PCA urges coco farmers, land owners to provide seeds

BUTUAN CITY, May 17 (PIA) -- The Philippine Coconut Authority (PCA) - Caraga Region urged coco farmers and land owners to help provide seed nuts to meet the demands of coco production in the region.

This developed after PCA reported that the region is in need of more quality seed nuts to sustain the coconut production here.

PCA-Caraga technical staff Manolito Casapao said this is in line with the national government’s directives to the agency to strengthen and expand coconut production as this can help in sustaining the economic development of the country.

He added PCA has allocated some P1.9 million to get good breed of coconut seedlings and seed nuts to be planted.

Casapao added that in Agusan del Sur alone, there is a need to have 150,000 seed nuts to be distributed to coco farmers in the province.

Further, Casapao said after the seed nuts distribution in Agusan del Sur, distribution to other provinces of the region will follow.

To date, the official said, the PCA is strengthening coconut production by helping coco farmers find quality seedlings and seed nuts to ensure that the coconut trees planted will sustain.

Through this, the official said there is a quick recovery of the coconut industry of the country, especially that coconut production is one of the major industries that is doing well in the global market and the coconut industry is a dominant sector of Philippine agriculture.

Meanwhile, Davao region is the top producer in Mindanao followed by Zamboanga Peninsula and the Caraga Region. These are also the top three regions that have the largest land areas planted.

Police chiefs may be relieved if crimes remain unsolved, PNP Caraga chief says

BUTUAN CITY, May 17 (PIA) -- Chiefs of Police in Caraga Region who cannot solve crimes in their respective areas of responsibilities (AORs) may be relieved from their positions.

This is what PCSupt Reynaldo Rafal, Regional Director of Police Regional Office (PRO)-13 said following the series of unsolved crimes in some provinces and cities of Caraga region.

According to Rafal, PRO-13 is currently conducting performance evaluation of all chiefs of police in the region, particularly in the municipal level based on the accomplishments under their leadership, especially in solving crimes in their AORs.

“Right now, we are evaluating the performance of the different municipal chiefs of police… we require them to present their accomplishments as well as the crimes that are unsolved. They are also required to present the actions being undertaken under his leadership to solve the said crimes,” Rafal said.

However, Rafal clarified that officials in the Camp Crame, as well as the local chief executives, have the authority to appoint the provincial and city police directors, based also on the accomplishments and merits of the candidates or applicants.

The chief of the Philippine National Police (PNP) in the region further explained that the PNP National Headquarters’ Senior Officers Placement and Promotions Board is responsible in choosing among the list of candidate officials for the position of provincial and city police directors.

He added the local chief executives will likewise approve the chosen candidates for the position before the final appointment will be executed.

The Senior Officers Placement and Promotions Board of the PNP are group of officers duly authorized to undertake the screening and evaluation of officers due for promotion and/or placement to key positions and other positions of responsibility in the PNP. (RER/PIA-Caraga)

CSC-Caraga spearheads teachers’ enhancement seminar for transformation

BUTUAN CITY, May 17 (PIA) –- Civil Service Commission (CSC) - Caraga is recently spearheading the conduct of teachers’ enhancement seminar for transformation.

Participated by public elementary and high school teachers in the region, CSC-Caraga Regional Director Adams Torres said the activity is aimed to empower teachers to give their best not only in providing quality education to students and contribute to the transformation of the country’s bureaucracy as state workers.

As teachers, Torres said, they have strong influence for others to follow because students and parents alike find them models, thus making them the right sector in the government whose skills and attitudes be enhanced for transformation.

“If they are already transformed, then they can also influence others to embrace transformation,” the official said in Cebuano dialect.

Public school teachers, Torres added are still under the governing rules of the Civil Service, thus, they must follow the code and ethical standards of public servants.

The official added the event is also in support to the transparency and accountability governance, which is the flagship program of the Aquino administration in an effort to transform and clean the bureaucracy in the country.

Meanwhile, the CSC chief of the region also stressed that another batch of human resource management officers and legal officers of the different government agencies in the region have attended a seminar on handling legislative cases.

Torres said the training is aimed at improving the participants’ knowledge in handling legislative cases, should any government employee found to have violated any code of conduct set by CSC.

The official added, the participants were informed on the new guidelines in governing the conduct of disciplinary and non-disciplinary proceedings in administrative cases brought before the Commission and/or other government agencies, except where special law provides otherwise.

Under CSC Memorandum Circular 19, series of 1999, the Commission, through Resolution No. 99-1936 dated August 31, 1999 adopted the new uniform rules in administrative cases in the Civil Service. (RER/PIA-Caraga)

NCIP chief vows to mold young IPs through scholarship program

BUTUAN CITY, May 17 (PIA) –- The chief of Caraga region’s National Commission on Indigenous Peoples (NCIP) has vowed to mold young indigenous peoples (IPs) by providing them education through scholarship programs.

This, after earlier report revealed that the agency is supporting some eight IPs this school year as pioneering scholars of the merit-based scholarship program offered by the region’s NCIP.

According to NCIP-Caraga Regional Director Dominador Gomez, the merit-based scholarship program was undertaken to assist young IPs by giving them the opportunity to spend tertiary education.

He also said these scholars will also serve as knowledge multipliers to the other IP youths as they are required to share what they have learned in formal education.

After they finished their course, they are also encouraged to help in the planning of development strategies to be conducted by their respective chieftains for personality development of their fellow tribesmen.

“Ang katuyuan ani nga programa aron paghatag og kahigayunan sa atong mga IPs ilabi na ang mga kabatan-unan nga makabaton og libre nga edukasyon sa kolehiyo aron kung sila mu-gradwar na, mubalik sila sa ilang tribu aron matabangan usab ang ubang mga kabatan-onan ug ingon man ang ilang komunidad nga kini mapalambo,” Gomez said.

(This program is aimed to give opportunity to IPs especially the youths to enjoy free college education so that upon finishing their studies, they are expected to return to their respective tribes to help other youths and tribesmen, as well as to improve their community.)

Further, Dir. Gomez said the eight NCIP scholars will be enrolled in state colleges and universities in the region and their formal schooling will commence this June 2012, as this program has started this school year.

Gomez added the NCIP-Caraga is allocating budget for this program starting this year. The official believed that as soon as tribesmen in the region, especially the young generations, have formal education, they are already qualified to lead their tribe in the future.

In this way, Gomez said outsiders of those who don’t belong from the tribe will not be given the opportunity to lead their tribe in the future.

The pioneering scholars of the program are coming from the different tribes of the region, such as Banwahon, Manobo, Mamanwa, and Higaonon, who have qualified in the screening conducted by NCIP. (RER/PIA-Caraga)

Surigao Norte gov unveils Surigaonon Arts and Culture Center

SURIGAO CITY, May 17 (PIA) –- Governor Sol Matugas along with other local officials led the unveiling of Surigaonon Arts and Culture Center Tuesday at the provincial sports complex here.

The center showcases the heritage portraits and memorabilia depicting the richness of the Surigaonon culture. The event coincided with the 111th Founding Anniversary of Surigao on May 15.

The province of Surigao was once a premier political jurisdiction in Mindanao when the American colonizers established a civil government, in May 15, 1901, by virtue of the Philippine Commission Act 127 enacted by the US government. Surigao was the capital with Prudencio Garcia as its first elected governor.

City councilor to summon LPG dealers in Tandag

TANDAG CITY, Surigao del Sur, May 17 (PIA) -- Following reports of exorbitant selling prices of Liquefied Petroleum Gas (LPG), a councilor announced that he will call the attention of all LPG dealers in the city.

Councilor Ruel Momo, who chairs the business committee at the Sangguniang Panglungsod, vowed to bring the issue to the body for deliberation.

BUTUAN CITY, Mayo 17 (PIA) -– Inilunsad kamakailan lang ng Rotary Club of Metro Butuan (RCMB) ang “Adopt-a-Village" Project sa Barangay Tagabaca, na kaparehas ng katatapos nilang proyekto sa Barangay Nongnong ng siyudad.

Ang nasabing paglulunsad ay kasabay ng pagdiriwang ng isang Rotarian na kasamahan ng RCMB na galing ng Sebastopol, Califonia ng United States of America, upang mapanatili ang pagsasama ng lokal na rotary club sa Butuan.

Sinabi ng dating Pangulo ng Rotary Club na si Sebastopol Rotarian Frank Mayhew na masaya nilang sinalubong ang oportunidad na makatulong sa pagpapaunlad ng buhay ng mga Butuanons sa pamamagitan ng pagbibigay ng proyektong pangkabuhayan at eskwelahan sa mga mahihirap na komunidad.

“Nakita namin ang mga pangangailangan ng bansa at kami ay nagsisikap na maiparating at mabigyan ng sapat na tulong kasama ng aming kasamahang rotarians sa ibang parte ng mundo. Binigyan din naming ng pansin ang edukasyon pati na ang kabuhayan upang mapanatili ang mga pangangailangan ng komunidad,” ayon kay Mayhew.

Binigyan din ng pansin ni Rotarian Barbara Beedon ng RC Sebastopol ang mga pagsisikap ng RCMB na walang sawang tumutulong bilang volunteer sa mga naghihirap.

Ipinaabot din ng pangulo ng RCMB na si Arfie Bermudez ang kaniyang pasasalamat sa kasamahan nila mula sa Sebastopol para sa kanilang walang tigil na suporta at partisipasyon.

Dagdag ni Bermudez, ito na ang ikalawang proyekto na isang kasamahan sa abroad ay nais sumuporta sa kanila matapos ang matagumpay na unang proyekto sa Barangay Nongnong, kung saan ay binago nila ang eskwelahan sa pamamagitan ng pagkumpuni sa mga sirang pasilidad at ang pagpapaganda nito.

Aniya, ito'y nagbigay ng magandang oportunidad sa mga kabataan at sa kanilang pamilya.

BUTUAN CITY, Mayo 17 (PIA) –- Sa pagsisikap na mabigyan ng edukasyon ang mga katutubo sa rehiyon, sinimulan na ng National Commission on Indigenous People (NCIP) ang pagsasakatuparan ng merit-based scholarships ngayong pasukan.

Ayon kay NCIP-Caraga Regional Director Dominador Gomez, layunin ng programa na mabigyan ang mga katutubo ng oportunidad na makapag-aral, na napag-alamang isa sa mga karaniwang hinihingi ng mga tribo sa rehiyon.

Sinabi ni Dir. Gomez na ang NCIP-Caraga ay susuportahan ang walong full scholars nito sa pagbubukas ng klase sa school year 2012-2013 na magsisimula ngayong Hunyo 2012.

Ang mga scholar ay galing sa ibat-ibang tribo sa rehiyon kagaya ng Banwahon, Manobo, Mamanwa, at Higaonon. Aniya, ang mga katutubo ay pumasa sa screening na ginawa ng tanggapan ng commission sa rehiyon.

Bilang full scholar, sinabi ni Gomez na sila ay magkakaroon ng ng libreng tuition at miscellaneous fees kasama na dito ang school uniform, renta sa boarding house, at buwanang allowance, pati na ang pamasahe kung ang mga ito ay nanggaling sa malalayong lugar.

Ayon sa opisyal, ang NCIP ay magbibigay ng budget sa nasabing programa na siyang hangad ng commission na mabigyan ng sapat na edukasyon ang mga katutubo. Aniya, ang programa ay sumusuporta sa mga katutubong interesadong makapag-aral para sa kanilang personal na kaunlaran.

Dagdag ng opisyal, maliban sa personal na kaunlaran, inaasahang ang mga iskolar ay tutulong sa mga datu ng kanilang tribu sa pagpapaangat ng kanilang ekonomiya kung sila ay makakatapos na ng pag-aaral. (RER/PIA-Caraga)

BUTUAN CITY, Mayo 17 (PIA) -- Tumaas ang kita ng Land Transportation Franchising and Regulatory Board (LTFRB)-Caraga sa unang quarter ng taon kumpara sa nakaraang taon.

Ayon kay LTFRB-Caraga information officer Mikunug Darapa Jr., tumaas ang kita sa rehiyon mula Enero hanggang Abril, sa kabila ng walang humpay na pagtaas ng presyo ng gasolina, dahil dumami rin ang mga multicab operators na nagparehistro upang gawing pampublikong trasportasyon.

Dahil dito, sinabi ni Darapa na ang mga multicab operators ay kumukuha na ng kanilang mga prangkisa (franchise) upang legal na makapapamasada sa mga siyudad, pati na rin sa mga probinsya ng rehiyon.

Sinabi rin ng opisyal na 'yung mga dating nakarehistro ay nakapag-renew na at wala pa namang naitala na mga operators na tumigil o tinerminate ang kanilang mga rehestro.

Ang mga multicab ay isang uri ng sasakyan na ginagamit sa siyudad at kahit sa ilang probinsya sa rehiyon sa Caraga na hinahayaan na dumaan sa mga national highways ng rehiyon.

Samantala, nagbigay din ng paalala si Darapa sa publiko na kung ito's magpaparehistro ng sasakyan, direktang sumangguni sa kanilang tanggapan o sa Land Transportation Office (LTO) at hindi sa mga fixers. Dagdag ng opisyal seryoso and kanilang tanggapan sa pag-implementa ng Republic Act 9485, o ang Anti-Red Tape Act of 2007.

Ang maong suporta pinansyal, matud ni Ochoa, pagakuhaon gikan sa Presidential Social Fund ug naglaom nga kini makatabang gyud sa scholarship program sa CSFI nga nahisubay usab sa mga inisyatibo sa gobyerno aron gyud maduol ang edukasyon ngadto sa kabataan.

“In the President’s first two years in office, the budget for education has received substantial increases, increases that will allow us to address teacher and classroom shortages,” si Ochoa miingon.

BUTUAN CITY, Mayo 17 (PIA) –- Agi'g suporta sa Philippine Development Goals 2011-2016 sa kasamtangang administrasyon, gipakusgan sa Department of Education (DepEd)-Caraga ang mga kahanas sa mga magtutudlo sa rehiyon kabahin na sa pag-implementa sa K to 12 Basic Education Program.

Matud sa hepe sa elementary education nga si Conchita Ubay, ang mga magtutudlo sa basic education kasamtangang gipa-ilawom sa usa ka training aron ilang mahibalo-an ang bag-ong curriculum sa maong programa atol sa gipahigayong 2nd Quarter Meeting sa Regional Development Council – Social Development Committee (RDC-SDC) dili pa lang dugay.

“Ang DepEd karon nagpaluyo sa usa ka mass training sa mga magtutudlo sa Grade-1 alang sa implementasyon sa K to 12 Basic Education Program. Nagsugod kini niadtong Mayo 14 ug molungtad hangtod Mayo 28 ni'ng kasamtangang tuig. Ang training gipahigayon sa nagkadaiyang lugar nga gipangunahan sa nagkadaiyang Division Officers sa rehiyon sa Caraga,” si Ubay nag-ingon.

Ang K to 12 Basic Education Program adunay tumong sa pag bag-o sa sistema sa edukasyon sa Pilipinas aron himuon kini nga competitive sa ubang nasud sa kalibutan.

Sa pag-implementar sa programa ang mga musunod ginapahigayon : a) Universal Kindergarten ang gibuksan sugod sa niadtong school year 2011-2012; b) Bag-o nga Curriculum alang kadtong magsugod sa Grade 1 lakip usab sa mga high school nga mga estudyante (Grade 7 sa HS Year 1) nga buksan sa pagsugod sa 2012-2013; ug c) ang Senior High School education nga gitakdang pagabuksan sa school year 2016-2017.

Ang tumong sa pag-implementa sa K to 12 Basic Education Program gidumala sa DepEd uban sa Commission on Higher Education (CHED) ug ang TESDA.
