Caraga RDRRMC introduces Incident Command System to gov’t agencies

LIPATA, Surigao City, May 8 (PIA) -- To come up with a unified protocol system on managing and responding to disaster, the Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC) conducted a Basic/Intermediate Course on Incident Command System (ICS).

The five-day training started on Monday, May 7 at Almont Beach Resort here.

In her message, Office of Civil Defense (OCD)-Caraga Regional Director Blanche Gobenciong expressed her gratitude to the full support and commitment of the 28 participants coming from different national government agencies in the region.

Also, Radny Pabon, Amity Public Safety Academy deputy administrator and one of the invited guest speakers, said the ICS is a standard, on-scene, all-hazard incident management concept that can be used by all DRRMCs/emergency management and response agencies.

“ICS is used for routine incidents as well as major disasters; activated at first response and allows its users to adopt an integrated organizational structure to match the complexities and demands of single or multiple incident without being hindered by agency or jurisdictional boundaries,” said Pabon.

Using management best practices, ICS helps to ensure the following: the safety of responders and others; the achievement of tactical objectives; and the efficient use of resources.

Pabon further bared that with the use of ICS, it meets the needs of incidents of any kind or size; allows personnel from a variety of agencies to meld rapidly into a common management structure; provides accountability and planning process; provides logistical and administrative support to operational staff; and it is cost effective by avoiding duplication of efforts.

There are five ICS management functions and these are: Command, Operations, Planning/Intelligence, Logistics, and Finance/Administration.

Meanwhile, OCD Administrator and NDRRMC Executive Director USec. Benito Ramos also stressed the importance of establishing a typical incident command system organization in every region, wherein concerned government agencies will follow flow of operations during disasters.

“It is very important to establish an ICS in the regional level down to the provincial, municipal and barangay level so that concerned government agencies will be guided as to when and how they will respond to the need of any incident or disaster. It is also important that its operations in any disaster will be orderly and properly managed by the responsible agencies,” Ramos said.

For the succeeding days of the training, others speakers will be briefing the participants on its basic roles and functions whenever the ICS will be finally realized in the region. (JPG/PIA-Caraga)

Population up by 1.49% annually in Caraga Region

BUTUAN CITY, May 8 (PIA) –- Population in Caraga Region grew by an average of 1.49 percent annually from 2000-2010, the regional office of the National Statistics Office (NSO) here said.

According to NSO-Caraga Regional Director Dr. Rosalinda Celeste, based on the 2010 census of population and housing, the total population of Caraga as of May 1, 2010 is 2,429,224.

The official added the 2010 population is higher by 333,857 compared to the 2000 population of 2,095,367. In 1990, the total population was 1,764,297.

Celeste also said from 1990 to 2000, the average annual growth rate for Caraga was 1.73 percent.

Among the provinces in the region, Celeste said Agusan del Sur posted the highest population with 656,418. Surigao del Sur ranked second with 561,219 and Surigao del Norte had the third largest population count with 442,588.

The 2010 Census of Population and Housing (2010 CPH) was undertaken by NSO in May 2010 pursuant to Batas Pambansa Blg. 72 and Commonwealth Act 591. The 2010 CPH was designed to take an inventory of the population and housing units in the Philippines nationwide and to collect information about their characteristics.

Information on the count of the population and living quarters were collected with 12:01 a.m. of May 1, 2010 as the census reference time and date.

The population counts proclaimed by the President as official for all purposes were based on census questionnaires accomplished by the enumerators all over the country. These questionnaires were processed in Census Processing Centers using the Optical Mark Recognition (OMR) technology along with the Census Integrated Processing System developed by NSO for this purpose.

The successful completion of census-taking was made possible with the support of the local and national officials, government agencies, local government units, media, private agencies, and non-government organizations. (RER/PIA-Caraga with reports from NSO-Caraga)

400 students avail special program for employment in Agusan del Sur

AGUSAN DEL SUR, May 8 (PIA) -- The provincial government of Agusan del Sur has set aside some half a million pesos this summer in order to give the students chance to earn while on summer vacation, while the Department of Labor and Employment shared some P320,000 to complete the daily wage of students who avail of the special program for employment of students (SPES).

According to Provincial Employment Service Officer Divina Lagumbay, while earning P200 per day, the recipients of SPES were divided into two batches, where the first batch started rendering services last April 24 and ended up on April 29, 2012. The second batch which started May 7, will also end on June 1, in order to start the first semester of school year 2012-2013.

“Unlike the previous years where most of the SPES recipients were assigned in different offices like the agriculture office, provincial planning and development office, budget office and other offices in the provincial government, they (recipients) are presently tasked as preliminary enumerators for gathering data in order for the recipients of the survey to be familiar with the questionnaires and formats when the final survey will be conducted,” Lagumbay said.

The survey that the provincial government is set to conduct is to update and correct the data of the Community Based Management System of the province, as one of the basis in planning and budgeting for the coming years.

“But is not only the provincial government that is giving this SPES privilege to the students but also the 13 municipalities and the lone city of Bayugan. But they only accommodate few depending on their financial status,” Lagumbay said.

The Special Program for the Employment of Students started some years ago where high school and college students are given the opportunity by the government to be employed and earn while spending their summer vacation. (PIA-Agusan del Sur)

Coral Triangle Projects need P8 billion funding support

BUTUAN CITY, May 8 (PIA) -- Department of Environment and Natural Resources Secretary Ramon J.P. Paje said on Friday that several projects from the Coral Triangle Initiative (CTI) on coral reefs, fisheries and food security will need about P8 billion pesos ($186 million) funding from development agencies to guarantee sustainability of plans and programs.

Apart from the said agencies, Paje also called on the private sector and various stakeholders to support the funding requirements of the CTI.

The Coral Triangle is a geographical region that roughly forms a triangle around six countries that include the Philippines, Indonesia, Malaysia, Papua New Guinea, Solomon Islands and Timor Leste.

The region is known as the center of marine bio diversity with its high concentration of varies species of coral reefs and fishes. The Philippines, among these nations, lies entirely within and at the apex of the Coral Triangle.

“As an active partner country, the Philippines is committed to fulfilling the goals of the CTI Regional Action Plan,” Paje said in a press statement shortly after delivering a speech during the Coral Triangle High-level Financial Round Table Meeting at the Philippine International Convention Center.

He said, “there are challenges that beset the implementation of CTI Action plan although the Philippines has implemented its national action plan in sites strategically selected by the National CTI Coordination Committees, the field implementers and academic and research institutions.”

“One of these challenges is the lack of funding support for the implementation of projects under the action plan,” Paje added.

These five priority projects up for investments are a) establishment of the CTI-Philippines Endowment Fund; b) designing a coastal and marine-based payment for ecological services; c) the reversion of abandoned, unutilized and undeveloped fishponds into mangrove forests as a climate change adaptation and mitigation strategy; d) enhancement of the monitoring system through the establishment of a national coastal and marine database through an integrated information management system; e) and the establishment of a national integrated coastal and management program to develop the country’s coastal areas and improve the quality of life in coastal communities.

He said the Philippines could provide a guaranteed counterpart of 30 percent of the total funding requirement or about P2.4 billion ($55.8 million).

Paje said the establishment of the endowment fund addresses the requirements and would encourage the multi-stakeholder involvement in CTI projects nationwide. The proposal to design a coastal and marine-based payment scheme for the ecological services of the coastal and marine ecosystems is expected to enhance local capacity toward the effective management, protection and conservation of their resources. Tagalog news: Mga bagong iskolar lumagda sa kontrata ng DOST

AGUSAN DEL SUR, Mayo 8 (PIA) -- Labingwalong mag-aaral na pumasa sa pagsusulit na ginawa ng Department of Science and Technology Scholarship ang lumagda ng kontrata sa DOST.

Dumalo rin sila sa isang araw na pagsasanay kamakailan upang mapatunayan na sila ay handang sumunod sa mga patakarang inihanda ng gobyerno para sa mga iskolars, habang ipinapakita ang kanilang intensyon at ang kanilang responsibilidad sa ibinigay na prebilihiyo para sa kanila.

“Ikinagagalak kong ipaalam sa inyo na sa boung rehiyon ng Caraga, may 63 na nakapasa at 18 dito ay galing sa Agusan del Sur. Nais kong sabihin sa inyo na kaming taga DOST, kasama ang mga nakapasa sa pagsusulit ay lubos na nagagalak dahil dumoble ang nakapasa sa taong ito kung ikumpara sa naunang taon at sa taong 2010,” sabi ni Lyndo Villacorta, DOST Regional Director.

Dagdag pa ni Villacorta, mayroong allowance para sa aklat maliban sa tuition fee na babayarin din ng DOST para sa bawat iskolar.
Aniya, habang may pagkakataon ang mga estudyante kung saang paaralan nila gustong mag-aral, mayroon ding iminumungkahing paaralan sa bansa ang DOST na pwede nilang pagpilian depende sa kanilang kagustuhan.

“May ilang mahuhusay na paaralan na pag-aari ng gobyerno ang maaring pagpilian ng mga iskolars. Mayroon tayong University of the Philippines, Mindanao State University, University of Southern Philippines, at nanjan din ang pribadong Ateneo de Manila at Davao. At gusto kong ipaalam na dapat ang kukunin nilang kurso ay may kaugnayan sa Science and Technology,” sabi ni Villacorta.

Nanawagan din ang direktor sa bawat iskolar na gawin ang lahat kanilang na makakaya upang mapanatili ang kanilang scholastic records para maipagpatuloy ang kanilang pagiging iskolar. Para naman sa mga sumuko, dahil sa anumang dahilan, pababayaran sa kanila ng gobyerno ang nagastos na pera na ginamit sa kanila noong sila ay iskolar pa.

“Ilang taon mula ngayon, marami sa mga iskolar na lumagda sa kontrata ngayon, ay makapagtapos na. Pero dapat kong sabihin ito. Huwag kayong mag-atubiling lumapit sa akin kung kayo’y maghahanap ng trabaho balang araw. Kung may bakante man at pagkakataon, ako’y handang tumulong at ipasok kayo sa trabaho, at maging kasama namin sa DOST,” sabi ni Dir. Villacorta. (PIA-Agusan del Sur)

“Maasahan naman ninyo na patuloy ang suporta ng inyong pamahalaan sa pagpapabuti at pagpapaigting sa larangan ng sports sa bansa,” ang Pangulo nagbutyag.

Dugang sa pangulo nga gawas sa P200 milyones gikan sa panudlanan sa Department of Education (DepEd) karon nga tuig alang sa Palarong Pambansa, ang gobyerno pinaagi sa Philippine Sports Commission (PSC) nangandam og usa ka national plan alang sa sports – ang 2011-2016 Philippine Sports Roadmap.

Aquino III pormal nga gibuksan ang Palarong Pambansa (National Games) sa usa ka halangdon nga seremonya nga gipahigayon sa Narciso Ramos Sports and Civic Center.

“Sa mga susunod na araw, masasaksihan ng sambayanan ang pagtatagisan ng galing, ang mga patalasan ng dunong, ang pagpapamalas ng husay ng mga atletang Pinoy mula sa iba’t ibang larangan, mula sa iba’t ibang rehiyon ng Pilipinas,” dugang niya.

“Ngayon po, pormal na nating binubuksan at pinasisimulan ang Palarong Pambansa 2012. Sa inyong lahat: good luck sa inyong mga laban. Mabuhay po ang kabataang Pilipino ; mabuhay ang atletang Pinoy,” ingon sa Pangulo.

Ang Palarong Pambansa ay isang scholastic athletic competition nga nagahatag og serbesyo pinaagi sa pagtudlo og Physical Education and Sports nga usa ka paghiusa nga parte sa Basic Education Curriculum ug nagpamatuod sa paglangkob sa eskwelahan para sa dako nga kalambuan ug maayo nga potensyal para sa mga kabatan-unan para mamahimong responsibilidad ug globally competitive nga mga lupyo sa nasud.

Ang Bureau of Public Schools Interscholastic Athletic Association (BPSIAA) sama sa pagtawag sa kanila kaniadto nga nahitabo kaniadtong 1948 sa Manila.
