Join Surigao City’s 1st Bonok-Bonok Photo

SURIGAO CITY, Aug 1 (PIA) -- In celebration of
this year’s Bonok-Bonok Maradjaw Karadjaw Festival on September 9, the City
Tourism Council, Inc. (SCTCI) is inviting all amateur and professional
photographers and hobbyists to join in the 1st Bonok-Bonok Maradjaw Karadjaw
Festival 2012 Photography Competition.
Richard Nick Amores, SCTI chairperson and
festival director, said they have designated “Salamat: Sajaw, Ki-ay” as the
theme for this year’s photography competition.
Participants may use any digital or film-based
camera. Entries must be printed in full color on any brand of photo paper in 8R
size (8 inches x 10 inches) without border. Digital entries must also submit
the digital file (either on JPEG or Raw) on a CD on actual size with 150dpi
resolution or higher. Corresponding negatives should accompany film entries.
Manually retouched and/or painted over print
outputs are not allowed while creative effects done within the camera at the
time of exposure are allowed e.g. multiple exposures, flash fill, lighting,
filtration, etc.
Digital retouching on density, contrast
adjustments, minor cropping, burning, and dodging may be tolerated, although
major manipulation of main images through adding or subtracting are not
allowed.
Images that do not meet these requirements may
or may not be judged at the judging panel’s sole discretion.
Amores said exciting prizes await the winners
and deadline for submission of entries is until September 15 at 5 p.m.
He also announced that pre-screened entries will
be exhibited on September 22 at Gaisano Capital Surigao and the awarding of
winners will also be held on the same day.

Caraga disaster council enhances Regional Risk
Profile

SURIGAO CITY, Aug. 1 (PIA) -- The
member-agencies of the Caraga Regional Disaster Risk Reduction and Management
Council (RDRRMC) reviewed and enhanced the Regional Risk Profile on Tuesday at
the Tavern Hotel, this city.
It is a two-day activity from July 31 to August
1, wherein focal persons of each member-agency will fill-in other data
necessary for inclusion in the regional risk profile.
The regional risk profile is an inventory and
analysis of the risks in a region, including relevant risks from neighboring
regions.
The risk inventory contains an overview of all
high-risk situations and the types of incidents that may occur as a result.
The activity, headed by Blanche Gobenciong,
regional director of the Office of Civil Defense (OCD) Caraga, is aimed at
improving and finalizing the risk profile of the region.
Participating member-agencies will improve its
presentation with in-depth data on the rationale, background of Caraga region,
and be able to present the latest data recorded on the occurrence of the
natural and human-induced events by province and municipalities, as well as the
specific type of risks in different areas in the region, among others.
Gobenciong said OCD has initiated the crafting
of the regional risk profile with the assistance of the National Economic and
Development Authority (NEDA) Caraga which provided the initial disaster-related
information recorded from the previous years.
“There is really a need for us to match our
disaster management plan to our regional risk profile so that all the
operations to be undertaken will correspond or coincide to the profile of the
risk-affected areas in the region,” said Gobenciong.
Gobenciong with the four vice chairpersons will
critique the regional risk profile on the last day.
It was also learned that the council will also
set another follow-up workshop, and this time, a speaker from the National
Disaster Risk Reduction and Management Council (NDRRMC) will be invited to
discuss and equip the members on how to budget and utilize the funds provided

NSO-Caraga conducts 2011 FHS reg’l data dissemination
forum

BUTUAN CITY, Aug 1 (PIA) -- The regional office
of the National Statistics Office (NSO) in Caraga on Tuesday conducted the 2011
Family Health Survey (FHS) regional data dissemination forum held in one of the
local hotels here.
In his welcome message, Ricardo Galarse,
NSO-Caraga OIC-regional director, pointed out that the forum aims to
disseminate survey update findings from the series of family health surveys conducted
from 2005-2011.
Galarse added the survey provides different
local government planners and administrators with the data that can be used as
bases for programs intended for family health services.
Further, Paula Monina Collado, NSO deputy
administrator, said it is vital to invest in regular and accurate data.
She said it is crucial to have accurate and
reliable data since people’s health is the prime concern of every society.
When asked why there is a need for the survey,
Collado said statistics collected from survey is unbiased, thus, results can
guide sector policy makers in making crucial decisions.
Collado also said by using these data, present
strategies can be evaluated and concerned agencies and individuals especially
the government officials can identify new strategies to develop the present
strategies implemented especially in the health sector.
“It is vital to use data to guide in evaluating
present strategies and identifying new ones especially in the health sector,”
Collado said.
The NSO official said for the past three weeks,
they have already conducted regional data dissemination in 12 regions and
within this week and the following weeks, another five regions will be
conducting the same, including the Caraga Region.
The 2011 FHS is a nationally representative
survey of about 53,000 households. From these households, about 53,000 women

naman nang kahalagahan ang papel ng media sa panahon ng kalamidad. Tayo po’y
aasa sa ating kasamahan sa media upang masiguro na mayroong patuloy at may
credible stream of advice, guidance, at impormasyon upang siguruhin ang
kaligtasan ng publiko,” ani Deputy Presidential spokeperson Abigail Valte.
Dahil sa paglago ng social media, ang
pamahalaang Aquino ay patuloy na pinauunlad ang information models na ginamit
noong nakaraang kalamidad, kagaya ng paghahanda sa tsunami surges, storms, at
iba pang weather disturbance.
Dahil narin sa palagiang presensiya ng
pamahalaan sa social networking, na tuwirang umuugnay sa publiko at media
institutions, dito maaaring magpost ang pamahalaan ng real-time updates at
tamang balita na muli namang inihahatid ng mga broadcast outfits, aniya.

Ang pasasanay ay isinagawa kasabay ng mid-year
assessment ng ahensya sa Cabadbaran City, Agusan del Norte.
Ang photographer na si Clint CaΓ±ete ng Agusan
del Norte ang nanguna sa pagsasanay sa basic concepts ng photography, photo
journalism, at composition.
Si Nora Molde, information officer ng Philippine
Information Agency (PIA), ay nagbahagi naman ng kanyang kaalaman sa basic news
writing, samantalang si Robert Roperos, regional operations chief ng PIA naay
nagbahagi rin ng kaniyang kaalaman hinggil sa mga istorya na dapat i-cover ng
mga information officers ng pamahalaan, pati na ang pagko-communicate sa
Philippine Development Plan.
Binigyang diin din ni Molde ang importansya ng
mga information officers sa pagkakaroon ng kaalaman sa news writing.
Aniya, ang pinaka importanteng sangkap sa
paggawa ng balita ay ang paglalagay ng mahalagang kaganapan sa kanilang mga
istorya hinggil sa mga aktibidad ng kanilang ahensya.
Ipinaliwanag naman ni Roperos ang mga bagay na
dapat isaalang-alang sa paggawa ng mga balita. Aniya, ang information officers
ay kailangang gumawa ng mga developmental news.
Hinikayat naman ni Edwin Gatinao, Tesda-Caraga
regional director, ang mga gumagawa ng mga balita base sa mga programa ng
ahensya.
Hinimok din nito ang mga partisipante ng
naturang pagsasanay na gumawa ng artikulo at mga larawan at ibahagi ito sa

organizations (NGOs) ang katayuan ng mga proyekto sa ilalim ng Payapa at
Masaganang Pamayanan (PAMANA) na ipinatupad sa Agusan del Sur.
Ito ay bahagi ng proseso ng pagsusuri kung paano
ang mga proyekto ay nakapagsilbi sa komunidad kung saan ito ay ipinatupad.
Ang unang proyekto na naipresenta ay ang Sta.
Irene - La Purisima-Gacub, farm-to-market road (FMR) sa Prosperidad, Agusan del
Sur, na may kabuuang gastos na P2.25 milyon.
Ayon sa pagsusuri at pagsisiyasat ng Agusanon
Para sa Bag-ong Pilipino (AGUS-PINOY), isang NGO, ang FMR ay mayroong bitak sa
kongkreto sa gilid nito, habang mayroong bahaging naanod dahil sa malakas na
ulan.
Ayon sa ulat, sinabi ng mga motorsiklista na ang
sitwasyon ng kalsada ay mas mahusay ngayon kung ikumpara noong mga nakaraang
taon ng ito ay hindi pa nagawa pero dapat makompleto ito hanggang Gacub upang
ang paglalakbay ay magiging mas madali at mas kumportable.
Subalit ayon sa ulat na sinang-ayunan ni Gov.
Plaza, ang pondong inilaan sa proyektong ito ay limitado lamang sa 1,040 linear
meters (l.m.) mula sa Sta. Irene, habang ang natitirang bahagi ng daan ay hindi
pa naka-iskedyul.

rehabilitasyon sa nasabing daan ay talagang natugunan ang pangangailangan ng

survey. Sa kasalukuyan, inaayos din ng Provincial Engineering Office ang mga daang
sira.
Sa parteng Bitan-agan - Lucac FMR sa bayan ng
San Francisco na may kabuuang gastos na P2.25 milyon din, iniulat ng People’s
Alternative Center for Environmental and Sectoral Services, Inc., isang NGO,
may mga kaunting mga depekto na nakikita tulad ng mga bitak sa bukana ng mga
kanal, at ilang bahagi ng daan ay naanod dahil sa malakas na ulang nagdaan.
Subalit ang pangkalahatang kondisyon ng naturang FMR batay sa survey, ito ay
maganda.

PAMANA ang patuloy pang ginagawa upang matugunan ang pangangailangan ng mga tao
