Children took the reign of governance in the
provincial government of Agusan del Sur today

PATIN-AY, Prosperidad, Agusan del Sur, Oct. 16
(PIA) -- Children took over the reign of the provincial government on Monday
after the election last Saturday during the annual conduct of the Children’s
Congress on Saturday and Sunday.
In a message of Gov. Adolph Edward Plaza read by
Vice Gov. Santiago Cane Jr, Gov. Plaza said his administration is very glad and
proud that children are given the opportunity to reign the provincial
government every year as mandated in the Provincial Ordinance No. 16, series of
2002 otherwise known as the Children’s Code of Agusan del Sur.
“For almost decade now, we have been practicing
this children’s governance in Agusan del Sur and I am very elated and proud
that as young they are, these children are sincere and honest in rendering
services to the people, and I feel, they will become good and effective leaders
in the future,” the message of Gov. Plaza said as read.
Vice Gov. Santiago Cane Jr. also relinquish his
post as presiding officer of the Sangguniang Panlalawigan (SP) in favor of the
elected young Vice Governor, who presided the SP session today, with elected
members of the young SP members.
“Upon assumption of her office, I invited the
young Vice Governor in my office and gave her the briefing of the things she
saw inside, and the things she should do when she preside the session. I
vacated my seat in her favor and I and the members of the SP sat at the sala
set in front of the young Vice Gov. as I introduced them to her. I am very
glad, that when I looked at her, she feels very confident reading the topics
that I prepared that they will take up during the session. How proud I am to
see a very young Agusanon young lady carrying in her shoulder my responsibility
for the day,” Vice Gov. Santigao Cane said.
Elected young Governor was Adrian Carmona from
Lapaz while Hannah Maries Telia Mate Tuso from Bayugan City was the young Vice
Governor.
Elected members of the Sangguaniang Panlalawigan
District 1 are: Tierney Jane Poliga from Talacogon, April Krishna Cueno from
Bayugan City, Angel Baybayon from San Luis and Mary Joy Buhoy from Esperanza.
For the second District, elected SP members are: Rodel Ramos from Bunawan, Joy
Noval from Trento, Xianne Faye Dacula from Trento, Christine Jean Tablo from
Veruela and Carl Sanchez from San Francisco.
Elected PCL Provincial President is Harold Paler
while the Liga ng mga Brangay President is Daffodil Pepito and Jacquiline
Ildefonso took the seat of the SK Provincial Federation President.
Not only the elected officials were replaced for
one day but also the 57 chiefs of offices. The replaced officers only act as

ICRC, PRC Butuan to conduct Media Workshop

BUTUAN CITY, Oct. 16 (PIA) – The International
Committee of the Red Cross (ICRC), with the support of the Philippine Red Cross
(PRC) Butuan City-Agusan del Norte Chapter, will be holding the Media Workshop
on International Humanitarian Law (IHL) and Humanitarian Reporting on October
20, 2012 at the Dotties Place Hotel, this city.
Reporter or correspondent per media outfit in
Caraga region covering issues related to the armed conflict will be
participating in this one-day event.
In a press statement, ICRC Head of Mindanao
sub-delegation - Mr. Philippe Beauverd said that the objectives of said
workshop are the following: 1) to increase awareness of IHL and ICRC activities
in the Philippines, including its partnership with the PRC; 2) to enhance
knowledge of humanitarian reporting; 3) to increase awareness among journalists
on basic first-aid; and 4) to establish and strengthen the professional
relationship between ICRC and media practitioners in Caraga.
“Since 2010, the ICRC has done eight media
workshops in the National Capital Region, Visayas and Mindanao, to increase,
among journalists, awareness of international humanitarian law or the law of
armed conflict, and to promote responsible reporting of the humanitarian
consequences of armed conflict,” said Beauverd.
The ICRC is a neutral and independent
humanitarian organization that aims to assist and protect victims of armed
conflict and other situations of violence. It has been working in the

DILG-Caraga to hold Reg’l Forum on Local Governance
in Butuan

BUTUAN CITY, Oct. 16 (PIA) -- The Department of
the Interior and Local Government (DILG) Caraga will conduct a Regional Forum
on Local Governance slated on October 19, 2012 at the Dotties Place Hotel here
with the presence of Secretary Mar Roxas.
DILG-Caraga Regional Director Lilibeth Famacion
said the regional forum is in commemoration of the two decades of local
autonomy in the Philippines pursuant to Presidential Proclamation No. 63
declaring the month of October as the Local Government Month.
“Invited to this activity are the Local Chief
Executives in the region, Regional Line Agencies, Civil Society organizations,
Academe, and the quad-media,” said Famacion.
The highlights of said region-wide activity are
Sec. Mar Roxas’ Call to Action and the Awarding of 2012 Gawad Pamana ng Lahi
(GPL) regional winners.
Also, part of this event are the presentation of
the Regional State of Local Governance Report (SLGR) and the region’s scheme on
Sustainable Development, along with the sharing of best local practices in the
aspects of social transformation, environmental integrity and economic
viability.
The Regional Forum is anchored on the theme “Awtonomiyang
Lokal: Reporma sa Pag-unlad ng Ekonomiya ng Pamayanan at Pagsulong ng Kapakanan

PhilHealth to conduct Nationwide Simultaneous
Run

BUTUAN CITY, Oct. 16 (PIA) – The Philippine
Health (PhilHealth) Insurance Corporation will be celebrating its 18th year of
dedicated service on February 2013 with its vision “Bawat Pilipino Miyembro,
Bawat Miyembro Protektado, Kalusugan Natin Segurado.”
PhilHealth Caraga Regional Vice President Johnny
Sychua said that as part of its month-long anniversary celebration, PhilHealth
will hold a nationwide simultaneous run dubbed “PhilHealth Run 2013: Run for
Mother and Child Protection.”
“This historic event will be held simultaneously
in 18 sites nationwide on February 17, 2013,” he said.
Proceeds of the run will be given to the
Philippine Children’s Medical Center (PCMC) as the National Beneficiary, and to
local beneficiaries – Bethany Home, a home by the Missionary Sisters of mary at
Baan Km. 4; and Gesu Eucaristico Children’s Inc. (GECI) at Manapa, Buenavista,
both for physically and sexually abused young women.
Also, PhilHealth will be scheduling a press
conference for the said activity.

TESDA, LGU empower youth affected by declining
wood industry in Caraga

BUTUAN CITY, Oct 16 (PIA) -- Young people from
families who are affected by the declining wood industry in Caraga Region where
provided opportunity to gain skills that would help them to be gainfully employed.
A total of 75 scholars will be undergoing
training on the course of Shield Metal Arc Welding NC II and 20 scholars will
take the course of Gas Tungsten Arc Welding. Each scholar will be given P10,500
to fund their 34 days of training at Technical Education and Skills Development
Authority (TESDA).
Scholars will also receive National
Certification of National Competency Assessment and they will also undergo
through a Registry System under PESO for them to qualify for the local and
overseas employment.
Butuan City Mayor Ferdinand Amante Jr. and the
Public Employment Service Office (PESO) held an orientation for the
participants of the Training-for-Work Scholarship, in line with the program of
local government of Butuan to address the needs of the families affected by the
declining wood industry in region.
With the initiative of Amante, through Tesda
Secretary Joel Villanueva, the national government has released P3.8 million to
fund the program.
Meanwhile, the rest of the fund will be used for
the second batch of scholars under the course of heavy equipment operator,

DILG-Caraga holds TOT & Contingency Planning
for DRRMOs

BUTUAN CITY, Oct. 16 (PIA) – The Department of
the Interior and Local Government (DILG) Caraga held a "Training of
Trainers and Contingency Planning for Local Disaster Risk Reduction and
Management Officers (LDRRMOs)" aimed at building disaster-resilient and
safe communities in the Agusan River Basin areas of the provinces of Agusan del
Sur, Agusan del Norte and Butuan City.
The training was held at Goat2geder Hotel and
Restaurant, Butuan City on October 12, 2012.
The Community-Based Disaster Risk Reduction and
Management (CBDRRM) Contingency Planning aims to capacitate the local
government units and communities lying along the Agusan River Basin (ARB) in
the two (2) cities of Butuan and Bayugan, two (2) municipalities of Buenavista
and Nasipit of the Province of Agusan del Norte and eleven (11) municipalities
of Bunawan, Esperanza, La Paz, Loreto, Prosperidad, Rosario, San Luis, San
Francisco, Talacogon, Trento and Veruela of the Province of Agusan del Sur.
DILG Regional Director Lilibeth A. Famacion, in
her message, is calling out to the Local Disaster Risk Reduction and Management
Officers (LDRRMOs) to make a contingency plan for the barangays within their
area which are easy to follow, easy to understand and is doable.
“Our goal is to save lives. This is why we
always join efforts to ensure the security and safety in our areas. This we can
achieve by being prepared and by planning ahead. Thus, this activity is very
important so that we avoid the dangers and perils of disaster and climate
changes,” said RD Famacion.
The training session has the end goal of
formulating the Barangay Contingency Plan for flood because flood is the
identified hazard in these areas. Part of the contingency planning was the
DRRMOs establishment and institutionalization of their different adapted
protocols and early warning systems, information dissemination and the
mobilization of their emergency response team. During the activity, the DRRMOs
and the Municipal Local Government Operations Officers (MLGOOs) of the
identified LGUs were capacitated in order to strongly create community

P8.59 bilyones na pundo si Pangulong Benigno S. Aquino III para sa transition
processes na nakalaan para sa pagtatayo ng Bangsamoro political entity matapos
nilagdaan ang Framework Agreement sa pagitan ng pamahalaan ng bansa at ng Moro
Islamic Liberation Front (MILF).
Sa kanyang mensahe bago paman ang pormal na
paglagda sa kasunduan sa Malacanang sinabi ng Pangulo na ang karagdagang pundo
na nilaan para sa Transition Investment Support Plan na kabilang sa P12.93
milyones na naibahagi na sa General Appropriations Act.
“Sa taong ito, ang pamahalaan ay naglaan ng 8.59
bilyones para sa Transition Investment Support Plan, na kabilang sa 12.93
bilyones na naibahagi na sa pamamagitan ng ating budget,” ayon sa Pangulo.
Idinagdag din ng Pangulo na ang pundo ay
gagamitin para sa “detalyadong mapa ng mga hakbang, detalyadong paglalaan ng
mga programa na magdadala sa atin sa katuparan ng ating pangmatagalang
layunin.”
“Tayo ay nakatalaga na tumulong sa ating
kasamahan na baguhin ang kanilang sarili sa pagiging tunay na political party
na tutulong sa rehiyon na magbago patungo sa tunay na kapayapaan at pagiging
progresibo ng lugar. Tayo ay nakatalaga din na bigyan ang rehiyon ng tamang
bahagi, na may kompyansa na makakarating ang benepisyo sa lahat ng mamamayan,
at hindi lang mapupunta sa mga bulsa ng iilang tao,” ayon sa Pangulo.
Ang Framework Agreement ay kilala bilang natural
na lakas ng politika na tatawaging Bangsamoro na siyang papalit sa Autonomous
