Shellfish in Bislig City not safe for consumption -- BFAR

BUTUAN CITY, Feb. 22 (PIA) –- Bislig Bay in the province of Surigao del Sur is positive from red tide toxins, thus shellfish from this area are not safe for human consumption, goes the latest Shellfish Bulletin of the Bureau of Fisheries and Aquatic Resources (BFAR) dated February 16, 2011.

Based on the latest laboratory results of BFAR and local government units, shellfish collected at Dumanguillas Bay in Zamboanga del Sur, Matarino Bay in Eastern Samar, Murcialagos Bay in Zamboanga del Norte and Misamios Occidental, Sorsogon Bay in Sorsogon and Bislig Bay in Bislig City, Surigao del Sur are still positive for paralytic shellfish poison that is beyond the regulatory limit, the BFAR shellfish bulletin goes.

BFAR warned the public that all types of shellfish and Acetes sp. or alamang gathered from the aforementioned areas are not safe for human consumption provided that they are fresh and washed thoroughly, and internal organs such as gills and intestines are removed before cooking, BFAR said. NSO launches BREQS in Surigao del Sur

TANDAG Surigao del Sur, Feb. 22 (PIA) -- The Batch Request Entry System (BREQS) of the National Statistic Office (NSO) Surigao del Sur officially opened at 3:30 in the afternoon Monday, February 21 here in Tandag.

NSO Administrator and Civil Registrar General Carmelita N. Ericta was the guest of honor during the launching and the blessings of the new NSO Provincial Office at the Pimentel Bldg. here.

According to Ruel Dres of NSO Provincial Office here, the requested documents from their office will be released a week after it has been filed and paid from the outlet here.

Accordingly, the payment for the certificate is P140.00 each copy, except for the Certificate of No Marriage (CENOMAR) with P195.00. However, an additional payment of P40.00 for every document requested, as service fee will also be collected. This fee will partly support the additional expenses incurred in bringing the request online outlet, bank charges for remittances of payments and others.

BREQS is a process of facilitating the pending request of clients for civil registry documents such as Birth Certificate, Marriage Certificate, Death Certificate and Certificate of No Marriage (CENOMAR). The system will serve as replacement of the Civil Registry Outlet (CRS) after its operation stopped due to the fire incident that occured in their previous office at Telaje on May 21 last year.

Mandamo school head holds SOSA

BUTUAN CITY, Feb. 22 -- As part of the Department of Education's (DepEd)policy of practicing transparency and accountability in all school heads of Butuan City division are mandated to conduct an annual State of the School Address (SOSA) to their respective schools.

On January 26, 2011, Mr. Jonas H, Jomonong, Head Teacher of Mandamo Elementary School conducted his 2nd SOSA in barangay Mandamo covered court with the theme, “Forging Public-Private Partnership Towards the Attainment of EFA Goals 2015”.

One of the highlights of the said event was the ceremonial turn-over of the approved Annual Implementation Plan (AIP) of the school to the different stakeholders in which a copy of it was given to the local government unit, parents-teachers association. district, division and the pupils’ government.

The said AIP contains all programs and projects of the school in line with the DepEd’s thrusts and programs.

In his SOSA, Mr. Jomonong, emphasized that all efforts are guided with the school vision that is - to produce quality learners who are God-fearing, emotionally and physically fit, well motivated and responsive to the needs of the community.

Jomonong further said, the vision will only be achieved through the mission that is: to provide basic quality education both formal and non-formal to all members; to integrate and instill values in every subject; to sustain the supplementary feeding to lessen the malnourished children in the school; and to participate in all activities in the district, division and in the community.

“We have to do our part as responsible citizens of this country. Let’s join hands together to pursue our dreams, our inspirations. Your cooperation and support can really make a difference,” Jomonong added.

The said event was graced by different personalities in both public and private sectors such as school heads, principals, OICs, LGU officials headed by the Punong Barangay Jose G. CataluΓ±a Sr., PTA officials, parents, SK officials headed by SK chairman Reymond Otero, faculty and pupils.

Lanuza leads the conduct of BNEO Program

SURIGAO DEL SUR, Feb. 22 -– The Municipality of Lanuza through the assistance of the Department of the Interior and Local Government (DILG) conducted the second component of the Barangay Newly Elected Officials (BNEO) Program recently at Shacene Pension House and Restaurant in Tandag City.

This is the first among the municipalities in the region to hold the said activity.

Anchored on the theme: “Tapat na Palakad, Bayang Maunlad”, the activity was participated by 143 participants composed of Punong Barangays, Barangay Kagawads, Sangguniang Kabataan Chairpersons, Barangay Secretaries, and Barangay Treasurers of the 13 barangays of the municipality.

The activity was graced by Salvacion S. Azarcon, the Municipal Mayor of Lanuza.In his message, DILG Surigao del Sur Provincial Director Pedrito Alacaba encouraged the participants to live out the guideposts in good governance – Transparency, Responsiveness, Accountability, and Participation. He also accentuated the crucial role of the barangay in the quest for national development.

Among the resource speakers of the activity were MLGOO Noel L. Arreza, MLGOO Laarni Beauty C. Sepe, MLGOO Mayonito Fernan E. Ramos, LGOO II Bella C. Decena, LGOO II Merrill B. Espenido, LGOO II Ernie Y. Gultiano, LGOO II Marichelle A. Orozco, and LGOO II Jane G. Moreno.

The BNEO is a capacity development program of the DILG through the Local Government Academy as part of its continuing efforts to enhance the proficiency of barangay officials in performing their mandated tasks and responsibilities.

RDC-Caraga to meet tomorrow in Bislig City

BUTUAN CITY, Feb. 22 (PIA) –- In time with the celebration of the 16th anniversary of Caraga Region, the Regional Development Council (RDC) is set to meet on Wednesday, Feb. 23 in Bislig City, the host of this year’s Calagan Festival.

The topics to be discussed in the meeting include Regional Disaster Risk Reduction Management Council (RDRRMC) report of damage from the recent calamity; Updates on the GSIS Survivorship Issue; Endorsement of the Regional Line Agencies Proposed 2012 Budgets; Institutionalizing Support for the Disaster Risk Reduction and Climate Change Adaptation Implementation.

Also, resolutions will be presented during the meeting. Said resolutions will endorse the proposed upgrading of national roads leading to various tourism destinations in Siargao Island, Surigao del Norte; endorsing a Feasibility Study on the Proposed Runway Expansion Project of Sayak Airport in siargao Island, Surigao del Norte; Restoration of the Cebu Pacific flights during Wednesdays in Siargao Island; Opening of the Zestair Manila-Siargao-Manila flights in Siargao; a Feasibility Study of the proposed Surigao City Airport Upgrading and; endorsing to the Asian Development Bank and the World Bank for the Conduct of Technical Assistance for the Integrated Water Resource Management Program for the Watershed covering the municipality of Jabonga and the influence area of the Lake Mainit in Agusan del Norte and Surigao del Norte.

Meanwhile, acting RDC Chairperson and National Economic and Development Authority (NEDA) Caraga Regional Director Carmencita Cochingco enjoins all heads of offices and local chief executives in the region to witness the weeklong celebration of “Wow Caraga: Payanig sa Bislig which will open on today, Tuesday, Feb. 22.

Ag Sur Gov distributes desks to 20 schools, turns over school bldg

AGUSAN DEL SUR, Feb. 22 (PIA) -- Agusan del Sur Gov. Adolph Edward Plaza distributed desks and turned over two school buildings on Feb. 21.

Gov. Plaza handed over certificate of donation of 2,000 school desks to 20 schools all over Agusan del Sur under his administration’s program dubbed as “Silya sa Eskwela” right after the flag raising ceremony.

The program is another initiative of the provincial government of Agusan del Sur in line with its eight-point program of government in partnership with the Department of Education and the Departnment of Environment and Natural Resources.

Last year, thousands of the same school desks were distributed to different schools in the province, and this is the second round of distribution to address the problem of school desks problem.

Gov. Plaza also turned-over the two school buildings to officials of the Philippine Normal University (PNU) Agusan del Sur campus worth P5 Million to address the increasing population of the government university.

It can be recalled that the PNU is one of those institutions badly hit by the recent floods where some of its classrooms and facilities were damaged. Some 50 computers were not spared by the floods caused by the overflowing of Gibong River. (PIA-Agusan del Sur)

GSIS implements relaxed policy on survivorship pension

BUTUAN CITY, Feb. 22 --Making good its commitment to provide a more responsive service to members and pensioners, the Board of Trustees of the Government Service Insurance System (GSIS) approved Thursday the guidelines to carry out the new policy on the grant of survivorship pension.

Under the guidelines, the maximum amount of basic survivorship pension should not exceed 50 percent of Step 8 of the current salary of an Undersecretary under the Salary Standardization Law, or slightly over P30,000.

Robert G. Vergara, President and General Manager said that the ceiling is based on the rank of an Undersecretary because this is the highest career position in government

He said that for those whose pensions were suspended under the old policy, the GSIS will restore the accrued amounts equivalent to the period of suspension.

GSIS will also request surviving spouses whose applications were previously denied to submit their applications for processing and computation retroactively.

In January, the Board resolved to allow surviving spouses of members and pensioners to receive their monthly pension benefits even if they are gainfully employed and receiving other sources of income.

Previously, surviving spouses were disqualified from getting the usual half of the GSIS pensioners monthly benefit if the spouse earns more than the minimum wage rate of national government employees or is getting pension from other institutions.

More than 300,000 old-age and survivorship pensioners stand to benefit from the new policy.

Vergara assured that GSIS will remain focused in its social mission and will put the highest premium on the needs of its over 1.7 million members and pensioners.

DAR-ADN partners with DAREA-ADN in relief assistance to ARB flood victims

BUTUAN CITY, Feb. 22 --Department of Agrarian Reform (DAR) Agusan del Norte in partnership with the Department of Agrarian Reform Employees Association (DAREA), Agusan del Norte Chapter extended relief assistance to flood victims of the recent massive flooding in Barangay Colorado, Jabonga, Agusan del Norte recently.

PARO II Andre B. Atega, CEO VI, together with the DAREA officers and Employees headed by Ms. Agnes L. Magallon, DAREA President, personally handed-in the relief goods to Agrarian Reform Beneficiaries and some residents of Brgy. Colorado.

PARO II Atega said, “This is an expression of generosity of DAR Agusan del Norte personnel and part of our committment to address the needs of our farmer-beneficiaries especially in times of calamity.”

DAREA President Agnes L. Magallon said that all DAR employees join hands to share their blessing in voluntarily allowing deductions in response to the needs of the farmer-beneficiaries and some residents of Barangay Colorado.

“With the generosity of all DAR Employees of DAR-Agusan del Norte, over 300 relief packs and used clothings for the flood victims consisting of three kilos of rice, noodles and sardines were given to each family”, Agnes Magallon said.

Barangay Captain Alfredo Morano lauded DAR Management for its initiative to help his constituents who were affected by calamity.
