Phil Red Cross Agusan del Norte-Butuan City Chapter reports monthly accomplishments

BUTUAN CITY, Dec. 13 (PIA) -- The Philippine Red Cross (PRC) Agusan del Norte-Butuan City Chapter chaired by City Prosecutor Felixberto Guiritan bared its accomplishments for the month of November 2012, held Tuesday during its meeting at the Balanghai Hotel and Convention Center, this city.

The Disaster Management Services Committee of PRC reported that they conducted two sessions on 143 volunteers Mobilization and Basic Disaster Management training Course producing 65 graduates from Agusan National High School (ANHS) as part of the school’s Disaster Risk Reduction and Management Council.

It was learned that there is 629 units of blood collected in the month of November including those acquired from the bloodletting activities with partner stakeholders. There is also 368 patients from different hospitals served by the chapter.

The Safety Services Committee also reported that they have conducted five classes on Tailored First Aid Training Course producing 104 graduates from Shell Cabadbaran, ANHS’ Math and English Clubs, Barangay Gosoon volunteers and Butuan City School of Arts and Trade (BCSAT) Senior Red Cross Youth (SRCY) Council.

The RCY Committee said that they conducted training on Youth Volunteer Orientation Course; Leadership Formation Course; and Basic Leadership Training for Libertad National High School Senior RCY Council held at the PRC RCY Development Center producing 16 newly trained SRCY members.

The Agusan del Norte-Butuan City Chapter - RCY Department in partnership with Father Saturnino Urios University College Department – RCY Council meanwhile conducted a symposium on HIV and AIDS awareness and prevention last November 28, 2012 with the theme “YOUth as an Advocate towards the road to HIV/AIDS free generation; Getting to Zero.”

Meanwhile, chairperson Guiritan also cited that the chapter will be organizing a ‘Million Volunteer Run’ on February 10, 2013 from the city’s Sports Complex going to Agusan del Norte Provincial Covered Court.

“Students who will join will have to pay a registration fee of P100 while P200 for the workers, and P500 for the business sector. All registered runners will also receive a whistle and certificate after completing the run,” Guiritan added.

Labor Chief Baldoz lauds ISO 9001:2008 of DOLE Caraga Region

BUTUAN CITY, Dec. 13 (PIA) -- Labor and Employment Secretary Rosalinda Dimapiliz-Baldoz congratulated the DOLE Caraga Region as it has achieved ISO 9001:2008 certification for its quality management system as planned.

Remarkably completed within 10 months, Baldoz said that with the ISO certification of QMS, we have transparency in governance, and that we ensure quality management system in government as it meets international standards in terms of meeting the requirements of our clients as well as of the state.

“Makikita at napapalantad natin ang prosesso ng ating mga tansaksyon na simpler and easier as we do things as a process,” Baldoz said. “It makes us less in imposing authority and rules as we avoid hidden but instead transparent transaction with clear accountability,” she added.

As defined, a quality management system is a set of interrelated or interacting elements that organization use to direct and control how quality policies are implemented and how quality objectives are achieved, and DOLE Caraga is now certified to the International Organization for Standardization’s ISO 9001:2008 by the Certification International Philippines, inc. (CIPI).

“Sa inyong ISO QMS sa pagtatrabaho maiiwasan natin ang pagtuturuan as it is a chain of processes and everyone has responsibility. It makes the processing speed-up and avoid lost of documents,” Baldoz said.

The certificate was conferred by the CIPI Managing Director Renato V. Navarrete to DOLE Caraga thru Secretary Baldoz with Regional Director Ofelia B. Domingo and her Assistant Director Joel M. Gonzales on December 8, in Butuan City.

Secretary Baldoz came to Caraga region on the day of the DOLE 79th year anniversary, said that “the reason why I have a strong urge to come because I know that it is not easy to undergo the process of the QMS. If you (the staff) are 100 percent happy, we are 200 percent happy,” she added.

Baldoz said that the certification of a QMS of international standard is also the DOLE’s response to the President Benigno Aquino, III’s call on “Matuwid na Daan.” Baldoz added that DOLE Caraga can assure “maliwanag, mabilis at simpleng serbisyo sa publiko.”

Baldoz recounted that DOLE Caraga is now currently the second in the regions certified to ISO with DOLE Region 12 certified last year. She revealed also that the Bureau of Labor and Employment Statistics and Philippine Overseas Employment Administration are also ISO certified agencies of DOLE. She announced that other regions, services, bureaus and agencies of DOLE shall be going to ISO as it is one of her commitments as Secretary in the labor department. (DOLE-13/PIA-Caraga)


SARAS bags country’s best fire volunteer group plum

 PROSPERIDAD, Agusan del Sur, Dec. 13 (PIA) -- The Search and Rescue Agusan del Sur (SARAS) was awarded as the “Best Fire Fighter Volunteer Group” in the Philippines during the 21st Bureau of Fire Protection (BFP) anniversary celebration held at the Armed Forces of the Philippines Commissioned Officer Center in Camp Aguinaldo, Quezon City on October 24, 2012.

President Simeon Benigno Aquino III handed over the award to Governor Adolph Edward Plaza, the founder of SARAS. The local chief executive received the trophy, a replica of a firefighter, in recognition of the group’s commendable services as a ready emergency response unit during fire incidents.

Senior Inspector Augusto Cesar Kinazo, the acting Provincial Fire Marshal of BFP said their office has only 75 personnel throughout the province and the existence of SARAS is a huge boost in minimizing the number of casualties and in mitigating damages on personal properties and government facilities during conflagrations.

Kinazo said that since its existence five years ago, the number of volunteers has since doubled with the creation of teams in the municipalities and barangays. He cited Plaza’s initiative in creating the group and strong support by providing fire trucks and equipping volunteers in various life and property-saving skills through various capability training.

SARAS successfully responded to calls of distress in support of BFP in putting off fires in Prosperidad, Bayugan City, Talacogon, San Francisco and in the Provincial Correctional Services Office within the provincial government center.

In the entire province, SARAS has 376 volunteer-members trained on effective response on handling various natural and man-made disasters with 121 of them equipped with firefighting capability in support to the undermanned firemen of BFP.

SARAS has been accredited as a community disaster volunteer group and is under the direct supervision of the Provincial Disaster Risk Reduction and Management Center (PDRRMC) created in 2011 by virtue of Executive Order No. 7 in consonance with Republic Act No. 10121 also known as the Philippine Disaster Risk Reduction and Management Act.

Its objective is to save lives and properties in times of emergency and disaster; advocate preparedness through trainings; respond to concerns on public safety; achieve participation in answer to challenges of climate adaption; and provide services to Agusanons. SARAS conducts trainings on firefighting, vehicular accident response, mountaineering and rescue, water safety and rescue, earthquake preparedness and emergency medical assistance. Python troopers spearhead tree-planting activity

SURIGAO CITY, Dec. 13 (PIA) -- Troops from the 30th Infantry "Python" Battalion, 4th Infantry Division, Philippine Army have planted a total of 100 assorted fruit tree seedlings during the tree-planting activity at the Military Reservation Area in Sta. Cruz, Placer, Surigao del Norte.

The conduct of the tree-planting activity is in line with this year’s celebration of the 77th Founding Anniversary of the Armed Forces of the Philippines (AFP) on December 21, 2012 with the theme, “Bayanihan at kahandaan: Tuwid na daan tungo sa kapayapaan,” and its campaign on promoting environmental protection and conservation.

Dinagat PDRRMC opens 1st Rescue Summit

SURIGAO CITY, Dec. 13 (PIA) -- The Dinagat Islands Provincial Disaster Risk and Reduction Management Council will mark the 1st Rescue Summit as highlight to the 5th year anniversary celebration of the Dinagat Islands Search & Rescue (DISAR) today, December 13 at the Municipal Gymnasium, Dinagat Islands.

The summit anchored on the theme, “Giving our best… so that others may live…” aims to strengthen relationship among responders by sharing good practices in its respective LGUs and agencies. It also aims to deepen understanding on disaster risk reduction and climate change adaptation, and to re-enforce rescue skills capabilities.

24 rebel returnees in Agusan Sur received livelihood assistance

PATIN-AY, Prosperidad, Agusan del Sur, Dec. 13 -- Twenty four rebel returnees (RR) early this month received P50,000 each as livelihood assistance from the national government’s Social Integration Program (SIP) under the Office of Presidential Adviser on the Peace Process (OPAPP) here at the Sangguniang Panlalawigan session hall at the Provincial Capitol.

The cash assistance were personally handed out by Vice-Governor Santiago Cane Jr. representing Governor Adolph Edward Plaza and witnessed by Brig. Gen. Nestor AΓ±onuevo, 4th Infantry Division Chief, Col. Romeo Ramon, 401st Brigade Deputy Commander, Lt. Col. Jose Leonard Gille, 26th Battalion Commander, Sen. Supt. Glenn dela Torre, PNP Provincial Director, DILG Provincial Director Arleen Ann Sanchez and Provincial Correctional Services Management Officer Josefina Bajade.

Bajade, in an interview said the cash assistance are for dissidents who yielded their arms and returned to the folds of the law in 2010 and 2011. The former rebels also received P20,000 each as emergency assistance at the time when they surrendered.

Giving utmost priority in the attainment of sustainable peace in the province, the provincial government, through the Provincial Social Welfare and Development Office then headed by Bajade, provided RR and their families with assistance in the form of food, shelter, education and livelihood skills trainings.

“Amo usab sila gitagaan ug tukmang seguridad tungod naa man sila’y gipang-surrender nga armas nga gikasuko sa ilang mga daang kauban sa bukid”. (We also provided them with corresponding security because they have surrendered their firearms that made their comrades mad at them),” Bajade added.

With the distribution of the cash assistance and the help that the provincial government has extended to the RR, Vice Gov. Cane is hopeful that the rebel returnees will effectively use the aid in their quest for a new and peaceful life as productive citizens in the community. The vice-governor urged them to engage in planting high value crops like fruits, vegetables and trees which the provincial government is advocating and supporting like the Upland Sustainable Agro-forestry Development program or USAD.

“Every Filipino has the obligation in order that we obtain genuine peace in our country and we should not wait what the government can do for us, but we also have duties and responsibilities on what we can do in order that we can obtain the peace and prosperity that we long for,” Vice Gov. Cane said.

The recipients are Jacquilyn Fernando of Sta. Teresa, Loreto; Marjun Campos of Tandang Sora, Esperanza; Roel Librero of Afga, Sibagat; Danilo Gomez of Coalicion, San Luis; Arin Matebulig of San Pedro, San Luis; Gomez Cogit, Lito Cogit, Ansogal Guinumbay, Domingo Domelin, Richard Handayan, Juanito Malumogdong Jr., Edwin Leganio, Mampahina Lucdayan, Mayadi Madanay, Sammy Mansal-agan, Kaking Sadangga and Birmo Tambagan, all of Binicalan, San Luis; Danilo Balamban and Rodel Gonzales of Kasapa 2, La Paz; and Lagno Mandanay of Angeles, La Paz, all from Agusan del Sur while Jerome Salonga, Richard Gonzales, Jimmy Butron and Joseph Butron are from Angeles, Butuan City.

Ayon kay DSWD-Caraga Regional Director Mercedita Jabagat na ang dalawang araw na aktibidad ay naglalayung palakasin ang kaalaman ng publiko hinggil sa human trafficking.

Noon Miyerkules nagsagawa sila ng flash mob sa Bancasi airport, city hall at bus terminal. Nakatakda naman silang magsagawa ng flash mob ngayon sa Gaisano Mall and at Guingona Park, Butuan City.

Mamimigay din sila ng mga flayers, stickers at fans na naglalaman ng detalye ng kampanya laban sa human trafficking.

Sa kanyang mensahe, sinabi ni TESDA Caraga Director Edwin C. Gatinao, na ang pagsasagawa ng website ay naglalayong gawing globally competitive ang nasabing ahensya.

“Ang website na ito ay magbibigay ng isang link ng impormasyon para sa ikauunlad ng ating serbisyo sa mga tao, dahil gusto po nating maging globally competitive,” ani Gatinao.

Sinabi din ni Gatinao na layunin din ng website na maging madali ang sebisyo ng tesda sa mga kleyinte at ibat ibang ahensya.

Sa ngayon, halos lahat ng ahensya ng pamahalaan sa buong mundo ay nag-ooperate ng kanilang serbisyo sa publiko sa pamamagitan ng website bilang alternatibong paraan ng kanilang transaksyon, aniya.

Ang RA 10349 nag-amendar o mitarong sa pipila ka mga probisyon sa RA No. 7898 o naila nga AFP Modernization Act sa gitinguha nga dugang pagpataas sa kapasidad sa depensa sa AFP alang sa proteksyon ug seguridad sa nasod.
