Liga Surigao City elects new sets of officers

SURIGAO CITY, Dec. 10 (PIA) - The Liga ng mga Barangay (LnmB) Surigao City Chapter elected on Monday its new sets of officers and board of directors at the City Cultural Center, this city.

The newly-elected LnmB or also known as League of Barangays of the Philippines 2013-2016 officers are incumbent President Barangay Captain Pablo A. Bonono, Jr. of Brgy. Taft as President; Vice President: Barangay Captain Margarito M. Cavite of Brgy. Quezon; Auditor: Barangay Captain Leo B. Escopete of Alegria. Board of directors are Buenavista Barangay Captain Romeo T. Alcala; Bitaugan Barangay Captain Jovelyn F. Alsong; Sukailang Barangay Captain Renato G. Cabajes; Catadman Barangay Captain Abelino Fabio; San Roque Barangay Captain Rogelio E. Laid; Poctoy Barangay Captain Josephine E. Patan; Serna Barangay Captain Cecilia T. Sembrano and Cabongbongan Barangay Captain Evelyn M. Torejas.

The LnmB or League of Barangays of the Philippines board of directors will select among themselves who will become the secretary and the treasurer of the league.

The current league’s creation and purpose is mandated by Section 491 of the Republic Act 7160, otherwise known as the Local Government Code of 1991, as amended, which states: “There shall be an organization of all barangays to be known as the liga ng mga barangay for the primary purpose of determining the representation of the Liga in the sanggunians, and for ventilating , articulating and crystallizing issues affecting barangay government  administration and securing, through proper and legal means, solutions thereto. Agusan Norte solon seeks voluntary duties for teachers during election

QUEZON CITY, Dec. 10 (PIA) - Cognizant of the plight of public school teachers in rendering duties during elections, Agusan del Norte First District Representative Lawrence Lemuel H. Fortun has filed a bill that would make the duties of teachers to act as Board of Election Inspectors (BEI), Board of Election Tellers (BET) or Special Board of Election Inspectors (SBIE) as voluntary rather than mandatory.

In filing House Bill 3458 otherwise known as An Act Making Membership in Precinct Election Boards Voluntary, Providing for Honoraria, and Other Benefits Therefore, Amending R.A. 6646 for the Purpose and for Other Purposes, Fortun said in his explanatory note that because the requirement is mandatory, public teachers cannot refuse to serve during elections. “Worse, the law does not provide for sufficient remuneration and benefits and security for public school teachers performing election duty."

"In many cases, they are subjected to humiliation, threats, harassment and violence without sufficient protection under our laws,” added Fortun.  The young solon is fully aware of teachers facing several cases, mostly harassment, filed mostly by losing candidates when he became a Legal Consultant of the Department of Education (DepEd) years back.

He further stated that the practice in other countries is more consistent with the principle that election service is a civic duty of every citizen. In fact, he said, in many other countries, the election boards are composed not necessarily of teachers but also of other members coming from different sectors. The world-wide trend is to open up election service to citizens of known probity and competence and since the conduct of elections being a democratic exercise, the voluntary participation of citizens from different sectors should be encouraged.

In his proposal, voluntary service during Election Day may be rendered by any interested public school teacher.

In cases where the BEI, SBEI or BET cannot be constituted by reason of lack or insufficiency of the number of teachers who are willing to serve, the following may be called to render voluntary service,1) government employees including non-teaching personnel and other government officials and employees holding regular or permanent positions, 2) private school teachers, 3) members of COMELEC-accredited citizen’s arms and other civil society organizations, non-government organizations, or private organizations duly accredited by the COMELEC, and 4) any citizen of known probity and competence. The bill also seeks to provide honoraria for the volunteers in the amount of P6,000.00, travel allowance of not less than P1,000.00 and such other benefits as may be granted by the COMELEC.

The bill has already hurdled committee deliberations in the House Committee on Electoral Reforms and will be up on second reading for plenary debates anytime within the month of December. (Lawig Katawhan/PIA-Agusan del Norte)


BSP partners NSO for 2013 Public Perception Survey

BUTUAN CITY, Dec. 10 (PIA) - In order to improve the quality of services and further strengthen its relationship with the Filipino public, the Bangko Sentral ng Pilipinas (BSP) contracted the National Statistics Office (NSO) to conduct a Public Perception Survey (PPS) starting on December 11, 2013.

The 2013 PPS aims to obtain the views of the general public on the BSP in terms of effectiveness, integrity, responsiveness, and transparency with the Filipino public.

The first PPS was conducted in July 2009; hence this is the third series to be conducted. This will be administered on a sample basis at the household level drawn through a stratified multi-stage random sampling.

It shall be conducted among a random sample of 12,500 households from all regions in the Philippines. The reporting unit is the household, which means that the statistics emanating from this survey refer to the characteristics of the population residing in private households. Persons who reside in institutions and establishments are not within the coverage of the survey. The 2013 PPS is an 8-page questionnaire (including cover page), which shall obtain information on the demographic and economic characteristics of the respondent, knowledgeability and public perception on the BSP’s functions and advocacies.

In Caraga, NSO Field Staff and selected trained Statistical Researchers will do a comprehensive door-to-door interview to the sample households during enumeration period. NSO would like to assure the respondents that all information furnished to the SRs are strictly confidential and shall not be used as evidence in court for purposes of taxation, regulation or investigation as provided for in Section 4 of Commonwealth Act No. 591. Tagalog News: DSWD humingi ng tulong sa media para magbigay babala sa mga biktima ng Yolanda laban sa ilegal recruiters December 10, 2013

AGUSAN DEL SUR, Disyembre 10 (PIA) - Binibigyang babala ngayon ang mga biktima ng malakas na bagyong Yolanda, lalo na ang mga kababaihan at mga bata na madaling makumbinsi para makapagtrabaho laban sa mga ilegal na recruiters na nag-aalok sa kanila ng trabaho sa labas ng bansa.

Inilabas ng Department of Social Welfare and Development DSWD ang mensaheng ito noong Lunes at nanawagan sa media na bigyan ng payo ang mga taga Leyte na maging mapagmatyag kung sila ay handogan ng pagkakataong magtrabaho sa labas ng kanilang lalawigan.

“I-advocate natin huwag kayong papayag sa mga maling impormasyon na may iniaalok na trabaho sa labas ng Tacloban,” sabi ni DSWD officer-in-charge para sa Eastern Visayas, Nestor Ramos.

Dagdag pa ni Ramos na kahit anong impormasyon na may kaugnayan sa pagtatrabaho ay madaling malaman sa pamamagitan ng Department of Labor and Employment. Nasabi rin niya na ang DSWD ay patuloy na nakipagugnayan sa Philippine National Police para mabigyan ng direksiyon and isyu sa trafficking.

Nakipagtulungan din sila sa Philippine Navy kung sakaling may mga menor de edad na walang kasama sa pagpanhik sa barko. “Kung mayroong mga kabataan na walang magulang, hindi po ‘yan pinapasakay. “yung mga batang gustong sumakay pero walang nanay, kinukuha po naming, nilalagay sa aming shelter,” sabi ni Ramos. Niadtong Nobyembre 23, 2013 gipahigayon ang mass oath taking sa mga piniling opisyal sa lungsod sa Buenavista, didto sa covered court sa Barangay Matabao sa maong lungsod.

Mokabat ngadto sa 17 ka mga piniling punong barangay ug dul-an 100 ka mga barangay kagawad ang nanumpa atubangan ni Gobernador  Amante-Matba.

“Karon mosabat kamo kanako sa makusog gayod aron madunggan sa mga katawhan ang inyong pagpanumpa,” matod pa ni Gob. Matba.
