New Police Director installed in Caraga 

Deputy Chief for Administration, PDDG Geary Lingan Barias personally graced recently the turn-over of Command ceremony for the new Caraga Regional Director - PCSUPT Lino De Guzman Calingasan assumed office replacing PCSUPT Jaime Eloreta Milla, who was designated as Director of the Directorate for Integrated Police Operations-Eastern Mindanao.

The ceremony was held at Police Regional Office 13 grandstand attended by local government officials, friends from religious sector, tri media personalities and others.

PCSUPT Milla received awards and tokens from groups in grateful acknowledgement for a superb service rendered in the region. In his acceptance speech PCSUPT Calingasan promised to equal PCSUPT Milla’s prowess in leading policemen in Caraga.

The new chief vowed to instill discipline, uphold human rights, and better service. Like PCSUPT MILLA, he sought the support of the LGU, the army and the PNP personnel. (PCINSP Nelly T Villagarcia, PNP-13/ PIA-Caraga)

PNP gives unlicensed gun owners’ one last chance to apply for registration

BUTUAN CITY (August 10) – Anticipating the volume of applicants availing of the Final Firearms Amnesty the Philippine National Police has started processing application on August 1, instead of the scheduled October 1-31 as mandated under Executive Order 817 of President Arroyo’s National Gun Control Program.

FESAGS Caraga Chief Police Senior Supt. Nestor Fajura reminded all firearm owners that this is in line with the governments’ efforts to give unlicensed firearm owners one last chance to apply for registration.

“There are more or less 115,000 loose firearms nationwide and 43,960 in Caraga Region, all gun owners will have to go to the nearest police station and rest assured the PNP will accept the registrations of their unlicensed firearms and those with expired licenses during the amnesty period with no questions asked,” said Police Senior Supt. Fajura.

After October 31, all gun owners who failed to register their loose firearms or renew expired gun licenses will be facing arrest and criminal charges.

Fajura warned, that the DILG and the PNP are asking congress to pass a law making illegal gun possession a non-bailable offense to impose stricter penalties in strengthening the PNP’s campaign to reduce loose firearms in the country. 

Firearms control desks were established in all city’s and town’s police stations to answer queries, issues, and receives applications from gun owners.
The usual privilege of granting a 50% discount to government officials and employees applying Special Permits for privately owned firearms shall not be applied under the firearms amnesty program, however, the privilege will be given upon renewal of their license to possess firearms.

PNP arrests wanted persons

On August 6, 2009 at 5:00 pm at Purok 2, Zillovia, Talacogon, Agusan del Sur, a certain James Lipay, 19 years old, single, resident of Purok-2, Zillovia, Talacogon, Agusan del Sur was arrested by joint team of Talacogon Municipal Police Station led by PINSP Rey Morcillo and 26 IB Phil Army led by 2LT Alvin Aquino by virtue of warrant of arrest (WOA) issued by Hon Judge Hector B Salise of RTC Branch 7, Bayugan, Agusan del Sur docketed under CC no. 2982, charged for violation of PD 522 (anti-cattle rustling law) with recommended bailbond amounting to Php 36,000.00.

Arrested person is now detained at Talacogon Municipal Police Station for proper disposition. 

Also, on August 7, 2009 at 6:00 in the morning, at Purok 5, Barangay Tagbongabong, RTR, Agusan del Norte, one team of 14th RMG personnel led by PO3 Lauro P Millor, Sr together with elements of RTR Municipal Police Station led by PSI Edmund Montillano apprehended one Regino Mondia Sr, 56 years old, and Regino Mondia Jr, 29 years old, both married, farmers and residents of Purok-2 of said place by virtue of WOA for murder docketed under CC no. CR-09-52 without recommended bailbond issued by Hon Judge Dax G Xenos of RTC Branch 34, Cabadbaran, Agusan del Norte dated July 22, 2009.

Arrested persons are now under the custody of 143rd RMG Company for proper disposition. (PNP-13/ PIA-Caraga) 

Report on traffic accident

On August 6, 2009 at 12:00 noon, one Yamaha STX single motorcycle with plate no. KS 3090 driven by Rolando Gonzales Ravelo while traveling at Purok-4, San Roque, Surigao City bumped another single motorcycle Kawasaki Bajaj with plate no. LN 3666 driven by Jan Bryan Orillaneda running on opposite direction. 

Both drivers and one passenger Simon Danao, of legal age, widow and resident of Purok Mabini, Surigao City were immediately rescued by Quick Action Response Team of Surigao City and immediately brought to the nearest Hospital.  

Unfortunately, the passenger was pronounced dead on arrival by the attending physician while both motorcycles incurred damages and temporarily in the custody of Surigao City Police Station for proper disposition. 

Also, on August 7, 2009 at 12:00 midnight at Purok-4, Barangay Antongalon, Butuan City, one Mitsubishi pick up bearing plate no. GHR 980, while traveling from Barangay Taligaman bound for Butuan City, upon reaching Purok-4 Barangay Antongalon, accidentally bumped the rear side of a Mitsubishi Elf bearing plate no. GNB-646 driven by an unidentified person, parked along the National Highway because of engine trouble and was bound for Butuan City from Agusan del Sur.

Said accident resulted to the untimely death of the driver of Mitsubishi pick up whose identity is being verified and his four passengers who are Basketball Association of the Philippines (BAP) referees namely: Rodulfo G Durado, Edilberto Lagnada, Rolando V Altar and Allan G Hinayon.

The victims were brought to Butuan City Medical Center but were pronounced dead on arrival by the attending physician.

Cadavers of the victims now lie at Mata Funeral Home, Ampayon, Butuan City while the vehicles involved are currently impounded at Butuan City Police Station 4. (PNP-13/ PIA-Caraga)

Report on CTs initiated harassment 

On August 7, 2009 around 2:00 o'clock in the afternoon, the troops of 58IB Phil Army under 2LT Nestor Endozo stationed at Barangay Pantukan, Carrascal, Surigao del Sur was fired upon by more or less five armed men believed to be CTs but no casualty was reported on the government troops while undetermined number on the CTs. Government troops are now conducting clearing operations in the area. (PNP-13/ PIA-Caraga)
