Caraga Day Care Federation official to attend nat’l consultation

BUTUAN CITY, May 5 (PIA) -- The Caraga region will have a lone participant to the National Day Care Federation Consultation spearheaded by the Department of Social Welfare and Development (DSWD).

According to Golda Pocon, DSWD-Caraga Social Welfare Officer, the national gathering of day care federation presidents of the 16 regions and social welfare department’s regional focal persons of Early Childhood Care and Development (ECCD) in the country is set on May 8 at the Ilocos Region.

The official said Nenita Penio, regional day care workers federation president of Caraga, will represent the region in this annual nationwide gathering. She will be accompanied by the region’s ECCD focal person.

Pocon said the activity is aimed at evaluating the social welfare department’s management on the implementation of plans and programs intended for the day care nationwide.

She also stressed that the outcome of the consultation will also serve as inputs on the plans and programs implemented to strengthen and develop the management of day care centers.

The event will also provide interventions to Filipino children and ensures that they are able to avail of capability building programs that will further enhance their skills. (RER/PIA-Caraga)

Newly-installed BFAR fisherfolk director in Caraga assumes office

BUTUAN CITY, May 5 (PIA) – The newly-installed Caraga fisherfolk regional director of the Bureau of Fisheries and Aquatic Resources (BFAR) has already assumed office after he was installed on May 2, 2012, in time with the opening of the month-long Farmers’ and Fisherfolks’ month celebration.

During his first week in office, Marceliano Monato, a fisherfolk from Prosperidad, Agusan del Sur has visited fisherfolks from the provinces of the region to see for himself the needs of the fisherfolk communities to sustain livelihood.

According to Monato, his month-long assumption as fisherfolk regional director of BFAR-Caraga will focus on coastal resource enhancement as well as to resolve illegal fishing that is considered rampant in the coastal provinces of the region.

During his one-month term of office, the fisherfolk regional director is responsible for looking into the plans and programs that have been implemented by BFAR, as well as the output of the said implementation.

Having seen the outcome of the program implementation, the official is tasked to make recommendations to solve whatever issues that needed to be addressed for the development of the said programs.

For his part, BFAR-Caraga regional director Nerio Casil is also monitoring the program implementation of the bureau to ensure that upon his resumption in June, the bureau can act with the problems encountered by the fisherfolks communities that will coincide with the recommendations of the fisherfolk director.

In an earlier report, Dir. Casil said the series of activities have been planned for the entire month of May, which are expected to benefit the marginal fisherfolks in the region.

Under the fisherfolks directorship program of BFAR, specifically the provisions of the Department of Agriculture (DA) Special Order No. 88 series of 2005, one fisherfolk is chosen to act as BFAR Director at the national and regional levels respectively in the month of May as one of the highlights of the month-long celebration.

The whole month of May every year has been declared as the Farmers’ and Fisherfolks’ Month by virtue of Presidential Proclamation No.33 (s. 1989) by the late President Corazon C. Aquino.

The event recognizes the contributions to the national economy of the farmers and fisher folks, which constitute half of the labor force in the country. (RER/PIA-Caraga)

CSC-Caraga to conduct seminar on handling legislative cases

BUTUAN CITY, May 5 (PIA) -- To improve knowledge in handling legislative cases, the regional office of the Civil Service Commission (CSC) in Caraga will conduct the third batch of seminars for human resource management officers and legal officers of the different government agencies in the region on May 10 to 14.

According to CSC-Caraga Regional Director Adams Torres, the revised rules on administrative cases in the Civil Service will be discussed to enlighten the participants on the new regulations set by the commission in case administrative cases will be filed against any state officials and workers.

Under CSC Memorandum Circular 19, series of 1999, the Commission, through Resolution No. 99-1936 dated August 31, 1999 adopted the new “Uniform Rules in Administrative Cases in the Civil Service,” which will govern the conduct of disciplinary and non-disciplinary proceedings in administrative cases brought before the Commission and/or other government agencies, except where special law provides otherwise.

The said resolution was published in the Manila Standard on September 11, 1999 and thus it took effect on September 27, 1999.

The memorandum pointed out that the Commission shall hear and decide administrative cases instituted by or brought before it directly or on appeal, including contested appointments, and review decisions and actions of its offices and of the agencies attached to it.

It also stated that the existing rules and regulations in administrative cases need to be updated and revised to make them more responsive to the demands for speedy, fair and judicious disposition of cases.

With these developments, the region’s CSC chief enjoined human resource management officers and legal officers of the different government agencies to take part in this seminar to ensure that handling of administrative cases will be made smoothly in accordance with the civil service rules.
