Children with disabilities have special skills
and talents too

BUTUAN CITY, July 18 (PIA) -- "These
children may have disabilities but they also have talents and skills to share
that other people don't have," said DSWD-Caraga Regional Director Minda
Brigoli, represented by Angelita Amista, during the opening ceremony of
National Disability Prevention and Rehabilitation Week celebration on Wednesday
held at the Butuan Central Elementary School (BCES).
With the theme "Building an Inclusive and
Non-Handicapping Environment for Persons with Disabilities," Brigoli
emphasized that parents should be thankful for their children despite their
physical disabilities.
Amista added that these children are the hope of
the nation and they can be future leaders of the country.
Also, based on the United Nation Convention on
the Rights of the Persons with Disabilities (PWDs), Amista mentioned that it
recalls the principles proclaimed in the Charter of the United Nations which
recognize the inherent dignity and worth and the equal and inalienable rights
of all members of the human family as the foundation of freedom, justice and
peace in the world; recognizes that the United Nations, in the Universal
Declaration of Human Rights and in the International Covenants on Human Rights,
has proclaimed and agreed that everyone is entitled to all the rights and
freedoms set forth therein, without distinction of any kind; and reaffirms the
universality, indivisibility, interdependence and interrelatedness of all human
rights and fundamental freedoms and the need for persons with disabilities to
be guaranteed their full enjoyment without discrimination.
“Government agencies and partner stakeholders
have its programs and services equally available for all especially for the
PWDs. We, in the government are converging our efforts and utilizing our
resources to provide these programs and services to them. We also employ PWDs
who are exceptional in their field of interest, and we continuously conducts
skills trainings for those PWDs who wanted to learn more and start their own
business,” Amista said.
Amista further encouraged the PWDs to work hard
and never stop believing that they are part of nation-building and they are

DOH ensures availability of Pneumococcal
Conjugate Vaccine in Caraga, ARMM

BUTUAN CITY, July 18 (PIA) -- Residents here
have no need to worry about the availability of Pneumococcal Conjugate Vaccine
(PCV) for infants, a health official assured saying that they have allocated
PCV in the regions of Caraga and Autonomous Region in Muslim Mindanao (ARMM).
The PCV vaccination for infants is part of the
Expanded Program on Immunization (EPI) of the health department, which provides
free vaccines that protect the infant children from the common vaccine
preventable diseases that help address the reduction of child mortality.
DOH Asec. Enrique Tayag, who graced the
launching in Butuan City on Wednesday, July 17, said the health department
guaranteed that the PCV will be available to the communities in Caraga and ARMM
regions and can be accessible throughout the local health centers to ensure
vaccines availability to the local communities.
“The DOH has committed one million pesos that
will benefit 333,000 children in Caraga and ARMM for the next two years. The
Caraga and ARMM deserve the best in health care,” he said.
Tayag said that as part of the implementation of
the PCV immunization, the DOH is making sure “that the health workers are given
the adequate training, the communities are mobilized and raise the community
awareness of the community about the vaccine especially the mother, and the PVC
are stored securely and effectively in the local health centers.”
The Public Private Partnership in Public Health
of the administration in close collaboration with government, health providers,
and medicine and vaccine industries could also ensure the quality of the PVC.
“We, in the DOH valued the collaboration of
health providers, vaccine industries through public private partnership in
public health. We recognized the industries effort of ensuring the PVC
introduction to Caraga and ARMM run smoothly,” Tayag added.

revealed that the PVC for the meantime will be placed at the Butuan City
Medical Center to ensure the vaccines viability and management before its

Thousands of babies in Caraga, ARMM to be
immunized

BUTUAN CITY, July 18 (PIA) --The 333,000 babies
and tots in the regions of Caraga and Autonomous Region in Muslim Mindanao
(ARMM) will benefit from the Pneumococcal Conjugate Vaccine (PCV) immunization
of the Department of Health (DOH).
The vaccine will be given to infants aged
between six weeks to 11 months living in the provinces and cities of Caraga and
ARMM, which represents 14 percent of the 2.4 million targeted infants in the
country.
The Caraga and ARMM regions, which rank third
among regions in the country with high pneumonia cases are the first recipients
of the PCV.
DOH Caraga Regional Director Ariel Valencia,
during the national launching of Pneumococcal Vaccine for infant held July 17,
said Caraga Region is very fortunate to be the first region in the country to avail
the PCV.
The region was also among the first three
regions that received the Rotavirus vaccine in 2010 and was chosen for the
initial PCV implementation to complement the Rotavirus vaccination.
The PCV is free. The vaccine costs around P2,050
per full vaccination (three doses of PCV) per child. With the vaccine, Valencia
believes that the infant mortality and morbidity rate in the region will
gradually end.
“We address not only the Millennium Development
Goal 4 or the reduction of child mortality but we also save lives of infants
who are primarily vulnerable to the disease. We give the hope of a better
generation where infants are well and healthy,” Valencia added.
Meantime, Asec. Enrique Tayag of DOH encouraged
all partners and stakeholders to intensify the advocacy against pneumonia
disease in the region. The advocacy campaign is anchored on the theme, “DOHbol

kampanya ng Bureau of Customs laban sa smuggling ay nagbunga ng makahuli ito ng
P42 milyong halaga ng iligal na asukal at bigas ng mga alertong tauhan ng
daungan ng Manila - Customs Intelligence and Investigation Service (POM-CIIS),
isang gumaganap na yunit ng Intelligence Group sa ilalim ng pamamahala ni
Deputy Commissioner Danilo Lim.
Nang siyasatin ang bigas at asukal noong Hulyo
15 sa daungan ng Manila na hawak ni District Collector Rogel Gatchalian, sinabi
ni Customs Commissioner Ruffy Biazon na ang kontrabandong bigas mula sa Vietnam
na dumaong sa Port of Manila (POM) na inilagay sa 16 na 20-talampakang
container vans ay tinatayang nagkahalaga ng P28 milyon at ito ay nakapangalan
sa Highest Regard Enterprises at Victorious One Enterprises, habang ang walong
20 talampakan na container vans na ang laman ay kontrabandong asukal mula sa
Thailand na nagkahalaga ng P14 milyon ay nakapangalan sa Highest Regard
Enterprise.
Ayon kay Biazon, ang kontrabando ay nahuli nang
makitang maling pagdeklara nito na labag sa Section 2503 ng Tariffs at Customs
Code ng Pilipinas (TCCP). Ang bigas ay dineklarang steel frames, steel coils,
at mga hinges sa kanilang papeles.
“Hindi na sila natuto. Pero ang Bureau of
Customs ay hindi hihinto sa pagturo sa kanila ng leksyon para lang maipaabot sa
kanila na ang pamahalaan ay seryosong ipinatutupad ang anti-smuggling drive,”
sabi ni Biazon.
“Pauli-ulit kong binabalaan ang mga nagbibiyaheng
negosyante na sumunod sa ating batas sa customs para maiwasan ang problema.
Kung ibalewala ang ating mga babala, ipapagpatuloy namin ang paghuli sa
kanila," sabi ni Biazon habang binabati ang mga operatiba ng POM at CIIS
sa kanilang mabuting nagawa.
Sa mga ilang araw na nagdaan, ang BOC ay
nakahuli sa kabuuang P757 milyong halaga ng mga iligal na naipasok na imported
goods: P700 milyon na pekeng gamot at P15 milyong halaga ng mga damit sa Port
of Manila noong Biyernes, Hulyo 12, 2013, at ang pinakabagong kontrabandong
