Agusan Norte holds Provincial Children’s
Congress

AGUSAN DEL NORTE, Oct. 17 (PIA) -- The
provincial government of Agusan del Norte, through the Provincial Social
Welfare and Development Office, conducted Provincial Children’s Congress and
Installation of Young Leaders at the Provincial Training Center, Capitol
Compound, Butuan City, Monday, October 15.
Child representatives from different
municipalities of the province attended the congress. The purpose of the said
activity is to orient the children of their rights as provided for by the
United Nations Convention on the Rights of Children (UNCRC) and to enable them
to practice governance as some of them were elected as governor, vice governor
and board members prior to the congress to do the functions and
responsibilities of provincial officials for one day.
The
elected child leaders for 2012 are as follows: Governor-Joellyn B. Macallos
(Nasipit), Vice Governor-Agcelin O. Nolasco (Las Nieves), Board Members-Jarrel
S. Ocharon (RTR), Gylde O. Denola (Tubay), Angelito n. Cagulada (Buenavista),
Raisen Glo M. Vecina (Santiago), Billy M. Lariosa (Nasipit), Pierce Peter John
Sanchez (Santiago), Allyssa Camelle T. Garcia (Carmen), Johnny C. Labasan, Jr.
(Tubay).
Gloria L. Pabillore, the provincial social
welfare and development officer, gave the welcome remarks. She said this is the
second year for the province of Agusan del Norte to conduct the activity. It is
embodied in the Children and Welfare Code of Agusan del Norte to conduct the
same yearly.
Sangguniang Panlalawigan Member Fortunato P.
Rosales read the speech of Governor Erlpe John M. Amante. Governor Amante said
today’s young children would build our country’s future. He added that some
children do not recognize their role in the society as they indulge in bad
vices and criminality. Amante said the children should be at the forefront of
our country’s development. He also challenged the attendees to be part of
nation building.
Provincial Director Romeo A. Solis of the DILG
Agusan del Norte gave an inspirational talk to the children participants. He said
the DILG is taking care of the rights of children as the department is mandated
to facilitate and provide technical assistance in the organization of the Local
Council for the Protection of Children (LCPC) and spearhead the monitoring of
the functionality of LCPCs at all levels.
Solis cited the principle of Mahatma Gandhi,
that the best resource of a country is human resource. He also said the time is
ripe for the government to mold the children to become the best human resource.
He thanked the governor for giving due importance to children. Solis told
participants to develop their own personalities to help improve our country.
Atty. Peterbill Elizalde of the Commission on
Human Rights gave a short briefing on the four rights of children such as survival
rights, developmental rights, protection rights and participation rights as
provided for by the UNCRC.
Before the congress, the participants identified
some issues and concerns affecting children based on their perspective. Some of
those they identified were: poor school attendance due to poverty and computer
games, early indulgence in bad vices, teenage pregnancy, lack of classroom and
school facilities, lack of parental guidance, hunger; bullying, and teenage
crimes and other issues. After the identification of issues, the children
proposed recommendations to the provincial government to come up with local
legislation for reference by possible government agencies to help intensify

3,000 residente ng Barangay Panagangan at mga katabing na mga barangays sa
bayan ng La Paz ay natutuwa na sila ngayon ay ligtas at komportable nang
maglakbay matapos maisaayos ang 12 kilometrong daan na nagdudugtong sa tatlo
pang mga barangay.
Si Jolina Macario, isang magsasaka at matagal
nang naninirahan sa Purok 7, Sitio Mahmah, Barangay Panagangan ay nagsabing
parepareho sila ng nadarama ng ibang pang magsasaka ng makita nila ang pagbukas
ng bagong naisaayos na daan, kasama ng mataas na pag-asa para sa kanilang
magandang kinabukasan.

kalahating oras kung ikumpara noon, at ang halaga ng pamasahe ng aming produkto
ngayon ay nabawasan din ng mahigit kalahati, at malayo sa sakuna ang aming pag
byahe ngayon at ito ay naging kmportable,” sabi ni Macario”.
Ayon kay Kapitan Lily Empleo ng Barangay
Panagangan, ang pundo na ginamit sa pag paayos ng mga kalye ay kinuha mula sa
20 porsyentong Provincial Development Fund ng taong 2011 na taonang pundo na
ngakahalaga ng P1 million at itoy binibigay ng pamahalaang panlalawigan sa
lahat ng 13 municipalities at nag iiisang lungsod ng Bayugan para gamitin sa
kanikanilang nangungunang mga proyekto.
“Dahil natupad an gaming mga pangarap at upang

pang mabibigat na kargamento. Sinabi rin ni Empleo na ang supporta na ibinigay
Gob. Plaza ay hindi dapat masayang bagkos, ito ay mabibigyan ng pag aaruga
dahil pag tumagal ang naturang proyekto, mas marami ang makikinabang ditto.
Umaasa rin si Empleo na mas marami pang mga proyekto ang darating sa kanilang

aron mapakunhod ang kagutom sa nasud, matud pa sa opisyal sa Palasyo kagahapon.

gamiton aron pondohan ang broad-based nga mga proyekto sama sa elektripikasyon,
pagtukod og mga seaport, fishing ports, day care centers ug uban pang mga
