Feature: TESDA, Cabadbaran LGU in tandem
TSTP launching ignites productive relationship for dev’t ventures

By Gervacio C. Dauz, Jr.

There were no klieg lights nor fireworks to herald Mr. Reynaldo Sajolga, pioneering President of the Cabadbaran Small Construction Workers Association, but the thought that his group is already on the intervention radar of both TESDA and the local government unit was enough to perk him to rise up to the challenge and deliver a heart-felt message of thanks and gratitude “for the tools and equipment you have given us” just recently at the People’s Hall, Government Center here.

His group, together with the Cabadbaran Small Iron Works, Welding and Metal Fabrication Services headed by Romeleo S. Gapol, were both recipients of manna of starter kits in view of their being organized under the umbrella of TESDA Specialista Technopreneurship Program (TSTP), which aims to help the tech-voc graduates help themselves through evolving into self-employment or enterprise development ventures.

All technopreneurs gladly received tools suited for their respective trade areas such as pliers, pull push rule, claw hammer, multi-tester, welding machine, etc., which they can use to peddle their services.

During the said launching program, Hon. Harris Glenn D. Puyot, Vice Mayor here, was ecstatic to note that “our tech-voc graduates will be given a chance to have their own employment.” He felt honored that Cabadbaran was chosen as one of the launching sites of TSTP.

Florencio F. Sunico, Jr., Provincial Director of TESDA Agusan del Norte, seized the opportunity also by sharing that TSTP, most importantly, is designed to be an enterprise development model for communities with the mission to help TESDA certified graduates get into productive undertakings to help themselves and their communities.

He added that TSTP goes further than just responding through mere skills training provision; the program is purposively designed to catalyze the creation of livelihood enterprises that shall be implemented by the certified graduates – immediately after training nurtured by local officials and supported by the community.

No less than Secretary Hon. Joel Villanueva, Director General of TESDA, touted via an audio visual presentation that tech-voc graduates through the TSTP have no longer excuses why they can’t be productive and succeed.

The big-bang message of the occasion came of course from Atty. Teodoro C. Pascua, Deputy Director General of TESDA for Field Operations, who keynoted the event with the excerpt found in the Bible: “God gave men the capacity to produce or generate wealth.”

He argued by debunking the sickening idea that wealth is always bestowed by others, that the downtrodden are helpless to alleviate their conditions from the throes of poverty. Instead of looking outside in, he urged the audience to believe in themselves, because “ang kagalingan mo ay siyang puhunan at paraan mo para makaahon sa kahirapan.”

“We have a chance to change,” he contended, “but it has to start first from within, by changing our mindsets through having a positive perspective and foresight of what we desire to happen for the future.” He counseled everyone to mount up with wings like eagles in order to hurdle the future.

Hon. Dale Corvera, City Mayor here, rose up to the challenge for collaboration by pledging to lock arms with TESDA announcing loud and clear: “This event marks the beginning of a productive relationship with TESDA and the city government.” And, “I am proud and happy that you launch this event in Cabadbaran.”

He was supposed to fly out in the afternoon to attend a special engagement, he revealed, “but I have to remain because this launching program,” he felt, “is more important than the event in Manila.” His revelation elicited loud cheers and applause from the audience composed of TESDA and political honchos, including Technical Vocational Institution representatives and the technopreneurs themselves.

Furthermore, he commented that “TESDA is a very important agency as it gives solution to job mismatch,” and that it is “doing well.” He summed up by saying that “President Aquino should be proud of TESDA.”

For the technopreneurs, he counseled them to use the opportunity wisely “because TESDA has not only given you the necessary skills, but the tools to succeed as well for your own good and for the good of your family.” He urged them further “not to stop upgrading your skills, because the road to success is always under construction.”

As a glimpse of positive picture for the near future, he announced that “by August of this year, we will already start the construction of a City Mall, including the legislative building. And considering that the construction is labor-intensive, I know now where to look for qualified and competent workers.” His positive remarks cheered the technoprenuers, including the other listeners, all the more.

At the end, Mayor Corvera gave to DDG Pascua a basket made out of abaca, which is a symbolic token of transformative and engaging partnership between his LGU and TESDA. Mayor Corvera divulged that abaca is the one town one product here, that they have aggressively expanded the abaca plantation in anticipation of the growing demand in the future. He requested TESDA through DDG Pascua to help improve their abaca industry via skills training on creative weaving.

(RER/NCLM/PIA-Caraga)
