Construction of two bigger water projects started

AGUSAN DEL SUR, April 18 (PIA)
-- Construction of the two “Tubig Imnonon Natong Agusanon (TINA)” started yesterday, after Agusan del Sur Gov. Adolph Edward Plaza gave the go signal in Barangay Tagbayagan, Rosario and and Sitio Managbay, Barangay 1, San Francisco, Agusan del Sur.

The TINA project is the mounting of a filter-strainer concrete water tank to allow raw water from the deep well become safe for drinking.
According to TINA project manager and Sangguniang Panlalawigan member Allan Santiago, the TINA can remove iron and manganese that are present in the deep well water after filtration.

Paquito Ebero and Ramel Jamoyan, of Barangay Tagbayagan, said they had to spend P35 every day to make sure that their drinking water is safe.

“We used to drink water from the deep wells that are present in our place before. But every now and then, we suffer from stomach ache, and other water-borne diseases that is why we were forced to buy bottled water in order to make sure that the water we drink is safe.

But for poor people like us, spending P35.00 per day is already a burden,” Ebero said.

The TINA project started during the term of then governor now Cong. Maria Valentina Plaza. Incumbent Gov. Adolph Edward Plaza adopted the project concept and expanded it with bigger concrete tanks with the capacity of about 500 gallons of deep well water. .

“All I am asking from you, my dear constituents, is to take care of your TINA. I recommend that you clean them every 20 days so that we can be sure that the water you drink is safe. This project is yours, and it is your responsibility to take care of it so that your children can enjoy safe drinking water that will make them healthy and free from diseases. We in the provincial government are now having surveys in barangays that needed the project most so that we can construct the same immediately as our people need them,” Gov. Plaza said.

Butuan University, NGO launch Institute of Environmental Governance

BUTUAN CITY, April 19 (PIA)
-- Representatives from government agencies with the presence of the local media convened Wednesday at the Father Saturnino Urios University (FSUU), College Main Building for the launch of the Institute of Environmental Governance (IEG).

The launch of the IEG is spearheaded by the FSUU led by its President Rev. Fr. John Christian Young, in partnership with the Tanggol Kalikasan, a Civil Service Commission (CSC)-accredited organization together with other government agencies.

Young, as president of FSUU and host academic institution of the IEG program, expressed his gratitude to the organizers of Tanggol Kalikasan and assured commitment to their partnership in its advocacy to protect, preserve and sustain environmental good governance.

Atty. Maria Generosa Misiang, executive director of Tanggol Kalikasan bared that their mission is to facilitate the empowerment of communities and key institutions to manage their ecosystem using laws and other creative mechanism.

“We reach out to the localities to enforce environmental laws. It is not only policy-making that is important but most of all, it is the enforcement of the laws since we already have many laws that needs to be enforced,” stressed Misiang.

Misiang also emphasized that IEG is the strategic response to the ever-increasing demand for capacity building of the local government units. The program caters to two levels. The first level shall be designed to serve the needs of barangay officials and level two shall cater to the needs of municipal, city and provincial officials. Both levels will be housed in partner academic Institutions.

“To foster stewardship and shared responsibility, the program requires counterpart from the participant LGUs in the form of their transportation, food and accommodation expenses during the training,” Misiang added.

With the IEG, a roster of highly qualified individuals from the academe, government and private sector that are equipped with both the theoretical and practical aspects of environmental governance shall be maintained. They shall become the core faculty members of each institute.

It was also learned that the Tanggol Kalikasan also provides direct legal services, support for environmental law enforcement, constituency building and organizational development, public environmental legal education and network among media practitioners and in-depth orientation on the environmental laws.

Meanwhile, Department of the Interior and Local Government (DILG) Caraga regional director Lilibeth Famacion emphasized that the Tanggol Kalikasan has made the right decision to choose the FSUU as their academic partner-institution for the establishment and implementation of the IEG program.

“FSUU has been an active institution in the activities of the government when it comes to environmental good governance,” said Famacion.

With this development, the FSUU, representatives of Tanggol Kalikasan with other partner government agencies will have constant coordination and discussion on the said program for its sustainability. (RER/JPG-PIA Caraga)

Agusan Governor’s Cup formally opens

-- The eighth Governor’s Cup formally opened on Monday at the D. O. Plaza Sports Complex in Patin-ay, Prosperidad, Agusan del Sur in spite of bad weather, after a motorcade of the two teams division was held.

Agusan del Sur Gov. Adolph Edward Plaza, together with congresswoman Maria Valentina Plaza of District 1 and Congresswoman Evelyn Mellana of District 2 received 14 delegations from the 13 municipalities and the lone city of Bayugan.

After a ceremonial parade around the track and field ground, the winner of for the search of Miss Governor’s Cup 2012 was announced including the winner for best in uniform.

For Miss Governor’s Cup 2012, first prize was bagged by the muse of Veruela with P30,000 prize, followed by Miss Sibagat bagging P20,000, and the third was the City of Bayugan pocketing P10,000 cash. Grabbing the best uniformed team was Sibagat, with P20,000 prize

“I believe this is the best past time for our youth spending their vacation rather than spend them in vices. This way, we can develop their talents, skill, sportsmanship and camaraderie. I want everybody to know that because of this sports event that we organized some 11 years ago, many of our youth are now playing as varsity and professional basketball players all over the country, and many became scholars of the provincial government. I am therefore challenging every participant to do and show their best for your municipality, your family and for your personal honor. I therefore declare this 8th Governor’s Cup open,” Plaza said.

Tandag City Gov’t support Nat’l Greening Program this Summer

TANDAG CITY, Surigao del Sur, April 19 (PIA)
-– In line with the National Greening Program of President Benigno S. Aquino III, the city government spearheaded a tree planting activity on Tuesday, involving the youth this summer planting Narra and Lawaan species.

According to Community Development Information Officer Vicente Cosare, the activity was conducted at Ihawan Spring Watershed, Cagboo, Awasian, this city and was participated by some 297 Special Program for Employment of Students (SPES) beneficiaries and Saint Theresa College students.

Cosare stressed that the SPES beneficiaries will stay at the tree planting site for 20 days starting April 2-May 2 for replanting, cleaning and ring weeding.

Meanwhile, the local government here already conducted several tree planting activities from the past months tied with some private and public agencies, civil society organizations and students of Surigao del Sur State University (SDSSU) and other public secondary schools here in the Watershed area and the newly identified development eco-park which is formerly a dump-site of Tandag City.

Gov’s Cup opening games promise good sportsmanship, unity

AGUSAN DEL SUR, April 19 (PIA)
-- Dark clouds after the morning rain during the opening program of the 8th Governor’s Cup did not discourage basketball players from displaying their skills in the first two games played on April 16 at the D. O. Plaza Sports complex open ground.

A cheer dance competition preceded the opening games.

The municipality of Esperanza became the champion, grabbing the cash prize worth P80,000 after the exciting cheer dance competition ended. They were followed by Sibagat, bagging P60,000; then San Francisco with P40,000 and Veruela who placed 4th with P20,000 cash prize. Non-winning teams received P10,000 each as consolation prizes.

The crowds became noisy again when Gov. Adolph Edward Plaza threw the ceremonial toss to signal the start of the first game. The first encounter was between Sta. Josefa “Rice” and Rosario “Abanteros” from the Southern Division. When the game ended, Sta. Josefa “Rice” emerged as the winner with a score margin of three points against Rosario with a score of 55 points.

The second game was played between San Luis “Wickers” and La Paz “Lumberjack” of the Northern Division. San Luis “Wickers” won with a score of 80 points over La Paz with a score of 62 points.

“We in the provincial and municipal LGUs believed this basketball competition for our youth is the best past time spending their semester vacation. This way, we can develop their talents, skills, attitude and camaraderie,” Plaza said.

Also during the opening ceremony on April 17, the search for Miss 2012 Governor’s Cup was also held. Miss Veruela shined out other contestants, pocketing a P30,000 cash prize. She was followed by Miss Sibagat with P20,000 cash prize and Bayugan City with P10,000.

DAR-Agusan del Norte distributes 245 hectares of land to 131 farmers

BUTUAN CITY, April 19 (PIA)
-- The Department of Agrarian Reform (DAR) of Agusan del Norte installed recently 131 landless farmers as legal owners of public agricultural landholding under the Comprehensive Agrarian Reform Program (CARP), covering a total of 245 hectares in Sitio Subait, Bonifacio, Las Nieves, Agusan del Norte.

DAR Provincial Agrarian Reform Officer (PARO) Andre B. Atega personally handed-over the Certificate of Land Ownership Awards (CLOAs) to the farmer-beneficiaries assisted by SB Member Baltazar Sinajon, Barangay Captain Frederic P. Lumantas, Municipal Agrarian Reform Officer (MARO) Teresita P. Estrella, LGU officials, and some residents.

Agrarian officer Atega lauded the local government of Las Nieves for being one of the most active partner local government units in implementing CARP program in Agusan del Norte. He then congratulated the new landowners and encouraged them to work hard to progressively develop the lands and enjoy the benefits.

According to Atega, the department is very sincere in land distribution and in providing a package of support services that would spur economic productivity to increase the income of the farmers in Las Nieves and in the province.

Meanwhile, in his message, municipal mayor Reinario P. Rosales, represented by SB Member Baltazar Sinajon, commended DAR for contributing measures to poverty alleviation in his municipality. He also congratulated the new landowners and urged farmers to develop the land to make it productive.

“Land ownership will not end with a piece of title, it is coupled with a great responsibility and there will be challenges to make the land productive,” Sinajon said.

Farmers here are happy to have finally sealed their ownership to their own farmland. It's a dream come true for them since CLOA distribution is a moment they will never forget, as they are now the owner of the land they tilled.

Meanwhile, citing figures of land distribution under CARP Program across the province, about 31,024 hectares of agricultural land or 86 percent had already been distributed involving 17,280 farmer-beneficiaries, leaving a balance of 5,676 hectares or 14 percent involving 3,338 farmer-beneficiaries to be awarded in the next three years. NFA chief: Warehouse in Butuan City will continue to operate

BUTUAN CITY, April 19 (PIA)
-– National Food Authority (NFA) Administrator Angelito T. Banayo today said the warehouse in Barangay Libertad here will continue to operate after the Philippine National Police-Police Regional Office-13 (PNP-PRO-13) reportedly wants to use the site as training and billeting facility.

In today’s interview with the local tri-media here, the NFA chief said that President Benigno S. Aquino III has already said that the warehouse which stored the rice supply not only of the city but also those of the province of Agusan del Norte, will not be vacated and that “NFA will continue to use it.”

The official further said that there is already a Presidential Proclamation regarding this matter and he already has a copy of the said order from the President.

It can be recalled that two groups have asked President Aquino to prevent the eviction of NFA warehouses in the area after PNP-Caraga Regional Director, PCSupt Reynaldo Rafal had formally demanded the turn-over of the property to PNP-PRO-13 last year.

According to NFA-Caraga, in a joint resolution of the Provincial Agricultural and Fisheries Council (PAFC) and the Confederation of Grains Retailers Association (GRECON), they petitioned the President to amend Proclamation No. 725 so that NFA may continue to use the 1.6448 hectares of a former military reservation where its present grains facilities are located.

Also, in a petition letter to the President on July 27, 2011 signed jointly by Butuan City Mayor Ferdinand M. Amante, Jr, Agusan del Norte Gov. Erlpe John M. Amante, Rep. Jose S. Aquino II (1st Dist.) and Rep. Angelica Rosedelle A. Matba (2nd Dist.), the local officials said the eviction of NFA warehouse in Libertad will unduly disrupt the food security program in Butuan City and Agusan del Norte and adversely affect peace and order.

The said officials also urged the President to amend Proclamation No. 725 as requested by PAFC and GRECON in order to confirm NFA’s continued use of the site where two grains facilities, each with a capacity of 100,000 bags of rice, are situated.

Under Proclamation No. 725 issued in 1960, it was the defunct Philippine Constabulary, then an organic part of the Armed Forces of the Philippines, that was given the portion of the military reservation that was previously created under Proclamation No. 526. Para mabuo ang pagtatag ng konseho, nagkaroon ng isang araw na pagtitipon ang mga piling miyembro ng iba’t-ibang sector tulad ng sa pangangalakal, lokal na pamahalaan, lupon ng mga punong barangay, lupon ng kababaihan, media at iba pang sector para mapag-usapan ang iba’t-ibang isyu at suliranin para mas mapabuti pa ang paghatid ng serbisyo ang cooperatiba.

BUTUAN CITY, Abril 19 (PIA) -- Gisugdan na ang pagtukod sa duha ka “Tubig Imnonon Natong Agusanon (TINA)” human nga si Agusan Del Sur Gov. Adolph Edward Plaza nihatag og sinyales sa pagsugod sa Barangay Tagbayanan, Rosario ug Sitio Managbay, Barangay 1, San Fracisco, Agusan del Sur.

-– Upat ka mga nag-unang lider sa Caraga Youth Leaders’ Network (CYLN) ang ni-qualify nga musalmot sa 9th National Youth Parliament sa Naga City, Bicol Region karong Mayo 2-6, 2012.

Ang 9th National Youth Parliamentarian mao ang mga mosunod: Mary Joy Castorico (Butuan City) – chair, Caraga Youth Leaders’ Council against HIV & AIDS; Gerraldo Morales (Butuan City) – chair, Caraga Youth Journalists Council; Joinie Verdeflor (Bislig City) – Chair, Caraga Youth Leaders Council para sa Environmental Sustainability; ug Joseph Ian Sabado (Butuan City) – Regional Facilatator.

Ang upat ka lider murepresenta sa debate ug pagpanalipod sa ilang polisiya ug rekomendasyon sa dili pa ang parliament nga nasyonal panalikdan ang Pilipino Youth paingon sa mga partidos.
