Surigao High grabs 1st place in Bonok-bonok Festival 2009

SURIGAO CITY (10 September) - The contingent of Surigao del Norte National High School (SNNHS) walked away triumphant from this year's Bonok-bonok Maradjaw Karadjaw Festival after bagging the championship crown in the competition held Wednesday, September 9, 2009 at the newly refurbished Sen. Robert Z. Barbers Memorial Sports Complex.

In this year’s festival, SNNHS contingent brought with them P250, 000 as their winning prize. The Tribu Hiyas Kabataan from Surigao West Central Elementary School was named as 1st runner-up with P200, 000 cash prize. The 2nd runner-p was the festival from Abuyog town in Leyte, the Buyogan Festival, that won a P150,000 cash prize while the Tikyabang Festival from Gen. Luna town was named as 4th runner-up with P100,000 cash prize.

Also, special awards for Best in Choreography and Best in Street dancing all went to SNNHS contingent. Furthermore, special award for Best in Musicality went to Abuyog, Leyte while special award for Best in Costume went to Tribu Hiyas Kabataan of SWCES.

It was learned that contingent from Tacloban City opted not to join from the competition because of some health concerns. Cabadbaran and Cantilan also backed out for some unknown reason.

Philippine civil service turns 109 this September
.
The Philippine Civil Service marks its 109th anniversary this September, with the Civil Service Commission (CSC) leading the nationwide celebration.

Anchored on the theme “Honoring our Heroes in Republic Service – Responsive, Ethical Public Servants with Vision, Impact, Commitment and Excellence”, the month-long celebration kicks off with a simultaneous flag raising ceremony in all government agencies nationwide on September 7 at 8:00 in the morning.

In his anniversary message for the bureaucracy, CSC Chair Ricardo L. Saludo said, “Ating gunitain ang mga bayani ng Republic Service, mula sa Pangulong Corazon Aquino hanggang sa magigiting na tauhan ng pamahalaan na nagsisilbi sa bayan. We in government serve not just the public but the Republic, and if we serve as responsive, ethical public servants with vision, impact, commitment and excellence, we honor our heroes by living their examples.” [Chair Saludo’s message can be accessed from the CSC website at www.csc.gov.ph.

Highlight of activities for the anniversary month is the awarding of Outstanding Public Servants of 2009 on September 17 at the MalacaΓ±ang Palace. President Gloria Macapagal-Arroyo will confer the awards and lead in honoring the country’s public service exemplars.

CSC regional offices will also conduct recognition rites for government agencies that have actively complied with the Anti Red Tape Act (ARTA) of 2007, specifically those that have completed their Citizen’s Charters, set up help desks and instituted anti-fixer measures.

An activity dubbed “Government Express at the Malls” will bring together various government services to shopping malls to impress upon the public the idea that the government is capable of accessible and quick service. Agencies will set up a one-stop shop where they can offer their respective frontline services (e.g. permits, licenses, verifications) and entertain queries, complaints, feedback and request for information.

Moreover, in line with the 50th anniversary of the Honor Awards Program, the government’s annual recognition and rewards program for outstanding civil servants, CSC regional offices are encouraged to mount exhibits that feature the accomplishments of past winners, semi-finalists and nominees near the one-stop shops.

Agencies are enjoined to conduct their own service-enhancing and awareness activities to enable all civil servants to actively and meaningfully participate in the celebration.

Report on loose firearms 
.
On September 9, 2009 at 1:20 in the afternoon, PNP elements of San Francisco Municipal Police Station led by PO3 Edgar Galupo conducted Oplan SITA and Operation Kapkap at videoke houses/bars at Barangay 1, San Francisco, Agusan del Sur which resulted to the apprehension of one Joseph Tancio Onggo, 17 years old, single and resident of Purok-4, Sitio Managbay, Barangay 1 of said municipality.

Confiscated from his possession were one unit caliber .38 revolver without serial no., loaded with five live ammos. Upon verification, subject person failed to present pertinent documents for legality to possess and carry said firearm.

Subject person and confiscated item were brought to the Station for proper disposition and appropriate filing of case in court. (PNP-13/ PIA-Caraga)

Report on illegal drugs 
.
On September 9, 2009 at Purok-1, Barangay 8, Buenavista, Agusan del Norte, joint operation between Buenavista Municipal Police Station led by PSINSP Artemio Suarez and PDEA 13 led by Joel Plaza conducted buybust operation which resulted to the apprehension of the following persons: Elias Mamarangas alias “Sarangani”, 37 years old, married and resident of Barangay 9; Ariel Diwat Mamarangas, of legal age, single and resident of Purok-1, Barangay 8; Ameril Diwat Mamarangas, 11 years old and resident of Purok-1, Barangay 8, all of Buenavista, Agusan del Norte.

Recovered from the possession of the suspects were the following: two small sachets of suspected shabu worth Php 1,000.00; two pieces empty sachets of suspected shabu placed inside the eyeglasses case; and Five Hundred pesos (Php 500.00) marked money.

Arrested persons were brought to Buenavista Municipal Police Station for documentation and subsequently turned-over to PDEA 13 for disposition and filing of appropriate charges in court.

PNP arrests wanted person 
.
On September 9, 2009 at 11:00 in the morning at Purok-4, Barangay Cabcabon, Butuan City, members of Butuan City Police Station 4 led by PSINSP Estelito German Jr served the Detention Order to a certain Nelio Novales Noval, 18 years old, single and resident of said place, issued by Judge Augustus Calo of RTC Branch 5, Libertad, Butuan City, for the crime of rape, docketed under CC no. 13636 with no recommended bailbond.

Report on illegal gambling

On September 9, 2009 at 8:00 in the morning, PNP personnel of Sibagat Municipal Police Station led by SPO4 Alex Charlie Daleon brought to the station the two units video karera machines.

Said units were voluntarily surrendered by Tommy Sabellano at Purok-4 and Carlito Jaquis at Purok-17, both residents in Poblacion, Sibagat, Agusan del Sur. The two machines are now in the custody of Sibagat Municipal Police Station for proper disposition. (PNP-13/ PIA-Caraga)

Report on shooting incident 
.
On September 9, 2009 at 1:00 in the morning, a shooting incident happened at Barangay Cahayagan, Carmen, Agusan del Norte, between the group of Antonio Untay of the peace volunteer organization and Barangay Captain Jimlan Palisan Baltazar of said Barangay.

Immediately upon receipt of the report, PNP elements of Carmen Municipal Police Station led by PINSP Vitaliano Pagaran III, proceeded to the crime scene and found two wounded persons identified as follows: Elvin Balastigue, member of the peace volunteer and resident of Barangay Tagcatong, said municipality; and Barangay Captain, Jimlan Baltazar.

Both persons were brought to the hospital for medical treatment by the responding elements.

Recovered from the crime scene were two spent cartridges of caliber .45 pistol. Further investigation is being conducted by PNP elements of Carmen Municipal Police Station. (PNP-13/ PIA-Caraga)

Report on illegal logging 
.
On September 7, 2009 at 7:30 in the evening, PNP elements of Loreto Municipal Police Station led by SPO4 James M Delafuerta apprehended two pumpboats; one color green, owned and operated by Allan Lulab and the other one color yellow owned and operated by Robert Resmundo, both residents of Sitio Acuje, Barangay Panamaon, Loreto, Dinagat Islands Province.

Both pumpboats were loaded with assorted sawn lumber along the seashore of Barangay Esperanza, Loreto, Dinagat Islands Province. Confiscated items were brought to Loreto Municipal Police Station and were subsequently turned over to Provincial Environment and Natural Resources Office (PENRO) for proper disposition.
