Wage Board sets Regionwide Sectoral Dialogue
TANDAG CITY, May 20 (PIA) – The Regional Tripartite Wages and Productivity Bard (RTWB) in Caraga region is set to hold separate Caraga-wide Sectoral Dialogue with both the employer and labor sectors on May 23 and 24, at Lutong Bahay ni Aling Cora Restaurant in Butuan City at 1:00-5:00 pm.
According to Department of Labor and Employment (DOLE) Regional Director Ofelia Domingo, concurrent RTWB Chair, this aims to assess the condition of the Region in relation to wage hike issues.
It can be recalled that President Benigno “Noynoy” Aquino ordered the regional wage board early this month to act on wage hike clamor of the labor sector.

220 Farmers Take their Oath as Agrarian Reform Beneficiaries
AGUSAN DEL SUR, May 20 (PIA) - A total of 220 farmers from San Francisco and Rosario, Agusan del Sur formally took their oath as agrarian reform beneficiaries (ARBs) of the land awarded to National Guthrie Estates Incorporated (NGEI) Multi-purpose Cooperative yesterday. The event took place on May 18, 2011 at the Municipal Circuit Trial Court (MCTC), San Francisco Agusan del Sur with the Presiding Judge Dymphna Gozon-Labindao administering their oath.
Apart from the new beneficiaries, there are already 937 ARBs in the area covering a total of more than 3,000 hectares. These ARBs came from 10 barangays of San Francisco and 1 barangay of Rosario, Agusan del Sur namely: Brgy. Alegria, Sta. Ana, San Isidro, Bayugan 2, Lapinigan, Buenasuerte, Caimpogan, Ebro, New Visayas and Tagbayagan, Rosario, Agusan del Sur. The total land area of 3,953.9951 hectares was awarded to 937 ARBs way back December 12, 1988. These original ARBs formally formed a cooperative that leased the 3,569.9424 hectares, some portion of Filipinas Palm oil Plantation Incorporated (FPPI) until at present.
The oath taking ceremony is a new requirement under the CARPER Law (RA. 9700). In order to qualify, a farmer, after being screened, will become an ARB and will be awarded with a parcel of Land from the CARP program implemented by the Department of Agrarian Reform (DAR), and has to take an oath. By swearing, the ARBs became committed to religiously perform their responsibilities and obligations of making the land productive, pay to Land Bank of the Philippines (LBP) the land amortization and realty taxes to the Local Government Unit (LGU). Correspondingly, they will be held liable to the government if ever they will neglect or misuse the land and will bear appropriate penalties as provided for by Law.
“We are truly happy that after the long wait, we had already took our oath and could be truly called agrarian reform beneficiaries. We are grateful to the Department of Agrarian Reform for their continuous assistance to us, “Rheno P. Moral, one of the ARBs happily stated after the oath taking ceremony.
An ARB will be receiving a gross rental of the land awarded to them from FPPI thru the NGEI, amounting to P10,000 annually. They will also be the workers of their own land, and will receive salaries corresponding to their services rendered from NGEI. The land awarded to them are planted with palm oil and their produce will be delivered to NGEI for processing.
“As the MARO of San Francisco, I hope that these additional ARBs will really take care of the lands awarded to them. Surigao mayor defers demolition of stalls in Surigao market
SURIGAO CITY, May 20 (PIA) – City Mayor Ernesto Matugas has granted the request of the 52-stall owners to defer the demolition of their stalls in front of the city central public market, City Vice Mayor Danilo Menor said yesterday, May 19.
Menor said the affected parties were supposed to be transferred at the city’s jeep and bus terminal in Brgy. Luna but “because of their appeal for deferment, the city mayor acceded to their request subject to the condition that this will be their last extension.”
According to Menor, the stall owners – most of whom are of Maranao descent were asked to execute an undertaking or a promise to voluntarily vacate their stalls and stores as soon as Gaisano Capital Mall will commence their operation.
“If our Muslim brothers will not comply with the agreement then the city government will be forced to relocate them,” Menor added.
Just yesterday morning, the city government was scheduled to demolish the 52 stalls in front of the city central public market in Borromeo Street insisting that the stalls they occupied remain a parking space and should be free from any obstruction but tension rose after traders resisted the city’s move. Agusan Sur provincial engineers update skills in road design, rehab
AGUSAN DEL SUR, May 20 (PIA) - Engineers and staff of the local government in Agusan del Sur attended a workshop on provincial road rehabilitation and maintenance.
Thirty-five participants from the Provincial Engineering Office (PEO) and the Department of Interior and Local Government provincial office attended the three-day workshop.
Among the workshop topics were highway design components; reconnaissance and topographic surveys; pavement design processes; culverts design and assessment; traffic variables influencing road design and operations; the California Bearing Ratio or CBR value computation (which measures the load-bearing capacity of soils used in road-building); and procedures in conducting environmental assessments and preparing Environmental Management Plans.
The sessions were led by four PEO engineers who trained extensively on these topics last year in Manila. Engineers Ana G. Tiu, Blanca D. Niog, Joseph U. Montenegro and Loremel C. Danuco guided their colleagues in revisiting the topics through lectures, desk work and actual field surveys.
Detailed road engineering design was among the training needs identified in a competency assessment conducted by the Provincial Human Resource Management Office for all provincial government offices. Capacity development initiatives were developed based on the assessment results and now form part of Agusan del Sur’s Human Resource Development Plan.
Their newly enhanced capabilities will enable the engineers to provide infrastructure services more effectively and transparently to help address poverty within the province. The PEO collaborated recently with the province’s planning and environment units to update the Agusan del Sur Road Network Development Plan (ARNDP) which rationalizes investments in roads, a key pillar of any local economy.
The five-year ARNDP champions sustainable development of the province through strategic road network planning and funding. Currently the ARNDP has identified a core road network comprising 26 road sections with a total length of 282 kilometers, representing 45 percent of the total 631.33 kilometers of provincial roads.
Civil society organizations such as transport groups participated in formulating the ARNDP, which also received technical assistance from the Provincial Roads Management Facility (PRMF), a five-year Australian government program assisting Agusan del Sur and nine other southern provinces. “Alam nating lahat na maliit ang posibilidad na maging sentro ng pag atake ang ating lalawigan, pero hindi natin dapat ipag-walang bahala ito. Ang ating lalawigan ay siyang pinaka daan ng mga nagbibyahe mula sa mga lalawigan ng Davao papuntang Butuan City at iba pang lalawigan dito sa Mindanao kung kaya, kailangan nating maging alerto. BUTUAN CITY, Mayo 20 – Alayun sa programang pangnasudnon sa Department of Health (DOH), gipahigayon ang Ehersisyong Pangkalusuagn Para sa Lahat katong, Domingo, Mayo 15, 2011, nga gipangunahan sa Department of Health-Center for Health Development Caraga (DHC-HDC). Gi-awhag ang matag usa nga mag-ehersisyo alang mapakusgan ang panlawas sa matag usa ug malikayan ang mga sakit.
Nagsugod sa usa ka Fun Walk from Center for Health Development –Caraga Office sa takna nga alas singko sa buntag (5:00am) padulung Montilla Boulevard padulung sa Macapagal Bridge ug pabalik dayun sa Montilla Boulevard hunong sa Rizal Park.
Sa takna nga alas sais trenta (6:30) sa sayong kabuntagun gipasugdan na dayun ang ehersisyo. “With our limited resources, each peso we spend should count in achieving good governance, empowering the poor, promoting inclusive growth, securing peace and the rule of law, and protecting our environment,” si Abad miingon.

Si Abad miklaro nga ang 2012 Natinoal Budget “will be the first budget to be fully prepared, enacted and implemented under the Aquino Administration.”
