“I will not tolerate torture,” Camp Bancasi chief says

BUTUAN CITY, Apr. 21 (PIA) – Citing his respect to uphold human rights at all times even to their enemies, Col. Efrain S. Oropel, Camp Bancasi Commander of the 4th Infantry Division, Philippine Army on Wednesday said he will not tolerate torture or any form of physical abuse to any individuals who are captured by his troops, especially the New People’s Army (NPAs).
Speaking before the local tri-media in a press conference held at Camp Bancasi here, Col. Oropel assured that there were no incidents of apprehended rebels tortured by any military personnel under his command.
This is the reaction of the official to some reports and speculations that allegedly, captured members of the New People’s Army experienced physical bettering and any forms of tortures, as what have been shown in films.
Col. Oropel said these are just speculations and there is no truth to these reports and what have been shown in films are just products of imaginations of the writers, directors and producers.
The official’s claim was supported by the statement of Tatay Julieto Canoy, secretary and finance officer of Guerilla Front 21-B of the New People’s Army who, along with his two comrades were captured in an encounter on April 1, 2011 at Sitio Hebron, Brgy. New Tubigon, Sibagat, Agusan del Sur. He said the military did not violate their human rights.
“Our human rights were respected by the military and we were not able to experience tortures and any another physical battering. Instead, they take good care of us… they gave us what we need – food, clothing, etc.,” Tatay Julieto said. (PIA-Caraga)
DILG chief cites significance of people’s participation to achieve peace

SURIGAO DEL NORTE, Apr. 21 – Department of the Interior and Local Government (DILG) Secretary Jesse M. Robredo emphasized the importance of involving the citizens in achieving lasting peace and order, and safety in the community.
In his speech during the Provincial Peace and Order Council (PPOC) meeting held recently in General Luna, Siargao Island, Surigao del Norte, Robredo said the people is the major ally of the government and that they must be involved in government affairs.
He said the government needs to focus efforts on development to bring better quality of life to the people. According to him, the more prominent the community may become, the more attractive the country can be.
Surigao del Norte Governor Sol F. Matugas also said the PPOC meeting was very productive because of the presence of Secretary Robredo.
A resolution appreciating and thanking the presence of the latter was adopted by the council on motion of Fryan Abkilan, PIA Information Center Manager of the province and seconded by Teresita DepeΓ±oso of the Department of Agrarian Reform (DAR).
On the other hand, one of the major issues discussed during the meeting was the swapping of the two-hectare lot owned by the Armed Forces Philippines (AFP) located in Barangay Sta. Cruz, Placer of this province with the property of the provincial government at Magpayang, Mainit.
BGen Emiliano R Gupana II, Assistant Division commander of the 4th Infantry Division of the Philippine Army commented that properties of the AFP is under the domain of the Secretary of National Defense and it is beyond their authority to decide. However, he assured the body that the proposal is being studied carefully.
The provincial government has a plan to construct the Surigao del Norte Provincial Hospital in the identified area to cater to the needs of the seven municipalities in the province and even the neighboring municipality of Kitcharao, Agusan del Norte. (PIO, Surigao del Norte/PIA-Caraga)
