Breaking News: Early morning fire kills 17 in Butuan City

BUTUAN CITY, May 9 (PIA) -- A fire which
allegedly started on the third floor of a three-storey building killed 17 sales
ladies of a jeans store.
According to reports, the fire started at around
3:45 a.m. where the three-storey building where establishments such as NOVO
Jeans Store, Smart Wireless, Saint Peter's Office, Ayala Life Insurance,
Digi-Life cell phone store, Western Union, and a badminton court were housed.
Junel Albuelo, store guard on duty, said stay-in
personnel of NOVO store were staying on the third floor where the fire
allegedly started. He said he heard an explosion coming from the store after
which he observed thick smoke seeping under the door.He also said the store’s
main gate had two padlocks: from within and outside. Albuelo also confirmed
that 21 personnel were staying inside the establishment last night.
Reports also revealed that of the 21 all-female
stay-in personnel and sales ladies of NOVO store, three survived the incident;
they jumped to the second floor of the building as the fire raged.
In an interview, the survivors said they were
trapped in the building when the fire broke out. Somehow, they managed to break
out, jump to the second floor, then brought to a nearby hospital.
Meanwhile, Vice-Mayor Lawrence Lemuel Fortun
said concerned officials and personnel from the city government and other
national government agencies were already instructed to extend immediate
assistance to the survivors confined in a hospital.
The official also said because of the incident,
the street fronting the building had been closed until such time the City
Engineering Office has cleared the debris and deemed the area safe for passers
by.
As of press time, officials of the Bureau of
Fire Protection (BFP) here confirmed 17 dead bodies had already been recovered
and all are beyond recognition. Elements of the Scene of the Crime Operatives
(SOCO), on the other hand, had retrieved the cadavers, and started the process
of identification of the bodies.
Initial reports from the BFP reveal that the

Caraga risk reduction council discusses
organization, staffing in an Incident Command System

LIPATA, Surigao City, May 9 (PIA) -- As part of
the introduction of the Incident Command System (ICS) in the region by the
Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC), the
concern on organization and staffing was discussed Tuesday during the five-day
Basic/Intermediate Course on ICS at the Almont Beach Resort, here.
Participants of said training were
representatives of government agencies and some officials from the Philippine
National Police (PNP) and Armed Forces of the Philippines (AFP) in the region.
According to Office of Civil Defense (OCD)
Region X1 Regional Director Liza Mazo, one of the invited guest speakers, with
the discussion on ICS organization and staffing, participants will know the
major positions and their responsibilities, and describe ICS reporting and
working relationships for Technical Specialists and Agency Representative
during any incident or disaster.
“The ICS organization built around five major
functions; fill only those parts of the organization that are required; and
establishes lines or supervisory authority and formal reporting relationships,”
said Mazo.
She further bared that in ICS, it is led by an
Incident Commander and is closely coordinating with the command staff composed
of the Public information Officer, Safety Officer, and Liaison Officer.
“The ICS is led by the Incident Commander (IC)
who is responsible for the overall management of on-scene response operations.
It is followed by the General Staff which is composed of a Public Information
Officer who works closely with all the different information officers and the
media; a Liaison Officer who is the contact point for representatives of assisting
and cooperating agencies (DRRMC members and partner agencies); and a Safety
officer who work with operations on tactics and has emergency authority to stop
unsafe acts/operations during any incident or disaster,” described Mazo.
The first priority of the IC is always the
safety of responders, disaster victims, other emergency workers, and general
public. Second priority is the incident stabilization and third priority is
property protection/conservation.
The Operations Section directs and coordinates
all incident tactical operations; the Planning Section maintains resource
status, prepares incident action plan, in-charge in documentation,
demobilization, and are technical specialists.
Meanwhile, the Logistics Section maintains the
inventory while the Finance/Administrative Section is the one monitoring the
incident costs, maintains financial records, administers procurement contracts,
and performs time recording.
With this organizational structure in an ICS,
Mazo emphasized that responsible officials, agencies to be assigned must follow

Siargaonons to get CLOAs today

SURIGAO DEL NORTE, May 9 (PIA) -- A total of 57
Agrarian Reform Beneficiaries (ARBs) in Siargao Island are set to receive 70
Certificate of Land Ownership Awards (CLOAs) from the Department of Agrarian
Reform (DAR) here today.
According to Provincial Agrarian Reform Officer
(PARO) Teresita DepeΓ±oso, this will be done at Dapa Municipal Gymnasium, Dapa
town, Siargao Island in celebration of the National Service Day.
Of the beneficiaries, 12 ARBs from the
municipality of San Isidro will get titles covering 11.9605 hectares, three
ARBs from the municipality of Gen. Luna covering 4.2001 hectares, 11 ARBs from
the municipality of Dapa covering 15.7631 hectares, seven ARBs from the municipality
of Burgos covering 8.0863 hectares, while 24 ARBs from the municipality of Del
Carmen covering 42.99880 hectares.
The CLOA distribution will be led by 1st
District Rep. Francisco Matugas, 2nd District Rep. Guillermo Romarate Jr., Gov.
Sol Matugas, DAR ASec Jose Grageda, DAR Caraga Dir. Faisar Mambuay, PARO

Surigao del Sur teachers take training on K to12
program

TANDAG CITY, Surigao del Sur, May 9 (PIA) --
Public school teachers in Surigao del Sur are undergoing training since last
week in preparation for the implementation this coming school year of the K to
12 program of the national government.
According to Imelda Falcon, information officer
of the Department of Education (DepEd) Division Office here, this week’s turn
is for secondary school teachers, who are in St. Paul University in Surigao
City.
She noted that last week’s occasion was set for
the concerned elementary school teachers.
The DepEd Division Office here under Schools
Division Superintendent Fe Cabatuan has been into serious preparation for the K
to 12 since the end of the preceding school year.
K to 12 program is aimed to uplift the quality
education in the Philippines. It will require all incoming students another two
more years of basic education. Thus, the K+12 System will basically include the
kindergarten, 6 years of elementary, 4 years of junior high school with an

DepEd ICT monitoring team evaluates e-classroom

BUTUAN CITY, May 9 (PIA) -- The Department of
Education (DepEd) Information and Communication Technology (ICT) monitoring
team has started to evaluate the e-classrooms of the 13 recipient schools,
which are part of the batch 7 of Butuan City Division this summer.
To prepare these schools for the delivery of the
e-classroom package before the opening of the school year 2012-2013, they need
to be evaluated if each e-classroom is already prepared and have completed the
requirements given by the monitoring team.
Among the 13 central schools of Butuan City,
only Alviola Village Central Integrated School (AVCIS) was assessed to have
complied the requirements during the evaluation which was conducted by the
Division Monitoring Team headed by Dr. Donald Orbillos, the Division ICT
Coordinator. Although installation of wiring was not yet completely fixed
during that time, the materials needed were already complete.
According to Dr. Gilbert Gayrama of the Regional
Monitoring Team, AVCIS was the first school to comply the requirements.
With these developments, Rosemarie D. Olmedo,
the principal of AVCIS was so thankful for the teachers who were of great help
for the preparation of the said e-classroom.
The project supported the efforts of the
national government in promoting electronic governance through ICT education.

Barangay Manat, Trento, Agusan Del Sur ang mag igib ng tubig, mag laba ng mga
damit at ang pagpaligo sa kanal ng irrigasyon. Ngunit aminado ang mga residente
na marami pa rin sa kanila ang lumalabag sa panukala dahil sa kawalan nang
tubig para sa kanilang pang araw-araw na pangangailangan.
Ito ang mga nakita at mga komento ng mga lokal
na residente ng mag imbistiga ang pangkat ng National Broadcasting Network
(NBN) naturang barangay. Ito ay matapos mapabalita sa isang pambansang
telebisyon na walang ginawa ang lokal na pamahalaan at ang gobyerno para
mapigilan ang pagkalat ng skistosomiasis sa komunidad.
Ayon kay baranggay Captain Bagaipo, sila ay nag
dikit ng ilang billboards na nag babawal sa kahit sino na gumamit ng tubig sa
kanal ng irigasyon na tutamawid sa Barangay Manat papunta sa mga sakahan pero
marami pa ring lumalabag. Dahil ditto, sineguro nila ang pag lagay nang mga
bakod para walang makapunta at lumapit sa naturang kanal, pero silay bigo pa
rin. Nilapitan din nila ang Departmento nang Kalusogan, at silay binigyan nang
mga gamot sa schistosomiases, pero marami pa ring hindi gumamit nang medisina
para sa kanilang proteksyon at gamotan.
"Kakaunti lamang sa amin ang seryosong
sumusunod sa ordinansya, pero nakakalungkot isipin na marami sa amin ang
lumalabag. Kahit na tumingin tayo sa ating paligid, marami sa mga residente ay
naninirahan malapit sa kanal ng irigasyon at naglalagay pa ng temporaryong
tulay patungo sa kanal para madali silang makapunta para maglaba at maligo,”
sabi ni Evelyn Ferrer, residente sa Baranggay Manat.

Barangay Health Worker (BHW) Wilia Plaza-Otaza, they required every resident to
visit the health center every month for a check up and if found to have been
inflected with the disease, they are provided with medicines for treatment.

Users Association, na halos buwan nang sira. Ang pangalawang solusyon ay ang
pag lagay ng tangke ng tubig para maging imbakan ng tubig na magmula sa batis,
mga walong kilometro ang layo mula sa Baranggay Manat.

National Statistics Office (NSO) nagkanayon nga ang populasyon sa rehiyon sa
Caraga nitaas sa 1.49 porsiyento kada tuig gikan sa 2000-2010.
Sigon ni NSO-Caraga Region Director Dr.
Rosalinda Celeste, base sa tuig 2010 census of population and housing, ang suma
nga papulasyon sa Caraga gikan Mayo 1, 2010 niabot na sa 2,429,224.
Dugang sa opisyal, ang 2010 nga populasyon
nitaas usab sa 333,857 kumpara sa 2000 nga adunay 2,095,367. Sa 1990, ang suma
sa populasyon niabot sa 1,764,297.
Gibutyag usab ni Celeste nga gikan sa 1990
ngadto sa 2000, ang average annual growth rate sa Caraga niabot sa 1.73
porsiyento.
Sa mga probinsya sa rehiyon, gibutyag ni Celeste
