Legarda honors IPs with Isang Habi, Isang Lahi

Exhibit at the Senate

To honor the rich culture of our Indigenous Peoples, preserve our distinct heritage, our Filipino ancestral wisdom, and to rekindle our pride in our country’s cultural diversity, the Isang Habi, Isang Lahi exhibit organized by Senator Loren Legarda will be formally opened at the Senate on Monday, November 8,2010.

“Aside from my personal collection, the National Commission for Culture and the Arts, the Nayong Pilipino Foundation and the National Commission on Indigenous Peoples have shared indigenous jewelry, textile and costumes sourced from all over the country to show that each ethnolinguistic tribe is different, distinct.”

Legarda will also be delivering a speech on the Senate Floor appealing that we all work together to hear the chants of our elders, move with the dances to the deities, weave organic fabrics, learn sustainable agricultural and resource use methods, and cure sickness through methods that have withstood the test of time.

The Chair of the Senate Committee on Cultural Communities reiterated that there are still many forces that work against the Indigenous Peoples, those that divide and destroy their very character and existence such as: mining, displacement due to war, being uprooted from the very soil to which they are spiritually and fundamentally linked, lack of education opportunities including extra-judicial killings.

“There have been developments in legislation taking to consideration the growing recognition of IP rights.”

As Chair of the Committee on Cultural Communities, Legarda filed the following bills:

Legarda Lauds Eastern Visayas’ Heightened Awareness on Climate Change, Urges Fast - Tracking of Downscaled Geo- hazard Maps For Barangays Nationwide

Senator Loren Legarda, the Asia-Pacific Regional Champion for Disaster Risk Reduction and Climate Change Adaptation, today lauded the growing awareness of citizens and various groups in Eastern Visayas on the issue of climate change.

Legarda, who has produced documentaries to inform the public about climate change, said that the increasing consciousness on the phenomenon would lead to the effective adaptation to its effects.

“Once we become aware of climate change and its adverse impact that is when we begin to think of ways to combat its effects."

"I commend the local governments and various groups in Eastern Visayas for the frequent conduct of forums on climate change which would provide more people the facts that they need to know regarding this phenomenon,” she said.

Meanwhile, the Senator also took notice of the government’s ongoing geo-hazard mapping, which according to the Department of Environment and Natural Resources-Region VIII is almost complete in the Eastern Visayas Region.

Geo-hazard mapping is the identification of areas of the country where natural hazards and disasters—such as rain-induced landslides, floods, storm surge, coastal erosion, and sea-level rise, among others—are most likely to occur.

“I am hopeful that the geo-hazard maps in the whole country, particularly those that are downscaled, would be completed the soonest possible time and be effectively utilized by local governments in development planning."

“This is very useful for our disaster risk reduction and climate change adaptation initiatives because we could now effectively shield our communities from the destructive effects of geologic hazards since we would be able to make the necessary preparations and build the proper defenses in the appropriate disaster-prone areas. Legarda joins In EU-RP Panel meet

Climate change adaptation, welfare of Pinoys in Europe to be discussed

Senator Loren Legarda is among the legislators who shall participate in the InterParliamentary Meeting between the European Parliament and the Philippine Senate today at the Hotel Sofitel Philippine Plaza.

The EU Parliament delegation, led by Mr. Werner Langen, Chair of the Delegation for Relations with the Countries of Southeast Asia and the ASEAN and a member of the Europe People’s Party of Germany, and the Philippine Senate, led by Senate President Juan Ponce Enrile, will be discussing the growing partnership between the country and the EU that has seen enhanced cooperation among the nations on a range of global issues including achievement of the Millennium Development Goals, conflict prevention, human rights and security.

Legarda said among the issues that would be discussed is stronger collaboration in promoting Disaster Risk Reduction (DRR) and Climate Change Mitigation and Adaptation (CCMA) initiatives.

“Across countries, there has to be continuing advocacy for DRR and CCMA in governments. The Parliamentarians of the Philippines and the EU can continue to cooperate toward ensuring the mainstreaming of DRR and CCMA in legislation and budget appropriations,” she said.

Legarda, Chair of the Senate Committee on Climate Change, said that EU’s Green Diplomacy Network (GDN) would be a usable model for the country’s own CCMA efforts. The GDN focuses on environmental topics that have significant relevance to the EU’s external relations.

The Senator also noted that the European Commission’s Humanitarian Aid and Civil Protection Department is providing about €2 million for projects to enhance local disaster preparedness capacity in the country.

Meanwhile, as Chair of the Senate Committee on Foreign Relations, Legarda said that she would also seek assurance on the protection of the welfare of an estimated one million Filipinos living in Europe.

“Due to the debt crisis in Europe that has affected its employment sector, several countries are reportedly going after undocumented foreign workers. We would want to discuss with the EU delegation how the Directive 2008/115/EC would affect our Filipino workers who wish to pursue opportunities in Europe,” she said.

Designate local investment officer, Robredo asks governors and city mayors

QUEZON CITY - Interior and Local Government Secretary Jesse M. Robredo on Thursday urged all provincial governors and city mayors to designate a local economic and investment promotion officer in their respective provinces and cities to promote growth of local economy.

In a directive, Robredo said the designated local investment officer should facilitate and coordinate economic programs in provinces and cities.

“This is part of our efforts to encourage local governments to play active roles in attracting more investments by providing an environment that will generate and enhance economic activities in their area,” he said.

Specifically, the directive requires investment officers to perform the following functions: 1) Facilitate the preparation, coordination, and execution of local economic and investment promotion policies, projects and activities of the provincial or city government; 2) Facilitate the establishment of an aggressive, systematic, coordinated and sustained promotion and marketing of local government units (LGUs) as investment locations; 3) Provide basic information about business potentials of LGUs including services to prospective investors; 4) Establish a local economic database containing relevant facts and figures; 5) Coordinate with other offices in the promotion of economic activities such as the Planning and Development, Treasury and Budget Offices and the local Sanggunian (legislative council); 6) Coordinate with the private sector in investment promotion campaigns; and 7) Conduct information dissemination on local government policies on investment, wage laws, required permits, etc.

To intensify promotion of economic activities in the regions, Robredo also directed all regional directors of the DILG to designate a DILG regional economic and investment promotion officer who should facilitate partnership of LGUs with other national government agencies (NGAs), private sector, NGOs and other stakeholders.

“The designated DILG regional investment officer primarily will be tasked to help local government executives, particularly the economic investment promotion officers, to encourage investments and economic activities in their respective areas,” he added.

Report on illegal gambling

Operation against illegal gambling was being conducted by personnel of Butuan City Police Station (BCPS) 4 led by SPO4 Henry Labrador at around 7:00 O’clock in the evening of November 6, 2010 at P-3, Brgy Ampayon, Butuan City. The said operation resulted to the apprehension of a certain Juan Barrios y dela Torre, 74 years old, married and a resident of P-7 of the said place. Confiscated from his possession were two (2) tally sheets, two (2) stubs, one (1) ballpen and bet money amounting to P80.00.

Meanwhile, at around 8:00 0’clock in the evening of same date, said team conducted same operation at P-4, Brgy. Los Ageles, Butuan City, which resulted to the apprehension of one Claudio Carian y Paler, 21 years old, single and a resident of P-1, Brgy Ampayon, Butuan City. Confiscated from his possession were two (2) tally sheets, two (2) stubs and bet money amounting to P100.00. Malimono, SdN cops arrest wanted person

One Joel Dilig y Rasonabe, 47 years old, single, farmer and a resident of Brgy. Hubang, San Francisco, Agusan del Sur was arrested by personnel of Malimono MPS led by SPO3 Antonio Cayasa at Brgy. Binocaran, Malimono, Surigao del Norte at around 10:00 O’clock in the evening of November 6, 2010. Said person was arrested by virtue of Warrant of Arrest issued by Hon. Dante Luz Viacruses of RTC Branch 10, Agusan del Sur, charged for the crime of Frustrated Murder docketed under criminal case number 6699 with recommended bail bond of P200,000.00. Arrested person is now under the custody of Malimono MPS for documentation and for subsequent turn over to the issuing court.

On the other hand, personnel of Nasipit MPS led by PO1 Maglasang arrested a certain Gary Abucejo alias “Aldong”, 28 years old, single and a resident of Purok East, Brgy. Cubi-Cubi, Nasipit, Agusan del Norte on November 7, 2010 at around 1:30 in the afternoon at the said place. Said person was arrested by virtue of Warrant of arrest issued by Hon. Emmanuel E. Escatron of 10th Judicial Region, Branch 2, Butuan City, charge for Frustrated Murder docketed under criminal case number 14473 with a recommended bail bond of P200,000.00. Surigao del Sur to conduct provincial alliance building

The Province of Surigao del Sur in coordination with the Department of the Interior and Local Government (DILG) is set to hold Provincial Alliance Building on November 11-12, 2010 at Shacene Pension House and Restaurant, Tandag, Surigao del Sur.

Facilitated by the DILG, the activity will be attended by roughly 106 participants that include both government and private stakeholders – Sangguniang Panlalawigan Members, City and Municipal Mayors, Planning and Development Coordinators, Local Government Operations Officers, representatives of National Government Agencies, and of Non-Government Organizations operating in the province.

The Provincial Alliance Building is the third essential component of the Newly Elected Officials (NEO) Program. It endeavors to establish an institutional mechanism for dialogues on development issues at the provincial level, and it also intends to cultivate a culture of collaboration among local government units by having a systematic means of identifying areas of cooperation, convergence and synergy among the stakeholders in the province.

The participants are to generate Provincial Development Roadmap and commit collective support to the vision of the province at the conclusion of the building alliances’ long-term process. Legarda: Protect IPs rights and their cultural identity

In culmination of the celebration of the Indigenous Peoples Month that was celebrated throughout October, Senator Loren Legarda today called on the government to give what is due to the nation’s indigenous peoples (IPs) by promoting, protecting and upholding their rights and privileges.

Legarda, Chair of the Senate Committee on Cultural Communities, also appealed to all Filipinos to take time to learn about the rich culture, distinct heritage and ancestral wisdom of our indigenous brothers and sisters.

“We have numerous state policies and legal instruments that seek to protect indigenous rights as well as their knowledge systems and practices. However, there are still many forces that work against IPs, those that divide and destroy their distinct way of life and their very existence,” she said in her privilege speech at the resumption of Senate session.

“As a part of the community of nations that have made IP rights a priority for the second decade in a row, the Philippine Government has a compelling moral and legal obligation to promote, protect and uphold the rights of indigenous peoples in the country,” she added.

Legarda’s speech followed the opening of the two-week exhibit “Isang Habi, Isang Lahi”, which the Senator organized in honor of the rich and distinct culture of the nation’s IPs.

“The exhibit we just inaugurated is but a single reminder of the importance and respect we should accord our indigenous peoples. I urge everyone to take a look at the history of our indigenous brothers and sisters as well as experience and learn of their present lives in order to carve our future as one people,” she said.

The exhibit features pieces from Legarda’s own collection, as well as indigenous jewelry, textile, and costumes from the National Commission for Culture and the Arts (NCCA), the Nayong Pilipino Foundation (NPF) and the National Commission on Indigenous Peoples (NCIP).

Bombo Radyo Butuan gets 194 blood donors in “Dugong Bombo” project

BUTUAN CITY – Following the nationwide success of the conduct of “Dugong Bombo” of Bombo Radyo Philippines, dxBR Bombo Radyo Butuan posted 194 successful blood donors out of 292 registered blood donor aspirants, it was learned.

Said blood donors have accumulated around 87,300 CC in Butuan City during the whole-day blood-letting project of Bombo Radyo Philippines held on Saturday, November 6, 2010 at Father Saturnino Urios University Gymnasium.

Collected blood from the donors is considered a big help not only to the Philippine Red Cross but more to the people who are in dire need of the said blood, it was gathered.

According to report, not only people from this city who were able to donate blood. As recorded by said radio station here, some of the donors are coming from the neighboring provinces and cities of Butuan, as far as in the municipality of Veruela in Agusan del Sur.

Reports also revealed that not only civilians who managed to donate blood. It was learned that Butuan City Councilor Erwin Dano who is the former chief of reporters of the said radio station here eagerly participated this noble project of Bombo Radyo Philippines.

Meanwhile, Roger Igot, a differently-abled (blind) avid listener of said radio station from Buenavista, Agusan del Norte managed to donate blood because according to him, what he did do not only helped him to obtain normal blood circulation but also, this is his way of helping those in need.

BUTUAN CITY – Sa pangkalahatang 292 registered blood donor aspirants, 194 ang naging matagumpay na blood donors dito kaugnay sa ginanap na nationwide Dugong Bombo 2010.

Ang nasabing bilang ng donors ay nakalikom ng humigit-kumulang 87,300 CC na dugo mula sa mga avid listeners ng Bombo Radyo-Butuan na ang iba ay nanggaling pa sa mga karatig-lalawigan sa nasabing siyudad.

Napag-alamang napakalaking tulong ang nasabing nalikom na dugo lalung-lalo na sa mga nangangailangan. Hindi alintana ng ilang mga donors ang layo ng kanilang pinanggalingan upang makilahok sa taunang proyekto na ito ng Bombo Radyo Philippines.

Dahil dito, nagpapaslamat ang buong pwersa ng Bombo Radyo Butuan dahil sa mainit na pagsuporta hindi lamang ng mga Butuanons kundi pati na rin ang mga Caraganons sa karatig-probinsiya ng rehiyon.

Napag-alaman ding hindi lang mga simpleng sibilyan ang nag-donate ng dugo at isa na rito ay si Butuan City First Councilor Erwin Dano na dating Chief of Reporter ng nasabing estasyon.

Samantala, hindi inalintana ni Roger Igot ng Lungsod ng Buenavista ang kaniyang kapansanan na boluntaryo ring nag-donate ng dugo. Napag-alamang si Igot ay isang bulag at aniya, panlimang beses na niyang lumahok at mag-donate sa nasabing proyekto ng Bombo Radyo.

Sinabi ni Igot na ang kaniyang boluntaryong pag-donate ng dugo hindi lamang nagpapaganda sa sirkulasyon ng kaniyang dugo kundi nakakatulong pa ito sa mga nangangailangan at dito raw siya lubos na nasiyahan.

Bombo Radyo Butuan receives award from Red Cross

BUTUAN CITY – The Philippine Red Cross (PRC), Agusan del Norte-Butuan City Chapter recently awarded Bombo Radyo Philippines, specifically Bombo Radyo Butuan for the successful conduct of the nationwide “Dugong Bombo” on Saturday, November 6, 2010.

The said station here was awarded because of its untiring support to PRC through the network’s blood-letting project where in Butuan City, the project has collected some 87,300 CC of blood from 194 successful blood donors.

Said recognition in a form of a certificate was personally handed over by PRC Agusan del Norte-Butuan City Chapter Administrator Teodoro Cairo to Assistant Station Manager Christopher Timogan.
