Local World War II heroes honored
BUTUAN CITY (May 29) – Local World War II heroes of this city were honored in a simple but solemn ceremony spearheaded by the Department of Environment and Natural Resources (DENR)-Caraga in time with the celebration of the National Flag Day on Thursday, May 28, 2009 at Butuan City Library grounds, this city.

In his message, DENR-Caraga Regional Executive Director Edilberto Buiser stressed that Filipinos should pay reverence to those who fought “to ensure that the flag – our national symbol of freedom continues to soar and announce that we Filipinos are free people and the Philippines is a free nation.”
RED Buiser also emphasized that patriotic Filipinos in the likes of Juan “John” Calo, a true-blood Butuanon World War II hero who gained fame during the Japanese occupation must be honored. “His exploits, together with other Butuanon war heroes is very humbling,” he said.
Also, Buiser said that with the celebration of the National Flag Day, all Caraganons must take John Calo an inspiration in order to have better Caraga. “As we celebrate today the National Flag Day, let the heroism, the strength and the resolve of John Calo be our inspiration to show that the national government agencies in the region and the local government units and its political leaders are one in pursuit for a better Caraga,” Buiser said.
Buiser also reiterated what DENR Secretary Jose Atienza, Jr. said regarding this year’s theme “Kagitingan, Kagalingan at Kasipagan Tungo sa Tunay na Kalayaan”. He said, the theme echoes President Gloria Macapagal-Arroyo’s resolve to foster unity among Filipinos under a national symbol telling of an extraordinary country blessed by God.

DENR-Caraga distributes land titles to Magallanes residents
BUTUAN CITY (May 29) – The Department of Environment and Natural Resources (DENR), Caraga Region, being the lead agency of the 2009 National Flag Day celebration in the region, distributed some 50 land titles to residents of Brgy. Caloc-an in Magallanes, Agusan del Norte.
In a simple ceremony highlighting the awarding of titles held on Thursday, May 28, 2009, DENR-Caraga Regional Executive Director Edilberto Buiser emphasized the point made by DENR Secretary Jose Atienza saying that “we should bear in our hearts and minds that we should also do our part in honoring and respecting the national flag, through good governance of our natural resources, in our local and national government and in everything that God has given us – that is the key to the success of every Filipino.”
RED Buiser also reminded the beneficiaries to take care not only of the land titles they received but as well as the land since “it is already an opportunity for you to be awarded with land title and eventually own the land officially,” he said.
Prior to the awarding ceremony, the regional environment office spearheaded a short program in this city commemorating a local revolutionary hero Juan “John” Calo during the World War II.
During the program, the late John Calo was honored in a wreath-laying ceremony by officials of DENR-Caraga led by RED Buiser, local officials represented by City Councilor Rodrigo Dayaday, and Philippine Information Agency (PIA) OIC-Regional Director Abner Caga, among others.
A tribute was also made by Fr. Joesilo Amalla of the Diocese of Butuan by narrating the history when World War II invaded this city.
Earlier, employees of the regional line agencies, local government unit of this city and some private sectors joined together in a tree-planting activity at Mt. Mayapay – the highest peak of Butuan City and Agusan del Norte. Still, the activity was headed by DENR-Caraga.

Magallanes residents thank PGMA, DENR for the land titles received

Rafael Oyan, former President of the Bagong Lipunan Community Association (BLCA) is emotional when interviewed by PIA. He said they have been waiting for 29 years to have the land titles.
“Dugay na’ng panahon ug pipila na usab ka mga administrasyon ang minglabay apan karon lang gyud sa administrasyon sa atong mahal nga Pangulo Gloria Macapagal-Arroyo natuman ang among mga pangandoy nga makabaton ug titulo sa among gipuy-an” (For so long a time and a number of administrations have passed and it is only now during the administration of President Gloria Macapagal-Arroyo that our wish have been granted to have land titles), Mang Rafael said.
Mang Rafael also expressed his thanks and gratitude to DENR-Caraga through the leadership of Regional Executive Director Edilberto Buiser for realizing the dreams of some 50 residents of their barangay where, according to him, for almost 3 decades now that they have been working for it.
In a separate interview with Magallanes Mayor Carlito Cumba, the youthful mayor humbly said that “the dreams of my constituents were made into a reality just in time with my administration… so, it so happened that this was realized during my incumbency,” he said.
Mayor Cumba also said that with the distribution of land titles to the beneficiaries, he is hopeful that the residents should also do their responsibility by paying taxes promptly so that a lot of projects will be implemented for the benefits of the public. (Robert E. Roperos, PIA-13)
49 Surigao Norte farmers receive land titles
Gigaquit, Surigao del Norte (29 May 2009) – The Provincial Environment and Natural Resources Office (PENRO) and Community Environment and Natural Resources Office (CENRO) of the province in coordination with the Office of the Land Registration Authority made last Thursday, May 28, 2009 another round of land title distribution to the farmers of Brgy. Mahanub, Gigaquit town, this province.
Initially, some 49 farmer beneficiaries received their respective land titles in line with the celebration of the National Flag Day.
The said activity implies significant feat on the part of the patent beneficiaries in their quest to acquire land patent/title over the land they tilt in order to have an absolute ownership on the same parcel of land.Mr. Vicente L. Sembrano, Land Management Officer III of PENRO Surigao del Norte, in his message explained the mechanics in the acquisition of land title and its importance. Accordingly, their office offers technical assistance in the form of a Public Land Survey and Patent Processing activity until finally to patent issuance.
Meanwhile, Atty. Edilberto T. Ensomo, of the Land Registration Authority, explained the importance of land title, and according to him patents must be properly kept to avoid intentional losses and deterioration.
Gigaquit Mayor Carlos M. Egay, Sr., on the other hand, explained the importance of the National Flag in our existence.
“There is a must for respect of our flag as this symbolize the patriotic act of our heroes in search for independence and further stress the value of land title geared toward development especially in needs of our government improvement,” Egay said.
Also, CENRO Eutiquio M. Bade, Jr. of CENRO-Surigao City, in his short message expressed his appreciation for the cooperation extended by the barangay officials of the said locality and for making the event successful. Nasipit Port to install 12 CCTV cameras
BUTUAN CITY – 12 CCTV cameras will be installed around the premises of the Philippine Ports Authority in Nasipit, Agusan del Norte, this was confirmed by its OIC Manager Mr. Oscar Beluan.
“The 12 CCTV cameras might be installed in June because the funding has already been approved”, said Mr. Beluan.
With the installation of the CCTV cameras, authorities will be able to monitor all activities within the port area and the system will help in the battle against criminalities and any suspicious behaviour so that PPA authorities will be deployed to do some checking.
It is to be recalled that officials of the Philippine Ports Authority was alerted after a suspicious package remained unclaimed near the Super Ferry ticket booth, a few distance from the entrance gate of the departure area and found out to have contained an improvised explosive devise made from ammonium nitrate, but was successfully detonated by bomb experts who immediately responded to the area.
“The deployment of CCTV surveillance cameras deters the suspects from committing crime due to the fear of being caught”, added PPA OIC Manager Oscar Beluan.
Nasipit Port Police remains on alert level 2 and security measures have been tightened for safety of passengers coming in and out of Nasipit port.
Mr.Beluan assured the public, that the situation still is under control and there’s no need to panic.
Meanwhile, Police Regional Director Jaime Milla revealed, no one claimed to have been responsible of whoever left the said IED in the area.

1,000 sacks of rice seeds, distributed to farmer beneficiaries
BUTUAN CITY – The City Agriculture’s Office distributed 1 thousand sacks of rice seeds to 600 farmer beneficiaries from 49 barangays in the rural areas, in yesterdays “Rice Seed Subsidy Program ceremonial distribution 50:50 Scheme”.
In an interview with OIC City Agriculturist Engr. Alberto Buca, he said that the administration of Butuan City Mayor Democrito D. Plaza II has allocated 4 thousand sacks of hybrid rice seeds to farmer beneficiaries under the GMA Rice Program of the Department of Agriculture.
The rice seeds costs P1,200 per sack but farmers has to pay only for the 50%, while the remaining 50% will be funded by DA-Caraga.
Hybrid corn seeds were also distributed to those farmers under the Corn Subsidy Program of the city government sourced from the Philippine Coconut Authority.

Caravan Sale will run from May 29 to 30 to provide the public an access to affordable and basic and prime commodities sold at company price 10 – 20% lower than the prevailing market prices.
Processed meats, canned goods, grocery items, milk, laundry soaps other basic and prime commodities are some of the products sold at discounted prices, while drinks to quench thirst this summer are being sold in buy 1 take 1 scheme.

On May 27, 2009 at 9:00 in the morning at Purok-Dahlia, Barangay 6, Nasipit, Agusan del Norte, elements of Nasipit Municipal Police Station led by PSI Robertito J. Delopere recovered one black Honda Bravo single MC without plate number, with chassis number KVM-00023397 and motor number KVM OOE while parked in front of Iglesia ni Kristo Church of the above-mentioned place.
Initial investigation disclosed that Nasipit Municipal Police Station received a text message from BIN of the said municipality that the said MC was allegedly carnapped for Gingoog City.
Recovered MC is now under the custody of Nasipit Municipal Police Station for proper disposition. (PNP-13/ PIA-Caraga)
Found Male dead body
On May 26, 2009 at 5:10 in the afternoon at Maya Cinema, San Jose Street, Butuan City, Butuan City Police Office (BCPO) received information that an identified person was rushed to ER Ochoa Hospital for medical treatment.
Investigation disclosed that on the above-mentioned date and time, said unidentified person was watching movie at the aforementioned place and an hour later he fell asleep and snored loudly prompting the other movie goers to caution the said person but still keep on snoring and was not awaken.
Said person was brought to the said hospital but at about 6:15 in the evening, May 26, 2009, the attending physician pronounced him dead allegedly due to cardiac arrest.
Said person stands 5'2" in height, medium build, fair complexion, between 40-45 years old, wearing black T-shirt, green short pants and low-cut rubber shoes.
Cadaver was brought to Bollozos Funeral Parlor. Investigation is still on going for the possible identity of the said person. (PNP-13/ PIA-Caraga)
Mauling incident
On May 21, 2009 at 11:00 in the evening at Cito Liscano's videoke house, National Highway, Barangay Roxas, San Isidro, Surigao del Norte, a certain Sonnyboy Abuloc Merlin, 21 years old, single, out of school youth and a resident of the above-mentioned place was fatally mauled by the suspect identified as one Bogard Humaylab Garrido, alias "Bobong", 24 years old, single, out of school youth and a resident of same place, which resulted to his untimely death.
San Isidro Municipal Police Station conducted follow-up operation, which resulted to the arrest of the suspect.
Criminal case for Homicide thru an inquest proceeding was filed at City Prosecutor's Office docketed under I.S. number 13-06A-INQ-09E-078. (PNP-13/ PIA-Caraga)
Apprehension of robbery suspect
On May 26, 2009 at 6:00 in the evening at Pantalan 2, Barangay Taft, Surigao City, victim identified as one Rogel Yepis Edradan, 29 years old, single, jobless and a resident of the same place reported the incident to Surigao City Police Station (SCPS).
After receiving such report, elements of Surigao City Police Station conducted hot pursuit operation, which resulted to the apprehension of the suspect.
Investigation disclosed that the suspect identified as Michael Anastacio QuiΓ±o, 39 years old, single, jobless and a resident of the aforementioned place forcibly entered the room of the victim while he was sleeping. Suspect took away one unit Nokia 2600C2 cellular phone, color brown worth PhP 3,500.00.
His board mate who noticed the incident informed the victim and the victim eventually reported to the police.
A criminal case for Robbery thru inquest proceeding against the suspect at the City Prosecutor's Office docketed under I.S. nr. NPS-XIII-05-INQ-09E-00118.

Apprehension of theft suspect
On May 26, 2009 at 6:00 in the morning at Sabang Tres, Surigao City, elements of Surigao City Police Station with the cooperation of Barangay Tanod of Sabang Tres, Surigao City apprehended the suspects identified as Rodolfo Avila Liangco, of legal age, married, jobless and one Jasper Fernandez, of legal age, married and both residents of Telesfora, Tubay, Agusan del Norte.
Investigation disclosed that the said suspects onboard a passenger motorcycle was suspiciously spotted by PO2 Romelito Sanchez while conducting foot patrol at Barangay Rizal, Surigao City.
Upon seeing the police officer, the suspects jump off from the motorcycle and ran, leaving one sack containing cable wires.
Hot pursuit operation was conducted, which resulted to the apprehension of two suspects while the other was still at large.
A case for Theft was filed at the City Prosecutor's Office against the suspects thru an inquest proceeding under I.S. nr. NPS-XIII-05-INQq-09E-00119. (PNP-13/ PIA-Caraga)
Recovery of carnapped motorcycle
On May 27, 2009 at 9:00 in the morning at Purok-Dahlia, Barangay 6, Nasipit, Agusan del Norte, elements of Nasipit Municipal Police Station led by PSI Robertito J. Delopere recovered one black Honda Bravo single MC without plate number, with chassis number KVM-00023397 and motor nr KVM OOE while parked in front Iglesia ni Kristo Church of the above-mentioned place.
Initial investigation disclosed that Nasipit Municipal Police Station received a text message from BIN of the said municipality that the said MC was allegedly carnapped for Gingoog City.
Recovered MC is now under the custody of Nasipit Municipal Police Station for proper disposition. (PNP-13/ PIA-Caraga)
PNP arrests wanted person
On May 26, 2009 at 7:00 in the morning at Cindella Homes, Phase-2, Barangay Villa Kananga, Butuan City, elements of Butan City Police Station 1 (BCPS1) led by SPO3 Herminigildo Narciso served warrant of arrest (WOA) issued by Hon. Judge James V. Go of MTCC, Branch 2, dated May 20, 2009 to Jerry Villatoro Garcia, 42 years old, married and a resident of Lower Doongan, Barangay Mandacpan, Butuan City and Agnes Puno, 35 years old, married and a resident of Barangay Villa Kananga, Butuan City charged for Concubinage docketed under criminal case number 40929, with recommended bail bond of PhP6,000.00 each.
Subject persons were turned-over to the issuing court for proper disposition. (PNP-13/ PIA-Caraga)
