PNP sets final reprieve to loose gun holders this October

SURIGAO DEL NORTE (October 1) - Owner of unlicensed and unregistered guns throughout the province have the whole month of October to benefit of the Philippine National Police’s (PNP) final amnesty for loose firearms, this was the statement made by Prov’l Director Sr. Supt. David Ombao recently.

Dir. Ombao said they continue to appeal to the owners of unlicensed firearms to avail of the amnesty program in compliance with President Gloria Macapagal-Arroyo’s directive to conduct intensified campaign against the proliferation of illegal firearms and to minimize election-related violent incidents brought about by the increase of loose firearms in the coming 2010 elections.

Ombao bared that under EO 817 the gun amnesty will start this October 1 and will end on the 31st of this month. However, Ombao said that they have already been doing information dissemination on loose firearms last August this year.

 “We are already doing this, since August pa. Sinimulan na naming habang pinoprocess pa yung proseso ng amnesty, meron na kaming mga dissemination program na inadvice sa amin ng higher headquarters.”

Ombao then urged all Surigaonons who are holders of firearms with expired licenses to register their guns so that they will not be penalized.  

“They will only have to secure an application form at the nearest local police station and pay a fixed amount of P650. After payment, they will be given temporary permit until the release of the permanent license.”

Also, Ombao added that for the loose firearm they will only have to pay P1,000 and it could be paid at any Land Bank of the Philippines (LBP) branch.

“After payment and filing of proper documentations, the loose firearms will then be subjected to ballistic examination at the Firearms and Explosives Division at Camp Crame in Manila and verification process will only take 2 to 3 days.”

PNP here estimated that there are about 400 unregistered firearms in the entire province and more than half of the figure represent firearms with expired licenses, that were not renewed by the owner. (Fryan E. Abkilan, PIA-Surigao del Norte)

Citizens Burn NPA Flag

HINATUAN SURIGAO DEL SUR (October 1) - The Filipino citizens have spoken, they wanted the total destruction of the Extortionist Syndicate Group-CPP/NPA/NDF.

During the conduct of grand pulong-pulong in Sitio Bingcongan, Brgy Bigaan, Hinatuan, Surigao del Sur by the Peace and Development Team of 36IB, on 26 September 2009, the citizens have shown their total disgust to the Communist group which left them poorer than they were before. 
As to help for the improvement of their livelihood Mrs Teofila Orlanes, the CENRO, stated her willingness to support the community on the issuance of permit for the legality of cutting the resident’s grown trees. The community also remembered the burning of Seven (7) Construction Equipment of SCP construction owned by Sergio C Pascual of Joint Ventures Inc last 16 March 2009 which totally hampered the construction of the area’s national hi-way.

The NPA’s reason was that the company failed to pay their extortion demand. This poignant incident added burden to their daily lives since the agony of waiting for another construction firm to take their place was left on their shoulders.

Testimonies from rebel returnees also exhumed the reality of their hardships which resulted from their wrong decision of joining the left armed group.

Honorable Candelario Viola Jr, the mayor of Hinatuan this Province reiterated the importance of beginning the change for our country within ourselves. No one else can uplift us from our condition except ourselves and that change can further emanate to community and incidentally national development.

Battalion Commander LtCol Dennis Godfrey F Gammad spoke of courage to stand for what is right. He encouraged everybody to identify when the help we give to others is really worth it. Do they really need to give help to those armed group where in fact they and their families need it more. The citizens should be able to classify when the help is really help and when this help becomes mass support.

As highlight for the activity, the sitio officials together with peace-loving citizens of the area hand-in-hand burned the NPA’s flag. With this action, they are willing to show the world that they wanted peace, not the peace that the communist imagine but the peace that democracy presents.

Elements of 58IB encountered communist terrorists

DAYOAN, TAGO, SDS (October 1) - Operating troops of Bravo Company 58IB, Philippine Army under 1LT MARMOL encountered more or less fifty Communist Terrorists (CTs) in an engagement at the hinterlands of Barangay Bitaugan, San Miguel, Surigao del Sur around 7 o’clock in the morning Monday (September 28).

After a three and half hours clash between the government troops and CTs, the troops were able to recover the following: one Armalite rifle, six long magazines with live ammunition, two claymore mines, one rifle grenade, one hand grenade, two sniper scope, one ICOM hand held radio, two hundred fifty one rounds of ammunition linked for a machinegun, assorted medical paraphernalia, and subversive documents. There were bloodstains found in the area which could only mean the CTs sustained fatalities while one government trooper was wounded in the encounter.

As of press time, the government troops are still in the area pursuing the CTs. The CTs are believed to be members of FC-30 and FC-19B operating in the area of Diwata Range/Complex of the North Eastern Mindanao Regional Committee (NEMRC). Suspect for killing British national nabbed

The long time searched for one of the most wanted criminal in Butuan City has ended when Personnel of Regional Intelligence Unit 13 (RIU-13) led by SPO3 Roberto S Angob under the supervision of their Chief PSUPT Samuel C Nacion together with Personnel from San Jose Municipal Police Station in Dinagat Islands province, arrested Reynante Prado, 21 years old and a resident of Purok-4, Poblacion, San Francisco, Agusan del Sur by virtue of warrant of arrest (WOA) for the crime of murder docketed under CC no. 127622 dated April 24, 2008 issued by Hon Judge Francisco F Maclang of RTC Branch 3, Hall of Justice, Libertad, Butuan City.

Reynante Prado is one among the three suspects for killing David Brash, a Baptist Church Missionary and a British National. The victim was brutally killed on the night of November 15, 2007 inside their rented room at Raagas residence, Purok-4A, Libertad, Butuan City.

Suspects then brought the lifeless body of British national somewhere in Barangay Tag-apua, San Francisco, Agusan del Sur, burned and dumped into a swampy area. Days after the incident, investigators from Butuan City Police Office unearthed the victim's body and arrested Annalyn Brash, wife of the victim who was then tag as one of the suspects.

Through the unceasing surveillance of RIU-13 personnel, Reynante Prado was arrested at Barangay Jurisima, San Jose, Dinagat Islands province on August 20, 2009 at 10:30 in the morning. The suspect has a monetary reward amounting to Php 90,000.00 per DILG Memo Circular No. 2009-29 dated March 9, 2009. Suspect is now detained at Provincial jail, Barangay Libertad, Butuan City per Detention Order issued by Hon Judge Godofredo B. Abul, Jr dated August 24, 2009.

On September 30, 2009 at 9:00 am, three units of 12 gauge homemade shotgun without serial number were deposited by unidentified person at the drop box for unwanted firearms in Bacuag Municipal Police Station in Surigao del Norte.

Said firearms were subsequently retrieved by the members of Bacuag Municipal Police Station and are now deposited at supply section of Surigao del Norte PPO for proper disposition. (PNP-13/ PIA-Caraga)

PNP arrests wanted person

On September 28, 2009 at 10:20 in the morning at Monglow Public Market, Barangay Bag-ong Lungsod, Tandag, Surigao del Sur, PNP members of Tandag Municipal Police Station led by SPO2 Loreto L Suarez apprehended one Daniel Alilodin, 38 years old, married and resident of Kabugan, Barangay Bag-ong Lungsod, Tandag, Surigao del Sur by virtue of WOA dated September 18, 2009 issued by Hon Judge Ermelindo G Andal of RTC Branch 27, Tandag, Surigao del Sur for violation of RA 9262 (Anti-violence against women and children act of 2004) docketed under CC no. 5478 with recommended bailbond amounting to Php 12,000.00.

Subject person is now detained at Tandag Municipal Police Station for proper disposition.

Also, one Roland Macub, 27 years old, single and resident of said place was arrested by PNP members of Tagbina Municipal Police Station on September 29, 2009 at 6:00 in the morning at Barangay Sta Cruz 2, Tagbina, Surigao del Sur by virtue of WOA dated October 18, 2006 issued by Hon Judge Merlyn Pacaro-CaΓ±edo of RTC Branch 29, Bislig City for the crime of double murder docketed under CC no. 2006-3-2009-T with no bailbond recommended.

A certain Raymund Rana Navarro, 19 years old, single, jobless and one Jason Rotante Emoy, 18 years old, single, jobless both residents of Purok-1, Barangay San Juan, Surigao City were apprehended by PNP elements of Surigao City Police Station on September 29, 2009 at 1:00 in the morning while actually caught sniffing volatile substance/rugby at Purok 1, Barangay San Juan, Surigao City.

Recovery of abandoned forest products 
.
On September 30, 2009 at 1:00 in the afternoon, PNP elements of 1407th PPMG led by PSUPT Ruben B Delos Santos, Group Director while conducting mobile patrol recovered 35 pieces (1X8X7) abandoned sawn lumber at the roadside of Barangay DoΓ±a Helen, San Jose, Dinagat Islands.

Two day trainer's training seminar for barangay peace keeping action team (bpat's)

On September 30, 2009, Police Regional Office 13 conducted two-day trainer's training seminar for Barangay Peace Keeping Action Team (BPAT'S) at Agusan del Norte Provincial training Center, Butuan City. Said activity was attended by PCR Officer and PCR PNCOs of Surigao del Norte PPO, Surigao del Sur PPO and Dinagat Islands PPO.
