No to partisan political activities -- CSC
In line with the coming national elections in 2010, the Civil Service Commission (CSC) reminds all government officials and employees holding non-political offices or positions to refrain from directly or indirectly engaging in any partisan political activities.
Based on the Administrative Code of 1987, employees who engage in partisan political activities are liable and may be dismissed from the service.
“As the election is fast approaching, the Commission deems it necessary to remind all public servants not to engage in partisan political activities,” CSC Acting Chair Cesar D. Buenaflor said. “Not too often, public officials and employees have been found guilty of engaging in such, and penalized with dismissal from the service.”
As early as 1998, the CSC has already issued a memorandum circular defining “partisan political activity” as “an act designed to promote the election or defeat of a particular candidate or candidates to a public office.” These include specific activities done for or against any candidate, such as forming groups for the purpose of soliciting votes, holding political meetings or rallies, making speeches or holding interviews, publishing or distributing campaign materials, and directly or indirectly soliciting votes.
The CSC adds that being a delegate to any political convention or member of political committees, clubs and organizations are also considered partisan political activity, as well as soliciting or receiving contributions for political purposes or becoming publicly identified with any candidate. PNP arrest of wanted person
On November 27, 2009 at 10:00 in the morning at Barangay Talisay, Nasipit, Agusan del Norte, one Marichu Ilaer, 40 years old, married and resident of Barangay Talisay, Nasipit, Agusan del Norte was arrested by PNP elements of Nasipit Municipal Police Station led by PO2 Robert Maglasang by virtue of warrant of arrest (WOA) issued by Hon Judge Augustus Calo of RTC Branch 5, Libertad, Butuan City dated November 17, 2009, docketed under CC no. 13764 for the crime of qualified theft. Recommended bailbond amounting to Php 80,000.00. Subject person is now temporarily detained at Nasipit Municipal Police Station for proper disposition.
Same team proceeded to Barangay Aclan, Nasipit, Agusan del Norte at around 11:10 in the morning and arrested Pedro Supas, 45 years old, married and resident of Sitio Tabon, Barangay Aclan, Nasipit, Agusan del Norte by virtue of WOA issued by Hon Judge Carlos Cambray of MTC, Nasipit dated November 2, 2005, docketed under CC no. 7963 for the crime of slight physical injury with recommended bailbond amounting to Php 500.00. Subject person now detained at Nasipit Municipal Police Station for proper disposition.
On November 28, 2009 at Purok 2, Barangay Bayabas, Cabadbaran City, one team from 143rd RMG Company led by PINSP Abraham U Mangelen apprehended one Eduardo Tiambong, 46 years old, married, farmer and resident of said place by virtue of WOA docketed under CC no. 08-127 for murder with no bailbond recommended issued by Hon Judge Dax G Xenos of RTC Branch 34, Cabadbaran City dated February 10, 2009. Subject person was brought to 143rd RMG Company for proper disposition.
On December 1, 2009 around 6:30 in the evening, Intel Operatives of Butuan City Police Station 4 led by PSI Estelito German Jr apprehended Michael Batchenista, 22 years old, single and a resident of Purok-5 Lower Tagabaca, Butuan City, by virtue of Alias Warrant of Arrest dated 22 August 2009 docketed under Criminal Case number 13534 issued by Hon Edgar Manilag, RTC branch 23, Libertad, Butuan City for frustrated murder with recommended bailbond of Two Hundred Thousand Pesos (Php 2OO,OOO.OO). Report On Mauling
On December 1, 2009 around 1:00 o'clock dawn at Barangay 3 Poblacion Buenavista, Agusan del Norte, a certain Roy Navales, Arnold Asis and three other companions were allegedly mauled while at gunpoint by Renato Mitaran alias "Renren" and his companion named Rodel Guindulman who is known to be a PDEA 13 Agent.
Victims sustained injuries on the different parts of their bodies. The conflict started at the videoke house where the two groups happened to have drinking spree. While the group of the victims was singing, Renato Mitaran intervened and stopped their song which resulted into a misunderstanding between the two groups.
Mitaran allegedly drew a gun then attacked and mauled the victims. Elements of Buenavista Municipal Police Station responded and pacified the incident and brought the two groups at the police station. Rodel Guindulman surrendered to the police a caliber .45 pistol Mark IV serial number 218364 owned by Renato Mitaran. The case is under investigation for filing of appropriate charges in court. GWC 907 driven by Edgar Devero, of legal age and resident of Purok 3, Veruela, Agusan del Sur while traveling at National Highway for Butuan City and upon reaching at said place accidentally bumped to a single motorcycle driven by Ronald C Alaan, of legal age, single and resident of Barangay Ongyiu, Butuan City.
