62 Brgy. Maguinda Farmer-Beneficiaries get Land Titles

Agusan del Norte - Department of Agrarian Reform (DAR) of Agusan del Norte distributed 200 hectares of Agricultural Land covered under the Comprehensive Agrarian Reform Program (CARP) to Sixty Two (62) Agrarian Reform Beneficiaries (ARBs) held at DAR Provincial Office last April 23, 2009.

In a simple ceremony, DAR Caraga Regional Director Elmo A. BaΓ±ares, CESO III, with Provincial Agrarian Reform Officer II Andre B. Atega, CEO VI, graced the hand-over of the Certificate of Land Ownership Award (CLOA) to the Farmer Beneficiaries. It was assisted by PARO I Denia M. Jabagat, CARPO-LTI Laudecia F. Acquiatan, Chief Legal Services Glen F. Petilla and MARO-Butuan Mauriel T. Fesalboni.

RD BaΓ±ares said. “The Land Title that you have received today is a sign that you are no longer a tenant, but Land Owner instead! A Land Owner has a great responsibility to develop the land in order to improve their economic condition and to be able to send your children to school.”

PARO II Atega congratulated the new landowners in receiving their land titles. “DAR will continue to resolve the long time dispute and will continue to issue individual CLOA to ARBs in Brgy. Maguinda. Inclusion and exclusion will be facilitated until the issuance of individual CLOA will be realized.” He said.

Barangay Maguinda has a total of more than 500 ARBs constituting of more than 1,000 hectares of land to be distributed. A highest concentration of ARBs awaiting the full implementation of CARP and praying the interventions will also shower in their community.

More than fifteen (15) years of great effort. They have been dealing with a challenges in processing the land titles. They have thought that chances was too obscured to be called as the owner of land they had been cultivated.

Finally. with determination, some sixty (62) ARBs are now owner of the land they tilled. There dream comes true for the CLOA distribution is a moment where they can never forget. They are now the owner of the land they tilled long-ago.

401st IB spearheads Humanitarian Mission in San Isidro Lianga, Surigao del Sur

The 58th Infantry (Dimalulupig) Battalion, 4th Infantry Division, Philippine Army (PA) under the leadership of Lt. Col. Benjamin S. Pedralvez, Jr. INF (GSC) PA, Commander of 58IB spearheaded the conduct of Medical and Dental Civic Action Program (MEDCAP) including operation “tuli”, mass feeding, bloodletting and immunization at Barangay San Isidro, Lianga, Surigao del Sur last 18 April 2009.

The humanitarian mission was made possible through the collaboration of the Provincial Government of the SDS, Philippine National Red Cross (PNRC) SDS Chapter, 401st Infantry (Unite n’ Fight) Brigade, SDS Provincial Police Office and LGU-Lianga.

The one day MEDCAP activity started at 9 o’clock in the morning and ended at 4:30 in the afternoon that benefited 98 patients for medical consultation, 64 patients for tooth extraction, 62 youths for circumcision, 7 blood donors, 5 infants for immunization and more or less 400 constituents benefited the mass feeding of aruskaldo.

This activity aims to deliver free basic health services in the area as well as educating the local populace in the programs of the government and the deceptive tricks of CPP/NPA/NDF. (S7-58IB, 4ID, PA)


Butuan City Government, to Go Full Blast for Tourism Development

Butuan City - The Regional Museum in Butuan City will soon undergo renovation. Recently, the Sangguniang Panglunsod approved a resolution authorizing Mayor Democrito D. Plaza II to enter a memorandum of agreement with the National Museum who will be tasked to conduct cultural mapping, to be able to identify Butuan City’s cultural and historical interests.

In a press conference held in the afternoon of April 27 at Dotties, City Councilor Ramon Carampatana, Chairman of the Committee on Tourism revealed, the cultural mapping will be made in all 86 barangays to include in fully identifying each culture, food, games, and events that could trace back the history of Butuan.

It has a budget of more or less 2.6 million pesos, part of which will be allocated to renovate the now dilapidated building of the Butuan Regional Museum, putting at risk the artifacts put on display.

According also to Councilor Carampatana, the National Museum already approved the construction of one additional gallery for the Butuan Regional Museum. At present, the museum has two galleries namely, the pre-historic and the Archaeological Hall which exhibits specimens of stone crafts metal crafts, potteries, gold smithing, burial coffins, different artifacts recovered at different stages/periods of man’s existence, the Golden Tara that signifies Butuan’s relation with Indonesia as well as other ceramic wares found in association with beautiful guild ornaments and beads among burial coffins. It also has on exhibit a bronze pestle (a foreign object in its time) dug up in March 2001 in Pinamanculan- a place believe to be an isle so obviously its brought by foreigners trading with the locals; and the Ethnology Hall which features the cultural communities of the Manobo, Mamanwa, Higaonon and the lowland Butuanons, a showcase of the rich cultural heritage of Butuan.

A plan is also in progress, between members of the Butuan Global Foundation, Inc and the Butuan Regional Museum to restore the labels of each tree around the museum that contains the date it was planted, and its scientific name, among those are Narra Tree, Batuan Tree, and Mahogany Tree.

Biggest haul of illegal logs in Agusan River reached 6,436 pieces after final scaling of DENR was made


BUTUAN CITY – DENR operatives in Caraga Region have finalized on Monday the scaling of all the undocumented logs that were apprehended on March 25,2009 along Agusan River and deposited at the Venura Plywood Philippine in Butuan City at the continuing summer offensive campaign against timber smuggling and poaching initiated by DENR Secretary Lito A. Atienza.

The final report submitted to Secretary Atienza by the DENR Regional Executive Director of Caraga Region Edilberto S. Buiser indicated that the total number of the towed illegal logs after they were lifted from the Agusan river to the dry pond of Ventura Plywood Inc. at Sitio Lilo, Barangay Banza, Butuan City has reached 6,436 pieces with a corresponding volume of 2,630 cubic meters.

The administrative seizure and confiscation proceedings pursuant to the Department Administrative Order 97-32 including the final report supported with pertinent documents have been readied for submission to the DENR Central Office.

The apprehended undocumented logs which were considered to be the biggest haul of illegal logs done by the local DENR operatives so far was made possible with the support of the Provincial Governor Ma.Valentina G. Plaza and the Caraga Conference for Peace and Development under Bishop Juan de Dios Pueblos of Butuan City, and the PNP Regional Mobile Group under Police Director Jaime Milla.

According to RED Buiser charges with violation of forestry laws, rules and regulation are being prepared against the owners of the apprehended logs.

Secretary Atienza , declaring 2009 as Law Enforcement Year has emphasized that he “will ensure that full force of the law will be meted out against anyone who will violate the environmental laws .” We will pursue against environment violators as we give more dedication and seriousness in effort to protect the environment including land, air, water and forest “Secretary Atienza said. DENR apprehends 3,032 pieces of illegal logs in Esperanza, Agusan del Sur

Butuan City -- Another cluster of undocumented logs were apprehended by the DENR Caraga Region operatives at a remote barangay in Esperanza, Agusan del Sur on Saturday, April 25, 2009 over a continuing campaign against timber poaching and smuggling activities initiated nationwide by the DENR Secretary Lito Atienza when he declared 2009 as the Law Enforcement Year of the Environment Laws. The campaign has the full mandate of President Gloria Macapagal Arroyo as Head of the Presidential Task Force on Global Climate Change.

DENR Regional Executive Director for Caraga Region Edilberto S. Buiser in his report to Secretary Atienza said about 3,032 pieces of mixed dipterocarp and miscellaneous species of logs were apprehended by a patrolling DENR personnel in barangay Hawilian Esperanza, Agusan del Sur .

The report said the said raft of logs were being anchored at a tributary of Agusan river possibly awaiting flood waters to wash them down when they were discovered by the DENR patrolling team from the Batohon Composite Checkpoint under the direct supervision of CENR Consololador Mantilla of Bayugan and PENRO of Agusan del Sur Sixto C. Badua. The DENR team was assisted all along by a team of 4th Infantry Philippine Army soldiers under 1Lt. Gonarano M. Tantao, the police led by POI Eden Cusap and the LGU represented by the Municipal Environment Officer (MENRO) Randy Ligsanan.

The report said the DENR operatives have immediately effected the apprehension of the illegal logs when the alleged owners have failed to present any supporting documents.

The barangay officials headed by the Barangay Captain of Hawilian., Helley C. Tubong Banua have been requested to take temporary custody of the apprehended illegal logs pending the final submission of scaling report and delivery of same to the DENR depository area in Butuan City .

Last week, the DENR has also reported a total of 6,436 pieces of mixed Dipterocarp and Miscellaneous Species have been confiscated by the DENR after the final scaling of the illegal logs that were lifted from Agusan River to the dry pond of Ventura Plywood Corp. at Barangay Banza , Butuan City was made.

Following instructions from Secretary Atienza, Director Buiser has further tightened the campaign against illegal logging and mining activities in the five provinces of the region including Agusan del Sur, Agusan del Norte, Surigao del Norte, Surigao del Sur and Dinagat Islands .

President Arroyo, being the head of the Presidential Task Force on Climate Change has been asking the cooperation of the Filipino People to close rank toward the fulfillment of the goals of sustainable development.
