Caraga RDC endorses Geotagging Technology as project monitoring tool

SURIGAO CITY, June 26 (PIA) -- The Regional Development Council (RDC) of Caraga has approved on Monday the adoption of Geotagging Technology which will be used as a Project Monitoring Tool for any project undertaking of the government offices in the region.

In his presentation to Caraga RDC members during the 75th Regular Full Council Meeting in Surigao City, Paris Raymond S. Gaballo of National Economic and Development Authority (NEDA) - Caraga said that the Geotagging Technology is a web-based/internet application, which was compiled by Mindanao Rural Development Program (MRDP) which seeks to further “promote transparency and total public disclosure; identification; verification; approval; progress supervision and operations and maintenance of project activities.”

He also explained that the said technology combines basic engineering review tools, supervision experiences with location based digital technologies (GIS and GPS), “resulting a sub-project to be viewed not only on its actual location site and its physical progress but also to the total developmental impact of the sub-project as a whole, viewing its access, links, and influence areas.”

Gaballo added that the Geotagging Technology can also serves as resourceful and transparency tool. “In fact, in 2012, the National Economic and Development Authority awarded the 2012 Good Practice Award to MRDP’ Applied Geotagging Technology as an Efficient Transparency Tool.” (JSN/PIA-Caraga)


Surigao Norte Maritime Industry stakeholders join celebration of 'Day of the Seafarers'

SURIGAO CITY, June 26 (PIA) -- The Surigao del Norte Maritime Industry stakeholders headed by the Marina Regional Office 13, Philippine Coast Guard (PCG), and Philippine Ports Authority (PPA) joined the celebration of the 'Day of the Seafarer' with the theme, “Marinong Pilipino, Karangalan ka ng Mundo,” yesterday, June 25, 2013 at the 2nd Floor of the PPA Terminal this city.

The Day of the Seafarer was established by the International Maritime Organization and mandated under Presidential Proclamation No. 183 series of 2011declaring June 25 of every year as the Day of the Filipino Seafarer.

In Surigao City, the celebration started with a Motorcade at 7:00 in the morning at the PPA Passenger Parking Area, PPA Port followed by the simultaneous blowing-up of ships horn, thanksgiving Mass officiated by Rev. Fr.Larry Mantilla, and a Boodle Fight Lunch.

Highlighting the said event were the launching of the "She to Sea Campaign" by Marina, PCG, PPA and the Maritime Faculty of Surigao Education Center acknowledging the role of women in the maritime industry.

Marina Surigao Extension Office Supervisor In-Charge Engr. Charlie Bacang, in his message, said that the primary purpose of the activity is to pay tribute to Filipino Seafarers and to draw public attention to their contributions to the economic growth of the country.

He also said that in 2012, seafarers have contributed a total of $4.8 billion dollars to the national treasury which means a 7.8% increased from 2011 total contributions.

Participated the said event were representatives from different government agencies, local media, maritime community, and maritime students from Surigao Education Center. City Mayor Ernesto T. Caraga posts 9.6% economic growth

SURIGAO CITY, June 26 (PIA) -- An official of the Regional Development Council said the Caraga region economy grew by 9.6 percent, the highest regional growth rate in the country.

RDC chair and Surigao del Norte Governor Sol F. Matugas also said that the poverty incidence in the region has reduced to 9.8%, making Caraga with least poverty incidence among Mindanao regions.

The Caraga RDC has embarked on development programs and projects that contributed to the region’s economic growth. Among these are road network improvement, housing, job generation thru business investments, and tourism development.

Matugas thanked the Caraga congressional representatives who also composed the RDC Advisory Council for their untiring support especially in terms of policy-making and financial aid. She also commended NEDA-Caraga for helping her in bringing Caraga’s one mission, one vision towards inclusive growth. (JSN/PIA-Caraga)


World Bank evaluates National Greening Program in Caraga Region

BUTUAN CITY, June 26 (PIA) -- A group of consultants from the World Bank (WB) visited Region 13 (Caraga) on Monday to assess the National Greening Program (NGP) under the National Program Support to Environment and Natural Resources Sector Investment (NPS-ENRMP SIM) loan from the World Bank.

Department of Environment and Natural Resources (DENR) 13 Officer-in-Charge Regional Technical Director Maritess Ocampo said 71 private organizations in Caraga Region have participated in the NGP program with the funding support of P40,536,000 on seedling production of 4,428,000 pieces which included mangrove and forest tree species from the World Bank NPS-ENRRMP SIM loan.

The group is headed by the WB Consultant Doug Furno . The other members are Isabel Salas , Foreign-Assisted and Special Project Office, DENR Central Office, Forester Aisha de Guzman , Noel Sta Ines , Senior Procurement Specialist , Conrad Bravante,Jr., FASPO-DENR Project Evaluation Office and Connie C. Cunanan , Administrative Assistant.

A short presentation of implementation status of NGP under the NPS-ENRMP in the region was made at the conference room of Regional Executive Director Nonito M. Tamayo following the arrival of the WB Review team and FASPO representatives at the DENR Regional Office in Barangay Ambago, Butuan City on June 24.

The team proceeded to CENRO Tubay to see for themselves the bank-funded nursery project of the San Antonio Integrated Farmers and Multi-Purpose Cooperative in Barangay San Antonio, Tubay.

They are also expected to visit the NGP site in Barangay E. Morgado in Santiago, Agusan del Norte, and Barangay Sangay in Buenavista, Agusan del Norte the following day. (NCLM/DENR-13/PIA-Caraga)

AGUSAN DEL SUR, Hunyo 26 (PIA) -- Nangako si Pangulong Aquino noong Martes, Hunyo 18, na bibigyan ang lahat ng Filipino ng patas na oportunidad na makapag pataas sa kanilang antas ng pamumuhay upang makaalpas sa kahirapan at tulungan silang maging responsable at produktibong mamamayan ng Republika.

Sa kanyang talumpati na ginawa noong ika-115 na anibersaryo ng Kagawaran ng Pangkalusugan sa Maynila, sinabi ng Pangulo na ang mga inisyatiba ng pamahalaan ay nailatag na, na maaring gamitin ng mga mamamayan para labanan ang kahirapan.

Kasama na rito, ayon sa Pangulo, ang Pantawid Pamilyang Pilipino Program (4Ps) na nagbibigay ng tulong pinansiyal sa mga pamilya para mapanatili ang kanilang mga anak sa paaralan, ang programa ng edukasyon na K to 12, ang universal health care na PhilHealth at mga trabaho na nagmula sa pagtaas ng antas ng agrikultura at sector ng turismo.

“Nais ko lang pong idiin: Walang kakayahan ang pamahalaan na tiyakin na sa susunod na mga taon, wala nang darating na problema, at wala nang pagsubok na kakaharapin ang mga Pilipino. Gayumpaman, ang kaliwa’t kanang mga inisyatiba ng pamahalaan ay itinitindig natin para matiyak na bawat Pilipino ay mabigyan ng pantay na pagkakataon: makaahon mula sa gutom at kahirapan gamit ang ating mga programang tulad ng Pantawid Pamilyang Pilipino Program; pagkakataon para makipagsabayan sa edukasyon ng ibang mga bansa gamit ang K to 12; pagkakataon para sa benepisyong pangkalusugan gamit ang PhilHealth; pagkakataon para sa mas maunlad na kinabukasan gamit ang mga trabahong pumapasok mula sa sektor ng agrikultura, turismo, at imprastraktura,” sabi ng Pangulo.
