Job fair to highlight Labor Day celebration in
Caraga

BUTUAN CITY, April 25 (PIA) -- In support to the
jobs generation program of the national government, the regional office of the
Department of Labor and Employment (DOLE) here is highlighting the celebration
of Labor Day on May 1 with a job fair.
In a statement, DOLE-Caraga Regional Director
Ofelia Domingo said the two-day activity, dubbed “Jobs Fest” will be held on
May 1 and 2 at the AMA Computer Learning Center Compound, this city.
The official further said this is one of the
highlights of the Labor Day celebration, which is anchored on the theme
“Pagtutulungan, Pagbabago, Disenteng Trabaho.”
Dir. Domingo said job seekers can now have the
opportunity to find a job especially the fresh graduates in the region.
Domingo said a pre-employment/pre-overseas
employment seminar and pre-registration is being conducted from April 10 to 30
at all provincial, city, and municipal Public Employment Service Office, DOLE,
and Philippine Overseas Employment Administration offices regionwide.
The region’s labor chief added this activity
will prepare job seekers on what are the things they need to learn prior to

Butuan pushes conversion of local to nat'l roads

BUTUAN CITY, April 25 (PIA) -- The Sangguniang
Panlungsod here passed a resolution recently endorsing to the Department of
Public Works and Highways (DPWH) through its Caraga Regional office the
conversion of certain local roads into national roads.
The resolution stemmed from a letter of City
Mayor Ferdinand M. Amante, Jr. dated Feburary 1, 2012 to Vice Mayor Lawrence
Fortun favorably endorsing the letter of Engr. Nicolas O. Alameda, District
Engineer of the Butuan City District Engineering Office – DPWH requesting for
the passage of a resolution endorsing the conversion of the same.
The Sangguniang Panlungsod Committee on Human
Settlements and Land Use chaired by Councilor Jaime M. Cembrano, Jr., in its
hearing last March 9, believed that the conversion of such local roads to
national roads is very much beneficial to the city of Butuan and its people.
The following local roads endorsed for
conversion are from Tiniwisan-Maguinda-Las Nieves Road to NRJ-Butuan
City-Cagayan de Oro-Iligan Road (from the national primary road junction along
Butuan City-Cagayan de Oro-Iligan road, starting Station 1235 + 175, passing
Barangay Tiniwisan, Lemon, Pigdaulan, Mandamo, Municipality of Las Nieves
Barangay Malicato and Marcos Calo, ending Station 1282 + 300 boundary of the
Province of Agusan del Sur, with a total length of 47.125 kilometers).
Roads from Tiniwisan-Cabcabon-Taod-oy-Caloc-an-Magallanes
Road to NRJ Butuan City-Cagayan de Oro-Iligan Road (from national primary road
junction along Butuan City-Cagayan de Oro-Iligan road, starting at station 1235
+ 175 passing Barangay Tiniwisan, Cabcabon, Tod-oy and Caloc-an, ending at 1242
+ 900 boundary of Municipality of Magallanes, Agusan del Norte with a total

Mining bureau meets advocates for protection of
natural resources
SURIGAO DEL NORTE, April 25 (PIA) -- Around 400
advocates from different parts in Mindanao converged recently at the office of
the Mines and Geosciences Bureau-13 (MGB-13) in Surigao City to express and
promote the national spirit in the protection of our natural resources.
MGB- 13 regional director Alilo C. Ensomo, Jr.
welcomed the advocates and cordially talked with the leaders on the demands of
the group.
Ensomo acknowledged that this move would also
help the agency and enjoined them to collaborate with MGB-13 in monitoring the
mining activities in the region.
The rally, organized by Caraga Watch, concluded
peacefully although the dialogue by the leaders and MGB-13 management stretched
until 6:00 p.m. MGB-13 committed to relay their concerns to the head office of
MGB and other DENR offices.
Under the present administration of President
Benigno Aquino III, mining continues to be one of the economic drivers of the
government which Caraga Region stands to be the capital of the mining industry.

EAGA airlines complement efforts for subregional
connectivity

DAVAO CITY, April 25 (PIA) -- Airline industry
leaders from the Brunei Darussalam, Indonesia, Malaysia, and Philippines (BIMP)
urged for collaborative efforts between the private sector and government
institutions to fast track and enhance air transport connectivity within the
subregion.
During the 1st Equator Asia Air Access Forum and
Airline CEOs Summit, executives of Cebu Pacific, Philippine Airlines, MASWings,
SEA Air, and Mid-sea Express have expressed their respective concerns in taking
on the BIMP routes, specifically infrastructure support, market availability,
and cost of doing business.
The airline summit served as a venue for all
players and stakeholders of the airline and travel industries to discuss and
thresh out strategic recommendations aimed at improving air connectivity within
the subregion.
Of the three concerns raised, business cost was
considered the most pressing issue, considering that addressing it would
require policy interventions.
In the meantime, Transportation and
Communications Undersecretary Jose Perpetuo Lotilla reassured industry players
that the Philippines is currently working on improvements to facilitate more
flights from the country to other BIMP destinations.
“We need to come up with the right regulations
and infrastructure, and we are happy to say that these are already being
demonstrated. Infrastructure programs are already being rolled out to improve
our air transportation sector,” Lotilla said.
Moreover, Civil Aeronautics Board Executive
Director Carmelo Arcilla reported that the country offers 50 percent discount
on filing, regulatory, landing, take-off, parking, navigational, and passenger
terminal fees to all interested airlines that wish to operate East ASEAN Growth
Area (EAGA) routes.
Malaysia’s Ministry of Transport also proposed
for EAGA countries to come up with a flowchart of their respective application
processes and streamline best practices that will be identified.
Industry players remain optimistic on achieving
better air linkages as MASwings Managing Director Capt. Mohd Nawawi Bin Awang
revealed during the summit that the company is looking into reviving the
Davao-Manado flights.
“We are looking at the market very closely; we
want to ensure sustainability. We do not want to go here for three to five
months and then be gone,” Awang said.
The sustainability of such flights has been one
of the hurdles of several airline companies that took the BIMP routes,
including Bouraq and Sriwijaya Airlines which have stopped flying due to low
load factor.
Mid-Sea Express has been flying missionary
flights from Davao to Manado for three months now, and will increase flights to
twice a week next month.
President Benigno Aquino III along with other BIMP-EAGA
leaders discussed strategic thrusts of BIMP-EAGA in the fields of enhanced
transport, power and communication, connectivity, and tourism development
during the BIMP-EAGA leaders summit held earlier this month.
"We reaffirm our commitment and support to
the BIMP-EAGA cooperation initiatives and pledge to step-up our individual and
collective actions to more effectively address the hurdles in realizing the
BIMP-EAGA vision and goals," said the leaders in a joint statement.
Industry players also encouraged local
government institutions to take part in creating more market for BIMP-EAGA
routes, promoting their respective cities to neighboring BIMP destinations and
vice-versa.
Meanwhile, Secretary Luwalhati Antonino,
Mindanao Development Authority (MinDA) Chair and Philippine Signing Minister
for BIMP-EAGA said efforts are continuously done at the EAGA level to
strengthen implementation of the existing memorandum of understanding (MOU) on
air linkages, which aims to foster trade and investments initiatives, as well
as tourism.
The MOU is set to be amended by the four
countries this July, to include additional designated points such as Bandar
Serigawan (Brunei); Balikapan, Makasar, Manado, Potiana, and Takaran
(Indonesia) Kota Kinabalu, Kuching, Labuan, Miri, Sandakan, Tawau, and Mulu
(Malaysia); and Davao, General Santos, Puerto Princesa, Zamboanga, and Cagayan
de Oro (Philippines).
BIMP-EAGA is an economic cooperation formally
created in 1994 covering the entire Brunei Darussalam; 10 provinces in the
Indonesian islands of Kalimantan, Sulawesi, Maluku, and Irian Jaya; Sabah,
Sarawak, and Labuan in Malaysia; and Mindanao and Palawan in the Philippines.
The ASEAN subgrouping is primarily intended to
spur development in the lagging sub-economies of the member countries by

NSO to update Phl establishments

BUTUAN CITY, April 25 (PIA) -- The National
Statistics Office (NSO), Caraga Region will start the updating of the list of
establishments in less than one month.
This is a regular activity of the agency
undertaken primarily to provide an update and reliable sampling frame for the
census and survey of establishments.
The list of establishments is a database of all
establishments in the Philippines. As of 2011, the NSO database contains
information about 800,000 establishments including employment in 17 geographic
regions in the country.
It involves capture and listing of the
characteristics of “new” establishments, updating of the status and
characteristics of “old” establishments or those that have already been
included in the database, delisting of “closed” establishments, and
identification of out-of-scope units.
An updated database of establishments will
provide the NSO a reliable sampling frame for its business and industry
censuses and surveys. The data that will be collected also serves as guide to
government planning, policy making and monitoring; basis of marketing plans,
opportunities and prospects; and input to evaluation, market research and
comparative studies.
Thus, the agency looks forward to the full
cooperation and support for the undertaking not only from the national and
local government agencies but also from the private sector, particularly the
business associations.
In Caraga, NSO field staff and selected trained
interviewers will do a comprehensive door-to-door canvassing of establishments
beginning May 2, 2012. NSO would like to assure the respondents that all
information furnished to the enumerators/listing sheet are strictly confidential
and shall not be used as evidence in court for purposes of taxation, regulation
or investigation as provided for in Section 4 of Commonwealth Act No. 591.
The NSO, upon request of government and public
users, only provides summary information from the list of establishments such
as the counts of establishments with disaggregation by industry, by employment
size, by region, and by selected area up to the barangay levels.

Provincial Engineering Office spearheads Monday
Morning Sharing
SURIGAO DEL NORTE, April 25 (PIA) – The Surigao
del Norte Provincial Engineering Office lead by Provincial Engineer Alwin Pono
spearheaded a Monday Morning Sharing yesterday April 23, 2012 at the Provincial
Convention Center, Surigao City.
Board member Mamerto Galanida was the guest
speaker of the said event, he discussed and explained the Road Development
Network of the province under the HEALS agenda of Surigao del Norte Governor
Sol Matugas.
During the said event, Provincial Engineer Alwin
Pono also revealed their 1st quarter accomplishment report for 2012 such as
improvements of main capitol building, park and landscaping of Legacy Eco Park,
constructions of capitol civil security unit building, library hub, community
and women's training center, day care centers, and birthing clinics in
different municipalities.
For her part, Governor Matugas also revealed
some of her accomplishments under the HEALS agenda from March 28 to April 9,

SYUDAD NG BUTUAN, Abril 25 (PIA) -- Ang
Department of Social Welfare and Development (DSWD) nanawagan karon sa mga
interesado nga mga estudyante, college graduates sa vocational nga mga kurso
nga walay trabaho aron sila mag-aplay sa summer jobs nga gidalit sa expanded
Government Internship Program (GIP). Ang GIP usab abli alang sa mga
out-of-school youths nga gusto mamahimong parte sa national-building.
Ang mga interesadong mga aplikante nga nag-edad
18 hangtod 30 years old, mamahimong muadto sa DSWD Caraga o City/Municipal
Social Welfare and Development (C/MSWD) nga mga buhatan aron sila magpasa sa
ilang applications lakip sa kopya sa ilang birth certificates.
Ubos sa programa, ang mga kwalipikado nga mga
aplikante mamahimo na nga magsugod og trabaho ug kinahanglan kumpletohon nila
ang 52 ka adlaw nga trabaho. Kini nagpasabot nga ang mga aplikante puwede
magsugod bisan unsang orasa basta lang kay makumpleto nila ang gipangayo nga 52
ka adlaw.
Ang mga kwalipikado nga mga aplikante pwede
madestino sa rehiyonal nga buhatan, o sa nagkadaiyang C/MSWD nga buhatan lakip
usab sa centers/institutions. Ang mga interns manduan dili lang sa pagbuhat sa
mga aktwal nga buluhaton sa buhatan kundi lakip pud niini ang pagtabang sa
pag-implementa sa mga programa og proyekto sa DSWD. Sila usab puwede direkta
nga mulangkob sa ilang serbisyo sa ilang field work sa komunidad kung diin ang
DSWD nga mga programa ug proyekto maiplementa lakip sa kabanay sa local
government units.
Ang mga intern ipasulod sa programa nga sila
hatagan og suweldo nga sama sa minimum nga suweldo sa rehiyon.
Ang aktuwal nga internship program magsugod sa
Mayo 2. Ang Caraga social welfare office nagandam sa deadline sa pagpasa sa mga
application sa karong Abril 27 ug magsugod ang shortlisting karong adlawa,
Abril 25. Ang tanan aplikante muagi pa sa usa ka screening sa ilang mga field
offices.
Ang DSWD magpadayon usabl sa pag-implementar sa
regular nga GIP alang sa 2012 nga pondo nga balor P1.8 milyon nga giandam alang
sa suweldo sa 340 ka mga kabatan-onan sa tibuok nasud.
Ang pagpalapad sa programa maghimo sa DSWD nga
