Surigao del Sur to host 2014 CRAM

TANDAG CITY, Oct. 10 (PIA) – The Provincial Government of Surigao del Sur will be hosting the forthcoming 17th Caraga Regional Athletic Meet (CRAM) on 2014.

The formal declaration was revealed on Wednesday, Oct. 9 by Department of Education (DepEd) Caraga Regional Director Atty. Alberto Escobarte in time of the ceremonial turn-over over of the Regional Sports Banner.

Cabadbaran City Mayor Dale Corvera, in his message, said "the hosting of the 16th CRAM was a dramatic one…  Deep in my heart, I know that Surigao del Sur is much better host than Cabadbaran City." This year's CRAM was hosted by Cabadbaran City.

Surigao del Sur Governor Johnny Pimentel, on the other hand, accepted the challenge and responsibility of hosting the very prestigious event to be held in Tandag City soon.

Governor Pimentel said that the preparation for the sports complex facilities is about 68% of completion.

It can be recalled that Surigao del Sur successfully hosted the Regional Athletic Meet in 1997, and Governor Pimentel was the Vice Governor during that time.  (NGBT/PIA-Surigao del Sur)


DAR launches new agrarian reform community in Tagbina, Surigao Sur

BUTUAN CITY, Oct. 10 (PIA) - Hope is what you can see from the faces of the farmers of Barangays Hinagdanan, Maglatab, Sta. Cruz and San Vicente (HIMASS), all of Tagbina, Surigao Sur during the launching of the HIMASS Agrarian Reform Community (ARC), October 8, 2013.

Attended by about a hundred farmers from the four barangays, the launching of the HIMASS ARC in Tagbina now covers all barangays of the municipality.

DAR adopted the ARC strategy in 1993 to serve as focal points of economic development in the countryside. ARC is a cluster of barangays where a critical mass of agrarian reform beneficiary is situated.

Agrarian Reform Regional Director Faisar Mambuay said that this launching is the start of various projects for the barangays leading to a holistic development of the community. “We will continue to tap partner agencies, local and foreign donors to help us address the development needs of this ARC,"  Mambuay added.

A development plan amounting to an approximate total of P220 million was presented by the four barangays captains.

In his message, Mr. Jose Conja representing second district representative Florencio Garay appeased the farmers on the on-going discussion of the development assistance fund of the legislators. “Implementing agencies like DAR, will take care of you, and this launching is a good start," he said.

Tagbina Mayor Generoso Naraiso thanked DAR for this effort. Also present during the launching were PARO Benjamin Mataksil and representatives from partner agencies like DENR. (DAR-Caraga/PIA-Caraga)


Surigao Norte institutionalized LGPMS for good governance

SURIGAO CITY, Oct. 10 (PIA) - To determine the level of Local Government Unit performance and state of development, the Provincial Government of Surigao del Norte has institutionalized the use of Local Governance Performance Management System (LGPMS).

The LGPMS is a self-assessment management tool for local governments.  It is a web-based system that has the ability to produce information on the state of local governance performance, and the state of local development, using governance and development indicators.

As an offshoot, an annual State of Local Governance Report (SLGR) is prepared by Provincial Heads of Offices spearheaded by the Provincial Planning and Development Office (PPDO) in partnership with the Department of the Interior and Local Government (DILG).

Mary Jane V. Catulay of DILG Surigao del Norte presented the LGPMS results for CY 2012 during the Pre-Executive and Legislative Agenda (ELA) Formulation Workshop held recently at the Philippine Gateway Hotel, this city.

Catulay highlighted the performance areas with excellent results.  Weak points were also given emphasis to come up with measures to enhance its performance.

She also presented a graph showing comparative performance of the Province of Surigao del Norte from CY 2009 to 2012.  As explained, in 2009 an overall performance of 4.60 was recorded, with a slight decrease in 2010 with a rating of 4.54.  The decline is perceived to be caused by the transition of administration.

The province regained its strength and got an overall performance rating of 4.66 in CY 2011.  The performance even ascended more for CY 2012 at 4.71.

With LGPMS, the provincial government of Surigao del Norte can continuously monitor its performance in the delivery of services to its constituents and improve efforts in the pursuit of excellence in local governance. (SDR/DILG-SDN/PIA-Surigao del Norte)
