Emergency response training held in Agnor

BUTUAN CITY, Apr. 1 (PIA) – The Agusan del Norte
Provincial Disaster Risk Reduction Management Council (PDRRMC) headed by
governor Ma. Angelica Rosedell M. Amante-Matba successfully conducted the
five-day training on Basic Life Support, Standard First Aid and Introduction to
Mass Casualty Incident Management Training Course for the Agusan del Norte
Emergency Response Team (ADNERT) recently.
According to Agusan del Norte PDRRM Officer Erma
Suyo, the training was conducted in order to equip and renew the ADNERT
members’ skills in responding to emergency situations and by mastering the
basic life support and standard first aid training course. Also, the training
according to Suyo has helped the new members acquire new knowledge on the basic
course.
"The newly enhanced and capacitated ADNERT
served as the leading example for the municipal and city established response
teams especially during calamities, disasters, etc," Suyo said.
“They will serve as equipped local emergency
response teams who will ensure humanitarian aid and willing to assist the local
government unit in implementing its disaster risk reduction and management
programs,” Suyo added.
Jorge Vincent Pagaran, the chairman of the
administration and training of the PDRRMC said the training involved a lecture
discussion, workshops, demonstration and return demonstrations, simulations and
team building exercises were included during the training duration.
Of the 39 participants according to Pagaran, 31
passed the Basic Life Support training while eight of the participants failed;
19 passed the Standard First Aid, nine failed and 13 with incomplete status.
"All of the 39 participants passed the Mass Casualty Incident Management
training course," he said.
“The 13 participants with incomplete status need
to comply first requirements in order to passed the training, this will include
complying both the knowledge, skills and attitude abilities, exercises and

Agsur NGO intensifies conservation and
protection of Mt. Magdiwata

AGUSAN DEL SUR, April 1 (PIA) - The Agusan del
Sur Environment and Sustainable Development Council (ASESDC) intensifies the
conservation and protection of the Mt. Magdiwata mountain range and its
vegetative covers for possible destruction by illegal miners and illegal
logging poachers being nearest declared watershed in the area that supplies the
entire municipality of San Francisco with fresh and clean potable water.
Foundation for the Development of Agusanons
(ADFI) Executive Director Dr. Rex Linao convened the members of the ASESDC
Forest Management Committee (ASESDC-FMC) thru the Provincial Environment and
Natural Resources – Local Government Unit last week and discussed the
activities that will be undertaken on April 22 during the celebration of the
Earth Day.
According to the plan formulated by the
ASESDC-FMC members, all participants, from academe, government officials and employees,
the military and police, bankers group and many others will convene at the San
Francisco municipal grounds at 5 a.m. of April 22 where the vehicles that will
ferry the participants to the venue where will be waiting. At 6 a.m., the
vehicles will be moving towards the tree planting venue identified by the
ASESDC and LGU San Francisco where planting materials like mahogany trees are
prepared including the area. The tree planting will last until 9 a.m. and
participants will be ferried to San Francisco gymnasium where a short program
will be held, reminding everybody that they will be responsible to nurture and
safeguard the trees they planted.
The tree planning at Mt. Magdiwata is the first
joint activity of the municipality of San Francisco and the provincial
government because the entire mountain range declared as watershed area by then
President Fidel Ramos has been subject to illegal mining and illegal cutting of
trees by poachers. Aside from that, controversy on management arises when the
San Francisco Water District claims they are the authority in the protection of
the area while the Department of Environment and natural Resources – Provincial
and Community Environment and Natural Resources (DENR-PENRO-CENRO), including
the municipality of San Francisco are the authorities mandated by law to
protect the area.
After the activities on April 22, 2014, rigid
research will be done by the ASESDC, the LGU San Francisco and the DENR in
order to implement the mandate of the law and intensify the protection of the

Women’s Month Celeb in SurSur ends with various
activities

SURIGAO DEL SUR, April 1 (PIA) – This year’s
Women’s Month celebration in the province culminated with a mangrove planting
activity, disaster preparedness orientation, and mass feeding held in the
different areas in the municipality of Tago and Tandag City recently.
It was learned that the participating agencies
and stakeholders were clustered into three. The mangrove planting was held in
Barangay San Agustin Norte, Tandag City led by the women from the Department of
Environment and Natural Resources (DENR). They have successfully planted a
total of 100 propagules, according to the DENR-CENR office here.
For the Barangay Disaster Preparedness
Orientation, it was led by the Provincial Disaster Risk Reduction Management
(DRRM) office in Barangay Bongtud and the Provincial Social Welfare and
Development Office in San Agustin Sur all in Tandag City with 300 women
attendees.
While, the mass feeding led by the Philippine
Red Cross was conducted in Purok Maroon and Purok Avocado, Barangay Purisima of
Tago town and barangay Awasian of Tandag City. Around 500 less fortunate
children benefited the said event.
“Surigao del Sur is close to AKBAYAN party
because our party vice president and office of political affairs undersecretary
Tom Villarin is from here,” said former AKBAYAN rep. Risa Hontiveros-Baraquel
who graced the formal culmination program.
With this year’s theme, "Juana, Ag Tatag mo
ay Tatag Natin sa Pagbangon at Pagsulong," Hontiveros, further said that
the women’s endurance was also felt in Surigao del Sur where women’s
participation has been observed as she cited several activities conducted in
the community.
Juanas from various government agencies and
stakeholders also showcased their talents during the last part of the
celebration.
Meanwhile, the city government of Tandag on
Saturday has also conducted their culmination activity with a “Baile Sa
Kababayen-an, Bayle nan Tanan" at Vicente Pimentel Sr. Boulevard.

Surigao Norte GADCC launches MR. GAD MOVES

SURIGAO CITY, Apr. 1 (PIA) – The Gender and
Development Coordinating Council (GADCC) of Surigao del Norte has launched the
MR. GAD MOVES (Men Opposed to VAWC Everywhere especially in Surigao del Norte)
during the Women’s Month celebration culmination program held recently at the
Cultural Center for Children, Provincial Sports Complex, this city.
According to MR. GAD MOVES president Police
Inspector Ceasar Gealogo the program aims to raise awareness on the
responsibilities of men in gender and development and to promote advocacy of
Violence Against Women and Children (VAWC) or Republic Act 9262.
“This program basically aims to promote
responsible men and to campaign against VAWC cases and other gender-related
issues, and in order to strengthen our campaign we are planning to organize the
same group in every municipality of the province,” Gealogo said.

DILG bares “Death List” of Barangay Officials in
Surigao Sur

TANDAG CITY, April 1 (PIA) – The Department of
the Interior and Local Government (DILG) in Surigao del Sur under the
supervision of provincial director Pedrito Alacaba bared the list of incumbent
barangay officials who have already died after being sworn in to office
following the October 28, 2013 elections.
Based on the updated roster of Barangay
Officials’ Death Benefit Claim as of March 31, 2014, seven have already passed
away due to various causes. On the list
are six males with only one female; five of whom are barangay kagawads while
two are punong barangays.
The list cited that both punong barangays Edgar
Rivera and Shirley Lless of Dayoan, Tago and Britania, San Agustin,
respectively, died of hypertension while barangay kagawads Marlon Besinga of
Lindoy, Tago and Edgardo Acedilla of Sasa, Hinatuan died of malady—acute renal
failure and cardiac arrest. Ignacio
Arpilleda, a barangay kagawad of Calagdaan, Cantilan was reported to have died
of a vehicular accident.
However, what is most alarming, the DILG
stressed, both barangay kagawads William Yu of St. Christine, Lianga and
Rosevelt Ravelo met their tragic death because of murder that occurred only in

More than 700 LAWig TESDA scholars complete
training

BUTUAN CITY, April (PIA) – Some 733 scholars of
the LAWig Technical Education and Skills Development Authority (TESDA)
Scholarship program have completed their skills training and received
Certificate of Completion.
During the Commencement Exercises held recently
in Agusan del Norte Provincial Covered Court here, Cong. Lawrence Lemuel Fortun
of the first District of Butuan City and Las Nieves, Agusan del Norte
emphasized that the scholarship program that his constituency office has
sponsored is one way of helping his constituents who, like him, has experienced
difficulties and hardships during his school days.
The official recalled that when he was still in
college until he enrolled in a Law school in Manila, he was forced to look for
a job to support his education. He said he finished his Bachelor of Laws in six
years, instead of the regular four years.
“This is because I still have to look for job to
support my schooling… This is the reason why I want to help my constituents who
cannot afford to go to school yet they are interested to be trained and
educated,” Fortun said.
Also, TESDA-Caraga regional director Florencio
F. Sunico, Jr. said the LAWig TESDA scholarship program entails a good and
practical concept as graduates of TESDA is starting to continue their journey.
“Lawig is a Cebuano term which means journey…
Thus, the concept of this scholarship program is pointing out the journey of
the scholars as they enter new chapter of their lives – that is, to find a job…
We are setting you off on a journey… that is why events like this is a
milestone because we are embarking you to start off your journey,” Dir. Sunico
said.
The official also stressed with the ASEAN
integration that will be implemented in 2015, there is a need for the Filipinos
to be at par excellence with the other neighboring countries in the Southeast
Asian Nations.
Sunico further explained that during this
period, the mobility of goods, products, and services within the ASEAN region
is fast and easy. Because of this, the official said the government is now
investing on the development of the country’s human development.
“Human development is our competitive advantage
compared to our neighboring ASEAN countries. This is the reason why the
national government is investing much on developing our human resources,”
Sunico said.
Among the technical-vocational institutions
which have provided trainings to LAWig scholars are Agusan Colleges, Agusan
Institute of Technology, AMA Computer Learning Center-Butuan, Butuan City
Colleges, Butuan City Manpower Training Center, Butuan Doctors’ College, Center
for Healthcare Professions-Butuan, Caraga State University, Father Saturnino
Urios University, Global Competency-Based Training Center, Philippine
Electronics and Communications Institute of Technology, and Saint Joseph

Fish ports in Cabadbaran, Buenavista to be
established

BUTUAN CITY, April 1 (PIA) – Congressman Erlpe
John M. Amante of the second district of Agusan del Norte pushed for the
establishment of fish ports in Cabadbaran City and the municipality of
Buenavista.
These proposals contained in House Bill Nos.
3913 and 3914 are being pushed for approval in congress by Cong. Amante.
Fisheries and marine resources are among the
main sources of livelihood for the people residing in coastal areas. The
establishment of fish ports in Cabadbaran and Buenavista is economically
feasible due to the rich marine resources. These fish ports are expected to stimulate
the local economy and provide opportunities to the residents in the area of
trading of fish and other marine products.
The said fish ports will play a vital role in
ensuring and strengthening the food security program of the government. With
the provision of venue and infrastructure facilities for fish and marine
products trading, it will be easier for fisher folks, either local or from
nearby towns and provinces, to transport and distribute their harvest. The
equipment of cold storage and processing facilities in the fish port will help
in stabilizing the market prices and increase the quality of harvested marine
products.
Under the supervision of the Department of
Agriculture, the department is mandated to include in its program the
establishment of the said fish ports and the funding of which shall be included

sabihin ni Pangulong Benigno S. Aquino III angkanyang obligasyon na ipagtanggol
ang soberanya ng bansa at dinagdagang dapat na ang ibabang bansa ay kilalanin
ang karapatan ng Pilipinas para ipagtanggol ang sariling kapakanan sa West
Philippine Sea (South China Sea).
Sa isang panayam noong ginanap ang pagtatapos sa
Philippine National Police Academy (PNPA) sa Silang, Cavite, sinabi ng Pangulo
na ang kanyang administrasyon ay hindi naghahamon sa China o kaya ay
nagsisimula ng pagkagalit.
Pero siya ay naniniwalang dapat lang kilalanin
ng China ang karapatan ng Pilipinas na ipagtanggol ang kanyang soberenya.
Sinabi rin niya na pinagpatuloy ng bansa ang mga kinakailangan para sa isang
mapayapa at base sa batas na paraan para resolbahin ang iringan sa West
Philippine Sea ng itaas ang kaso sa international tribunal.
“Dumaan
tayo sa pamamagitan ng paglilitis una dahil iyan ang isang paraan para
maresolba ang girian na nanatili sa mapayapang paraan at naaayon sa
pandagidigang batas,” sabi niya sa mga reporter.
Isa pang paraan ng pinagpatuloy ng bansa ay ang
paggawa ng Code of Conduct sa South China Sea (West Philippine Sea).
Sa kasalukuyan, ang mga bansang miyembro ng
ASEAN any nagkasundo lamang sa Declaration on the Conduct of Parties in the
South China Sea noong 2002, at gusto ng Pilipinas na itulak ang paggawa ng Code
of Conduct pagkatapos ng sampung taon. Wala ng iba pang pagpilian ang Pilipinas
kundi ang pandaigdigang hukoman, sabi niya na nangatuwirang ang Ayungin Shoal
na kasalukuyang inaangkin ng China ay maliwanag na nasa loob ng 200
eksclusibong economic zone (EEZ) ng bansa.
Pinuri rin ng Pangulo ang mga miyembro ng Armed
Forces na siyang nagbabantay ng pwesto ng pamahalaan sa Ayungin Shoal sa
pamamagitan ng lumang barko.
“Dapat akong magbigay ng espesyal na handog sa
mga tauhan ng AFP. May mga tauhan tayong dapat ilagay sa Ayungin Shoal. Tinapos
nila ang kanilang misyon na hindi, sa aking paniniwala, pinataas ang tensyon at
ginawa nila ito sa paraang hindi nagbibigay banta sa iba—at napanatili ang pag-aayon
sa mapayapang paraan,” sabi niya.
Ang pagpalit ng tauhan at ang pagdala ng mga
kinakailangang suplay ay nagiging hamon para sa Pilipinas habang sinimulan ng
China ang pagharang sa mga barkong nagdadala ng suplay sa pwesto ng pamahalaan.
Noong Linggo, ang Pilipinas ay naghain ng
memorial o written pleading sa international tribunal na naglalaman ng

Sea).
