Low pressure spotted off Surigao City

SURIGAO CITY, May 5 (PIA) - A low pressure area (LPA) was spotted at 280 kms. east of this city, the local Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said today.

In its 11 a. m. weather bulletin, the state weather bureau said the LPA was "embedded" along the Intertropical Convergence Zone (ITCZ) affecting Visayas and Mindanao regions.

“Bicol region, Visayas and Mindanao will experience cloudy skies with scattered rainshowers and thunderstorms becoming widespread rains over Visayas and northeastern Mindanao,” PAGASA said.

PAGASA advised the residents living along these areas to take precautionary measures for possible landslides and flashfloods. (PIA-Surigao del Norte)


Butuan ex-solon promoted to AFP reserve force Brig. Gen.

BUTUAN CITY, May 5 (PIA) – Former congresswoman Charito B. Plaza of the first district of Agusan del Norte, was recently promoted to brigadier general of the Armed Forces of the Philippines Reserve Force. President Benigno S. Aquino III promoted Plaza from the rank of colonel effective March 26, 2011, in an order issued on April 27, 2011.

This made Brig. Gen. Plaza the first female general of Mindanao. She was also instrumental in the creation of the Region 13, also known as CARAG, which is comprised of four (4) provinces in Mindanao namely Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur.

Plaza is the youngest Commissioned Lieutenant Colonel at 29 years old after finishing her Masters in National Security Administration at the National Defense College of the Philippines. She was also the youngest reservist, at 35 years old, to be promoted to full colonel after finishing the AFP Command and General Staff Course.

Brig. Gen. Plaza earned her Ph.D. in Peace and Security Administration from the Bicol State University (a UN Commission on Disarmament program). She finished her doctoral studies in Public Administration at the University of the Philippines in Quezon City.

Her chosen field on Defense and Security was further enhanced after her post -graduate courses from the University of Melbourne, Australia “On Conflict Resolution and Management” and the John F. Kennedy School of Government of Harvard University, Massachusetts, USA on the course National and International Security Management.

Brig. Gen. Plaza is the recipient of one of the AFP’s highest award, three Outstanding Achievement Medals for her successful negotiation with Moro National Liberation Front (MNLF) soldiers of Chairman Nur Misuari in the Muslim Provinces in Mindanao in 2003 and the surrender of 100 army soldiers under renegade Colonel Noble in 1992 in Esperanza, Agusan del Sur.

The lady General also sponsored several landmark legislation on the increase of the base pay of the men in uniform, tax exemption privileges on importation of arms, equipment, hardware, software and munitions of the AFP and the PNP, and other benefits for the Reserve Force and the Regular Component of the AFP, during her stint as Vice Chairman of the Committee on National Defense of the Philippine Congress.

Plaza was also responsible for the establishment of the State Partnership Program between the USA National Guards of the State of Hawaii and Guam and the AFP Reserve Force. (PIA-Caraga)


Nurses’ quarters at regional health office building renovated, unveiled

BUTUAN CITY, May 5 – Police Chief Superintendent Reynaldo Rafal, Police Regional Office (PRO) Caraga Regional Director spearheaded the unveiling of the newly-renovated Regional Health Service Female Nurses’ Quarters and Office Building on Tuesday at Camp Rafael C Rodriquez, Libertad, this city.

The activity was sponsored by the Regional Logistics Research Development Division which was attended by PRO-13 key officers and personnel together with Regional Health Service 13 personnel headed by Police Supt. Ramiro G. Viola.

In 1997 the PRO 13 under the leadership of its Regional Director PCSupt. Manuel Raval, received a financial support in the amount of Php 800,000.00 from then Senator Robert Z. Barbers for the construction of PRO 13 Nurses’ Quarters.

After 14 years, PRO-13 allocated an amount of Php 498,000.00 thru its Trust Receipts from the Firearms Fees Program of Expenditures of Calendar Year 2010 for building repair of the Nurses’ Quarters.

A program was conducted during the turn-over and acceptance of the said building where Rafal together with PCI Daniela Radaza, Admin PCO of Regional Health Service 13 Nursing Service cut the ribbon and unveiled the building marker.

Meanwhile, PCI Marlou N. Labares, Regional Chaplain led the spiritual blessings. Immediately, Rafal and Radaza then signed the Certificate of Turn-over and Acceptance of the Nurses’ Quarters and Office Building witnessed by PRO 13’s Key officers and personnel.

4th Siargao int’l game fishing tourney winners bared

SURIGAO DEL NORTE, May 5, 2011 (PIA) – Two Pinoy anglers and two others from Switzerland and USA, brought home the major prizes in the 4th Siargao International Game fishing tournament participated in by 73 foreign and local fishing enthusiasts from 16 countries, held recently at Pilar, Siargao Island.

Switzerland’s Rolf Trachler won the P50,000 first prize in the Main Division -Biggest Billfish Category, Philippines’ Voltaire Esparago, a native Surigaonon, got P30,000 second prize and Joseph Lee settled for P10,000 third prize.

Melchor Dilag of Philippines pocketed the P30,000 first prize Main Division -Biggest Talakitok Category, while Carlos Morales of Spain came out second and got P15,000.

In the Main and Open Boat Division - Biggest Invidual Catch Category, USA’s Mike Kennedy got the P40,000 first prize and Imilio Choa of Philippines bagged the P20,000 second prize.

Mike Kennedy was adjudged champion in both the Open Boat Division – Biggest Total Catch Per Boat and Open Division – Biggest Billfish categories of the contest, bringing home a total cash prize of P40,000 .

Winner in the Open Division – Biggest Wahoo/Tanguige Category is Henry Uy from the Philippines who received P10,000 cash prize.

Provincial Tourism Officer Ivonnie B. Dumadag said that trophies and token of appreciation were also given to all the participants.

Basic forest laws PMFPC orientation, reorganization conducted in Surigao del Sur

TANDAG CITY, May 5 (PIA) – The Department of Environment and Natural Resources (DENR) Provincial Office in Surigao del Sur headed by PENRO Domingo S. Cabrera Jr., oriented members of the Provincial Multi-Sectoral Forest Protection Committee (PMFPC) on Basic Forestry laws held recently here.

Forester Adelfo Luengas, Jr., discussed DENR Administrative Order (DAO) 96-39 institutionalizing the Multi-Sectoral Forest Protection Committee (MFPC) within the DENR system. He said the order is mandated to be organized in every region down to the provincial, municipal, city and barangay level.

The official also discussed the administrative proceeding on apprehended forest products, conveyance and tools under DAO 97-32 and Executive Order (EO) 23, declaring a moratorium on the cutting and harvesting of timber in the natural and residual forests that was recently signed by President Noy early this year had given emphasis during the orientation.

According to Forester Eddie Duhaylungsod, EO 23 directly ordered DENR to prohibit from issuing or renewing tree cutting permits in all natural and residual forests nationwide except for clearing of the road right of way by the Department of Public Works and Highways (DPWH), site preparations for tree plantations, silvi-cultural treatment and similar activities, provided that all logs derived from the said cutting permits shall be turned over to the DENR for proper disposal.

During the open forum, issues and concern were raised particularly on illegal seized logs and coordination thru communication is put emphasis that every members are encouraged to participate in solving the illegal loggers.

PNP-Caraga official is the next PNPA Director

BUTUAN CITY, May 5 (PIA) – PSSupt. Nestor A. Fajura, Operations Chief of Philippine National Police (PNP) Police Regional Office (PRO)-Caraga is now the new Director of the Philippine National Police Academy (PNPA).

In a text message sent to PIA, Fajura said that orders will be issued anytime but he already received a call from the higher authorities informing him of his new designation as head of the country’s national police academy.

Fajura further said he is assuming the office soon although there was no information on the specific date as of press time.

Meanwhile, in an interview with a local radio station here, Fajura said his new position is a challenge to his leadership and career where he is expected to lead the trainings of hundreds of PNP cadets in the academy. He said this involves curriculum development to improve education of police aspirants in the country.

Fajura is the spokesperson of the local crisis management committee during the hostage drama in Prosperidad, Agusan del Sur on April 1, 2011. Five days after, the remaining 13 hostages were abandoned by their abductors after series of negotiations were conducted by the team.

On April 25, he was awarded with “Medalya ng Kagalingan” (Medal of Excellence) along with PRO-13 Regional Director PCSupt. Reynaldo Rafal, and other 15 PNP personnel because of the successful handling of the hostage-taking. (PIA-Caraga)


Soldiers elated over add’l combat allowance, incentive pay

BUTUAN CITY, May 5 (PIA) – The additional combat allowance and incentive pay recently announced by President Benigno Aquino III boosted the morale of the combat personnel of the Armed Forces of the Philippines (AFP), according to Maj. Eugene Osias, spokesperson of the 4th Infantry Division, Philippine Army.

Executive Secretary Paquito Ochoa, Jr. on Tuesday said that Executive Order No. 38 signed by the President sets the amount of combat pay at P500 and the combat incentive pay at P150 per day and will be applied retroactively as of January 1, 2011.

Osias said that the soldiers' additional income will help mitigate the impact brought about by the nationwide economic crisis.

In a related development, Osias said the entire AFP is in full alert status following the death of Al Qaeda leader Osama Bin Laden.

Earlier reports said that Mindanao was identified as one of the target areas of Bin Laden’s allies. “This is the reason why the AFP and PNP have been strengthening its forces, in coordination with the local officials to ensure that peace and security will be achieved at all times,” Osias said.

Meanwhile, the Aquino administration assured that the government’s security measures are in place, saying that the national security forces are on full alert to avert any terror attacks from secessionist groups following a United States government report on the death of terrorist leader Osama bin Laden. BUTUAN CITY, Mayo 5 (PIA) – Lalong pinaigting ng Philippine National Pole (PNP) Caraga ang pagmonitor ng mga illegal na security at detective agencies sa mga siyudad at probinsya ng rehiyon.

Ang PNP 13 ay gagawa ng spot inspection sa mga nasabing ahensiya upang malaman ang mga pangangailangan ng mga personahe lalung-lalo na ang kanilang mga armas.

Layunin ng pulisya sa gagawing spot checking ay upang malaman ang mga abilidad ng mga personahe sa pagtugon sa panahon ng emergency at upang magkaroon din ng panibagong rekords nito.

Sinabi ni PNP PCSupt Reynaldo S Rafal, ang nasabing operasyon ay makakatulong upang malaman kung aling mga ahensya ang tumutupad sa batas, patakaran at regulasyon ng gobyerno.

Layunin din ng nasabing operasyon na malaman ang mga security at detective agencies na patuloy ang operasyon kahit walang lisensya, hindi nakapagrenew at may Cease to Operate Order, tugon ni Gen. Rafal.

Naniniwala din si Gen. Rafal na malaki ang maitutulong ng operasyon na magkaroon ng kasegurohan upang ang mga security at detective agencies na lumabag sa provisions ng RA 5487 (An Act to Regulate the Organization and Operation of Private Detective, Watchmen or Security Guards Agencies) at iba pang batas, patakaran at regulasyon ay mabigyan ng karampatang hatol.

Base sa naitalang rekords noong taong 2006 hanggang 2010, may 801 na mga security agencies ang naitalang hindi nakapagrenew ng kanilang mga lisensya.

Ang mga ahensya ito ay maaring huminto na sa operasyon, pinalitan ang pangalan o patuloy ang operasyon kahit walang lisensya.

May 157 na ang naitalang ahensya na may CTO at 13 ang nakansela.

Dagdag pa ni Gen. Rafal na ang mga ahensyang patuloy ang operasyon kahit walang lisensya ay patunay na hindi nagbabayad ng tama sa kanilang mga personahe, hindi nagbabayad ng buwis, at iba pang benepisyo ng kanilang mga tauhan.

Sa kabilang dako, si Gen. Rafal ay nanawagan sa mga security agencies na magtulungan at suportahan ang PNP 13 upang magkaroon ng tahimik na buhay at mapayapang bansa. (PIA-Caraga)
