Pact promoting PPP signed in Agusan del Norte

BUTUAN CITY, June 18 (PIA) -- Government
agencies composed of the Department of Labor and Employment (DOLE), Provincial
Government of Agusan del Norte, and Technical Skills Development Authority (TESDA)
has signed a memorandum of agreement with EMCO Plywood Corporation and
Equi-Parco Construction, Inc. in support to the public-private partnership
(PPP) of the national government.
The ceremonies, held recently at the covered
court of the Agusan del Norte Provincial Capitol here, is one of the highlights
of the 45th celebration of the Province of Agusan del Norte, in an effort to
provide employment to skilled workers in the province.
This developed after it was observed that
unemployment and underemployment continue to be the perennial problems of
Caraga Region and that these problems are attributed to many factors, among
which are hard to fill positions due to lack of required skills among the labor
supply and job mismatch between available jobs with jobseekers.
Under the memorandum of agreement, the national
government is committed to the organization, development, and maximum
utilization of the country’s manpower resources.
It was also stipulated in the agreement that the
labor department should provide technical assistance and allied support
services to the local government units in the recruitment and placement
operations. They are also tasked to register jobseekers to the Phil-Jobnet
System and classify them (jobseekers) according to occupation, skills,
education, and personal characteristics for local placement.
The DOLE will also obtain and gather employment
data from employers to facilitate job placement and posting to the Phil-Jobnet
System, as well as to ensure that the training will start as scheduled where
the trainees must complete 40 hours training, and extend other employment
facilitation assistance such as career counseling and labor market information
to all parties concerned.
The LGU should also provide adequate funding to
all employment promotion initiatives more specifically in the conduct of skills
training for industrial electrician and auto diesel mechanic. They will also
allocate budget during the whole duration of the training. These include
honorarium of the trainer, meals and accommodation for the entire duration of
the training, supplies and materials for training handouts, and other
logistics.
The local government should also establish
linkages with private companies, in the attainment of the objectives; provide
DOLE-Caraga Regional Officer with copies of its data updates, documents, and
reports; ensure that the training will start as scheduled as well as the
completion of the 40 hours training; and extend other assistance deemed
necessary.
For the part of TESDA, the agency must partner
with DOLE in the implementation of the Employment Facilitation Programs thru
its provincial office in Agusan del Norte. They must also assess and recommend
training needs of the jobseekers based on the defined competency standards, as
well as to identify trainers to conducts skills training in the workplace.
The agency is also responsible in facilitating
the conduct for the skills training of industrial electrician (20 slots) and
auto diesel mechanic (15 slots). After the completion of 40 hours training,
TESDA must issue a certificate of competency to its graduates and extend other
assistance deemed necessary.
For the private establishments (EMCO and
Equi-Parco), they must serve as partners in the generation of employment. They
must also provide Public Employment Service Office (PESO) Agusan del Norte
adequate information such as bio-data of the identified participants for
screening.
Also, the establishments should partner with LGU
in the screening and identification of applicants for the required skills
trainings; allow the use of their equipment in the conduct of skills training;
ensure that the training will start as scheduled as well as the completion of
the 40 hours training; assure regular/immediate employment of the trainees to
their company; and extend other assistance deemed necessary.

Power forum set in Butuan City tomorrow

BUTUAN CITY, June 18 (PIA) –- The Cooperative
Development Authority (CDA) and the Ating Koop Party List will hold a power
forum tomorrow, June 19 at Almont Hotel’s Inland Resort, this city.
In a statement, CDA-Caraga Regional Director
Manuela Pelaez said the activity, dubbed “The Cooperative: The Answer to
Mindanao Power Crisis” aims to address the looming privatization of the
government-owned Agus-Pulangi Hydropower Complex and power shortage in
Mindanao.
Pelaez added the event will be attended by
millionaire cooperatives, with speakers from the Department of Energy (DoE),
National Association of Electric Consumers for Reforms (NASECORE); Ating Koop
Party List representative; Congressman Isidro Lico; and CDA officials from
Manila.
The official further said CDA Acting Executive
Director Orlando Ravanera will give the rationale of the activity while CDA
Board of Administrators Chairman Emmanuel Santiaguel, Ating Koop Partylist Representative
Isidro Lico, and Butuan City Mayor Ferdinand Amante, Jr. will deliver their
messages.
Meanwhile, Energy Secretary Jose Rene Almendras
will serve as a panelist in the forum proper on Mindanao Power Situation and
the DOE’s 5-10 year Energy/Power Development Plan.
Further, Energy Regulatory Commission (ERC)
chairperson Zenaida Cruz-Ducut will also give a lecture on “Determining the
Cost of Power” while NASECORE President Pete Ilagan is also set to present the
“Mindanao Power Crisis: A Challenge to the Mindanao Cooperative Sector.”
In a related development, a press conference
will be conducted after the forum with top officials of the DoE, ERC, CDA, and
Ating Koop Partylist will have the chance to interact with local tri-media of

NGCP explains the need to separate power
delivery companies

BUTUAN CITY, June 18 (PIA) -- The National Grid
Corporation of the Philippines (NGCP) has explained the need to separate
generating companies, transmission companies, and distribution companies in delivering
power to the community.
During Friday’s Power 101 forum and press
briefing held at Almont Hotel’s Inland Resort here, Attorney Cynthia Alabanza,
NGCP spokesperson and adviser for External Affairs, there is need to separate
these areas in power delivery as mandated under the Electric Power Industry
Reform Act (EPIRA) Law. Under the law, its structure has segmentized the energy
industry.
“Sa ilalim po kasi ng EPIRA, ang structure n’yan
ay talagang… sine-segmentize niya ang energy industry (Under the EPIRA, the
structure is segmentizing the energy industry),” Alabanza said.
Alabanza added this is also to ensure that there
is no monopoly in the competition of power price.
The official, however, said that in some
jurisdictions, generation is separated from transmission while in other
jurisdictions, like the United Kingdom, she said the two power deliveries are
being operated by one company.
Alabanza further said that the country’s
lawmakers have chosen an action prohibition between transmission and
distribution and transmission and generation, when tasked to craft the EPIRA
Law.
Alabanza also explained that if the owner of the
generation is also the owner of transmission, there is a possibility that the
transmission company will give favor to their sister company by giving priority
to dispatch the line of transmission’s sister company.
“Kung ang may-ari ng generation ay siya ring
may-ari ng transmission, posibleng paboran ng transmission ang kanilang sister
company sa pamamagitan ng pagpa-prioritize sa pagdidispatch o palabasin ng una
ang linya ng sister company upang ito ay kumita (If the owner of the generation
is also the owner of transmission, the transmission will possibly favor their
sister company by giving priority to dispatch their line for them to gain
income),” Alabanza said.
The Power 101 forum and press briefing was made
to inform the local media in Mindanao on the role of NGCP in the power
industry. It also served as venue for the participants to ask frequently asked
questions that were unanswered before.
In a previous interview with the Philippine
Information Agency, Milfrance Q. Capulong, NGCP Regional Corporate
Communications and Public Affairs Officer for Mindanao, said the activity is a
program of their division which is intended for the media community nationwide
as they want to reach out to their media partners not only because of the power
situation in Mindanao but also because they have been constant partners in
their information dissemination efforts.
With the sixth leg having conducted here in the
city, the team is also expected to conduct the same activity in Dipolog City

pangunguna ni DAR-Caraga regional director Faisar Mambuay, ipinagdiwang ng
Department of Agrarian Reform (DAR) ang ika-24 na anibersaryo ng Comprehensive
Agrarian Reform Program (CARP).
Isa sa mga aktibidad ng selebrasyon ay ang Media
Fusion na ginanap sa Prince Hotel na dinaluhan naman ng mga Provincial Agrarian
Reform Officers (PAROs) ng rehiyon, at ng lokal na tri-media ng siyudad.
Ginunita ni Mambuay ang pag-pirma ni dating
Pangulong Corazon C. Aquino sa Comprehensive Agrarian Reform Law na kung saan
ay naging pundasyon ng kaniyang centerpiece social justice program ang CARP na
saktong 24 taon na ang nakakaraan.
“Ang 24 na taon ng CARP sa Pilipinas ay naging
mataas na pakikibaka para sa ibat-ibang aktibidad na sumasaloob sa hirap at
tagumpay na nagdala sa CARP kung saan man ito ngayon,” aniya.
Nilinaw din ni Mambuay na ang Caraga ay isa sa mga
rehiyong nagdala ng tagumpay sa CARP sa lahat ng sangay nito na: Land tenure
improvement, program beneficiaries development at agrarian justice delivery.
Napag-alaman din na sa pagtatapos ng taong 2011
ang DAR ay nakapamigay ng 8,635 ektarya na lupa sa 5,139 na mga magsasaka. Ang
tagumpay ng DAR ay sumasaloob sa pataas na total na umabot sa 235,752 ektarya
kasama ng 112,292 na magsasaka o 90 porsyento sa pandaigdigang target ng
rehiyon.
Sinabi rin ng opisyal na sila ay nagpapakilala
ng isang panibagong pamamaraan ng kaunlaran para sa mga benepisyaryo ng
agrarian reform community connectivity and economic services sa pamamagitan ng
pagpapalakas sa kapasidad ng organisasyon ng mga benepisyaryo ng agrarian
reform upang pagsamahin ang produksyon, post harvest, processing, at marketing
activities ng bawat miyembro nito.
Samantala, ibinahagi naman ni Ms. Mary Lou
Ravelo Antigro, isa sa mga DAR-Caraga scholars sa ilalim ng ‘Programang Agraryo
Iskolar’ ang kaniyang karanasan sa implementasyon ng nasabing programa sa
rehiyon kung saan siya sy isa sa mga naging benepisyaryo.
Nilinaw nito na kahit pa man sa kakulangan ng
pinansyal, siya ay nakatapos sa pag-aaral sa kolehiyo dahil sa programa kung
saan lahat ng kaniyang mga pangarap ay natupad lalo na’t siya ay nagtatrabaho
na sa isa sa mga paaralan sa Surigao del Norte.
Dahil dito, umaasa si Mambuay na patuloy pa ang
maayos na pagsasama ng benepisyaryo ng programa, kasamahan sa pamahalaan at ang
local na tri-media upang mas lalong maging matagumpay ang nasabing programa ng

isang educational activity ang National Grid Corporation (NGCP) kasama ng mga
miyembro ng lokal na medya kamakailan lang upang mabigyan ng kaalaman ang mga
tri-media dito tungkol sa papel ng National Grid Corporation of the Philipines
(NGCP) sa larangan ng energy industry.
Ang lecture-forum, na pinangalanang Power 101,
ay ginanap upang talakayin ang pangunahing impormasyon sa elektrisidad at para
na rin mabigyan ng kaalaman ang mga taga media kung ano ang teknikal na aspeto
ng operasyon ng NGCP.
Ang nasabing kaganapan ay ngayon pa lang
gaganapin sa rehiyon ng Caraga, at nasa ika-anim na sa Mindanao. Ang parehong
sesyon ay ginanap na sa SOCKSARGEN, Iligan City, Cagayan de Oro City, Bukidnon,
Lanao, Marawi City, Davao City, at Zamboanga City. Ang panghuli naman ay
gaganapin sa Dipolog City para sa panghuli nitong proseso.
“Ang mga katanungan na hindi pa nasasagot dati
ay mabibigyan ng kasagutan sa event na ito,” ani Milfrance Capulong, Regional
Corporate Communications and Public Affairs Officer ng NGCP.
Bilang parte sa lecture-forum, ang mga media sa
rehiyon ay bumisita sa electric substations sa Nasipit at sa syudad na ito.
Bagaman, sinabi ni Atty. Cynthia Alabanza, NGCP
spokesperson and adviser for External Affairs na talamak ang mga pagnanakaw ng
mga linya o mga cable sa ibang rehiyon, ngunoit siniguro ng opisyal naginagawa
lahat ng NGCP upang resulbahin ang nasabing problema. Sinabi rin nito na wala
pang ulat na merong ganitong uri ng pagnanakaw na nangyayari dito sa rehiyon.
Sinabi ng opisyal na ito ay dahil sa mga
security group na pumupunta sa mga barangay at sumangguni sa mga residente na
magbigay ng mga impormasyon sa mga opisyales ng NGCP bawat oras kung may
pagnanakaw na mangyari.
Sinabi rin ni Alabanza na ang pinakabagong

nagbigay ng sasakyan para sa Balay Silonganan, isang bahay ampunan dito sa
siyudad, na isinagawa sa covered court ng Department of Public Works and
Highways (DPWH).
Si Rotary Club of Butuan President Sisinio
Narisma kasama ni 47th District Governor-Elect for District 3860 Peter “Perok”
Rodriguez, dating President Victor Plaza, ACE President and Commission on
Election (COMELEC) Caraga Regional Director Atty. Francisco Pobe, kasama ng
ilan pang mga regional director ang dumalo habang ibinibigay ang sasakyang
jeepney sa Balay Silonganan para sa mga inabandonang kabataan sa pamamahala ni
Sister Fatima Felisilda.
Ang mga kabataan ay dumalo rin upang saksihan
ang pagbibigay sa kanila ng sasakyan, na kung saan, mababakas sa mga mukha ng
mga ito ang kasiyahan sa natanggap na regalo.
Nagpasalamat naman si Sr. Felisilda sa lahat ng
mga regional directors sa pagiging aktibong miyembro ng ACE at sa mga taong
nasa likod ng Rotary Club ng Butuan dahil sa pagiging bukas-palad. Ipinahayag
din niya ang kaniyang pasasalamat sa mga opisyal kung saan matapos ang
pagtatayo ng kanilang Balay Silonganan, ang Rotary at ang mga kaagapay nito ay
agaran namang nagbigay ng panibagong proyekto para sa ikauunlad ng mga
inabandonang kabataan.
Samantala, nagpahayag din ng pasasalamat si
Narisma sa DPWH-Caraga na naging host ng nasabing seremonya at sa ACE sa patuloy
nitong pagiging aktibo sa Rotary.
Sinabi naman ni Pobe na sila ay patuloy na
susuporta sa pagpapalawak ng Rotary Club Butuan para sa pagsasakatuparan ng
kanilang layunin na matulungan ang mga mahihirap na tao sa komunidad.
Idinagdag din nito na ang susunod nilang
proyekto ay para naman sa mga napabayaang matatanda.
Ang ACE ay isang organisasyon sa pangunguna ng
mga opisyales sa iba't-ibang ahensya ng gobyerno sa rehiyon ng Caraga na may
layuning palakasin ang propesyonalismo ng samahan ng mga CESOs at eligibles.
Ang mga miyembro ng ACE ay hindi lamang nagbibigay ng pinansyal na suporta sa
pamamagitan ng kontribusyon ng mga miyembro para sa mga programa ng mga civic
group kundi pati na rin ang programa para sa pag-abot sa mga mahihirap na
sektor.
Ang Rotary Club ng Butuan naman ay patuloy sa
pagpapalawak ng komunidad sa pamamagitan ng mga proyekto kaagapay ang lokal na
