Butuan CSWD spearheads 2013 Nat’l Disability
Prevention & Rehabilitation Week

BUTUAN CITY, July 16 (PIA) – The City Social
Welfare and Development (CSWD) Office here is spearheading this year’s National
Disability Prevention and Rehabilitation Week from July 17-23, 2013 with
lined-up activities for the Persons with Disabilities (PWDs).
In this celebration, the Department of Social
Welfare and Development (DSWD) Caraga regional office together with the
member-agencies of the Regional Council on Disability Affairs (RCDA) will be
participating in the week-long activities.
During the kick-off ceremony on Wednesday, a
Thanksgiving Mass will be celebrated at the St. Joseph Cathedral at 7:00am.
Motorcade will then follow, as well as the program at the Butuan Central
Elementary School (BCES) Quadrangle, this city.
Mr. Rico Canales, Vice President of the Butuan
Association of Persons with Disabilities (BAPWD) will give his welcome remarks
during the program while DSWD-Caraga Regional Director Minda Brigoli, and City
Councilor and chairman of the Committee on Social Services Ferdinand Nalcot
will deliver their messages.
Also, the inspirational talk will be given by
the city mayor Ferdinand Amante Jr.
To show their talents, the Butuan Blind
Association and Butuan City Special Education Center will present their
intermission number during the program.
Meanwhile, CSWDO chief Aldeberan Mordeno will
give her closing remarks.
With this, the general public is encouraged to
join in the celebration and support the rights and welfare of the PWDs. Other
government agencies and private stakeholders will also conduct its
own-initiated activities on this week.
This year’s NDPR week celebration is anchored on
the theme “Building an inclusive and non-handicapping environment for persons

DOH Caraga to host Pneumococcal Vaccine natl
launching in Butuan

BUTUAN CITY, July 16 (PIA) -- The Department of
Health – Center for Health Development (DOH-CHD) Caraga region will be hosting
in this city the national launching of the Pneumococcal Conjugate Vaccine (PCV)
and its incorporation to the Expanded Program on Immunization (EPI) on
Wednesday, July 17.
DOH regional director doctor Ariel I. Valencia
said this is another historical milestone of the agency’s EPI. Thus, the
national event will be graced by Health Secretary Enrique T. Ona and other DOH
personalities nationwide.
Valencia also bared that Caraga and Autonomous
Region of Muslim Mindanao (ARMM) were chosen as the first recipient of the
Pneumococcal Conjugate Vaccine.
The Pneumococcal Conjugate Vaccine is to
complement the current rotavirus vaccination and to address pneumococcal

DTI to launch SME Roving Academy

BUTUAN CITY, July 16 (PIA) – In line with the
upcoming “Adlaw Hong Butuan” (Butuan City Charter Day) celebration on August 2,
the Department of Trade and Industry (DTI) Caraga will be launching the
Small-Medium Enterprise (SME) Roving Academy on July 20 at the Almont Hotel’s
Inland Resort, this city.
DTI-Caraga Regional Director Brielgo Pagaran,
said the SME Roving Academy is this year’s DTI flagship program that will be
undertaken nationwide and conceptualized on the following premises: 1) a
continuous breeding ground for start-up enterprises; 2) an institutionalized
provision of business development services (BDS) to the identified micro
enterprises and SMEs, which will make them competitive in the domestic and
export markets; and 4) an established National, Regional and Provincial
Entrepreneurship Development Networks.
“The target beneficiaries of this SME Roving
Academy will be coming from the start-up groups of the youth, women, persons
with disabilities (PWDs), and other informal sectors,” said Pagaran.
USec. Zenaida Malaya of DTI-Regional Operations
and Development Group will grace the activity and is set to deliver her message
during the program.
A Memorandum of Agreement (MOA) signing between
the Department of Social Welfare and Development (DSWD) and PWDs for the AVP
Mobile Store will also be held, as well as the Tourism stakeholders’ MOA for
AVP Display Cart.
On the same day, the DTI will also conduct
seminars/trainings and technology demonstrations on pricing/costing and

Surigao Norte launches 'Heals on Wheels'

SURIGAO CITY, July 16 (PIA) -- The provincial government of Surigao del Norte has launched the “Heals on Wheels” or “Kapitolyo sa Barangay” under the Heals (Health, Education and Environment, Agri-Aquaculture, Livelihood and Social Services, Security, Spirituality) Plus agenda of Governor Sol F. Matugas held at the Provincial Convention Center, this city.
The Heals Plus Agenda is a program of the local government where existing services are strengthened, new structures are created, reforms are sustained, barangays are empowered, a people renewed and more committed towards change and transformation.
Governor Sol F. Matugas said during the launching that "heals on wheels" or kapitolyo sa barangay is a manifestation of her administration’s sincere commitment to bring the government and basic services closer to the people for inclusive and sustainable growth of the province.
A mobile capitol will speed on with a 4x4 truck which will visit the barangays to deliver services that include, education caravan, panambay sa barangay (Barangay Medical Mission), agri & aqua culture program, tourism, livelihood, legal assistance, environmental protection and among others, Matugas said.
Other services will be delivered by other government agencies participating in the "Heals on Wheels" or Kapitoyo sa Barangay program of the provincial government, she added. (FEA/SDR/PIA-Surigao del Norte)
DSWD preps partners for BuB implementation

BUTUAN CITY, July 16 – Twelve local government
units (LGUs) in Caraga region recently underwent a workshop as part of the
preparation for the P24.7-million infrastructure projects under the Department
of Social Welfare and Development’s Kalahi-CIDSS Bottom-up Budgeting and
Planning (BuB) implementation for this year.
LGU staff from Butuan City, Cabadbaran City, and
Jabonga in Agusan del Norte; Bayugan City and Loreto in Agusan del Sur; Basilisa
and Dinagat in the Province of Dinagat Islands; Gigaquit and Surigao City in
Surigao del Norte; and Barobo, Bislig City, and Tagbina in Surigao del Sur were
in attendance in enhancing the formulation of their respective project
proposals.
Kalahi-CIDSS BuB may be implemented in one of
two ways: through the use of the CDD learning for LGUs that are currently
implementing and had implemented Kalahi-CIDSS and through a DSWD-assisted,
LGU-facilitated implementation of community projects using the CDD approach.
CDD or the community-driven development approach
is the strategy employed by DSWD in its implementation of Kapit-Bisig Laban sa
Kahirapan-Comprehensive and Integrated Delivery of Social Services
(Kalahi-CIDSS) for an inclusive participation of all stakeholders in local
governance by identifying community needs, planning, implementing, and
monitoring projects to address local poverty issues.
The areas were identified through criteria set
in a Joint Memorandum Circular (JMC) by DSWD, the National Anti-Poverty
Commission (NAPC), and the Department of Interior and Local Government (DILG).
The JMC stipulated that in order to qualify for the BuB, the LGU must be a
recipient of the Seal of Good Housekeeping for 2011 and 2012, must have
completed assessment of the LGU’s Public Financial Management (PFM) system, and
the municipality must have no unliquidated cash advances from DSWD, regardless

Interior and Local Government Sec. Mar Roxas noong Huwebes, Hulyo 11 na
konkretong paraan ng reporma ay isinasagawa na Philippine National Police para
linisin ang hanay ng kapulisan sa nakitang korapsyon, partikular na sa
pagsisimula ng pagtanggap ng mga bagong kawani.
Sinabi ni Sec. Roxas na isang malaking hamon
para sa Department of the Interior and Local Government (DILG) at Philippine
National Police (PNP) at ng National Police Commission na bigyang halaga ang
balita na lumabas dahil sa survey na ginawa ng Transparency International (TI)
na ang mga pulis ay siyang pinaka-corupt sa Pilipinas. Sa hanay ng 1 hanggang
5, ang mga respondiyente na sinurvey ng TI ay binigyan ng iskor na 4 ang mga
pulis sa kabuuan.
“Tanggap natin ito bilang napakalaking hamon at
tutugunan natin itong hamon na ito sa pamamagitan ng mga konkretong hakbang na
sa ngayon pa lang ay isinasagawa na natin… isang malaking hakbang na gagawin
natin ay yung pagbabago sa pamamaraan ng pagpili kung sino yung magiging pulis
o hindi,” sabi ni Roxas.
Sinabi ni Roxas na ang mga bagong aplikante sa
pagkapulis, kahit nakapasa na sa lahat ng mga kinakailangan at pagsulit para
pumasok sa pwersa ng pulisya ay naging lantad sa korapsyon dahil sila mismo ay
maghahanap ng pondo o kaya ng padrino sa halos lahat ng rehiyon para lang
makapasok sa serbisyo.
“Papalitan natin ito, babaguhin natin ito. Lahat
ng kwalipikado ngayon ipapasok yung pangalan nila sa isang tambyolo at pagpili
ay pantay pantay ang laban para sa lahat, hindi na kailangan ng padrino,
kakilala. Hindi kailangan ng insider na tutulong, hindi kailangan na manuhol at
sa ganung paraan ay makakapagsimula ang ating 'PO1s' sa kanilang karera na
hindi sila gumawa ng panunuhol sa pagiging pulis,” sabi ni Sec. Roxas.
“Dahil ano ang unang gagawin nyan eh di
maghahanap ng ibang pagkakakitaan para mabawi yung sinuhol. So, ito sa utos ko
sa Napolcom, I-finalize na yung implementing rules nito at sa darating na mga
linggo ay implement na ito. So, ito ay isang malinaw at konkretong hakbang para
yung ating mga pulis lalong lalo na yung recruits na PO1 makakapag-simula ng
pagiging pulis sa malinis na paraan,” dagdag pa ni Sec. Roxas.
Ayon kay Roxas, ang pinaka-unang bibigyang
pansin ay ang pagharap sa suliranin na tatangapin ng mga bagong pulis at
burahin ang negatibong pag-iisip na dala ng pagrerecruit, kasama na ang ibang
kaso sa ibang lugar, kung saan may “anecdotal evidence” na nagsasabing
nagkaroon ng “3 para sa 1 o tatlong pulis para sa P1 milyon.”
Sa isyu ng posibleng pagpasok muli ng Philippine
Military Academy sa pwersa ng pulisya sa pamamagitan ng mungkahing Executive
Order na siyang iminungkahi ng mga nagtapos sa PMA mula sa Cebu na nagsasabing
nagkaroon ng hidwaan sa pagitan ng taga PMA at taga PNPA, sinabi ng kalihim ng
DILG.
“Sa aking anim o pitong buwan sa aking
panunungkulan dito ay hindi ko naman nararamdaman itong rift (hidwaan) na ito.
Ang pinakamaganda, patibayin natin yung areas of cooperation at malinaw yung
orders (utos) para sa ganun ay hindi magkakaroon ng bata bata ng barkadahan
