Council (NorMin-NRMC) regional oratorical contest held recently during the 26th NorMin-NRMC Forum at the Pearlmont Inn, Cagayan de Oro City.

Raphael Victor R. Villanueva, representing BCWD, bested the other orators of the other water districts within Caraga Region in the 22nd NorMin-NRMC Regional Oratorical Contest.

Villanueva, 16 years old, a senior high school student of Angelicum Montessori School in Butuan City was unanimously adjudged as the best orator by the Board of Judges. He gained the judges’ nods because of his sterling performance.

He was so natural on stage with his precise and graceful body movements, fitting facial expression to every word uttered, proper diction, fine voice quality, and moderately good voice projection that was enough to be heard by the judges and the audience.

Villanueva used paradoxical approach in his interpretation of the theme “Water and Sanitation for Life’s Preservation” and conversational method in his delivery, far from being conventional orator, which made him distinct from among the contestants. All other contestants employed monotonous high tone and shouted at the top of their lungs most of the time, as if they were orators of the ancient Greece and Rome.

“We are modern oratorical judges, so we prefer conversational method than the conventional way of delivering oratorical pieces,” declared Rolando Romblon, chairman of the contest’s Board of Judges.

Villanueva, before the contest proper, was very confident to win even if he knew that his opponents are the region’s great orators. In fact, during his delivery, there was no sign of anxiety on his part and he did not falter. He, indeed, fulfilled his promise to his sponsor, BCWD, and his school to “bring home the bacon.” Likewise, he was able to reach his goal of representing BCWD and NorMin-NRMC in the 14th PAWD National Oratorical Contest on February 11, 2009 at the Waterfront Hotel in Cebu City.

It can be recalled that Villanueva won in the 22nd Local Oratorical Contest at the Luciana Convention Center, Butuan City, making him to qualify in the regional contest. Proclaiming him as the winner in the local contest created a little controversy as the camps of some other contestants voiced out discontentment in the result of the judging. They questioned why the judges chose him whose voice volume was much lower than that of the second placer. But the board of judges was firmed with its decision.

Joie Ceballos, one of the judges, defended their decision. She said voice volume or voice projection is just only one part of a criterion, and there are still other parts of the criteria that has equal or even higher percentage than voice.

“Shouting at the top of the lungs alone cannot make an oratorical contestant win. It shall be his or her total performance that matters. And in this case, it happened that he (Villanueva) scored higher than the others in almost all the criteria,” Ceballos clarified.

Now that Villanueva made it in the regional level, the judges in the local contest are vindicated. It only means that they made the right choice.

Villanueva, trained by Mary Jane Racho-Ty, took home cash prize and trophy. He is now the official representative of the BCWD and NorMin-NRMC to the national contest. BCWD’s reps bag top prizes in NorMin-NRMC reg’l poster-making contest

Butuan City Water District’s (BCWD) representative artist-painter bagged the top prize in the Northern Mindanao Natural Resources Management Council (NorMin-NRMC) regional poster-making contest during the 26th NorMin-NRMC Forum held recently at the Pearlmont Inn, Cagayan de Oro City.

Judy Franchette A. Serapio, representing BCWD, won over the contestants who represented other water districts within Caraga Region in the 14th NorMin-NRMC Regional Poster-Making Contest (High School Level).

Serapio, 16, a senior high school student of Father Saturnino Urios University in Butuan City, was chosen winner because of her art interpretation of the theme “Clean Water for Life’s Sustenance.” Her work stood out among the works of her opponents who are the region’s finest artists.

Serapio’s performance in the regional contest really surprised the BCWD management, especially the people in the Public Relations Office who monitored her progress during her practices few weeks before the contest proper. It was a surprise because her artistry – color scheme and workmanship, interpretation ability and speed were tremendously improved in the contest proper as compared to her performances during the practice sessions at BCWD. Her success in the regional level made BCWD proud and enabled it to maintain its reputation as the undisputed producer of winning contestants in the poster-making contest, may it be regional level or national level.

Serapio, who is under the tutelage of Leonidos Quistado, gained the right to represent BCWD in the regional contest for winning in the 19th Local Poster-Making Contest last March 28, 2008.

As champion in the regional poster-making contest, Serapio was able to bag cash prize and trophy. She is now the official representative of the BCWD and NorMin-NRMC to the 14th PAWD National Poster-Making Contest to be held on February 11, 2009 at the Waterfront Cebu City Hotel. Both BCWD and NorMin-NRMC hope that Serapio’s artistry will stand out in the national level.

In the Elementary Level, on the other hand, BCWD’s contestant, Joel Angelo A. Valido of J.T. Domingo Sr. Central Elementary School, was named 1st Runner-Up. He took home cash prize and trophy. (Butuan City Water District/ PIA-Caraga)

Report on Ambush incident

On December 2, 2008 (Tuesday) at 4:40 in the afternoon at Sitio Bantalinao, Barangay Ganayon, Lianga, Surigao del Sur, the PROMEX Team from APMC under Capt Allan G Espella (INF) PA while onboard an Isuzu Canter from 36IB Headquarters enroute to 401st Brigade, PA was ambushed by the Communist Terrorists (CTs) using landmines.

The incident resulted to five KIA, four WIA and loss of five firearms (one M14 and four M16 rifles) on the government side. The KIA were SGT Otero, MSGT Banag, TSGT Tela, all from APMC; CPL Jalain of 36IB and CAA Julmadi of 23IB.

Meanwhile, the WIA were PFC Pactor, CPL Jabibon of 36IB, CAA Simbahon of 23IB and SGT Mamucay of APMC. The armed CTs also flagged down a Bachelor bus and used it as barricade at the highway of Sitio Kansilad, Barangay Ganayon, Lianga, Surigao del Sur more or less one kilometer away from the ambush site. Reinforcing PA troops proceeded to the area and conducted pursuit operations while police units within the area had been alerted to beef up security and the reinforce the beleaguered PA troops if necessary.


Arrest of wanted person

On December2, 2008 (Tuesday) at 9:00 in the morning at Buenavista Municipal Police Station, Buenavista, Agusan del Norte, the subject person who has a standing Warrant of Arrest (WOA) for the crime of seven counts of Rape under criminal case number 12971 to 12977 voluntarily surrendered at Buenavista Municipal Police Station.

He has a recommended bail bond of Php 120,000.00 each case and one case under criminal case number 12970 for acts of lasciviousness with recommended bailbond of Php 40,000.00, all issued by Hon Judge Eduardo Casals of Regional Trial Court (RTC) branch 1, Hall of Justice, Libertad, Butuan City. Bolongaita is now detained at Buenavista Municipal Police Station for proper disposition.


Apprehension of illegal possession of firearm suspect

On November 30, 2008 (Sunday) at 10:05 in the evening at the vicinity of Rutonda, Barangay Poblacion, Bayugan City, elements of Bayugan City Police Station led by PI Jumark Q CaΓ±a, DCOP arrested the suspect identified as Reynaldo Arcite Loreto, 24 years old, resident of Purok-5 Barangay Duangan, Esperanza, Agusan del Sur during the conduct of "Operation Kapkap".

Confiscated from the suspect's possession is one unit COLT Cal .45 with SN 932841 and one magazine with two live ammos.

Suspect is now detained at Bayugan City Police Station for proper disposition.


PNP probes vehicular accident

On December 2, 2008 (Tuesday) at 2:45 in the afternoon at Barangay Quezon, Tagbina, Surigao del Sur, a black TMX single motorcycle owned by a certain Larry Sabatin of Barangay Poblacion, Tagbina, Surigao del Sur and driven by alias "Joyjoy" Lucero with two backriders identified as "Loklok" Gemino and Jerry Alarm, both of legal age and residents of Barangay Soriano, Tagbina, Surigao del Sur while running at top speed rammed into the right side railings of Barangay Quezon bridge.

Driver (Lucero) died on the spot while the two companions suffered serious injuries and was immediately brought to DO Plaza Memorial Hospital at Patin-ay, Properidad, Agusan del Sur for medical treatment.
