Council endorses P38.484-B budget for Caraga in
2014
BUTUAN CITY, Mar. 15 (PIA) -- For Caraga Region
(Northeastern Mindanao) to become the leading mining, agricultural and tourism
core and trade center in Southern Philippines, the Regional Development Council
of Region 13 (RDC-13) on Wednesday endorsed P38,484,856,528- worth of programs
and projects proposed for implementation in 2014 by 26 agencies and four state
universities and colleges (SUCs) in the region.
The current RDC leadership is aiming to increase
more their budget in an effort to be more competitive in the global market.
RDC-13 chairperson Gov. Sol F. Matugas led the
Council’s review and endorsement of the budgets presented by the
chairs/co-chairs of the sector committees during the 74th RDC-13 Full Council
meeting held at Butuan City’s inland resort, Wednesday.
Before the RDC-13 Full Council Meeting,
technical review of the proposed budgets were done during the previous sector
committee consultation to ensure the consistency of the agencies’ proposed
programs and projects with President Aquino’s Social Contract and its areas of
transformational leadership, the strategies in the Philippine/Regional
Development Plan for 2011-2016, and the Millennium Development Goals.
During the meeting, the RDC chairperson strongly
recommended the increase of budget allocation of all regional line agencies,
saying, “Budget allocation of these government agencies are the major
instrument and drivers of continuing economic development in this region.”
“I am requesting the Mindanao Development
Authority (MinDA) to help us bring more budget allocation for this region to
sustain our economic growth,” said Matugas.
The RDC chair made this statement as she was
surprised by the slash of budget allocations to 16 other line agencies of
government. “We don’t want this to happen and ask you to help me in lobbying in
the government to increase more your budget so that we can move ahead,” said
the provincial governor of Surigao del Norte.
In this same meeting, local government unit
officials including Rep. Ma. Valentina G. Plaza also joined the RDC chair in
requesting the national government for increase of budget allocation of all
regional line agencies of the government for sustainable economic growth of the
region.
The RDC asked the national government for an
increase of budget allocation for DOLE, DAR, DENR, DPWH, DoH, DA, DENR, DAR,
DTI, DoT, DSWD, AFP, PNP, DILG and DOST.
In a related development, the Regional
Development Council (RDC) of Region 10 in Northern Mindanao also endorsed on
Tuesday P52.9-billion worth of programs and projects proposed for
implementation in 2014 by 23 agencies and seven state universities and colleges
in the Northern Mindanao region.
RDC-10 chairperson and Iligan City Mayor
Lawrence Ll. Cruz led the Council’s review and endorsement of the budgets
presented by the chairs/co-chairs of the sector committees during the 96th
RDC-10 Full Council meeting at the RDC-10 Main Conference Room, in Cagayan de
Oro City on Tuesday.
In that same meeting, the RDC also announced
that the province of Misamis Oriental and Gingoog City are this year’s winners
in the Regional Development Council-10 (RDC-10) Search for Outstanding Local
Project Monitoring Committees (LPMCs).
The LPMCs were evaluated on six areas:
organization, capability building, relevant and timely reporting on the status
of program/project implementation, information dissemination, participation of
civil society organizations in the monitoring process, and institutional
arrangement for the operation of the Regional Project Monitoring and Evaluation
System.
The winners were awarded plaques of recognition
