PNoy: Gov’t determined to strengthen country’s agricultural backbone

BUTUAN CITY, Aug. 6 (PIA) -- President Benigno S. Aquino III, through Mindanao Development Authority (MinDA) chair Sec. Luwalhati Antonino said the government is determined to strengthen its agricultural backbone.

Sec. Antonino delivered the speech of the President during the culmination program of the 21st Mindanao Business Conference held in one of the local hotels in this city.

The President said Mindanao is a major source of crops, and the expansion of its agricultural production will redound to higher quality produce, more competitive agri-businesses, and vaster sources of crop and agricultural products at the end of the day guaranteeing food security for the Filipino people.

“In line with this, we are determined to tighten the measures needed to protect the environmental integrity of the land,” Aquino said.

Meanwhile, the official underscored Executive Order 79 to uphold sustainable growth of the mining sector, saying the order establishes guidelines and reforms that ensure environmental protection, and mandates responsible mining to all mining enterprises regardless of scale.

“The progress we now attain can only be truly available if, our people, and the succeeding generations of Filipino reap the benefits of the reforms we now make,” Pres. Aquino said.

Aquino further laid out the flagship program of the President, saying that the government has reaffirmed its promise: “on the straight and righteous path, and no one is left behind.”

True to this, Pres. Aquino said the government is cleaning houses, weeding out the elements of corruption and deceit in the government and society. The President added this was achieved through government’s efforts in streamlining business processes at the local and national levels “to ensure that social justice, security, and market stability become the business of the day.”

“Your efforts to create an environment where trade, commerce, and learning will thrive is indicative of your vision for real economic growth and development, not only for the business players and enterprises, but equally for all the people of Mindanao,” Pres. Aquino said.

With these developments, the country's chief executive calls on participants, regardless of profession and practice, political affiliation and economic stance, religion or race, to stand shoulder-to-shoulder as they tread the straight and righteous patch towards mutual growth and lasting progress.

“We all have a stake in a Mindanao, and in a Philippines that is most equitable, more peaceful, and more progressive. We are pulling apart the curtain of discord and hopelessness that once divided our nation. Now, we greet the daylight of opportunity, order, and optimism here in the Promised Land,” the President said.

The Mindanao Business Conference is an opportunity for broad range of stakeholders to speak with one voice on the region’s most pressing economic policy concerns where the highlight of the event is the formal presentation of the Mindanao Business Policy Agenda to the Office of the President of the Philippines.

It also serves as the official business conference of the Philippine Chamber of Commerce and Industry (PCCI) for the Mindanao area and is the biggest PCCI business conference in scope and number of participants, among them senior business leaders, members of chambers of commerce, government policymakers, investors and foreign trading partners. Legislator to business leaders: “No progress if there is no peace in Mindanao”

BUTUAN CITY, Aug. 6 (PIA) -- “There would be no progress if there is no peace in Mindanao,” said Senator Teofisto Guingona III in his speech during the 21st Mindanao Business Conference held recently here.

Guingona said that to foster peace, we must foster trust, and to foster trust, we must have good governance.

Guingona further said good governance is achieved through transparency, accountability, and people’s participation. He also called on the participants for help and challenged both the business sector and the government.

Guingona urged participants to help the government establish a transparent government by pushing the government to continue its commendable track of transparency where national policies for investment and trade are fair, sustainable and inclusive.

The young senator said Mindanao must be allowed to flourish in an economic environment, with available and accessible information.

As a legislator, he said he will do his part by pushing for the passage of the Freedom of Information bill.

As a member of the business sector, he said he is confident the sector knows fully well what they can do to build a transparent government.

Guingona also urged participants to help government build and maintain an accountable government. He said back in the Senate, they are doing their best to pin down crooks and send them to jail. He added they are drafting stronger and more effective laws against money laundering and terrorists.

He challenged the business sector in Mindanao to come forward and assert their right to an accountable government, and should not cower in fear and hide behind the perception that everyone in Mindanao will cheat in elections and bribe institutions to do business.

“It’s a big job and that’s precisely why I’m here before you today because I believe that Mindanao and its people have the potential to address this challenge,” Guingona said.

Guingona called on business tycoons and leaders to help government ensure that people participation in government and governance will be the standard operating practice.

For the first time in the history of the country, organizations are allowed by the Department of Budget and Management (DBM) to participate in the budget process, he said. Guingona added he is currently sponsoring a bill that will allow business groups to participate in the budget hearings of the House of Representatives and the Senate.

Guingona appealed to participants to participate in nation-building, saying the people cannot be swayed into the belief that the status of Mindanao can be segmentized, that some regions can operate in isolation of others and that there is such a thing as the “peaceful Mindanao” and the “dangerous Mindanao.”

Guingona said if all Filipinos work together to make this government work through transparency, accountability, and people’s participation, peace in Mindanao will be achieved. “With peace, we will finally attain a more inclusive, progressive, and greener Mindanao,” Guingona said. (RER/PIA-Caraga)

““We found Mindanao rich in agriculture, in terms of banana and asparagus production and many others, and we want these exported to Japan,” (Nakita po namin na ang Mindanao ay mayaman sa agrikultura, lalo na sa produksyon ng saging at asparagus at marami pang iba, at gusto namin na mag-export nito sa Japan),” ani Ochiai Naoyuki, miyembro ng Embassy of Japan International Monitoring Team at first secretary/senior advisor for reconstruction and development of Mindanao.

Sinabi rin ni Naoyuki na sila ay nagsasagawa ng isang pag-aaral sa Mindanao hingil sa kakulangan ng suplay sa enerhiya. Aniya, bukas sila sa oportunidad na makatulong sa pamahalaan sa pamamagitan ng pag-invest sa mga hydropower plants sa Pilipinas.

Ipinaliwanag din niya na bilang polisiya nito, ang Japan ay handang magbigay ng tulong sa mga bansang nangangailangan upang palakasin ang ekonomiya ng bansang tinutulungan.

“Kami ay nagbibigay ng tulong sa pamamagitan ng inprastraktura sa ilalim ng community development projects kagaya ng irigasyon, farm-to-market roads, at iba pa”, aniya.

Kasabay ng pagtatapos na seremonya ng 21st Mindanao Business Conference kamakailan, binigyang-diin sa mensahe ng Pangulo na binasa ni Mindanao Development Authority (MinDA) Chair Secretary Luwalhati Antonino na ang maayos na pamamahala ay nakakaapekto sa buhay ng mga tao para sa kaayusan at pagpapalakas sa kanila upang makamit ang kanilang mga mithiin.

Ani Antonino, mahigit isang linggo na ang nakakaraan, ang Pangulo ay nagsalita sa harap ng mamamayang Pilipino at nagsabing, “Posible na ang imposible.”

“Ang dating imposible ay nagiging makatotohanan na para sa mga mamamayan. Ang ating Conditional Cash Transfer program na nagpapanatili sa tatlong milyong pamilyang Filipino na malayo sa pagiging gutom at kahirapan pati sa ang pagpapanatili ng 4.57 na mahirap na Filipinong kabataan sa pag-aaral, para sa peace at development sa Mindanao,” aniya.

Idinagdag din ni Antonino na ang country’s roadmap for peace, progress, and prosperity for Mindanao ay nihanda para sa Mindanao 2020 Peace and Development Framework at naglalayong siguruhin ang sustainable economic development sa pamamgitan ng pagprotekta sa natural na yaman ng Mindanao para sa mga mamamayan nito pati na ang proteksyon ng interdependence at kooperasyon ng komunidad.

Sinabi ng MinDA chief na ang isinagawang pagtratrabaho ay naging daan sa stability at economic advancement na siyang pumukaw sa vicious cycle kung saan ang empowered communities ay pinalakas ang kanilang mga miyembro at iba pang komunidad na sumasaloob sa economic, social at political na aspekto.

Sinabi rin ni Antonino na ang stability at development ng Mindanao ay importante para sa nation-building agenda.

Sinabi rin ng Pangulo sa pamamagitan ni Antonino na ang paghahanap ng paraan upang makamit ang palagiang suplay ng enerhiya sa Mindanao ay ang determinadong paglutas ng pamahalaan sa mga pangangailangan para sa paglago ng ekonomiya ng Mindanao.

“Maraming estudyante at pamilya ang magkakaroon ng elektrisidad, nakikita naming ang Mindanao ay malapit ng maabot ang potensyal bilang land of luminous dreams fulfilled, where the darkness of strife and instability is only but a shadowy memory,” ani Antonino.

“Isa pa, ’yung ekonomiya natin kailangan makasabay sa paglaki ng ating populasyon, sa sobrang paglaki ng ating populasyon, kahit pa kailan hindi makakasabay ‘yung ating ekonomiya. Gusto natin ng magandang kinabukasan para sa mga taon natin, let’s pass this bill,” dugang pa niya.
