DOH-Caraga confirms 1st A(H1N1) case in the region

BUTUAN CITY (June 20) – The Department of Health (DOH), Caraga Region, confirmed first case of A(H1N1) virus in the region.

This was learned from DOH-Caraga Regional Director Dr. Leonita Gorgolon, in a phone-patch interview with a local radio station here this morning.

According to Dir. Gorgolon, the confirmed A(H1N1) case comes from a four- year old boy and has history of travelling abroad. “In fact, the boy came from Hongkong and arrived here in the region on June 13”, Gorgolon said.

Also, Ms. Sunshine Alipayo of DOH-Caraga said in a phone-patch interview with PIA this morning that the family coordinated with their office upon seeing signs and symptoms the boy has manifested.

Immediately, DOH-Caraga referred the boy having been suspected to have the virus to its referral hospital in Davao City – the Davao Medical Hospital. “Just last night (June 19), the result came out and was found positive,” Gorgolon said.

As of press time, Alipayo said the immediate contacts of the boy were already under the treatment process to avoid the virus from spreading.

Meanwhile, as of yesterday, June 19, DOH reported that the total count of positive cases in the country already reaches 344.

However, Health Sec. Francisco Duque said “all of these 344 confirmed cases were mild in nature, both those who are currently under treatment and those who have been sent home.”

Duque also said that most of the 344 confirmed cases are from Metro Manila (National Capital Region) with 234 (68%), Central Luzon (Region III) with 45 (13%), and CALABARZON (Region IV-A) with 31 (9%).


Duque also noted that in the National Capital Region, most cases came from Quezon City (81 or 34%), Manila (44 or 18%), ParaΓ±aque (21 or 9%) and Makati (15 or 6%).


Duque said the age range of these cases is from 1 to 76 years old, with 18 as the median age. He also said that most of the cases belonged to the 15-24 years age group (171 or 50%). He said that majority of cases were male (187 or 54.4%).

To date, World Health Organization (WHO) officially reported 93 countries worldwide with laboratory-confirmed cases of new influenza A(H1N1) virus.

Influenza A (H1N1) is a new virus causing illness in people. This new virus was first detected in people in April 2009 in the United States. The virus is spreading from person-to –person, probably in much the same way that the regular seasonal influenza viruses spread.

Similar to a regular flu, A(H1N1) virus have symptoms of fever, headache, fatigue, lack of appetite, runny nose, sore throat, cough, vomitting or nausea, and diarrhea.

The virus’ mode of transmission is through exposure to droplets from the cough and sneeze of the infected person. Influenza A(H1N1) is not transmitted by eating thoroughly cooked pork.

With these developments, DOH calls on the public to observe proper hygiene, avoid going to places with mixed crowd, and report immediately to their regional offices nationwide should signs and symptoms are seen on any individuals especially those who have history of travelling abroad.

Among the preventions advised by DOH include: to cover your nose and mouth when coughing and sneezing, always wash hands with soap and water, use alcohol- based hand sanitizers, avoid close contact with sick people, increase your body's resistance, have at least 8 hours of sleep, be physically active, manage your stress, drink plenty of fluids, and eat nutritious food. 52 Former Rebels (FRs) received assistance from OPAPP

The Office of the Presidential Adviser on the Peace Process (OPAPP) through its Social Integration Program (SIP) awarded the Immediate Assistance, Livelihood Assistance in Capital Goods equivalent to Fifty Thousand Pesos (Php 50,000.00) per Former Rebels (FRs) and the Firearms Remuneration of the surrendered firearms to the former members of the CPP-NPA who returned to the folds of the law just recently. These awards are part of the socio-economic package of the program intended to facilitate their integration to mainstream society.

On behalf of Secretary AVELINO I. RAZON, JR. the Presidential Adviser on the Peace Process, Governor MARIA VALENTINA G. PLAZA of the Province of Agusan del Sur personally handed the awards to the Former Rebels (FRs) or Kauban sa Reporma (KRs) during the 42nd Foundation Day Celebration of the province on June 17, 2009. The Governor was assisted by Vice Governor Santiago B. Cane, Jr., Assistant Division Commander of 4ID PA BGEN Rolito B. Abad, Brigade Commander of 402nd Brigade PA Colonel Emiliano R. Gupana II, PNP Provincial Director Senior Supt Antonio B. Paguirigan and Father Carlito Clase a member of the Local Social Integration Committee (LSIC) and other public officials of Agusan del Sur.

Thirty (30) KRs received their Livelihood Assistance in Capital Goods equivalent to Fifty Thousand Pesos (Php 50,000.00) each; this is amounting to One Million Five Hundred Thousand Pesos (Php 1,500,000.00). Another Twenty (20) KRs received their Immediate Assistance amounting to Twenty Thousand Pesos (Php 20,000.00) each; this is equivalent to Four Hundred Thousand Pesos (Php 400,000.00). Firearms Remuneration also amounted to Two Hundred Eighteen Thousand Seven Hundred Pesos (Php 218,700.00) was paid to the 22 KRs who surrendered their firearms to the government. The Total Amount released was TWO MILLION ONE HUNDRED EIGHTEEN THOUSAND SEVEN HUNDRED PESOS (Php 2,118,700.00).

 Part of the socio-economic package awarded to the KRs includes the following:

 1. Carabaos = 34 heads
 2. Motor Cycles (Brand New) = 3 units
 3. Land = 1.5 hectares
 4. Mud Boat = 1 unit
 5. Sprayer = 1 unit
 6. Plow = 2 units
 7. Merchandise for Sari-Sari Store, Sprayer and Plows

 On June 1-5, 2009 before the awarding was held the Former Rebels were given lectures/trainings on Values Formation, Cooperative Development, Masaganang Vegetable Garden Program (MVGP), Culture of Peace, Overview on RA 8371 or the IPRA Law, Family Budgeting and equally important was the Critical Incidence Stress Debriefing. This training was required to the FRs before they can avail of the capital goods from the program in order to capacitate themselves. The said training was facilitated by the member agencies of the Local Social Integration Committee (LSIC) of the Province of Agusan del Sur. The agencies that facilitated the training were the following: PSWD, ASERBAC (Agusan Sur Economic Research and Business Assistance Center), Provincial Cooperative Office, Provincial Agriculture Office, NCIP Provincial Office, DepED Division Office and Provincial Veterinary Office.

It is the long-term objective of the Social Integration Program (SIP) that the Former Rebels (FRs) or fondly called as KAUBAN sa REPORMA (KRs) can have a genuine and sustainable socio-economic intervention and will be able to integrate to mainstream society. (Jair C. Persigas, OPAPP/ PIA-Caraga)


Siargao port construction gains positive reviews 
 
SURIGAO DEL NORTE – The present administration is now in full gear for the rehabilitation and construction of new seaports to provide convenient transport facilities to domestic and foreign tourists in the country.
 
In Siargao, having been known as the surfing capital of the Philippines, the Philippine Ports Authority (PPA) – Port Management Office in Surigao bared several port projects in Surigao del Norte slated for expansion or rehabilitation.
 
These include the rehabilitation of causeway in the port of Sta. Monica in Siargao Island, a six hundred (600) meters long and six (6) meters wide concrete Causeway project amounted to P40Million. It was reported that some portions of the causeway were already damaged as evidenced by massive cracks.
 
Another is the construction of new port in Pilar town in Siargao Island with a total estimated budget of P30Million. The scope of work covers the construction of wharf and RO-RO ramp with a back-up area and a drainage system plus port lighting system. 
 
Dredging of channel (waterway) in the port of Del Carmen, municipality of Del Carmen, Surigao del Norte amounted to P50 Million. Re-channeling of waterway in Brgy. Consolacion in Dapa amounted to P3Million. Another dredging of channel (waterway) in Dapa port amounted to P38Million. 
 
Still in Dapa, the construction of new port in Brgy. Jubang amounted to P75 Million. It covers the construction of wharf and RO-RO ramp with a back-up area and a drainage system plus port lighting system. 
 
After hearing the news about the new port project currently undertaken by PPA in Brgy. Jubang, Aling Nita Libay of Brgy. Jubang could not help but express her gratitude to the Arroyo administration for the support they have given.
 
"I believe these port projects in Siargao will have a big impact especially here in our barrio," Aling Nita said adding that the project is a tool for the community’s development.
 
Meanwhile, Sixto Virtudazo in Pilar town believed that with the proposed construction of the new port in the game fishing capital, it is now easier for the local and foreign tourists to reach them.
 
“Mahayahay na isab karajaw an amo pagkadto sa Surigao kun magdaya kami nan mga butang didto. Salamat karajaw sa ini na proyekto. (It is also easier for us to reach Surigao City if we bring goods there. Thank you very much for this project)," he said.
 
Indeed, even local officials here are confident that with the construction and rehabilitation of these ports and terminal facilities, traveling to these seaports is now convenient not just to the local and foreign tourists but also to the people living in the area. Lanuza dub as “HALL of FAME” for GPK 09

TANDAG, SURIGAO DEL SUR – This year’s “49th Araw ng Surigao del Sur celebration mark as best to the municipality of Lanuza who got the award of Excellence, “Hall of Fame” for the “Gawad Pangulo sa KAPALIGIRAN 09” (GPK).
Lanuza was consistently the best performer for 3 consecutive years under category B, the 4th to 6th class municipality from 2007 up to the present. Mayor Algerico Irizari received the Plaque of Excellence with a cash amounting to P20,000.00, awarde by Governor Vicente T. Pimentel Jr.

For Category A (1st-3rd class municipality), Hinatuan grabbed the first place for 2 consecutive years now. The Plaque of Excellence was received by Vice Mayor Cristina Camba with the cash prize of P16,000.00. Barobo got the second place and received the plaque of Recognition with a cash amounting to P12,000.00. The municipality of Cantilan winning the 3rd place. Mayor Tomasa Guardo received a Plaque of Recognition and a cash amounting to P10,000.00.

For Category B (4th to 6th class municipality), Carrascal got the 1st place. Mayor Alfred B. Arreza received the Plaque of Excellence and a cash prize amounting to P16,000.00. 2nd place goes to Cagawait represented by Vice Mayor Vieme Estal who received the Plaque of Recognition and a cash amounting to P12,000.00. Following Carmen as 3rd place represented by Mayor Antonio T. Borda, Jr., who received the Plaque of Recognition and a cash prize amounting to P10,000.00.

Bislig got the first place for the City category represented by Vice Mayor Conrad Cejoco received the Plaque of Excellence and a cash prize.

The program was sustainably implemented by the provincial government of Surigao del Sur under the leadership of Governor Vicente T. Pimnetel, Jr. thru the issuance of Executive order # 03-2007. GPK program locally recognizing the positive impact to the component cities and municipalities that institutionalize the value of saving the environment as a way of life among the Surigaonons.

DENR Caraga Region issues 8,322 job and livelihood program certificates 

BUTUAN CITY - The Department of Environment and Natural Resources (DENR) Caraga has awarded 8,322 job contracts under the Comprehensive Livelihood and Emergency Employment Program (CLEEP) of President Gloria Macapagal Arroyo during the celebration of the 111th Independence Day and Service Fair on June 12,2009 held at the Inland Resort Convention Hall in Butuan City .

Durano (right) of the Department of Tourism being assisted by the DENR top officials in Caraga Region headed by Regional Executive Director Edilberto S. Buiser, Regional Technical Director for Forest Management Services Virgilio dela Cruz, PENRO Sixto C. Badua of Agusan del Sur, PENRO Rosendo Asunto of AGusan del Norte and CENR Officer Jaime Acebu awarded 8,322 job and livelihood program certificates under the Comprehensive Livelihood and Emergency Employment Program (CLEEP) of President Gloria Macapagal Arroyo during the celebration of the 111th Independence Day and Service Fair on June 12,2009 held at the Inland Resort Convention Hall in Butuan City.

Secretary Joseph H. Durano of the Department of Tourism in his capacity as Cabinet Officer for Regional Development (CORD) of Caraga Region was at hand to give the job certificates and livelihood programs to 8,322 beneficiaries coming from the different places in the region. 

Secretary Durano was assisted by DENR Regional Executive Director Edilberto S. Buiser, Regional Technical Director for Forest Management Services Virgilio dela Cruz, and Director Letty Tan of the Department of Labor and Employment (DOLE).

RED Buiser said the job contracts and livelihood certificates consisted of 3,550 livelihood assistance through Upland Development Program, 4,192 job certificates for Bantay Gubat, 450 job certificates for Bantay Dagat, 112 extension officers and 18 certificates under the Executive Order 782.  

DENR Secretary Lito Atienza has earlier directed the Department’s regional offices nationwide to extend full cooperation to the DOLE in providing emergency employment opportunities to workers affected by the worldwide financial meltdown.

A total of P126,415,000 has been allocated by the DENR through the CLEEP to fund the livelihood programs and allowances of emergency workers.

The livelihood assistance for upland development program are distributed in Agusan del Norte, 722, Agusan del Sur,803, Surigao del Norte, 861, Surigao del Sur, and Dinagat Island,205. 

The funds for emergency employment program was distributed to Agusan del Norte,488 Bantay Gubat, 12, extension officers; Agusan del Sur 1,991 for Bantay Gubay, 200 for Bantay Dagat and 53 extension workers; Surigao del Norte, 356 for Bantay Gubat and 250 for Bantay Dagat and 16 extension workers.

There were 1,307 persons who were hired through the Bantay Gubat in Surigao del Sur and 50 in Dinagat Island . 

The DENR Regional Office has hired 18 persons under the EO 782.

Moreover, the Ecosystems Research and Development Services led by OIC, Regional Technical Director Jermias Bruzon has distributed 20,000 “malungay” seedlings and 20,000 other planting materials like “ Palawan Cherry” and “Batanes Pine” flowering tree species during the job fair. Dialogue for GSIS members slated in Butuan

In order to enlighten Government Service Insurance System (GSIS) members on the issues of system’s computerization, GSIS Caraga Regional Office is scheduled to conduct a Dialogue for all GSIS Member-Agency on June 26, 2009 at 8:00 – 12:00 in the morning at the Dottie’s Place, J. C. Aquino Avenue, this city.

According to GSIS Regional Manager, Mamole Pangandaman, the activity is geared towards GSIS drive for an intensive information dissemination to all GSIS members on the System’s objectives of the reforms, the historical events that happened during the shift of computerized environment (open system) and short and long-term objectives of the system.

Mamole added that to fully disseminate the information, all Heads of GSIS member-agencies and administrative officers are invited to join the scheduled activity inorder to have knowledge and information with regards to the current GSIS status including the programs for the coming years.

PBSP launches competition for innovative business concepts

The Philippine Business for Social Progress (PBSP) is inviting Filipinos to join the Philippine Business in Development (BiD) Challenge 2009. BiD Challenge is a business plan competition for poverty reduction. Any entrepreneur, employee, returning OFW, or organization from Luzon, Visayas or Mindanao may submit business concepts online until August 30, 2009. 
Fr. Xavier Alpasa, SJ receives the grant prize of 20,000 euros from BiD Network Foundation in the Netherlands. Fr. Alpasa together with a group of young entrepreneurs from the Ateneo de Manila University and famous designers like Rajo Laurel and Amina Aranaz, helped women-weavers from Payatas develop cheap scrap cloth and potholders into more lucrative designer bags. 

A start-up capital in support of the socially-responsible, innovative business concept await the 10 prospective winners of the competition. 

“Beyond the capital, finding investors for these innovative businesses will create greater impact. PBSP is committed to matching finalists and winners with investors in the Philippines and Europe as we have done in the past two years,” expressed Manuel V. Pangilinan, PBSP Chairman and Chairman of PLDT and SMART Communications, Inc.

To qualify, the business concept should demonstrate that it can generate profit, has a social return, and will protect the environment. Businesses that demonstrate ability to produce these triple bottom lines will be selected. Qualified business ideas will be matched with business advisers, who will help entrepreneurs develop a full-blown business plan.

In 2008, PBSP sent BiD Challenge top winners, Rags2Riches and EchoStore to compete in the International BiD competition in Amsterdam, The Netherlands. Rags2Riches won the top prize and received £20,000. It has also received offers from investors. 

Rags2Riches transforms scrap cloth into bags designed by Rajo Laurel and Amina Aranaz, and produced by women from the Payatas dumpsite in Quezon City. 

“We now earn more from the bags. We used to just weave rags for P8 each. Then Fr. Xavier Alpasa came to Payatas. This cloth, which we weave carefully, could have ended up as pot holders. But now it is beautiful because of the design and the help of Fr. Xavier,“ Anna Annipao, 41, one of the women-weavers, explained in Tagalog. 

PBSP implements programs nationwide to help reduce poverty. PBSP’s Enterprise Development Program supports micro, small and medium enterprises (MSMEs) through provision of micro- and SME credit, business advice, and the BiD Challenge.

Report on shooting incident

On June 16, 2009 at 9:00 in the evening at Purok Gumamila, Barangay Ipil, Surigao City, initial investigation disclosed that the suspect identified as Rodny Frondoza, 37 years old stoned the victim identified as Julito Mapa, 34 years old, married, fisherman and resident of said place while walking along the seawall of said place without apparent reason hitting on his leg.

Thereafter, victim went to the house of the suspect to confront him in an effort to amicably settle but he was shot by Rony Frondoza, 25 years old (brother of Rodny Frondoza) using improvised shotgun locally known as “sumpak” hitting different parts of victim's body.

PNP elements of Surigao City Police Station led by PO3 Gorgod assigned at Barangay Ipil Outpost proceeded to the crime scene and brought the victim to Caraga Regional Hospital for medical treatment while suspects were arrested and temporarily detained at Surigao City Police Station Detention cell for filing of appropriate charges in court. Also, on June 17, 2009 at 9:00 in the morning in front of the Main gate of Bislig City Hall, TSgt Martin Pino, Bona fide member of 28th IB, Phil Army was shot by unidentified person using cal .45 pistol but the victim was unharmed after the suspect missed the target.

Initial investigation disclosed that the incident transpired when TSgt Pino was on his way to attend the court hearing at the Hall of justice at Bislig City.

PNP elements of Bislig City Police Station conducted follow-up operation but suspects managed to escape. Flash alarm was disseminated to adjacent Municipal Police Station to track down suspects and established checkpoints. 

As a result, PNP elements of Barobo Municipal Police Station while conducting checkpoint operation was able to apprehend suspected perpetrators while riding TMX 155 motorcycle, color red, bearing plate number KS 7654 driven by Ernito Genzon, 35 years old, married, businessman and resident of Magsaysay, Sibagat, Agusan del Sur and certain PFC Artemio Pagios, 31 years old, single, member of 29IB, Phil Army based at Maramag, Bukidnon. 

Confiscated from the possession of PFC Pagios were two unit cal .45 pistol bearing serial number 711967 COLT with six live ammos and one magazine and another Caspian caliber .45 pistol with serial number 385014 with one magazine.

Said suspects failed to show pertinent documents at the time of arrest. Suspects are now detained at Barobo Municipal Police Station for filing of appropriate charges in court. (PNP-13/ PIA-Caraga)

Report on illegal gambling

On June 17, 2009 at 11:05 in the morning at Purok Sari-sari B, Barangay Golden Ribbon, Butuan City, PNP personnel of Vice Control Section of Butuan City Police Station 1 (BCPS 1) led by PSINSP Ronaldo V Plaza conducted operation against illegal gambling which resulted to the confiscation of one unit fruit game machine with undetermined peso coins inside from the possession of a certain Florencio Delin (caretaker), 53 years old, married and resident of said place.

Said Machine was brought to the Office of Vice Control Section of BCPS1 for recording and proper disposition. (PNP-13/ PIA-Caraga)

Report on loose firearm

On June 16, 2009 at 10:30 in the morning at the national highway of Placer, Surigao del Norte, PNP elements of Placer Municipal Police Station conducted checkpoint at said place which resulted to the apprehension of the suspect identified as Rodolfo Dizon Carbonilla, 42 years old, married, Portal Guard of Anselmo Espanto Tunnel and resident of Mapaso, Barangay Magsaysay, Placer, Surigao del Norte.

Confiscated from the suspect’s possession were one unit cal .38 revolver marked ARMSCOR with six live ammos, bearing serial number 1004050 and another three live ammos recovered from the right pocket of his fatigue short pants.

On June 16, 2009 at 3:30 in the afternoon at District 5, Barangay Camagong, Nasipit, Agusan del Norte, a certain Rogelio Aragon Nalzaro, 26 years old, resident of said place was arrested by PO2 Maglasang of Nasipit Municipal Police Station by virtue of warrant of arrest (WOA) issued by Hon Judge Eduardo S Casals of RTC Branch 1, Libertad, Butuan City charged for violation of RA 9262 (Violence Against Women and Children) docketed under CC number 13275 with recommended bailbond amounting to Php 60,000.00. 

Suspect was brought to Nasipit Municipal Police Station for proper disposition.

Also, on June 17, 2009 at 4:00 in the afternoon at Barangay Villa Kananga, Butuan City, PNP elements of Butuan City Police Office led by SPO3 Alexander Morgadez arrested the suspect identified as Catalino Nuer, 18 years old, single and resident of Purok-4, Barangay Villa Kananga, Butuan City by virtue of WOA under CC number 13434 for theft, issued by Hon Judge Edgar Manilag of RTC Branch 33, Butuan City dated June 10, 2009 with recommended bailbond amounting to Php 40,000.00.

Report on illegal fishing

On June 16, 2009 at 4:30 in the afternoon at Sitio Hinaplan, Barangay Balite, Bayabas, Surigao del Sur, joint elements from Bayabas Municipal Police Station and personnel of Bantay-Dagat of Bayabas apprehended the following suspects namely: Jorgin Pasko Pamaos, 43 years old; Pedrito Ragas Bintasal, 42 years old; Alexis Mahomoc Bintasal, 25 years old; Mateo Pedroso Bokal, 19 years old; Roel Compe Bintasal, 23 years old; and Jesrel Loren Nueva.

Said suspects were caught in the act engaging in illegal fishing activities at the seawater of the said place.

Suspects were released from Police custody after posting the fine of Two Thousand Five Hundred (P2,500.00) as per Municipal Ordinance number 22. (PNP-13/ PIA-Caraga)

KRs soon to become member of the backbone of the country

Another 57 former rebels or “Kauban sa Reporma” (KRs) receive financial and livelihood assistance worth more that P2 million from the government during the 42nd founding anniversary of Agusan del Sur on June 17, in time with the closing program of the 17th Naliyagan Festival.

After the livelihood skills and moral recovery seminar conducted on June 1- 5, 2009, 30 KRs were awarded capital goods worth P50,000 each as livelihood assistance while another 19 received P20,000 immediate assistance and another eight who were not served during the mass awarding of immediate assistance last 30 this year.

Aside from capital goods and immediate assistance, the Office of the Presidential Adviser on Peace Process (OPAPP) also gave the KRs 34 carabaos, one unit mud boat, three units motorcycles, one sprayer and two plows because most of them identified farm implements and working animals during the livelihood skills and moral recovery seminar.

In an interview, Lando (not his real name for security reason), 28 years old, said they only realized the meaning of freedom and life itself when they decided to go back to the folds of the law few years ago. After hiding and hard struggle in the mountains believing in false principles for several years, they now experience how the government love them, and how sweet life is when one is free.

“Sa kadugayon namong nag tagotago ug nagsakripisyo sa kabukiran tungod sa sayop nga prinsipyo, karon pa kami nahigmata nga wala diay kami pasagdi sa atong gobyerno ug unsa ka hayahay sa kinabuhi kung kami gawasnon”, Lando said.

In her message, Gov. Maria Valentina Plaza of Agusan del Sur, said peace and order is a main ingredient of development all over the world. With the joint effort of the national and local governments, these KRs who once sow terror and fear in the countryside, will become partners of the government and the community in the development process and progress.

“Few years from now, with the assistance extended by the government to our KRs, we will never encounter food shortages in our tables because many of them are farmers and will soon become the backbone of our country. Our prayers in Agusan del Sur were heard by the heavens above, and now we see and feel the blessings that our Almighty have showered upon us as the answers to our prayers”, Gov. Tina Plaza said.

It can be recalled that the provincial government under the administration of then Governor Adolph Edward Plaza, in partnership with the Office of the President, have relocated and extended livelihood assistance to some 19 former rebels. The provincial government and the Office of the President have given them raw houses, farm equipments and land to cultivate to start their new life. Today, they are producing rice, vegetables and handicrafts as their livelihood while benefiting the community of their products.


7 NPAs surrendered to 58IB in Surigao del Sur

Shown here are the 20 firearms surrendered recently by 21 Former Rebels (FR) to Lt. Col Benjamin S. Pedralvez, Jr. Battalion Commander of 58IB, 4ID, PA. This was taken during the presentation to Governor Vicente T. Pimentel recently at Seminar Hall, Tandag, Surigao del Sur.

It was successfully negotiated by 58IB Battalion Commander Lt. Col. Benjamin S. Pedralvez, Jr. INF (GSC) PA in first District of Surigao del Sur.

According to the records of the 58IB, the MBs brought along with them eight (8) assorted fire arms composed of 1 Mi Garand rifle; 2 improvised caliber 5.56 rifles; 2 shotguns, 1 homemade shot gun, 1 cal. 357 pistol and 1 homemade cal.38 revolver.

The seven former rebels (FRs) are now housed under the custody of Philippine Army for the assessment and evaluation of their records.

DENR-Caraga probes the reported illegal activities within Taguibo watershed forest reserve

BUTUAN CITY – DENR Caraga Regional Executive Director Edilberto S. Buiser has created a Multi-sectoral Team under Special Order No. 143 on April 28, 2009 to conduct investigation on the alleged illegal mining, illegal road construction and illegal cutting of trees within Taguibo Watershed Forest Reserve.

The Team is composed of NCIP, DENR, MGB, EMB, NEDA BCWD, CENRO Butuan City, ENRO Butuan City, Office of the City Mayor of Butuan and Catholic Conference for Peace and Development (CCPD). and is chaired by Regional Technical Director Virgilio C. Dela Cruz of DENR Caraga Forest Management Service.

Last May 26, 2009, the Team conducted the area inspection/investigation within the territorial jurisdiction of Butuan City. DENR Regional Office received initial information from field personnel participating in the site inspection that there was really road rehabilitation and widening activities being conducted in the area and that such activities were not covered by Environmental Compliance Certificate (ECC), road right-of-way permit, and Free and Prior Informed Consent (FPIC) from the holders of CADC 178.

CENRO Butuan City representatives also informed that based on the records, a total of 8,879.61board feet of illegally cut lumber/flitches were apprehended/seized allegedly sourced within the Taguibo Watershed area and were now under their custody.

The Regional Office is awaiting the team’s official report for further action or implementation of its recommendations.

The Multi-sectoral Team originally scheduled the inspection of the complained area on May 5, 2009 but did not push thru because entry of the subject area needs formal permission from the Lumads. The watershed area, under Presidential Proclamation No. 1076 dated on September 04, 1997, covers five (5) to six (6) ancestral domains which is why for this reason, the DENR sought the assistance of NCIP Regional Office in order for it to gain access into the complained area and to ensure the safety of the lives of its members.

Strategies to pursue the investigation of illegal road construction/rehabilitation and mining activities in Barangay San Antonio, RTR is being drawn-out. This investigation will be coordinated with the LGU-Agusan del Norte, RTR and Barangay San Antonio, the Philippine Army to clear and secure the areas from Anticala to Malinhawod particularly areas No. 7 and 9 prior to the conduct of area inspection, and the PNP to escort the team during the conduct of site inspection. Race against time on World Population Day

Determined to continue the big push for the passage of the reproductive health bill in Congress, advocates are set to hold a unity run on 11 July 2009 to highlight the need for investing in women’s reproductive health.

A mini-marathon competition dubbed “Race against Time: Invest in Women’s Reproductive Health, Invest in Life Now!” will start from the Quezon City Hall grounds and will cover the stretch of Quezon City Memorial Circle, University of the Philippines Sunken Garden and back to the City Hall grounds.

Organizing this event are the Philippine Legislators’ Committee on Population and Development Foundation, Inc. (PLCPD), Reproductive Health Advocacy Network (RHAN) and many other groups who are supporting the authors of the reproductive health and population development bill.

Ramon San Pascual, PLCPD’s Executive Director said, “we are very disappointed when the RH bill was sidelined in favor of Con Ass but that will not stop us to continue pushing for the passage of this very important piece of legislation when Congress open its third regular session in July.” San Pascual added, “we believe that the enactment of the reproductive health bill will pave the way for better health care services for women, children and men as well. It will drastically reduce maternal death, improve nutrition among infants, and pave way for greater participation of Filipino men in family life.”

“This unity run is a health-oriented, family-inclusive way of calling the attention of our lawmakers and other stakeholders to maintain their focus on the reproductive health bill amid con-ass, the coming elections and other political issues that may divert their attention away from this bill,” San Pascual concluded.

The unity run is one of the series of events, which includes policy and business forums, to be conducted by reproductive health advocates in observance of the World Population Day in July. PPA bares 8 port projects in Surigao Norte

- In a bid to strengthen trade and tourism through the sea transport sector in Siargao Island and Surigao City, the Philippine Ports Authority (PPA) – Port Management Office in Surigao informed that eight (8) port projects in Surigao del Norte have slated for expansion or rehabilitation.

In a recently held Provincial Development Council meeting, PPA disclosed the recently approved PPA plans and programs for the province.

These include the rehabilitation of causeway in the port of Sta. Monica in Siargao Island, a six hundred (600) meters long and six (6) meters wide concrete Causeway project amounted to P40Million. It was reported that some portions of the causeway were already damaged as evidenced by massive cracks.

Another is the construction of new port in Pilar town in Siargao Island with a total estimated budget of P30Million. The scope of work covers the construction of wharf and RO-RO ramp with a back-up area and a drainage system plus port lighting system. The scenic coastal town of Pilar is now known to the world as the Gamefishing capital of the Philippines.

Construction of new port in Brgy. Jubang, Dapa, Surigao del Norte amounted to P75 Million. It also covers the construction of wharf and RO-RO ramp with a back-up area and a drainage system plus port lighting system. Also, re-channeling of waterway in Brgy. Consolacion in Dapa amounted to P3Million.

Still in Dapa, is the dredging of channel (waterway) in Dapa port amounted to P38Million and a another dredging of channel (waterway) in the port of Del Carmen, municipality of Del Carmen, Surigao del Norte amounted to P50 Million.

Meanwhile, projects in Surigao City include the construction of exit gate and guardhouse at the newly completed expansion project of the Surigao Base port known as the Verano port amounted to P3.10Million and the expansion of Lipata port in Brgy. Lipata amounted to P309 Million. The Lipata port expansion includes wharf extension and RO-RO ramp with a back-up area, drainage and lighting system.

Local officials here are very confident that with the construction and rehabilitation of these ports and terminal facilities, traveling to these seaports is now convenient to local and foreign tourists especially in the island of Siargao.

These constructions and rehabilitations are also significant in the tourism industry to meet the projected increase in the number of passengers in the coming years.
Early this year, President Gloria Macapagal-Arroyo inaugurated the newly expanded Verano Port last April 15, 2009.This P414-million expanded port, named after former Senator Felixberto Verano of this city, has helped address the needs of the flourishing tourism and mining industry, including the ferrying of mining equipment used by the different mining firms in the province. Naliyagan Festival ended with multi-million livelihood assistance to farmers and self-employed distributed

AGUSAN DEL SUR (June 17) – Six municipalities in Agusan del Sur are lucky enough to possess 18 dump trucks from the Department of Agrarian Reform under the Mindanao Sustainable Settlement Area Development project funded by the Japan International Cooperation Agency.

According to DAR Caraga Regional Director Elmo Banares, the P15 million worth dump trucks is part of DAR’s commitment in providing services to the agrarian reform beneficiaries thru the local government units.

“Consistent to President Gloria Macapagal-Arroyo’s development program to provide better income to farmers and self employed, the dump trucks will be used to maintain government infrastructure projects like roads and bridges in the DAR’s settlement areas in Agusan del Sur in order for farmers to bring their products to the market the easiest way and reduce traveling costs”, MinSSAD National Project Manager Persival Dalugdug said.

The recipient municipalities who receive the dump trucks are San Francisco, Prosperidad Talacogon and San Luis who comprises the Agusan resettlement and Bunawan and Veruela of the Kaunlaran Settlement.

Aside from the P15 million worth of dump trucks, DAR also distributed some 86 Certificates of Land Ownership Agreement (CLOAs) to 86 Agrarian Reform Beneficiaries (ARBs) of Grace Estate in Bayugan, Agusan del Sur with the total land area of 92 hectares.

At present, the ARBs are producing coconut, Falcata, Cacao and root crops in the resettlement area.

In her message, Gov. Tina Plaza said this is a concrete display that Agusan del Sur is gearing towards more progress and economic stability in spite of the global recession. Acknowledging the President’s love for the province, Gov. Tina Plaza said President Arroyo always see to it that Agusan del Sur is always included in all the national programs, be infrastructure, agricultural and social.

“We are open for business and development. In fact, we are in the high level in the information technology. But we also see to it that our environment is always protected and food production is not neglected. That is why, our Naliyagan slogan says “Lifting Productivity”, Gov. Tina Plaza said.

The distribution of the multi-million livelihood assistance took place right after the holy mass and is one of the highlights during the culmination program of the Naliyagan Festival that started June 12, in time of the celebration of the 111th Philippine Independence Day. 7,000 job seekers expected to join TESDA’s Job Bridging and Internship activity

BUTUAN CITY (June 17) – An estimated 7,000 job seekers including 5,000 displaced workers, 2,000 technical-vocational education and training (TVET) graduates and job applicants all over Caraga is expected to join the Jobs Bridging and Internship Program on June 26 at Balanghai Hotel and Convention Center.

The activity is TESDA’s response to President Gloria Macapagal-Arroyo’s resiliency program to address the present global economic crisis. The event will provide a venue for the displaced workers to find employment opportunities or a chance to undergo TESDA’s internship program under the Pangulong Gloria Scholarship Grants. It will also be a venue for new graduates to find employment without going through the rigors of applying for a job.

The event is a nationwide activity spearheaded by the Technical Education and Skills Development Authority (TESDA) and it is expected to be graced by President Gloria Macapagal-Arroyo and Secretary Boboy Syjuco, TESDA Director General.

Director Florencio Sunco of TESDA Caraga explains that the job bridging and internship activity is a one of its kind job fair and greatly varies from the other job fairs that have been done by other national line agencies (NGAs) and local government units (LGUs).

“The Jobs Bridging and Internship Program is a unique activity because it will be a technology-based job-matching encounter. Job applicants will be engaging with employers both local and overseas through the web,” elaborates Director Sunico.

“JobsDB.com, a consultant hired by TESDA will provide a paperless application for all job seekers through a gold card that will store the data profile of the applicants,” added Director Sunico.

All job applicants to the job bridging and internship activity will go out with a gold card. The gold card will enable the applicant to have a worldwide access to employers. Through the gold card, the applicants profile will be made available through the web.

Leo Velez, Agusan del Norte Provincial Director of TESDA reveals that participants to the activity will not go out empty-handed. PD Velez explains that those who will not be hired or near hired during the job fair, will be match for internship or be given trainings depending on the result of their assessment.

“The job bridging and internship event will not just be a recruitment activity but will also include assessment of all the participants. Those who will not be hired or recruited, their needs will be identified. If they need further training to be hired, then they will be provided with trainings. If they need internship then they will be match to companies that needs the applicant’s skills,” says PD Leo Velez of TESDA, Caraga.

The activity is provided for under Executive Order 783 which provides for employment interventions to save and create jobs as part of the Economic Resiliency Plan (ERP) of President Gloria Macapagal-Arroyo.

The activity aims to facilitate employment of displaced workers both local and overseas. It is meant to provide job pathways for graduates of technical-vocational education and training (TVET) and as well as link employers with TVET supply in the area.

The activity also aims to determine the match or fit between the program offered by TESDA and the industry or job requirements. The activity will also be a venue for one-stop transactions of government services such as passporting and other services.

The one-day Jobs Bridging and Internship Fair is designed to converge under one roof employers, suppliers, graduates, job seekers and brokers of government services using the mediation of computer technology.

Jobs DB.com will provide a paperless application for all job seekers through a gold card that will store the profile of applicants.

5,000 TESDA training vouchers slated for Caraga

BUTUAN CITY (June 17) – Some 5,000 training vouchers will be distributed in Caraga to trained workers in in-demand skills with priority given to displaced workers. Director Florencio Sunico of the Techincal Education and Skills Development Authority (TESDA) Caraga reveals this during a press conference here, in Butuan City, recently.

“Section 2 of the EO 783 states that TESDA shall conduct training in in-demand skills for 5,000 workers in Caraga with priority given to displaced workers,” says Director Sunico.

Executive Order (EO) 783 provides for the establishment of employment interventions to save and create jobs as part of the Economic Resiliency plan (ERP) of President Gloria Macapagal-Arroyo.

Along this line is the promulgation of the Pangulong Gloria Scholarships (PGS) and implementation of the 2009 TESDA internship program for displaced workers.

The 5,000 training voucher is expected to be released within this year. It is geared towards providing employment to displaced workers both local and overseas.

The identified target clients for the scholarship are the underemployed, unemployed, out-of-school youths and displaced workers.

Recipients of the scholarship must belong to the low socio-economic status. Nonetheless, retrenched and displaced local and overseas workers will be given priority.

To widen the reach of the Pangulong Gloria Scholarships (PGS) the age requirement has been waved, 15 year old young people may now avail of the scholarship. The education requirement for the scholarships is also waved, high school drop-outs may now avail of the scholarship.

The minimal return of investment of the training vouchers is the employment of 60 percent of the technical-vocational education and training (TVET) graduates of TESDA.

“One of our targets is that 60 percent of our graduates should be employed. This way the millions of pesos spent by the government on trainings will not go to waste,” says Director Sunico of TESDA.

In Caraga alone, the government has spend around Php 70M for the scholarship grants.

The press conference is in preparation for the upcoming Jobs Bridging and Internship Fair of TESDA-Caraga at Balanghai Hotel and Convention Center on June 26.

The Jobs Bridging and Internship Fair is designed to facilitate employment of displaced workers both local and overseas and provide job pathways to TVET graduates.

‘2010 chaos’ worries nat’l security chief

FEARS of possible election chaos in 2010 should challenge the Commission on Elections to prepare for the dire possibilities, National Security Adviser Norberto Gonzales yesterday said.

Gonzales stressed that installing a credible election system and ensuring a meaningful election in 2010 are among the most urgent needs of the nation today.

He noted, however, that worries about possible poll automation breakdown are serious.
The national security chief is glad that Senate President Juan Ponce Enrile has expressed this concern.

“The poll body should have back up plans,” Gonzales said. “I hope that it is considering and addressing every bad scenario that can happen in 2010,” he added.

Gonzales said his own fear of failure of full automation prompted him to vigorously push for the open election system proposed by former Comelec chair Christian Monsod and information technology experts.

He noted that some modern countries have shifted backward from fully automated to semi-automated elections.

Sunflower production to boost income for Surigao Coops

SURIGAO DEL NORTE – In line with the development of the Sunflower Bio-diesel project in the country, the Surigao del Norte Alliance of Cooperatives (SUDENACO) is encouraging local agri-cooperatives to engage into Sunflower production to provide them additional income.

SUDENACO Gen. Manager Leopoldo Lugo said they have successfully conducted a seminar on Sunflower production last June 12 in line with the celebration of the 111th Philippine Independence Day to farmers and cooperatives in the province.

The seminar was conducted by the Cooperative Union of the Philippines in coordination with the Provincial Cooperative Union and SUDENACO wherein some 40 participants were able to attend the said activity.

It was learned that this project falls under the Integrated Improvised Crop Farming System. Under such system, the coops will manage the farms in a professionally and systematic manner and own the processing farms at the same time, thus sparing the burden of farmers being exploited. The good news here, according to Lugo is that Land Bank of the Philippines agreed to fund the Sunflower Bio-diesel project.

He said coops can expect profit for about P78, 000.00 or more per hectare in just 105 days time. With this, coops can have it planted three (3) times a year.

Lugo also revealed that participants of the recently conducted seminar will be prioritized by Land Bank to avail of loan amounted to P33, 000.00 per hectare.

With this project, Lugo is optimistic that this is in time to provide additional employment for the agri-coop members especially in the middle of a global financial crisis.

Viewing sunflower as energy source, it can do wonders in helping reduce the country’s demand for fossil fuels with a highly progressive outlook.

It was also learned that the development of sunflower production equally translates into high employment potentials while creating that happy balance towards food sufficiency and energy independence. There are also potentials for creating agri-tourism, whereas visitors can get a hands-on feel on how sunflower is processed into various derivatives, right at the locales where these take place. NSA Gonzales backs up Puno's 'social volcano' warning and 'call for transition government'

NATIONAL Security Adviser Norberto Gonzales on Sunday said he agreed with Chief Justice Reynato Puno that the country is “like a volcano that is about to erupt.”

“It is good that no less than the country's Chief Justice himself sounded off the warning about our critical national situation,” Gonzales said. Puno made the remark in his Independence Day speech at the Bonifacio Monument earlier this week.

Gonzales also supported Puno's call for unity to save the country. He said only fundamental reforms for societal transformation can lift the country from its present state and this requires national unity.

Gonzales said he did not take Puno's call for unity as that for the administration and the noisy segment of the opposition to come together. Instead, he believes it was a call for the entire government and key societal institutions to get their act together in saving the country.

“The call of the time is for the three major branches of government, supported by key pillars of our society like the Churches, civil society and mass movements, to agree to a transitional government respected by the armed forces,” the national security chief declared.

Gonzales said the country is like a volcano because the people have long been yearning for societal transformation that will uplift their welfare but this yearning remains unfulfilled.

Gonzales has been advocating for transitional presidency since 2003, saying only a transitional presidency can carry out the fundamental reforms the country needs to move forward. He has said he is concerned that a routine 2010 election will only perpetuate the country's long-existing sorry state.

“Judging from our present crop of presidentiables, we will just have more of the same elite and bad politics in 2010,” he has said.

“It is time we put an end to our recurring political crisis by really pursuing societal transformation. A transition government now can start this undertaking,” Gonzales said.

According to the Malacanang official, among the fundamental reforms which a transition government should undertake are electoral reforms to truly empower the people to choose their leaders and shift in the system of governance to free the nation from very costly elections and from paralyzing stalemates among institutions and political forces. Agusan del Norte is Caraga’s no. 1 province

BUTUAN CITY  – June 17, 1967 was the day the Agusan was divided into 2 provinces known as Agusan del Norte and Agusan del Sur by virtue of Republic Act 4979.

After 42 years, Governor Earlpy John Amante proudly announced that despite as having the smallest Internal Revenue allotment (IRA) caraga wide and declared the smallest province, it became the number 1 province in the region.

“However, this was never attributed to the provincial official’s good leadership but it was because of the decision made by the people and the leaders early on to shape its own destiny”, said Governor Amante.

Staying on top according to the Governor is a daunting task, and competing with the best provinces in the whole Philippines is not that easy, much more to sustain what has become of the province after 42 years.

After the opening program held at the provincial capitol Governor Amante proceeded to the business park to formally open the week-long Agro Fair where he treated all attendees with Filipino foods put on sale and even bought vegetables and fruits produced by farmers from 11 municipalities.

Agusan del Norte boasts of its local produce. The investment areas range from industrial centers to service-related businesses.

Agriculture-based ventures include production and processing of bananas, pineapple, mango and coconut products into chips, flour, ketchup, puree and juice drinks, nata de coco, oil, coconut wood, handicrafts, copra meat and desiccated coco.

Through the Department of Trade & Industry, Agro Fair also features Presyo Diskwento, where manufacturers’ sells prime commodities at a very low price compared to its selling price at supermarkets.

CENRO Surigao bares 3,500 malunggay seedlings dispensed in June 12


SURIGAO CITY – Community Environment and Natural Resources in Surigao City reported a total of 3,500 malunggay seedlings distributed last June 12, 2009.

The said distribution was in line with the nationwide celebration of the 111th Philippine Independence Day. Reports bared that employees from the local and national government as well as the NGOs benefited from this distribution.

It was also learned that the beneficiaries were very much thankful to DENR-CENRO to receive the malunggay seedlings, which is known for its excellent nutritional content and medicinal properties. Research studies showed that malunggay tree stimulates the production of milk for lactating mothers, provides nutrition for healthy skin, bone and muscle development, and lowers blood sugar levels.

Accordingly, this “miracle plant” enhances man's potency, promotes good eyesight, digestion, bowel movement, alleviates scurvy, asthma, earaches, headaches, stomach aches, and has anti-cancer properties.

DPWH Surigao Norte Launched JOBS FAIR for Construction Workers

SURIGAO DEL NORTE – Aimed to combat the global financial crisis which dominantly affects the nation and the locality, the Department of Public Works and Highways (DPWH) 1st Engineering District here in cooperation with the Department of Labor and Employment (DOLE) and Philippine Contractor’s Association (PCA) successfully launched a JOBS FAIR for Construction Workers held on June 12, 2009 at the DPWH – Compound, Capitol Road, Surigao City. 

Primarily, the district under the administration of District Engineer Linda A. Uypala supports this nationwide undertakings in order to address those displaced workers and the unemployment problem of the locality. 

With these, the district initiated this jobs fair with the help of DOLE officials and Contractors. Moreover, five Construction firms namely JMT Construction, LVRO Construction, MIMATA Construction, DOMARAX Construction and GICAR construction hired skilled Construction Workers.

Butuan Medical Center and MJ Santos Hospital identified as holding areas for suspected A(H1N1) patients

BUTUAN CITY – The Department of Health has approved the city governments proposal to designate Butuan Medical Center and MJ Santos Hospital as holding areas for all suspected A(H1N1) patients.

Provincial Administrator Atty. Webb Racaza explained, that the proposal was not made to defy DOH guidelines in establishing a common hospital to treat A(H1N1) patients but rather to provide convenience and immediate medical attention to concerned individuals who has not yet been confirmed of the disease.

The DOH-Caraga has designated the Caraga Regional Hospital in Surigao City as the Regional Satellite Referral Hospital to handle the treatment and confinement of any confirmed victim of the Influenza A (H1N1) in the region.

Atty. Racaza stressed, their suggestion came after news of suspected individuals and there was an unavailability of ambulances to transport the patients to Surigao City.

“Said health protocol in addressing suspected A(H1N1) patients are putting the drivers of ambulances at risk in addition to the risk already faced by the patient himself due to the distance of Surigao City”, added Atty. Racaza.

The Provincial Administrator assured the public, Butuan Medical Center has its own medical facility ready to accept cases of suspected Influenza A (H1N1) in case Butuan City or its neighboring provinces will have a case.

BCMC has reserved 1 isolation room from its 2 TB rooms to accommodate any Influenza A (H1N1) suspected patient.

As part of the preparedness contingency plan Butuan City government finished last week the trainings for all barangay health personnel and have trained nurses who can take care of suspected A/H1N1 patients.

The newly acquired personnel protection equipment like mask, goggles, gowns, digital thermal thermometers and even medicines have arrived.

Health personnel were likewise instructed to undergo self quarantine in case they found patients positive of the flu virus to prevent from spreading to their families.

The city government of Butuan allocated half a million for the procurement alone of the needed protection equipment.

Butuan City COMELEC lists more than 17,000 new voters 

BUTUAN CITY – A total of 136,610 voters have been registered by the Commission on Elections in Butuan City as of April 20, that’s a 1% increase compared to the total number of voters registered in 2007 elections that totals 154,553 voters.

This figure was the latest after it was being approved by the Election Registration Board the 17,943 new registrants after COMELEC resumed the continuing registration of voters in December 2, 2008 as part of preparations for the 2010 elections. 

The approved current list of voters according to City Comelec Officer Abelardo Saco has already been cleansed, and is therefore deactivated names of those who are dead, transferred and failed to vote twice in previous elections.

In a day, the City Comelec Office served 170 to 180 new voters and personnel were directed to adopt a system of processing applications to speed up the registration process, minimize queuing and avoid inconvenience as the office only has 1 capturing data machine to get the registrants’ biometrics data like photographs, signatures and thumb marks.

Mr. Saco urged any person, who has not yet reached the required voting age or period of residence on the day of registration but will possess the same on or before the day of election (May 10, 2010 national and local elections) to register as a voter.

Report on traffic incident

On June 14, 2009 at 9:10 in the morning at the National Highway, Tanabog, Barangay Roario, Tandag, Surigao del Sur, a certain Epifania CaΓ±edo Yortas, of legal age, widow and a resident of the said place was accidentally bumped by a Tricycle while she was walking across the said highway.

The said Tricycle is Yamaha STX bearing plate number XR5268, with body number 034, owned and driven by one Marcelo Maratas, 60 years old, married and a resident of Purok Comet, Barangay Telaje, Tandag, Surigao del Sur who failed to present his drivers license during the incident.

Suspect hit and run the victim but was chased and apprehended by PO3 Nestor Maquiling who happened to passed by at the area.

Victim was brought to the Adela Serra Ty Memorial Medical Center but was pronounced dead by the attending physician.

Suspect is now under the custody of Tandag City Police Station including the tricycle for proper disposition. (PNP-13/ PIA-Caraga)

Violation of R.A 9208 (human trafficking)

On June 14, 2009 at 4:14 in the morning at Baiding Garden Pensionne, Barangay 10, Cabadbaran City, Agusan del Norte, PNP personnel of Cabadbaran City Police Station (CPS) received information of an alleged Human Trafficking at the above-mentioned place.

Elements of Cabadbaran City Police Station immediately responded to said report and successfully rescued the victim identified as one Ajellen Amora, 19 years old, single and a resident of Ram Compound, Barangay Telesfora, Tubay, Agusan del Norte.

Said victim was allegedly recruited by the suspects identified as Precilla Cahola Ertelo, 42 years old and a resident of Mancablan, Pangasinan, and Christine Virginia Plaza, 20 years old, a resident of RTR, Agusan del Norte and brought to the above-mentioned place while waiting for the other recruits for a job in Manila.

Report on illegal logging

On June 11, 2009 at 11:00 in the evening at the Seashore of Barangay Cansayong, Malimono, Surigao del Norte, PNP elements of Malimono received information from a concerned citizen that there were abandoned Narra lumber at the above-mentioned place.

Elements of Malimono Municipal Police Station led by PSI Carlo V. Ometer, COP proceeded to the area to confirm the veracity of the said information. The team found out about Three Hundred (300) board feet of sawn Narra lumbers with an estimated market value of Nine Thousand Pesos (P9,000.00).

Report on illegal gambling

On June 15, 2009 at 11:00 in the morning at Barangay Magsaysay, Placer, Surigao del Norte, a certain Efren Tiu Cruzado, 19 years old, single and a resident of the above-mentioned place was apprehended by elements of Placer Municipal Police Station led by PSI Alejandro Galido Recimo, COP who was caught in the act engaged in illegal numbers game locally known as "swertres". 

Confiscated from suspect’s possession were one partially filled–up stub, ballpen and bet money amounting to Two Hundred Pesos (P200.00) in different denominations. Said suspect is now under the custody of Placer Municipal Police Station for proper disposition. (PNP-13/ PIA-Caraga)

 Marmito was arrested by virtue of Warrant of Arrest (WOA) under Criminal Case Number 4309-0, 4377-04378-0 and 4370-0 all for Violation of Section 68 of PD 705 as amended by EO 277 (Forestry Reform Code of the Phils.) and Criminal Case Number 4397-0 for Falsification of Public Documents issued by Hon Lauro AP Castillo Jr Acting Presiding Judge of RTC branch 12, Ormoc City dated 24 March 2009.

Report on illegal fishing

On June 10, 2009 at 7:00 in the morning at the Seawater of Hunop, Barangay Rizal, Barobo, Surigao del Sur, Two man team of PNP personnel form Barobo Municipal Police Station led by SPO3 Elisito S Rivas together with PO3 Ariel P Quinto of 1406th PPMG, designated as Bantay Dagat of Barobo while conducting seaborne patrol actually caught two persons on board a Bangka throwing dynamite to the sea at about 70 meters from their position.

 Suspects were able to elude arrest by paddling to the nearby seashore and fled away to the mountainous area of said place.

One of the suspects was identified as Bunio Martizano, alias “Bondoy”. The team recovered one unit bangka, two paddles, two flippers and fish net with more or less 5 kilograms dynamited fish.

Confiscated fish was turned-over to Department of Agriculture for scientific exam and found out positive caught using dynamite explosive. Other confiscated items were brought to Barobo Municipal Police Station for proper disposition. (PNP-13/ PIA-Caraga)

Feature: Agusan del Sur celebrates 111th Independence Day with colors and vision

As early as 7:00 in the morning, the Naliyagan Plaza was slowly filled with people from various sectors. Clad in barong tagalog and filipiniana, the officials and employees of the Provincial government started arriving for the start of the holy mass which will mark the opening activity of the 111th Independence Day Celebration and the grand opening of the 17th Naliyagan Festival.

No less than Butuan Archbishop Juan de Dios Pueblos with seven other priests officiated the Holy Mass, attended by Gov. Maria Valentina Plaza, her mother, former Gov. Valentina Plaza, her brother, former Gov. Adolph Edward Plaza, Vice Gov. Santiago Cane Jr. and other provincial officials and employees of the provincial government and the private sector.

Upon arrival of the Guest of Honor and Keynote Speaker DILG Secretary Ronaldo Puno, the solemn wreath-laying ceremony started with music background played by the 402nd Infantry Brigade Band. All of the sudden, the silence was broken and the atmosphere became festive when the 402nd Infantry Brigade execute the 21 gun salute. Then everybody marched towards the Naliyagan Plaza stage, joined by the delegations from the 13 municipalities and the lone city of Bayugan who caravanned all the way from their respective municipalities to join the Independence Day Celebration and the opening of the Naliyagan Festival.

In his message, Sec. Ronnie Puno said President Arroyo was right in having the Agusanons close to her heart because Agusannons are resourceful, industrious and peace loving people.

“Kaya pala malapit kayo sa puso ni Presidente Arroyo dahil napakapayapa ng lugar nyo, at sa nakita ko, napakasipag nyong tao na may pagtingin sa hinaharap tulad ng mga lider ninyong sina Gov. Tina Plaza, former Gov. Valentina Plaza and Eddiebong Plaza. (The reason why you are close to the heart of President Arroyo is because you have a peaceful place and as I see by myself, you are hardworking people who have a very good vision for the future like your political leaders namely Gov. Tina Plaza, former Gov. Valentina Plaza and Eddiebong Plaza).

Sec. Puno added that he have traveled from North to south of the country and as he observed, Agusan del Sur has one of the best national highways that can catch the attention of investors and financiers and there is no reason why Agusan del Sur will not economically shine in the near future.

“Another reason why I can say that you will reach the top in terms of economic status is because I see that people in Agusan del Sur are united. Natives and settlers are living together in all the places in Agusan del Sur peacefully while cooperating with each other. In this manner, as the saying goes “United we succeed, divided we fail” it is success that I saw and no failure”, Sec. Puno said.

Gov. Tina Plaza confirmed what Sec. Puno said by saying Agusanons are peace-loving people and are always looking for progress. That is the reason why her administration is doing its best in filling in the people’s need, be it local of foreign funded projects, in order to realize her administration’s seven-point-program.

Sec. Durano cited Caraga as top priority in RP’s tourism dev’t

BUTUAN CITY (June 15) – Department of Tourism (DOT) Secretary and Caraga Cabinet Officer for Regional Development (CORD) Joseph Ace Durano assured Butuanons and Caraganons for a tourism development priority in the country.

This was revealed by Sec. Durano in his keynote speech during the “Kalayaan 2009” opening program here on Friday (June 12), highlighting the 111th Philippine Independence Day celebration.

According to Sec. Durano, “Butuan City and Caraga, in general, is one of the latest additions of the beautiful regions of the country that is of top priority under DOT for tourism development.”

Through this, Sec. Durano said, “I am so happy that I was appointed by President Gloria Macapagal-Arroyo as CORD for Caraga Region.”

However, Durano stressed that being the CORD for the region, all things set for the benefits of the people will not be achieved, without the assistance of all the regional directors from all departments and agencies of the government.

“I don’t do my work alone. In fact, we have our regional directors from all departments and other agencies of the government to see to it that services will surely be delivered for the development of the region,” Durano said.

Moreover, Sec. Durano stressed that he is grateful and happy working with the government executives in Caraga because he witnessed good coordination and cooperation among the government agencies and departments in Caraga.

“I am very happy to be working with the government executives here in Caraga… For two years that I’ve been the CORD for Caraga, I saw the good coordination and cooperation among the government agencies and departments here in the region,” Durano said.

After the opening program, Secretary Durano led awarding of Comprehensive Livelihood and Emergency Employment (CLEEP) Projects, Certificates of Employment, and Certificates of Scholarships/Trainings in support to the efforts of the national government in mitigating global financial crisis in the country. Butuan Mayor pays tribute to migrant workers as “modern heroes”


BUTUAN CITY (June 15) – City Mayor Democrito Plaza II here honored Filipino migrant workers as “modern heroes” of the country.

In his speech delivered by Vice-Mayor Dino Claudio Sanchez during the opening ceremonies of “Kalayaan 2009” on Friday, June 12, 2009 at the city’s Rizal Park, Mayor Plaza emphasized the role played by Filipino migrant workers in boosting the country’s economy despite of the global financial crisis.

According to Plaza, this year’s Independence Day Celebration must give venue to “recognize the enormous contributions of generations of Filipino migrant workers in building a more vibrant Philippines.”

Plaza also stressed that “after more than a hundred years of the proclamation of the Philippine Independence, our country continues to look for more modern heroes who are willing to serve and protect the best interests of our people.”

The celebration of the 111th Philippine Independence Day here started with a motorcade participated by all regional line agencies and the local government units of this city and all municipalities of the province of Agusan del Norte.

A short program then followed marking the formal opening of the activity and was graced by Department of Tourism (DOT) Secretary and Caraga Cabinet Officer for Regional Development (CORD) Joseph Ace Durano who gave his keynote speech.

Sec. Durano also led the ceremonial hoisting of the Philippine flag assisted by some local officials of the city headed by Mayor Democrito Plaza II who is represented by Vice Mayor Dino Claudio Sanchez. Some regional heads of offices also joined the Secretary.

After the opening program, the celebration continued with the awarding of employment contracts, livelihood funding checks, and Pangulong Gloria Scholarship coupons held at Almont Hotel’s Inland Resort, this city.

This year’s celebration of the 111th Philippine Independence is anchored on the theme: “Kagitingan, Kagalingan at Kasipagan tungo sa tunay na Kalayaan”. DOT chief lauds DepEd-Butuan, Agusan del Norte

BUTUAN CITY (June 15) – Tourism Secretary Joseph Ace Durano who is also the Cabinet Officer for Regional Development (CORD) in Caraga lauded the Department of Education in the divisions of Butuan City and Agusan del Norte.

Delivered before the crowd estimated at around 2,000 attending the opening program of the “Kalayaan 2009” in commemoration of the 111th Philippine Independence Day here on Friday (June 12), Sec. Durano said the performance of the elementary pupils and high school students during the program is a proof that DepEd is geared towards giving excellent basic education to youths of this region.

This is the opening statement of the Secretary after he was introduced by pupils of Butuan Central Elementary School (BCES) Science and Technology Center in a speech choir performance.

Overwhelmed by the performance of the pupils, Sec. Durano said “Siguro kung naa ko’y mga dagko nga events, kung pwede, dad-on ta mo aron kamo ang mag sige ug introduce nako” (Maybe if I have big events, I will bring you so that you be introducing me in all those events), Sec. Durano said.

Aside from BCES, Sec. Durano also lauded the students of Agusan National High School for giving very nice performances both in singing and dancing through the students of the Special Program for the Arts (SPA) curriculum.

Also, BCES Special Education (SPED) Center Special Children were given recognition by Durano who also rendered interpretative dance. The performers were composed of visually- and hearing-impaired pupils.

KALAYAAN 09, most solemn and unforgettable for Surigaonons

TANDAG, SURIGAO DEL SUR (June 15) – Surigao del Sur commemorated 111th Independence Day in a solemn and unforgettable celebration, participated by the Local Government of this province headed by Provincial Administrator Johnny T. Pimentel, Mayor Alexander T. Pimentel of Tandag with some local officials and government employees held at Tandag Hall Ground Friday, June 12.

The celebration started at 7:30 in the morning with a chant, followed by the singing of the Philippine National Anthem while hoisting the Philippine Flag and wreath laying ceremonies.

In his message, Provincial Administrator Johnny Pimentel said: “We should be proud to be a Filipino… Whether you’re a government official or employee, I urged everyone to do our part in nation-building, let us be dedicated public servants”.

The distribution of the Pangulong Gloria Scholarships (PGS) coupons to the qualified PGS Scholars highlighted the event.

TESDA Provincial Director Maximo Z. Nebres, Jr. distributed the 150 coupons to the following schools; Saint Michael College, Saint Theresa College, Surigao del Sur Polytechnic State College (SSPSC) Main Campus and SSPSC Cagwait Campus all were from the first District of this province.

According to Mr. Allan Millan, TESDA PGS Provincial Focal Person, Only this province benefited a total of 550 PGS coupons in CARAGA. The 150 were given to the four schools from the first District of this province, 300 coupons for the Access for Youth Training and Employment Center (AYEC) provider, and 250 for the second District of this province.

Also, the Department of Environment and Natural Resources thru CENRO Tandag distributed the Malunggay seedlings and seeds to the officials and employees who joined the celebration.

Meanwhile, the Department of Public Works and Highways (DPWH) 1st Engineering District headed by Engr. Joseph Calderon, joined the synchronize jobs fairs during the celebration.

TESDA-Caraga to conduct Jobs bridging, internship program

BUTUAN CITY (June 15) – The Technical Education and Skills Development Authority (TESDA), Caraga Region will be at the forefront in the upcoming Jobs bridging and internship program event which will be held on June 26, 2009, in this city.

This significant activity is TESDA’s response to President Gloria Macapagal- Arroyo’s resiliency program to address the present global economic crisis causing many of our locally-employed and overseas Filipino workers who were displaced due to cost-cutting measures of local and foreign companies.

Accordingly, this event will provide an avenue for the displaced workers with other employment opportunities in other companies or a chance to undergo TSDA’s internship program under the Pangulong Gloria Scholarship Grants. This will also give our new graduates an avenue to find employment without going through the rigors of the application process, and going to different places just to land a job.

The event will gather an estimated 3,000 TVET graduates, students and workers all over Caraga to engage with employers from the private sector both locally and overseas manning agencies using a technology-base job-matching encounter.

A nationwide activity will be conducted and to be spearheaded by TESDA where President Gloria Macapagal-Arroyo and Secretary Augusto Boboy Syjuco will be the guests of honor.

Re-creating Balanghai in Butuan

BUTUAN CITY (June 15) – Balanghai Circumnavigation Team is planning to build Balanghai 2, here in Butuan City. This is the latest development announced by former DOTC Undersecretary Art Valdez who made commitment to successfully complete the Balanghai using ancient construction methods that can now be seen at the Cultural Center of the Philippines (CCP) grounds.

Butuan Historical and Cultural Foundation and Butuan Global Forum will have a great role in raising funds for the realization of the project and of giving opportunity to those living this city to see Balanghai and be part of another important event in the history of tracing back the pre-Hispanic times of sea travel.

The historical wooden boat will be replicated here in Butuan and the process has started by getting an approval from DENR Caraga to obtain materials like the Dungon which will be sourced locally, the same kind of wood used by the team of Balanghai Project Manager Judail Muyong in building Balanghai 1.

Valdez and the group of people from Tawi-tawi, the home of the Badjaos' Master Builder who created the Balanghai will be coming over to Butuan to start the construction anytime in July 2009.

The Badjaos from the Island of Sibutu are the last community in the Philippines who knows how to build Balanghai using ancient method.

Initial talks are underway to negotiate PPA to use their area in the construction of Balanghai 2.

Instead of earlier announcement that Balanghai 1 will set sail on June 24, Voyage Balanghai will have its maiden voyage on June 27 following the cycle of the New Moon.

Balanghai Circumnavigation Team led by Valdez will have a 20-man team which will compose the Philippine's Mount Everest team with tourism officials and scientists namely, Leo Oracio, Ervin Pastor Ermita, Noel Winceslao, Karina Dayondon, Janet Belarmino-Sardina, Dr. Ted Esguerra, Fred Jamili and Dr. Walter Villasco, 6 Badjaos who will help in navigating Balanghai, 4 from the Special Operations Group of the Philippine Navy, and hopefully, 2 from Butuan.

The Philippine Coast Guard provided a ship to escort Voyage Balanghai on its journey to show their support.

Voyage Balanghai now included Butuan City as part of its stop over in the 7-leg journey around Philippine waters. It will stay in Butuan for 5 days before proceeding to travel towards Cagayan de Oro City and if luck would have it, Balanghai 2 built in Butuan will now join Voyage Balanghai in circumnavigating the world.

If Balanghai 2 will not yet be finished by the time Voyage Balanghai arrives in Butuan, it will catch up in a much later date.

Meanwhile, local historian Greg Hontiveros will join the Balanghai Circumnavigation Team in one of its leg of the Voyage Balanghai to write a book about the Balanghai: “The Maritime Heritage of Southeast Asia.”

Mr. Hontiveros is the author of "Butuan of a Thousand Years" where he wrote:
"In July 1976, antique hunters hit on the remains of a large wooden boat in sitio Ambangan of barangay Libertad, a couple of kilometers south of Suatan. This discovery was unprecedented in Asia: the balanghai boat relics were the eastern equivalent to the Viking boat discoveries in Northern Europe."

“Agusan del Norte, number 1 province in the region,” says Gov. Amante

BUTUAN CITY (June 15)
– “Agusan del Norte is the number one province in the region,” says Governor Erlpe John Amante during the opening ceremony of the 42nd Araw ng Agusan del Norte, today (June 15) at the provincial capitol grounds.

Nonetheless, the governor expresses his goal for the province to be in the top five or ten performing provinces in the country.

“Before, I am elated over the fact that Agusan del Norte is the number one province in the region. Now, I am not contented over this achievement anymore. I do not just want to be the number one province in Caraga, rather I want Agusan del Norte to become one of the top five or ten performing provinces in the country,” says Gov. Amante.

Governor Amante further reveals that when Agusan was divided into two provinces – Agusan del Norte has smaller land area, smaller population and therefore smaller internal revenue allotment or IRA. Yet, these facts did not deter Agusan del Norte to become the number one performing province in the region.

“When Agusan was divided into two, Aousan del Norte was left with a smaller land area, smaller population and therefore smaller IRA. But these facts did not deter Agusan del Norte to become the number one province in the region. The province with smaller land area, smaller population and smaller IRA becomes the number one province in the region,” explains Gov. Amante.

Governor Amante explains that Agusan del Norte enjoys the number one spot not because of good leadership but because its people decided early on to shape their own destiny.

“We are currently the number one province in the region, we are enjoying this status now partly because of good leadership but most of all because our people decided early on to shape our own destiny. We did not or never depended on anyone to achieve what we must achieve,” says Governor Amanter in his message.

When ask how he would compare Agusan del Norte to Agusan del Sur.

Governor Amante cited survey results on the poverty incidence of the two provinces. Amante explains that Agusan del Sur has a higher poverty incidence of 60 percent compared to Agusan del Norte’s 30 percent.

“Well, I do not want to compare. But based on a study the poverty incidence of Agusan del Sur is 60 percent while that of Agusan del Norte is 30 percent. The figure would speak for itself,” says Governor Amante. (Lovely Laudette Gamba, PIA-Caraga)
