2012 census of agri, fisheries reg’l consultative forum held

BUTUAN CITY, Sept 14 (PIA) -- A regional consultative forum spearheaded by the regional office of the National Statistics Office (NSO) has been conducted here to inform stakeholders of issues and concerns on the 2012 Census of Agriculture and Fisheries (CAF).

Speaking before the stakeholders from both the public and private sectors, Agusan del Sur Provincial Statistics Officer Jesus Apellado said the objective of the census is to determine the structural characteristics of agriculture and fisheries sectors.

"It also provides sampling frame for the conduct of census supplementary modules on irrigation and cropping pattern, livestock and poultry, aquaculture and fisheries, and other statistical undertakings," Apellado said.

Apellado added the activity provides basic data for use in national as well as subnational development planning and services in the barangay.

The collection of data on agriculture and fisheries establishments was first included in the Census of Establishments in 1903, 1918, 1939, and 1948. However, in 1960, the Census of Agriculture was undertaken separately from Census of Establishments, Apellado said.

Since 1970, and every 10 years thereafter, the Census of Agriculture has been conducted together with the Census of Fisheries. These two census activities are collectively known as Census of Agriculture and Fisheries. The 2012 CAF will be the sixth of a series of decennial census on agriculture and the fifth on fisheries in the country.

For the government, Apellado said the statistics derived from the CAF will be used to make more meaningful decisions with respect to the use of the country’s agricultural and fisheries resources. This will also provide framework for the country’s development program, as well as for local area planning, and measure progress in agriculture and fisheries sectors.

The business and industry sectors will also benefit from this endeavor since the data will be utilized in making projections on productions and planning the quantity and types of commodities that should be produced, Apellado further said.

The official added that the result of the census will serve as basis in conducting research on agriculture and fisheries as well as to provide frame for the various surveys in agriculture and fisheries.

The Census of Agriculture and Fisheries (CAF) is a large-scale government undertaking geared towards the collection and compilation of basic information in the agriculture and fishery sector in the country.

The collected data will constitute the bases from which policy makers and planners will evolve plans for the country’s development. (RER/PIA-Caraga)


Briefing on ‘Learner Reference Number’ conducted

BUTUAN CITY, Sept 14 (PIA) -- The Department of Education through DepEd Order No. 22, series of 2012, adopted the use of a unique Learner Reference Number (LRN) in order to facilitate the tracking of students and their performance.

This was said during an orientation conducted by National Economic and Development Authority (NEDA) to members of the Social Development Committee of the Caraga Regional Development Council held recently in one of the local convention centers here.

Engr. Mitchelle Castillon of the NEDA Caraga said the LRN provides timely and accurate data about the learners and tracks the progress of learners.

A permanent 12-digit number will be assigned to a person who enters the Philippine basic education program, kindergarten level or when the learner transfers from a school that has not yet issued LRNs.

Assigning of said unique LRN is based on the school year 2011-2012 master lists of all public school pupils and students and Alternative Learning System learners submitted per DepEd Order No. 67, series 2011.

“The following are expected outcomes of using the LRN: ensure quality education delivery; determine local education needs; enable planners support national development objectives,” Castillon said.

254 households in Agusan del Sur enjoy electricity

AGUSAN DEL SUR, Sept 14 (PIA) -- A total of 254 households in two barangays of the municipalities of Rosario and San Luis here now enjoy the luxury that electricity can give, having been energized recently.

Sitio Sinug-ang of Barangay Bayugan 3, Rosario, Agusan del Sur was energized after a ceremonial switch-on done by second district Rep. Evelyn Plaza-Mellana.

Agusan del Sur Electric Cooperative (Aselco) General Manager Emmanuel Galarce said the cost of electrification of Sitio Sinug-ang reached P4 million, which energized 229 of the 800 households living in the area.

“Sitio Sinug-ang used to light their houses with kerosene lamps, or diesel during the night. That is the reason why we can see and hear how happy the residents of Sitio Sinug-ang are, upon seeing that their houses are already lighted with electricity. But if the parents are happy, I believe the children are happier because they can now study their lessons well during night time,” Barangay Captain Reynaldo Cuyos said.

Mellana reminded the people of Sitio Sinug-ang to keep the electric lines from being hit by falling trees so they will not experience long power interruption, and maintenance will be hard because of the geographic location of the area.

After the energization ceremony in Sitio Sinug-ang, ASELCO General Manager Galarce proceeded to Sitio New Alegria, Barangay Cecilia in San Luis town for another energization ceremony where some 25 households became beneficiaries. The electrification project, according to Galarce, costs P1.2 million.

“We cannot imagine how happy the residents of Sitio New Alegria are, because they will now enjoy the luxury that electricity can give. Before, they used to walk some kilometers away just to see their favorite telenovela in Barangay Cecilia proper, but now, they can have them inside their houses. How happy and grateful I am also to Pres. Noynoy Aquino for ordering that all remote barangays in the entire country be energized before 2013 ended, and here we are, now enjoying the program of the President,” Mayor Ronald Corvera said.

Convergence of NGAs intensified for Kalahi-CIDSS project implementation

BUTUAN CITY, Sept 14 (PIA) -- The Department of Social Welfare and Development (DSWD) in Caraga sees the importance of convergence efforts of government line agencies in its implementation of Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS).

During the Regional Inter-Agency Committee (RIAC) orientation on the project, DSWD Regional Director Mercedita Jabagat said the revitalization of a convergence strategy among national government agencies (NGAs) is tantamount to carrying out the objectives of the project and its scale-up initiatives.

“As we gear towards a more comprehensive implementation of the project, intensifying our efforts in the regional level for a more collaborative partnership should be done in addressing the needs of our communities,” Jabagat said.

The project was supported by Department of Agrarian Reform (DAR) Caraga Assistant Regional Director for operations Alejandro Otacan, saying the activity is very timely as majority of the special projects administered by NGAs throughout the country are community-driven development (CDD) projects.

“Our government is favoring CDD programs and this is also becoming a trend for international development programs since the CDD technology ensures transparency and accountability,” Otacan said.

The official added that DAR’s CDD project also funded by World Bank is implementing the same process as Kalahi-CIDSS and both programs have one common goal: to improve the quality of lives of the vulnerable and the disadvantaged.

The objective of community empowerment and the principle of participatory approach in the implementation are also observed by another community-based project of the Department of Health (DOH).

Meanwhile, Center for Health Development (CHD) Caraga focal person Daylinda Alvizo said a convergence strategy should be in place to continue enhancing and updating the implementation mechanism of all CDD projects.

The DSWD along with other line agencies will be conducting series of consultation-dialogues in the coming months.

"Pagkatapos ng forum, susundan naman ito ng isang pagpupulong kung saan ay pag-uusapan ang feedback sa status ng Nutricomnet sa Caraga,” ani Capanzana.

BUTUAN CITY, Set. 13 (PIA) -- Iprinisenta kamakailan ng Department of Environment and Natural Resources (DENR)-Caraga ang Executive Order No. 23 na “nagdedeklara ng moratorium sa pagpuputol ng mga kahoy sa natural na kagubatan at sa paggawa ng isang Anti-Illegal Logging Task Force” sa isang isinagawang pagpupulong kasama ng Provincial Multi-sectoral Forest Protection Committee (PMSFPC).

Sinabi ni Provincial Environment and Natural Resources Officer Paterno Olivera na ipinagbabawal ng DENR ang pagbibigay ng mga kontrata/kasunduan sa pagpuputol ng mga kahoy sa natural na kagubatan pati na ang pag-renew ng mga permit sa pagpuputol, maliban na lang sa paglilinis ng DPWH sa mga pangunahing kalsada na kinakailangan putulan ng kahoy.

Idinagdag din ng opisyal na sa ilalim ng EO 23, ang DENR ay nag-uutos na itigil ang operasyon ng sawmills, veneer plants at iba pang wood processing plants na hindi makakapagbigay ng pruweba kung saan kukunin ang mga legal na puputuling punong kahoy sa loob ng limang taon.

Sinabi rin ng opisyal na ang pagpuputol ng kahoy na may kaugnayan sa culture practices alinsunod sa IPPA law ay maaaring payagan matapos ang pagsunod sa mga sumusunod: sa pamamagitan ng samahan ng DA-DENR-DAR, magtataguyod ng National Greening Program (NGP) sa tulong ng DepEd, CHED, DILG, at DSWD at ng BDM upang magbigay ng pondo para sa produksyon ng mga binhi.

Dagdag pa ni Olivera, ang batas ay nag-uutos sa paggawa ng Anti-Illegal Task Force.

Ayon kay Olivera, ang EO 23 ay nangangailangan ng aktibong suporta ng lokal na pamahalaan, pribadong organisasyon, mga ahensya ng gobyerno, law Enforcement agency, Lokal na komunidad, at mga katutubo.”

Samantala, sinabi ni DENR-Caraga Regional Environment Director Asec. Marlon Mendoza na ang Loreto sa Agusan del Sur ay nananatiling hotspot area ng illegal logging kung saan sila ay nakasabat ng 2,000 na ilegal na pinutol na kahoy kamakailan.

Sinabi din ng opisyal na dahil sa hindi magandang imahe ng mga checkpoints sa ilang lugar sa Rehiyong Caraga, babawasan na nila ang mga ito.

“Sa halip na maglagay kami ng mga checkpoints, ang aming ilalagay ang mga multi-sectoral inspection team, kung saan ay dadaan sa isang pagsusuri ang mga truck at gagawan ng record kung saan galing ang mga karga nilang mga kahoy, ang multi-sectoral team din ay aatasang suriin ang mga sawmills sa rehiyon,” ani Asec. Mendoza.

Idinagdag din ng opisyal na palalakasin nila ang dating green court ng rehiyon lalo na ngayon na ang mga kaso na isasampa sa mga kawani ng gobyerno na napatunayang lumabag sa kautusan ay administrative at criminal cases.

Sinabi din ni Asec. Mendoza na ang DENR-Caraga ay magsasagawa ng isang memorandum of agreement sa mga miyembrong ahensya ng Provincial Multi-Sectoral Forest Protection Committee upang palakasin ang kampanya laban sa illegal logging sa rehiyon. (RER/DSM/PIA-Caraga)
