Sec. Robredo to launch ‘Seal of Disaster Preparedness” on Caraga’s Tapatan day

BUTUAN CITY, June 25 (PIA) -- Interior and Local Government Secretary Jesse M. Robredo will launch on June 26, 2012 the Seal of Disaster Preparedness during the region-wide TAPATAN on Disaster Preparedness at Almont Hotel’s Inland Resort here.

The Seal of Disaster Preparedness recognizes and gives incentive to local government performance in institutionalizing disaster preparedness and to assess performance gaps to policies of program interventions as well as monitor improvements on disaster preparedness.

The Seal will cover two levels of assessments. Level 1 is on the local government unit’s (LGU) disaster preparedness, which is a test of local government capability to address the potential effects of a disaster to human life. Level 2 is on disaster preparedness response, which will test the LGU's capability in ensuring basic survival and subsistence needs of the affected population based on acceptable standards during a disaster.

Thus, an LGU that passes Level 1 assessment will receive a certificate of recognition, to be sent through official correspondence from the Secretary of the Interior and Local Government.

Passers of level 1 and 2 assessments will receive the Seal and a Disaster Management Fund or Disaster Equipage. (RER/NCLM/DILG-13/PIA-Caraga)


Preparations underway for Red Cross 8th Biennial Chapter Assembly

BUTUAN CITY, June 25 (PIA) -- The Philippine Red Cross (PRC) Agusan del Norte – Butuan City Chapter is now preparing for the conduct of the 8th Biennial Chapter Assembly on July 27, 2012 here.

The event, which is anchored on the theme: Philippine Red Cross @ 63: 24/7 in service to Humanity, will highlight the conduct of the election of the PRC Board of Directors.

According to Tedoro Cairo, PRC Agusan del Norte-Butuan City Chapter President, candidates must have attained, by virtue of demonstrated, distinctive leadership, and managerial ability and/or position in his field of endeavor (preferably in business, industry, banking and finance, education, government, socio-civic activity, military service, religious community) such a stature as would give directors and/or contribute to the accomplishment of the Philippine Red Cross mission in the form of expertise, influence or funds.

They must also have a previous notable accomplishment or involvement in social work and related activities or service, or he must have demonstrated noteworthy interest in or concern with such work and activities.

Also, the candidates must believe in the cause as well as in the fundamental principles of the Red Cross, and must be interested in the board and willing to serve without material compensation.

Further, they must be generally available for direct or actual participation in board meeting and other official activities, i.e his state of health present position(s), ETC, must generally allow such participation, and must be regular and contributing member of the Red Cross.

Agusan del Norte prov'l gov't supports poverty alleviation projects

BUTUAN CITY, June 25 (PIA) -- The provincial government of Agusan del Norte has shown its support to the poverty alleviation projects as the local officials believe that the core of the problem besetting the area is poverty.

Cognizant to the challenge of alleviating poverty, Governor Erlpe John Amante reported that the province has provided P2.5 million as counterpart for the implementation of the “Makamasang Tugon” project.

Amante also said a total of 17,513 qualified recipients benefited from the Pantawid Pamilyang Pilipino Program (4Ps), a poverty alleviation program of the national government where to date, some P56 million was released to the beneficiaries of the province.

The provincial chief also said on its sixth year of implementation, the Self-Employment Assistance Kaunlaran Program (SEA-K) has provided 39 livelihood projects all over the province with a total capital of P5.6 million. “I am proud to report that overall recovery or repayment rate is already 93 percent,” Amante said.

The Kapit-Bisig Laban sa Kahirapan – Comprehensive Integrated Delivery of Social Service (KALAHI-CIDSS) has also started four projects in the municipality of Carmen, amounting to P4.5 million, and six in Jabonga with a total project cost of P10.1 million.

“These are among the interventions we have been implementing and I hope all of these will be sustained when I move to another calling,” Amante stressed.

Further, Amante said the Botika ng Barangay program has been one of the most significant investments they made.

He added the program merited recognition from the Center for Health Development as among the best health programs in the Caraga Region for four consecutive years starting 2008.

The official said that as of 2011, the provincial government was able to establish 118 outlets and generated a net profit of P858,784.82.

The aforementioned poverty alleviation efforts of the provincial government were reported by Amante in time with the 45th anniversary of the province held here recently. (RER/PIA-Caraga)


2011 brought total investment of P1.78 billion to Agusan del Norte
An unprecedented growth

BUTUAN CITY, June 25 (PIA) -- Agusan del Norte Governor Erlpe John Amante recently said in his report to the province, the year 2011 brought unprecedented growth, as evidenced by the total investment inflow of P1.78 billion, considered as the highest in Caraga Region. “This more than doubled the P700 million investments in 2010,” he added.

Amante said the international trade policy negotiation, industry, and MSME development and investment promotion services have contributed to the giant leap in the province’s economy.

“Businesses have flourished as well, as reflected by the increase in the number of establishment registered which rose from 1,754 in 2010 to 2,172 in 2011,” Amante said.

The official further stressed that the increase in trade and investments consequently brought the number of jobs generated at 12,586 in 2011 from 5,489 in 2010.

Amante added that the year in review also posted positive increase in export-generated trade and investments at $15.34 million – more than tripling the previous year’s $4.982 million exports.

The Governor of the province also pointed out that the local enterprise endeavor in the same vein has started to reap a good harvest where cash income in 2011 was P4.26 million, or a 190% increase from 2010. “The highest contributor was the co-management program which earned for the province some P1 million,” he said.

Amante emphasized further that all economic indicators are pointing to Agusan del Norte as the undisputed economic leader in the region, thus inviting the investors to invest in the province. “I welcome investors all over the world to invest in Agusan del Norte. This is the right and the ripe time,” he said.

Furthermore, Amante stressed that while annual palay production declined in 2010, it nevertheless bounded back in 2011 from 68,000 metric tons to more than 70,000 metric tons.

He added the increase in palay production is attributed to the increasing use of certified palay seeds and the availability of financial assistance for rice farmers.

The province’s chief executive explained the yield per hectare was 4.2 metric tons per hectare for irrigated rice fields and 3.9 metric tons per hectare for rain-fed rice fields.

Aside from the palay, the province’s corn production has also grown steadily and as of 2011, yield per hectare was already 3.5 metric tons per hectare.

Because of these accomplishments, Amante conveyed his heartfelt gratitude to the 9,500 farmers and fisher folks, saying that without them, the cited productions would not have been made possible. (RER/PIA-Caraga)

BUTUAN CITY, Hunyo 25 (PIA) -- Ang lokal na pamahalaan ng Agusan del Norte ay patuloy na nag-a-upgrade ng mga health facilities upang siguruhin na ang mga residente ng probinsya ay makakabenepisyo sa dekalidad na health services.

Ito ang siniguro ni Governor Erlpe John Amante sa isang speaking engagement na isinagawa kamakailan, at sinabing sa pamamagitan ng Health Facility Engagement Program (HFP) ng Department of Health (DOH), kasalukuyan namang ina-upgrade ang first phase ng provincial hospital.

Idinagdag din nito na ang probinsya ay nag-invest ng P3.15 milyon para sa karagdagang pagbabago ng mga pasilidad ng ospital.

Sinabi rin ni Amante na ang iba pang pasilidad sa prime health ay in-upgrade din kagaya ng emergency room, water tank at pipelines, chapel, mga pintura ng pader, ganun din ang pagtatayo ng waste septic vault ng provincial hospital.

Sinabi rin ni Amante na bilang isa sa mga recipients ng Spanish Agency for International Development Cooperation (Agencia Espanola de Cooperacion International Para el Desarollo) o AECID Phase II project, nabigyan ng mga proyekto ang mga rural health units sa mga munisipalidad ng Kitcharao, Jabonga, Santiago, Magallanes, at Cabadbaraan City.

Kasama rin sa mga proyekto ang pagtatayo o pag-e-expand ng barangay health station. “Ang kabuuang proyekto ng AECID ay nagkakahalaga ng mahigit sa P15.5 milyones,” ayon kay Amante.

Upang suportahan ang pagliligtas ng mga buhay, sinabi ng Gobernador na ang blood collection unit ng probinsyal na pagamutan ay nagsagawa ng 27 bloodletting sessions at nakakolekta ng 692 units ng dugo galing sa iba't ibang donors.

Sa pakikipag-ugnayan ng Philippine Red Cross na kumokolekta ng 1,337 units, pumasok sa kabuuang 2,029 units ang nakolekta noong nakaraang taon. (RER/NLM/PIA-Caraga)

AGUSAN DEL SUR, June 25 (PIA) -- Pinatindi ng lalawigan ng Agusan del Sur, sa pamamagitan ng D. O. Plaza Memorial Hospital (DOPMH), ang kampanya laban sa paninigarilyo.

Kaalinsabay nito ay inilunsad ang "Sponge" campaign upang magbigay ng buong suporta sa anti-smoking na mga ordinansang naipasa ng lalawigan at ng ilang mga bayan habang ang natitira pang mga bayan ay pinoproseso pa ang pagpasa sa parehong ordinansa.

Sa ginawang press conference na naganap sa DOPMH kamakailan, sinabi ni Dr. Joel Esparagoza, provincial health officer, na napapanahon na upang malaman ng buong sambayanan, naninigarilyo man o hindi, ang masamang epekto ng paninigarilyo sa buhay ng tao at malawakang kumalat ang impormasyon. Ang mga mamamahayag ay isa sa mga paraan upang mapalaganap ang ganitong pagsisikap.

Bilang isang manggagamot sa internal medicine, ipinakita ni Dr. Lorelaine Rivera-Pastor sa mga miyembro ng media ang isang PowerPoint na nagpapakita kung paano pumapasok sa loob ng baga ang usok ng sigarilyo na naglalaman ng higit sa 4,000 compounds ng iba’t ibang kemikal na bumubuo sa mainit na hangin at milyon-milyong ng mga maliliit na particle na kinikilalang aerosols. Ayon kay Pastor, ang karaniwang tawag sa lahat ng particles ay tar, o total aerosol residue.

"Sa inyong nakikita, ang mga baga ay tulad ng isang espongha na kung ang mga naninigarilyo [ay] mag[pa]patuloy na tustusan ang mga ito ng tar, ito ay magmukhang isang napakaruming honey comb na may kumakapit n maruming honey kapag itoy pis[pi]ilin. Ang pinakamasama pa nito, ito ay nagdadala ng iba’t ibang klase ng kanser sa katawan at dapat nating malalaman, dito sa Agusan del Sur, ang paninigarilyo at iba pang sakit na may kinalaman sa paninigarilyo, ay pangalawang sanhi ng kamatayan," sabi ni Dr. Pastor

Sa kanyang testimonya, sinabi ni Sangguniang Panlalawigan member Dr. Nestor Corvera sa media kung paano siya nahirapan nang siya ay atakihin sa puso dahil sa paninigarilyo.

"Gusto kong malaman ninyo na noon, ako ay personal na nakakaubos ng dalawang pakete ng sigarilyo bawat araw, at kahit na kapag ako ay nakahiga na sa kama, naninigarilyo pa rin ako bago ako matulog. Ngunit nang bumalik sa aking katawan ang abusong ginawa ko dahil sa paninigarilyo, ako ay parang wala na talagang magawa para sa sarili ko. Kung hindi dahil sa tulong ni Gov. Adolph Edward Plaza, ng lahat ng mga mayor sa buong lalawigan, marahil ako ay patay na ngayon. Sa panahong yon, kailangan ko P1.5 milyon para sa isang heart bypass operation pero wala akong sapat na pera. Kaya humingi ako ng tulong mula kay Gov.Plaza, sa kanyang inang si dating Gov. Valentina Plaza at sa mga mayores, at hindi nila ako binigo. Ngunit ang heart bypass operation ay hindi nangyari. Sa pamamagitan ng aking panalangin na siyang payo ng mga doktor at mga nars ng Philippine Heart Center na siyang nagsabi sa akin na manalangin na siya ko namang ginawa, may himalang nangyari. Ako ay gumaling, ngunit nanatiling uniinom ng mahigit P20, 000 na halaga ng mga gamot para sa aking maintenance, " sabi ni SP Corvera.

Ang 8th Biennial Chapter Assembly ay may temang “Philippine Red Cross @63: 24/7 Service to Humanity.”

Ayon kay PRC Chapter Administrator Teodoro Cairo, bawat ticket ay nagkakahalaga ng P500, kasali na dito ang snacks at limang bingo games.

“Taun-taon ay ginagawa ito ng Philippine Red Cross Agusan del Norte-Butuan City Chapter, kasama ng board of Directors at mga miyembro nito. Ito ay isang inisyatibo upang mangalap ng pondo. Sa pamamagitan nito, ang PRC ay maaaring makapagbigay ng tulong sa publiko,” ani Cairo.

Napag-alamang simula Hunyo 22, mahigit 873 tickets na ang naipalabas, samantala 177 tickets naman ang available pa sa tanggapan ng Red Cross.
