NSO-Caraga launches 2012 agri, fisheries census

BUTUAN CITY, Jan. 22 (PIA) -- The National
Statistics Office (NSO)-Caraga Region on Tuesday launched the conduct of the
2012 Census for Agriculture and Fisheries (CAF).
In a press conference which formally kicked-off
the activity, NSO-Caraga Regional Director Dr. Rosalinda Celeste-Apura pointed
out that their agency is mandated by Commonwealth Act 591 and Executive Order
121, to reorganize and strengthen the Philippine Statistical System.
Apura explained that NSO is the sole agency to
undertake the CAF. She also said Executive Order 352 (Designation of
Statistical Activities that will generate critical data for decision-making of
the government and the private sector) provides for the conduct of CAF every 10
years.
The official further said the collection of data
on agriculture and fisheries establishments was included in the Census of
Establishments (CE) in 1903, 1918, 1939, and 1948. However, she added that in
1960, the Census of Agriculture was undertaken separately from CE.
Apura elaborated that since 1970, Census of
Agriculture has been conducted together with the Census of Fisheries. These two
census activities are collectively known as the CAF. “The 2012 CAF will be the
sixth of a series of decennial census of agriculture and the fifth on fisheries
in the country."
When asked what are the basic uses of statistics
that are derived from the census, the NSO’s top official of the region said
that in the government sector, this makes more meaningful decisions with
respect to the use of the country’s agricultural and fisheries resources.
Apura added it also provides framework for the
country’s development programs for agriculture and fisheries, as well as in
local area planning, and measuring progress in agriculture and fisheries
sectors.
In business and industry, the census makes
projections on productions, and plans the quantity and types of commodities
that should be produced. While in the field of research, information produced
in this census will be used in conducting further research on agriculture and
fisheries, as well as to provide sampling frame for the various surveys in
agriculture and fisheries.
The 2012 CAF, according to Apura, is a
large-scale government undertaking that is geared towards the collection and
completion of basic information on the agriculture and fishery sectors in the
country. The collected data will constitute the bases from which the country’s policy-makers
and planners will evolve plans for the country’s development.
“It determines the structural characteristics of
agriculture and fishery sectors. It also provides sampling frame for the
conduct of census supplementary modules on irrigation and cropping pattern,
livestock and poultry, aquaculture and fisheries, and other statistical
undertakings,” Apura said.
The official added the census also provides
basic data for use in national as well as sub-national development planning, as
well as to provide data on agriculture, agricultural, and fishery facilities
and services in the barangay.
In Caraga Region, Apura said the census will be

Women’s Month celeb set in Butuan

BUTUAN CITY, Jan. 22 (PIA) -- This year's
Women's Month celebration will kick-off on March 1, with a "Hataw"
exercise and Fun Walk activity that will start at 5:30 a.m. at the Agusan del
Norte covered court, this city.
This is headed by the Regional Development
Council – Gender and Development Coordinating Committee (RDC-GADCC) chaired by
Commission on Human Rights (CHR) Caraga Regional Director Atty. Marylin Pintor.
During the short program, members will conduct a
ritual right before the releasing of the symbolic doves as a sign of a peaceful
region with progressive women.
As part of the month-long activities, the GADCC
will also hold the 'Kalandrakas IX' on March 8 at the Balanghai Hotel, Butuan
City. The Kalandrakas is an avenue for trade fair, ukay, massage and spa,
medical mission, parlor games, and other leisure activities. It is also time
with the International Women’s Day celebration.
Along with it is the honoring of retirees and
outstanding women from GADCC members.
On March 14, the GADCC is set to hold a half-day
Candidates' Forum at the Luciana Convention Center here with participants
coming from the different schools’ student leaders, barangay GAD focal, women's
groups, persons with disabilities, senior citizens, media, and indigenous
peoples.
Pintor said that the Candidates' Forum will give
comprehensive idea to the participants in choosing the right candidate for the
upcoming elections in May 2013 and for them to know the local candidates'
commitment to women's agenda. There will also be a mock election during this
activity.
The Women's Month celebration will culminate on
March 22, 2013 with an exercise, program, games, singing contest, and awarding
ceremonies. It will be held at the Philippine Ports Authority (PPA) Grounds,
