Tuberculosis incidence goes down in Agusan del Norte

BUTUAN CITY, June 21 (PIA)
-– With the successful implementation of health-related programs, tuberculosis incidence rate in Agusan del Norte decreased in 2010.

Agusan del Norte Governor Erlpe John Amante said tuberculosis is no longer included as one of the top ten reasons for death in 2010.

Gov. Amante said this is a big accomplishment for the province considering that the said illness is ranked seventh in 2009.

With this, the official said the provincial government will continue to prioritize this concern until tuberculosis will not anymore be considered a problem in the province.

All the municipalities and the lone city of Cabadbaran in Agusan del Norte are continuously stepping up its measures to fight tuberculosis.

Recently, the local government unit of the municipality of Magallanes passed ordinance for the implementation of the Tuberculosis Control Program. With the passage of the program, funding to fully support the program will already be established.

Accordingly, funds will be used to set up remote smearing stations, conduct of house to house campaigns and medical outreach programs, as well as to organize communities and provide support to TB patients.

In an earlier interview, Magallanes Sangguniang Bayan Member Leah Amodia said the program will strengthen partnerships with different sectors involved in the program such as government agencies, NGOs, civil society, private sector, donor institutions and other cooperating agencies for a more comprehensive National Tuberculosis Program (NTP) implementation. Local government urges proper waste disposal

BUTUAN CITY, June 21 (PIA)
-- Agusan del Norte Gov. Erlpe John M. Amante recently said the provincial government has pushed for the adoption of proper waste disposal procedure for a healthy environment.

According to Gov. Amante proper waste disposal can help ensure availability of safe water. This will lead to better hygiene and good health, he added.

Amante further said that in 2010, the province was able to serve nearly 95 percent of the residents in the province by providing them safe and potable drinking water. “This is equivalent to 58,233 households,” Amante said.

Speaking before his constituents, the province’s chief executive also vowed that all his constituents will be able to avail of such service on or before 2013.

“Ato gyud paninguhaon nga adiser mahuman ang atong termino sa 2013 nga atong makab-ot and siyento porsyento o 100 percent sa atong mga constituents ang maka-tagamtam na sa maong serbisyo."

Surigao Norte PPOC urged PNP to deploy more cops in Surigao

-- Members of the Surigao del Norte Peace and Order Council (PPOC) recently approved a resolution requesting the Caraga regional office of the Philippine National Police (PNP) to deploy additional police personnel in Surigao del Norte.

The request came about after a series of atrocities recently committed by the CNN (CPP-NPA-NDF) in the entire province.

“The CPP/NPA/NDF (CNN) operating in Surigao del Norte remains the primary threat to peace and order. For the record in review they accounted five (5) atrocities and this include the ambush at Claver; burning of heavy equipment in Brgy. Luna and Brgy. Bonifacio; liquidation of one Civilian Auxiliary Army (CAA) trooper at Gigaquit; and ambush at Brgy. Poctoy, Surigao City,” said PC/Ins. Rainier Diaz, Deputy Chief for Operations of PNP Surigao Norte during his presentation at the recently held PPOC meeting.

He also said that more policemen are needed especially in Surigao City to meet the standard police to population ratio of 1:500.

Diaz assured the members of the council that the overall peace and order condition of the province is still within manageable level.

“The rising criminality particularly in Surigao City to include insurgency can still be contained thru stakeholders’ concerted efforts to address the issue,” Diaz said.

He said they are now intensifying police operations and intelligence gathering by organizing the Barangay Peacekeeping Action Teams in areas where insurgents have a high degree of influence. (PIA-Surigao del Norte)

Surigao City accepts 100 scholars

SURIGAO CITY, June 21 (PIA)
– Aimed to help poor but deserving students to be given the chance to complete college education, a total of 100 students in the tertiary level qualified for the Surigao City Government Scholarship Program.

It was learned that after undergoing a thorough selection process consisting of written examination and two (2) phases of panel interviews, the 100 city scholars will now enjoy full free tuition benefits starting the 1st semester of school year 2011-2012.

The said student-beneficiaries are required to maintain a grade of no less than 85% for them to continue enjoying their scholarship. A review of their performance will be conducted every end of the semester.

According to City Mayor Ernesto Matugas the said scholarship program encourages parents and provides them the opportunity to send their children to school despite financial limitations.

He also vowed to continue its implementation under his administration owing to the benefits and development impact of the program in alleviating poverty,

“This program will be continued and improved further under my administration,” he said.

International NGO lauds disaster management plan of Agusan Sur

BAYUGAN CITY, Agusan del Sur, June 21 (PIA)
-– The international non-government organization Oxfam lauded the comprehensive disaster risk management (DRM) plan of Esperanza town in this province calling it among the first in the world.

Oxfam Great Britain CEO Barbara Stocking said that in a world faced with climate change, it is important for local government to take proactive action on disaster risk management and climate change adaptation.

“This initiative from the town of Esperanza is truly one of the laudable initiatives and truly one of the first around the world,” Stocking said, who oversees the operation of Oxfam in 60 countries.

Esperanza Mayor Leonida P. Manpatilan said they saw DRM planning as urgent since the town is situated right in the mighty Agusan River.

Manpatilan handed a copy of their Comprehensive DRM Plan to Stockings and Oxfam Hong Kong Director John Sayer during a visit here Wednesday, June 8, 2011.

Oxfam and the Kasanyagan Rural Development Foundation, Inc. (KRDFI) had assisted the municipality in DRM planning and in capacitating grassroots communities for disaster risk reduction management by organizing Resiliency Learning Groups or RLGs.

Esperanza is considered highly vulnerable to climate change impacts and at high risk for disaster.

Manpatilan said that the Plan is a localization of Republic Act 10121, or the Disaster Risk Reduction and Management Act of 2010.

In a privilege Speech last week in commemoration of the World Environment Day (WED) Sen. Loren Legarda urged local government units nationwide to integrate disaster risk reduction and climate change adaptation in local planning.

She said the country’s 340 local government units still need to integrate DRR and CCA in local planning.

“Basin 339 na lang, (Maybe only 339 LGUs left),” Manpatilan said in jest.

As part of its policy advocacy efforts, Oxfam is supporting the passage of the law that would establish the People’s Survival Fund (PSF) which would raise at least two billion pesos fund for climate change adaptation finance and disaster risk reduction.

The PSF bill is principally authored by House Deputy Speaker Lorenzo “Erin” Tanada and by Senate President Juan Ponce Enrile. (PIA-Caraga)

Si Councilor Nery ay ang Chairman ng konseho ng Committee on Health.

Samantala, tumatanaw ng utang na loob si Mayor Ferdinand Amante, Jr., na siya ring chairman ng Blood Coordinating Council dito, sa mga taong lumahok at tumulong upang maging matagumpay ang nasabing aktibidad.

Bago pa man ang blood letting activity, isang parada ang isinagawa upang maipa-alam sa publiko ang kahalagahan sa pag-aabuloy ng dugo.

- Marami nang mga residente sa lalawigan ng Agusan del Norte ang nakatanggap ng kard mula sa PhilHealth, ayon sa Gobernador ng lalawigan na si Erlpe John Amante.

Sa kanyang State of the Province Address (SOPA), sinabi ni Gov. Amante na mas maraming maralitang pamilya ang nakatanggap sa health insurance card sa pamamagitan ng National Program Health Insurance (NHIP). Dahil dito, nabawasan ang bilang ng mga pasyenteng naka-admit sa charity ward.

Sinabi rin ni Amante na sa pagpapatuloy na pagbaba ng bilang ng mga pasyente, tataas naman ang kita ng lalawigan dahil ang pamahalaan ay gagastos na lamang ng mas konti para sa hospitalization subsidy.

Sa mga pag-unlad na ito, mahigpit na inerekomenda ni Gov. Amante sa kanyang mga nasasakupan na makipag-ugnayan sa kanilang mga lokal na opisyal para masali sa listahan ng PhilHealth card beneficiaries.

Sinabi rin ng gobernador na mula nang matayo ang establishemento ng PhilHealth Multipayor Scheme Indigency Program noong 2001, ang gobyerno ay nakatalaga ng 28,162 pamilya na naka-benepisyo sa nasabing programa.

Sinabi naman ni Amante noong 2010 na ang lalawigan ay gumastos ng P7 Milyon bilang tulong sa sinabing health program. (PIA-Caraga)
