LGU-Butuan readies for Nat’l Literacy Awards evaluation

BUTUAN CITY, July 5 (PIA) -- The city government here is now preparing for the evaluation for the National Literacy Awards.

According to Mayor Ferdinand Amante Jr., the city government has instructed concerned personnel to prepare the necessary documents for the evaluation as the national evaluators are coming here next week.

Amante said the city government is nominated under the Outstanding Local Government Unit award category.

This award shall be given to city and municipal LGUs that have developed policies, programs, and projects conducive to literacy development and that have made a positive impact in their barangays and the quality of life of its people, Amante said.

The nominees will be evaluated according to the following criteria: rationale of the program, implementation of program and project management, management and leadership, and program/project impact.

Under the program rationale, national evaluators will look into the program’s planning and development, development and annual investment plans, and policies.

On the implementation of program and project management, there must be at least two literacy programs/projects initiated by the nominated LGU. Programs and projects of other agencies must be in partnership with or localized by the LGU.

Amante also said the evaluators will look into how the programs/projects are being monitored and evaluated.

In terms of management and leadership, Amante said the nominee should have implemented advocacy and social mobilization schemes, budget and financial statements, and must have proper database management.

Under the leadership qualities criteria, the local chief executives and officials will be evaluated according to competence and ability to provide clear directions, interpersonal relations and teambuilding capacity, ability to make critical judgments and decisions, presence of a working board, financial system and participatory decision-making.

With these developments, Amante is hoping that the city government will qualify in the criteria set by the national committee and will win in the said category. (RER/PIA-Caraga)


Committees discuss updates on Butuan City’s Clean Ground Zero Waste Program implementation

BUTUAN CITY, July 5 (PIA) -- Committees on the city’s Clean Ground Zero Waste Program composed of government agencies and private sector convened and discussed updates on the implementation of the program in the different barangays.

Esther Guno of the Clean Village Committee said that as observed in the community here, the eco-marshalls seemed to be effective in their main task, to orient the households on the proper solid waste management.

City Councilor Dr. Virgilio Nery, chair of the Clean Streets Committee, bared that his committee already deputized some 100 personnel in the barangays in a shifting schedule, who will apprehend violators of the anti-littering law.

Nery also emphasized that soon, those communities well conforming on the implementation of said program will be given grass cutters, and a definite time considered as a “grass-cutting time” in the respective barangay will also be implemented.

It was also learned from the Clean Airwaves Committee chaired by PIA-Caraga that they are continuously advocating or campaigning for the program. Partners in the local tri-media were also observed disseminating information on proper solid waste management during their radio, tv programs while print media also published news articles.

Meanwhile, the committees agreed to further enhance its strategies in the implementation of said program and hoped to accomplish the main goal, to have a Clean Ground Zero Waste City of Butuan.

It can be recalled that the said program was launched on September 11, 2011 with simultaneous cleanup activities in all barangays in Butuan.

Surigao Norte receives P7M in Philhealth capitation fund

SURIGAO CITY, July 5 (PIA) -- The Philippine Health Insurance Corporation (PhilHealth) turned over P7, 756,440.96 to the provincial government of Surigao del Norte representing capitation fund payments Tuesday.

Capitation fund is PhilHealth’s way of returning a portion of its members' contributions to their respective local government units to improve their health services.

Dr. Eduardo Banzon, PhilHealth president and CEO, presented a check to Governor Sol Matugas held at the Provincial Convention Center.

Other areas also received their capitation fund payments, which included: the municipality of Alegria with P172,000; municipality of Gigaquit with P292,200; municipality of Cagdianao, Dinagat Islands with P496,200; and municipality of Dinagat, Dinagat Islands with P694,050.

"The capitation funds from PhilHealth greatly helped the provincial government in improving the health services to all the Surigaonons. I thank Dr. Banzon for keeping my health agenda alive through PhilHealth," Matugas said.

Banzon, on the other hand, said, "we’re not here just to talk about enrolment on our ID cards, that’s the old PhilHealth. Health insurance is not just the ID cards, health insurance is not just enrolment, health insurance is about financial protection and making sure that each of the Filipinos when they’re sick can avail themselves of health services. This is what we are doing now in PhilHealth.”

Tagalog Feature: Mga tips para sa anak na pihikan sa pagkain

Kalimitang maririnig sa mga bata ang “ayaw kong kumain” o “ayaw ko ng pagkain”.

Kung kaya kalimitang tanong ng mga magulang ay: “Paano mahihikayat ang mga bata na kumain ng ibat-ibang uri ng pagkain lalo na ng gulay at prutas”?

Bilang magulang, dapat maintindihan na ang pagiging pihikan ng mga bata sa pagkain ay normal lang, sa dahilan na ang kanilang panlasa ay kaiba sa mga matatanda.

Ang mga bata ay sensitibo sa kulay, lasa, texture, laki ng dulot ng temperatura ng pagkain.

Narito ang maaaring gawin upang mahikayat ang mga bata na kumain ng sapat:

• Ang kaugalian sa pagkain o food habits ay kailangang mahubog habang bata pa. Dapat matuto ang mga bata na kumain ng ibat-ibang uri ng pagkain habang bata pa sila. Bilang magulang dapat maging halimbawa o modelo ng kaugalian sa pagkain. Tandaan natin na ang mga bata ay great imitator o magaling manggaya;

• Limitahan ang pagbibigay ng merienda. Siguraduhin na malayo sa oras ng main meals ang merienda;

• Huwag pilitin ang bata na kumain. Magiging dahilan lang ito ng lalong pag-ayaw sa pagkain;

• Huwag gamitin ang pagkain na premyo o parusa sa bata. Ang pagkain ay kailangan para sa malusog na pangangatawan at ito ang dapat nating ipaunawa sa kanila; at

• Maging artistic sa paghahanda ng pagkain upang mahikayat ang bata na kumain. Gumamit ng ibat-ibang hugis at kulay kapag naghahanda ng pagkain.

Tagalog news: Gov. Plaza namahagi ng mga school desks

AGUSAN DEL SUR, Hulyo 5 (PIA) -- Binigay ni Agusan del Sur Governor Adolph Edward Plaza noong kamakailan ang mahigit 5,000 school desks sa Department of Education (DepEd) at kinumpirma ang 267 iskolar ng pamahalaang panlalawigan ng Agusan del Sur (PGAS) para sa taong 2012-2013.

Ang pagbigay ng school desks at ang pagkumpirma sa mga iskolar ay ginanap noong buksan ang pagdiriwang ng ika-114 araw ng kasarinlan at ng Naliyagan Festival, kung saan daan-daang tao ang lumahok at nakibahagi sa pinagsanib na pagdiriwang.

Ang mga school desks na gawa sa kahoy na galing naman sa Department of Environment and Natural Resources (DENR) ay mula sa mga nakumpiskang troso at tabla. Ayon kay Plaza, gumastos ang pamahalaang panlalawigan ng higit kumulang sa P3 milyon para sa paggawa at iba pang mga materyales upang magawa upuan ang nakumpiskang troso at tabla.

"Ang pagsisikap na ito ng pamahalaang panlalawigan ay hindi dito nagtatapos. Mayroon pang naiwang mga troso at tabla na maaaring gamitin upang gumawa ng mga school desks para matugunan ang suliranin ng kakulangan ng mga school desks sa ating mga paaralan. Ako ay sumasamo sa DepEd na pagbutihin ang pangangalaga sa mga school desks upang ito ay tumagal at magamit ng mas maraming mga bata sa paaralan at ng sila ay maging komportable sa kanilang pag-aaral,” sabi ni Gob. Plaza.

Matapos maibigay ang mga upuan, iniharap ni sangguniang panlalawigan at chairman ng komite ng edukasyon Cesar Alonde ang 267 na mga iskolar ng pamahalaang panlalawigan sa daan-daang mga tao na nakibahagi sa pagdiriwang.

"Sa pamamagitan ng kapangyarihang iniatang sa akin ng batas, kinukumpirma ko ngayon kayong mga iskolar ng panlalawigang pamahalaan. Kaya hinihikayat ko kayo na panatilihin ninyo ang inyong mga grado at ng inyong matatamasa ang biyaya ng pagiging iskolar at alam ko na alam na alam ninyo kung ano ang inyong mga responsibilidad upang maging karapat-dapat na iskolar. Dapat din ninyong pasalamatan ang mga miyembro ng Sangguniang Panlalawigan sa pangunguna ng ating bise Gobernador Santiago Cane Jr. sa pagtatakda ng pondo para sa scholarship," sabi ni Plaza.

Ang mga iskolar, ayon kay Plaza, ay ang mga bagong nagtapos ng high school na papasok sa kolehiyo, at ang panlalawigang pamahalaan ay nagpaplano pa upang madagdagan ang bilang ng mga iskolar mula 267 taon na ito hanggang 600 sa susunod na taong 2013-2014. (RER/DMS/PIA-Agusan del Sur)

“We are very, very excited. Some of the informal settlers actually will be resettled. They have a preference for upland areas. So you have a solution for the informal settlers. You have a solution for protecting the forest and therefore the flood-control program as well,” matud pa niya.

“So this is really convergence of so many problems and the attendant solution is something that we are very excited about. And we will really support this particular program.”
