Butuan Comelec chief recognizes PIA-Caraga’s Power FM as official radio station

BUTUAN CITY, May 2 (PIA) – With nearly a week before the local and national elections will take place, the city Comelec office here has recognized 107.8 Power FM of the Philippine Information Agency (PIA)-Caraga as their official radio station.

Lawyer Ernie F. Palanan, City Election Officer, said whenever there are changes in the schedules and activities, the station will be the venue in doing such announcements.

He said BEIs and teachers who are on duty for the election will receive their honorarium as soon as possible since this will be sent through their bank accounts in Land Bank.

With this, BEIs are encouraged to submit the necessary requirements to City Comelec Office earlier so that their honorarium will also be released earlier.

The official further said during the election period, official election result from their end will also be aired in the station, as well as the actual situationer that will happen.

When asked on the preparedness of their office, Palanan said they are now prepared for the conduct of the election, saying that they have already made regular coordination with the security personnel from the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) to ensure a secured and free election (SAFE).

True to this, Palanan said they have conducted checkpoint operations with the police and military personnel in connection with the implementation of the Comelec gun ban. He added, to date, there were gun ban violators that were already filed cases in the court.

The Comelec chief in the city also said that the political parties here were already called and informed ion the measures implemented by their office to ensure smooth operations in the conduct of the election.

In a related development, Palanan said that Precinct Count Optical Scan (PCOS) machines have already arrived and are now stored at Father Saturnino Urios University (FSUU).

He likewise informed the BEIs that testing and sealing of the said machines is scheduled on May 5 for those that will be used in the hinterland barangays while for barangays within the city proper is scheduled on May 6. “Thus, I’m calling the BEIs to proceed to FSUU for this activity,” Palanan said.

Palanan also enjoined political watchers to witness the testing and sealing of the machines to avoid any complaints during the election day. He added that only BEIs are authorized to operate the machine on May 13.

While concern on the possible utilization of signal jamming device is considered one of the pressing issues presented by Sec. Mar Roxas of the Dept. of the Interior and Local Government (DILG), Palanan assured that this cannot tamper the results. He explained that this can only cause delay in the transmission of result from the PCOS machines.

Caraga RDRRMC members participate in the 5-day Integrated Planning Course Training on ICS

BUTUAN CITY, May 2 (PIA) -- The Regional Disaster Risk Reduction and Management Council (RDRRMC) in Caraga is holding an Integrated Planning Course Training on Incident Command System (ICS) from April 29 to May 3.

Said training is spearheaded by the Office of Civil Defense (OCD) being the chair of this region’s DRRMC. City and provincial DRRM officers in the region are also participating in the 5-day affair.

OCD-Caraga Regional Director Liza Mazo said that upon completion of this course, participants will be able to demonstrate in the final exercise the knowledge and tools necessary to perform the duties and responsibilities of the Planning Section Chief and Unit Leaders in ICS organization, namely, Resources Unit, Situation Unit, Documentation Unit, and Demobilization Unit.

“This Integrated Planning Course on Incident Command System is presented by modules. There are eight modules which will be discussed by our invited speakers who are well-versed on the ICS. After having attended the first training which is the Basic/Intermediate Course on ICS, this time we hoped to equip you with the duties and responsibilities of the Planning Section as one of the general staff of the ICS organization,” Mazo said.

Col Mario-Verner Monsanto, Office of the Vice Mayor in Davao City Consultant; Mr. Radny Pabon, Deputy Administrator of Amity Public Safety Academy; F/Sr Insp Noel Nelson Ababon, Acting Fire Marshall of the Bureau of Fire Protection in Cebu City; and Mr. Ryan CastaΓ±eda, Special Operations Officer II of Metropolitan Manila Development Authority are the invited speakers.

The said speakers will also assess/evaluate the performance of the participants as they go along with the modules and its exercises during the 5-day activity.

Gawad Kalasag regl search committee readies evaluation, field validation

BUTUAN CITY, May 2 (PIA) – The Regional Disaster Risk Reduction and Management Council (RDRRMC) Regional Selection Committee (RSC) for Gawad Kalasag (KAlamidad at Sakuna LAbanan, SAriling Galing ang Kaligtasan) 2013 is now preparing for its evaluation and field validation.

RDRRMC chairperson and regional director of the Office of Civil Defense Liza R. Mazo, said the committee already set deadline for the submission of DRRM Accomplishment Report to the RSC on Friday, May 3.

One of the series of activities to be conducted by the RDRRMC RSC for Gawad Kalasag Search for Excellence in Disaster Risk Reduction and Management (DRRM) and Humanitarian Assistance is the Table-Top evaluation of DRRM Accomplishment Report for CY 2012 on Monday, May 6, Mazo said.

Director Mazo said, the evaluation is considered as basis for the selection of regional nominee for the national search.

Other activities related to the regionwide search are the following: May 7 to 10 – RSC actual/field validation; May 14 – RSC final assessment of entries; and May 15 – submission/endorsement of regional nominees to the National Selection Committee.

Gawad Kalasag is the NDRRMCs recognition scheme in its search for excellence on DRRM and humanitarian assistance, initiated in 1998. It is the mechanism in obtaining sustained commitment and support by recognizing exceptional contributions of DRRM practitioners in strengthening the resilience and adaptive capacities of nations and communities to disaster risks.

It aims to recognize the outstanding performance of Local DRRMCs, Civil Society Organizations (CSOs) and major stakeholders in promoting and implementing significant DRRM-CCA programs and innovations; and heroic acts of individuals, groups or institutions during natural or human-induced disasters. Training in handling VAWC cases held in Surigao del Sur

TANDAG CITY, Surigao del Sur, May 2 (PIA) – The Provincial Social Welfare and Development (PSWD) in Surigao del Sur conducted a two-day training on handling cases of Violence Against Women and Children (VAWC). Among the participants were health personnel of this province.

In an interview, PSWD officer May Navidad Salinas said the training was participated by health personnel from the different Community Hospitals and Rural Health Units in the first and second districts of this province. It was learned the training was focused on how to handle VAWC cases.

Accordingly, speaker from the Regional Inter-Agency Council for Anti-Trafficking-VAWC discussed the detailed system on recording, reporting and referral of VAWC victims.

Salinas also added the said activity was the first conducted in the province with the support from the United Nation Population Fund, and before the end of this year, members of the Provincial-IACAT here will be oriented on the VAWC referral system. (RER/NGBT/PIA-Surigao del Sur)

LUNGSOD NG BUTUAN, Mayo 2 (PIA) -- Sa pangunguna ng Department of the Interior and Local Government (DILG)-Caraga regional office, sa pakikipagtulungan ng Center for Community Journalism and Development (CCJD), ginanap kamakailan ang pagpupulong na may layuning maitatag ang local water governance sa rehiyon.

Sa nasabing pulong, sinabi ni DILG-Caraga Regional Director Lilibeth Famacion na ang mga produktong pangkaalaman na nagmula sa magandang kasanayan at karanasan mula sa mga human rights-based groups sa tubig at mga pananaw ng mga nakilahok sa pagtitipon ay magbibigay ng mga makabagong estratehiya na tiyak na haharap sa problema sa konsumo ng tubig.

Ani Famacion, ang mga suliraning hinaharap sa ngayon ukol sa tubig sa kasalukuyan ay: 1) katiwalian, (2) pagbabago ng klima at epekto ng kalamidad, (3) mga kontrahan, (4) mga isyu sa kultura at katutubong gawi, (5) kasarian at (6) capacity-development challenges at gastusin sa tubig. Ito ay matutugunan nang maayos sa pamamagitan ng "human-based intervention."
