LCEs to attend Regional Summit on DRRM in Butuan City

BUTUAN CITY, July 1 (PIA) - Local chief executives (LCEs) in the different municipalities and cities of Caraga region will be participating in the three-day Regional Summit on Disaster Risk Reduction and Management (DRRM) on July 10-12 at the LJ Mega Convention Hall in St. Joseph Subdivision, this city.

The event which is in line with the observance of this year’s National Disaster Consciousness Month (NDCM) is led by RDRRMC chairperson and Office of Civil Defense (OCD) Regional Director Liza Mazo.

She will be assisted by the four vice chairpersons of the different committees namely Preparedness, Prevention and Mitigation, Response, and Rehabilitation and Recovery. These are: Regional Director Dominga Mallonga of the Department of Science and Technology (DOST), Regional Director Carmencita Cochingco of the National Economic Development Authority (NEDA), Regional Director Minda Brigoli of the Department of Social Welfare and Development DSWD), and Regional Director Lilibeth Famacion of the Department of the Interior and Local Government (DILG).

Mazo encouraged all LCEs to support and attend the three-day affair wherein concerned government agencies will discuss different topics related to DRRM.

“The general objective of the regional summit is to come up with a comprehensive and standard understanding of the LCEs of their DRRM roles and responsibilities for the effective and efficient delivery of government serves,” said Mazo.

Mazo added that the summit will serve as a venue to identify and highlight significant LCE roles and responsibilities in DRRM; learn from experiences and challenges of selected LDRRMCs; acquire knowledge on local DRRM planning, tools and protocols; and affirm commitment to DRRM action.

On the first day (July 10), among the topics to be discussed include the Early Warning System; Public Storm Warning Signals (EO 66); Project NOAH/Regional Alert Level System for Coordination; Hazard Assessment; Mainstreaming of Climate Change Adaptation and DRR into the Comprehensive Land Use Plan; Incident Command System; Rapid Damage Assessment and Needs Analysis; Management of Evacuation Centers; and Post Disaster Needs Assessment.

On the second day (July 11), Gov. Sol Matugas, provincial governor of Surigao del Norte will share her province’ DRRM learning experiences and challenges, as well as Butuan City Mayor Ferdinand Amante Jr; Hinatuan, Surigao del Sur Mayor Candelario Viola Jr; and Punong Barangay Irenio Yncierto of Brgy. San Juan, Hinatuan, Surigao del Sur.

Establishment of local DRRM office and filling-up of plantilla position will also be discussed by representatives coming from the Department of Budget and Management, Civil Service Commission, and OCD. Salient features of joint memorandum circular No. 2013-1 on the allocation and utilization of LDRRM fund will also be presented.

Meanwhile, on the last day of summit, the participating-LCEs will review its significant roles and responsibilities in DRRM and will sign in the declaration of commitment to DRRM Action.

Caraga RDRRMC emphasizes preparedness, disaster risk reduction in the communities

BUTUAN CITY, July 1 (PIA) -- As the observance of this year’s National Disaster Consciousness Month kicked-off Monday, the member-agencies of Caraga’s Regional Disaster Risk Reduction and Management Council (RDRRMC) convened at the Philippine Information Agency (PIA) regional office here for the press conference with other guests, partner-stakeholders.

RDRRMC chair and Office of Civil Defense (OCD) Caraga Regional Dir. Liza Mazo said the council has been continuously conducting trainings, capacity building to local government units (LGUs) in the region to enhance their knowledge and skills in disaster risk and management in any eventualities.

“We are calling on all the Local Chief Executives (LCEs) in the region to support and attend the Three-day Regional Summit on DRRM set on July 10-12, 2013 at the LJ Mega Convention Hall in St. Joseph Subdivision, Butuan City,” said Mazo.

Mazo added that Alert Level System (color coding) is also being utilized by the Caraga RDRRMC in giving warnings/advisories to the LGUs and other concerned officials during disasters.

Department of Science and Technology (DOST) Caraga Regional Dir. Dominga Mallonga, one of the vice chairpersons of RDRRMC said there is need to balance and harmonize environmental and economic activities.

Also, Department of the Interior and Local Government (DILG) Caraga Regional Dir. Lilibeth Famacion, urged the LCEs to strictly implement its DRRM plan and protocols during disaster/calamity. “Trainings are being conducted to capacitate the local officials in the municipalities including the barangays,” she said.

Col Henry Dar of 401st Brigade, Philippine Army said they are closely coordinating with other government agencies and always ready to respond and assist victims of any calamity/disaster in its area of responsibility.

Mr. Richard Maniago of the Department of Health (DOH) Caraga bared that the department has intensified its health precautionary measures and advocacy in the LGUs to prevent different diseases that are caused by floodings and brought about by disaster/calamity. Medicines are also prepared to be distributed in times of emergencies.

Meanwhile, Mr. Bernard Abellana, focal person from the Department of Education (DepEd) Caraga for DRRMC said their agency with the public schools under its supervision is always ready to respond and assist local residents in any eventualities/disasters. "The schools are open for the affected victims of any eventualities like flood, landslide and others," he said.

Pursuant to Executive Order No. 137, the month of July is declared as National Disaster Consciousness Month.
