AgSur opens Naliyagan Festival

PROSPERIDAD Agusan del Sur, June 12 (PIA) - The grand opening of the 22nd Naliyagan Festival and the 116th Independence Day Celebration was concluded on Thursday, with colors and meaning right at the heart of the Naliyagan Cultural Center (NCC) here witnessed by thousands of people from all walks of life.

Right after the concelebrated mass at the St. Vincent church across the road from Naliyagan plaza, Gov. Adolph Edward Plaza, together with his mother former Governor Valentina Plaza cross the road and proceeded to the Rizal Monument to lay the wreath as an opening salvo of the 116th Philippine Independence Day.

The heat from the late morning sun was becoming heavier when Gov. Plaza, his mother, former Gov. Valentina Plaza, members of the Sangguniang Panlalawigan and other government officials with Col. Gregory Cayetano and his men from the 401st Infantry Brigade walk from the Rizal Monument after the wreath laying ceremony towards the main stage of the NCC where thousands of spectators of the dual celebration, the Philippine Independence Day Celebration and the grand opening of the 22nd Naliyagan Festival program, will take place.

At the back of the main stage stand the 17 flag poles and before Gov. Plaza and the rest of the officials took their seats, they proceeded first to the flag poles for the flag raising ceremony.

Gov. Plaza, former Governor Valentina Plaza, Col. Cayetano together with some local and national chiefs ofoffices raised the Philippine Flag as the Naliyagan Chorale Ensemble sings the Philippine National Anthem. After the raising of the National Flag, Vice Gov. Santiago Cane raised the Provincial Flag back grounded by the singing of the Agusan Hymn. Then, the raising of the 14 municipal flags were raised by their respective mayors from the 13 municipalities and the lone city of Bayugan. After the raising of the municipal flags, Barangay Captains assisted by the boys and girls scouts of the Philippines raised the Barangay Flags lined up along the road from the NCC toward the provincial capitol.

Welcoming everybody, Vice Gov. Cane said the present generation are very lucky enough to enjoy the struggles done by of our forefathers in gaining our independence from colonizers. “But sad to note, these struggles are often times forgotten during ordinary days, and that is the main reason why we celebrate this very significant day to recall what our heroes have done for us,” said Vice Gov. Cane.

In his message, Gov. Plaza said he is overwhelmed when he saw the number of people gathered inside the NCC and its grounds.

“This is a proof that the we, Agusanons, are united in order to carry out our common struggle for development being independent citizens as we celebrate the 116th Independence Day. Starting this day until June 17, we celebrate the Naliyagan Festival that will showcase our rich and colorful culture. Being Agusanons, I feel we are united and strong, and with the celebration of the Philippine Independence Day, we heartily honor and give respect to our heroes and all those who shed their blood and even offer their own life just to gain this precious gift to us, the independence,” Gov. Plaza said.

According to Gov. Plaza, the annual Naliyagan Festival since 22 years ago offer so many opportunities like job, business and distinction while remembering the past, and taking the challenges with pride and dignity.

DTI-Caraga rolls out four Diskwento Caravans this June

BUTUAN CITY, June 12 (PIA) - In view of the popular demand and increased participation of major contributors, the Department of Trade and Industry (DTI) will be bringing in four Diskwento Caravans in four provinces in the region this June 2014.

First up is the June 14-15 edition of the caravan in Tandag City, Surigao del Sur in preparation for the city’s charter day the following week.  The city will also be celebrating the creation of Surigao del Sur as a province on the same period.

A three-day caravan is scheduled by the DTI-Agusan del Norte (ADN) Provincial Office on June 16-18, 2014 at the Capitol Grounds, Butuan City in time for the celebration of the Araw ng Agusan del Norte.  DTI-ADN earlier conducted its Balik Eskwela edition of the Diskwento Caravan last May 20-21 at Langihan Road, Butuan City which offered school supplies, school uniforms and accessories.

A Balik Eskwela edition of the caravan will be held in the municipality of San Francisco, Agusan del Sur on June 17-19, 2014 with the NCCC Mall of Tagum City bringing in school supplies and accessories.

A regular edition of the caravan with basic necessities and prime commodities offered for sale will be held in the municipality of Claver, Surigao del Norte on June 20-23, 2014.

Diskwento Caravans have been instrumental in bringing major wholesalers, retailers and distributors to the various areas in the region to offer for sale consumer products with discounts ranging from as low as 10 percent to as high as 30 percent. (DTI-13/PIA-Caraga)


SurSur guv calls meeting for DILG chief visit

TANDAG CITY, June 12 (PIA) – Surigao del Sur Governor Johnny Pimentel has set a meeting on Friday, June 13 at 9:30 a.m. “to discuss matters relative to the visit of DILG Secretary Mar Roxas during the 54th Araw ng Surigao del Sur celebration on June 17-19.”

Describing the occasion that will be held at the conference room of the Provincial Governor’s Office (PGO) a very important one, he stressed that the presence and support of all concerned are being looked forward to.

Earlier, Marjorie Pagaran, secretary to the governor, confided that Gov. Pimentel ordered on Monday to hold in abeyance the release of the program of invitation due to the latest and positive development concerning the said visit.

AFP keeps eye on NPA on Independence Day celebration in Caraga

TANDAG CITY, June 12 (PIA) – The Armed Forces of the Philippines (AFP) has continued to keep an eye on possible atrocities that might be launched by the New People’s Army (NPA) rebels especially during the 116th Philippine Independence Day celebration on June 12.

Army 401st Infantry Brigade Commander Col. Gregory Cayetano, whose area of responsibility (AOR) spans over two provinces of Caraga region—Agusan del Sur and Surigao del Sur, admitted that rebels had been quite active these past weeks in making their presence felt.

On June 9, Provincial Director P/SSupt. Narciso Verdadero reported that some 50 NPA rebels have managed to disarm a group of indigenous peoples (IPs) a total of 12 assorted firearms in Carrascal town while on June 10, another group of insurgents was figured in a firefight with the army scout platoon in Barangay Sta. Juana, Tagbina town, all in Surigao del Sur.

However, Cayetano pointed out that state forces have always been in control of the situation, saying that they are not remiss of their responsibilities and they continue to “protect the gains of government in winning the peace.”

Earlier, Army 36th Infantry Battalion Commander Lt. Col. Anastacio Suaybaguio, Jr. stressed that the Carrascal incident was just an isolated case, adding that, upon receipt of a tip, they immediately went after the enemies who allegedly got away on board three trucks and a Kennedy jeep owned by Marcventures Mining and Development Corporation (MMDC). Caraga tops on Population Program

BUTUAN CITY, June 12 (PIA) - The Commission on Population (PopCom) Caraga topped in the recently concluded performance review on the accomplishment of the 15 Regional Population Offices (RPOs) throughout the country for January to December 2013.

Based on the two major final outputs, both Caraga Region and Region 12 garnered the highest percentage score (92.5%).

Caraga edged all other regions in the RP-FP classes’ implementation. Of 5,501 classes conducted, Caraga got 331% accomplishment rate.

The 15 Regional Population Offices were adjudged based on their accomplishments along the three program components of the Philippine Population Management Program, namely: Responsible Parenthood/Family Planning (RP-FP), Adolescent Health and Youth Development and Population and Development (PopDev) Integration.

PopCom Caraga regional director Alexander A. Makinano shared the accomplishments to the Provincial/City Population Officers during the recent Regional Population Management Conference. “The achievements in the implementation of PPMP were made possible with the strong support and cooperation of the local government units particularly the program workers and the barangay population volunteers who are the frontliners of the program,” he added.

Prices of school supplies in Caraga stable, adequate

BUTUAN CITY, June 12 (PIA) - The Department of Trade and Industry (DTI) provincial offices in the region have monitored major establishments in the region on the prices and supply of school supplies.  The latter were found to be stable and adequate, respectively.

The DTI head office has also issued a list which showed a comparison of last year and this year’s updated SRPs for school supplies which serve as a guide for consumers on their purchases and the business sector on the price ceiling of the school supplies they sell. The said list is now posted in all DTI offices and distributed for posting in major retail stores.

Officials of the DTI Head Office also met with the major manufacturers, suppliers and retailers of school supplies in Metro Manila and were assured that prices and supply will remain reasonable, stable and sufficient for the students for this upcoming academic year.

Heads and representatives from the Philippine School Pads and Notebooks Association, Inc., Sterling Group of Companies, Advance Paper Company, Philand Industries, Morayta Bookstore, Amalgamated Specialties Corp., Times Trading Co., Inc. and FILSTAR Distributors Corp. confirmed with DTI that no price changes will be made on school supplies given that no significant movements in both prices and supply of raw materials were encountered by the manufacturers.

In buying school supplies, consumers are advised to look at the labels for the following information: brand name or trademarks of the products, name and address of the manufacturers, converters or importers and the name of the country where the product is made.  In addition, crayons should be marked “non-toxic” to indicate that the said crayons have been tested and have passed the “allowed toxicity level” set by the country’s Food and Drug Administration (FDA). Tagalog News: Palasyo umaasang mas tataas ng GDP sa pagbaba ng bilang ng walang trabaho

AGUSAN DEL SUR, Hunyo 12 (PIA) - Nagpahayag ng kumpyansa ang Palasyo noong Martes na ang bansa ay makapag rehistro ng mas mataas na gross domestic product (GDP) sa mga huling buwan ng taong ito, habang bumababa ang bilang ng mga walang trabaho sa loob ng unang anim na buwan ng taon.

“Binabahagi namin ang pag-asa na itong mga positibong indicator ay lalong bumuti para sa mas mataas na GDP rate sa mga darating na buwan,” sabi ni Presidential Communications Operations Office Secretary Herminio Coloma, Jr. sa isang panayam sa media.

Ayon sa ulat ng National Economic Developent Authority (NEDA), ang talaan ng mga walang trabaho ay bumaba hanggang 7 porsyento noong Abril, 2014 mula 7.6 porsyento sa parehong buwan noong nakaraang taon.

Sinasabing ang kakulangan ng trabaho ay bumuti rin hanggang 18.2 prosyento mula 19.2 porsyento sa loob ng parehong panahon noong nakaraang taon.

“Ang pagtaas na ito ay nagdala ng humigit kumulang kabuuan na 1.7 milyong dagdag ng mga taong nagkaroon ng trabaho. Ayon kay Kalihim ng NEDA na si Arsenio Balisacan, ang pagbuti ng pang-empleyo ay pangmalawakan, na sangkot ang agrikultura, industriya at mga sektor ng panerbisyo,” sabi ni Coloma.

DILG-13 encourages LGUs to comply with the Seal of Good Local Governance

BUTUAN CITY, June 11 (PIA) – The Department of the Interior and Local Government (DILG) Caraga headed by regional director Lilibeth Famacion, concurrent co-chairperson of the Regional Development Council – Development Administration Committee (RDC-DAC) encouraged the local government units in the region to comply with the requirements for the Seal of Good Local Governance (SGLG) and be an awardee.

“The SGLG is a scaled up performance recognition for LGUs (province/city/municipality) with exemplar efforts in good governance while providing better public services,” bared Joy Jayoma, SGLG focal person of DILG-Caraga.

Jayoma revealed that from the Seal of Good Housekeeping (SGH) which focuses only on the aspect of transparency (Full Disclosure Policy compliance) and accountability (Commission on Audit findings), the SGLG has six performance areas with three assessment areas considered as core and the other three as essential performance.

“These areas are the following: Core Performance Areas – Good Financial Housekeeping (sustain the transparency and accountability in the use of public funds; Disaster Preparedness (prepare for challenges posed by disasters); Social Protection (demonstrate sensitivity to the needs of the vulnerable and marginalized sectors of society). For the Essential Performance Areas, it include the following: Business Frienliness and Competitiveness (encourage investment and employment); Peace and Order (protect constituents from threats to life and security; and Environmental Management (safeguard the integrity of the environment),” announced Jayoma.

It was also learned that the SGLG embraces 3+1 principle where LGUs must have to pass the three core assessment areas plus one in any of the essential assessment areas.

“The SGLG will be implemented starting this year with the Regional Assessment Team (RAT) to conduct cross-posting of LGUs. The RAT is composed of one DILG team leader, another DILG technical staff, CSO representative and one from the national government agency – being partners in the implementation,” Jayoma added.

The conferment of award will be in October of each year. Thus, LGUs that pass the SGLG are entitled to better rewards such as: Performance Challenge Fund, Access to Program Windows of NGAs; Continuing Capacity; and Access to Loans.

Also, Jayoma clarified that for LGUs that do not hurdle the SGLG, they will still be given interventions on the following: Continuing Capacity Development especially in areas where LGU is weak; Access to loans, if LGU passes good financial housekeeping; and Access to program windows, as applicable. LGU-Butuan asks for updated guidelines on GAD fund appropriation, utilization

BUTUAN CITY, June 11 (PIA) – In time with the second quarter meeting of the Caraga Regional Development Council – Development Administration Committee (RDC-DAC) held on Wednesday in one of the local convention centers here, its member-agencies discussed the request of the local government unit of Butuan to get an updated guidelines on the appropriation and utilization of the five percent Gender and Development (GAD) Fund from the concerned agencies.

In the discussion, National Economic and Development Authority (NEDA) Caraga regional director and RDC vice chair Mylah Faye Aurora CariΓ±o relayed that the Sangguniang Panlungsod of the city government here has requested the Philippine Commission on Women (PCW), Department of Budget and Management (DBM), NEDA, and the Department of the Interior and Local Government (DILG) to formulate updated guidelines on the appropriation and utilization of the five percent GAD fund.

CariΓ±o also recalled that the PCW, DBM, NEDA and DILG had issued Joint Memorandum Circular No. 2004-1 on the subject: “Guidelines for the Preparation of Annual Gender and Development (GAD) Plan and Budget and Accomplishment Report to Implement the Section on Programs/Projects related to GAD of the General Appropriations Act (GAA)”.

“As contained in the aforementioned JMC, pursuant to the GAA, government agencies are tasked to formulate a GAD Plan and to implement the same by utilizing at least five percent of their total budget appropriations,” CariΓ±o said.

CariΓ±o further revealed that what usually happens is that there were programs and projects initiated but are only attributions to GAD. “Attributions are okay but we should make it sure that it addresses the pressing issues and concerns of the women and men in a specific LGU,” she added.

Meanwhile, RDC-DAC co-chaiperson and DILG-Caraga regional director Lilibeth Famacion expressed that the Gender and Development Coordinating Committee (GADCC) under the RDC be given a copy of said resolution from the city government for appropriate response and assistance on this matter.

“The GADCC is requested to act on this as soon as possible and whatever the actions that will be undertaken will also be reported during the next RDC-DAC meeting,” emphasized Famacion. (JPG/PIA-Caraga)


49th PBMA Conference attendees treated to DTI’s diskwento caravan, livelihood trainings, consumer briefings

SAN JOSE, Dinagat Islands, June 11 (PIA) - Participants to the 49th PBMA General Conference were treated to several side activities organized by the Department of Trade and Industry (DTI), provincial government of Dinagat Islands and Dinagat Province Chamber of Commerce and Industry (DIPCCI).

The DTI’s Diskwento Caravan, trainings under the Small and Medium Enterprise (SME) Roving Academy program including a business education seminar and the installation/launching of the public price billboard are just some of the offerings conducted during the annual conference which brought in thousands of people from all over the country.

The Diskwento Caravan activity was held at Aurelio Elementary School, Municipality of San Jose on May 12-14, 2014.  Dinagatnons availed of select commodities at 10-20 percent discounts from major distributors in the region.  Products such as canned goods, noodles, toiletries and detergents were offered for sale as well as local agricultural produce from local farmers.

A food processing training was also conducted under the SME Roving Academy program on May 14, 2014.  Technical personnel from the Bureau of Fisheries and Aquatic Resources (BFAR) were tapped to conduct the said training which focused on the various techniques in processing fish and other marine products.

To benefit local consumers, DTI launched its Price Billboard which was installed near the local market of San Jose.  This is to ensure that consumers will be updated of the current prevailing prices of basic goods.  A briefing on basic consumer rights was also conducted on May 12, 2014 to increase the level of awareness among local on consumer welfare and protection.

A business education seminar was held on May 13, 2014 to inform business owners and employees of the governing guidelines in relation to product quality and safety, price tags, among others.

Other activities undertaken by other line agencies included free medical consultation by the Department of Health, distribution of seedlings by the Department of Environment and Natural Resources (DENR) and training on massage by the Technical Education and Skills Development Authority (TESDA) on the opening day on May 12, 2014. DTI destroys over 6,000 uncertified products

BUTUAN CITY, June 11 (PIA) - A total of 6,191 uncertified products were destroyed at the city hall grounds here by the Department of Trade and Industry – Agusan Del Norte Provincial Office in cooperation with the city government here.

The said products were torn into pieces by a road roller and chainsaw owned by the city government while other products were burned.

The product destruction held last April 23, 2014 was witnessed by members of the Butuanong Konsumador, a DTI-accredited organization based in the city. Also in attendance were employees and staff of DTI regional and provincial offices, those of the city government and an auditor from the Commission on Audit (COA).

The products were previously confiscated by the DTI provincial office from various business establishments in the city.  These products were found to be displayed for sale without the required Import Commodity Clearance (ICC) stickers for the imported items and PS marks for those manufactured in the country. DTI Department Administrative Order No. 02, Series of 2007 provides forfeiture of confiscated products in favor of the Government as an administrative penalty.

The destruction is in accordance with DTI Department Order No. 17, Series of 1991 which provides that seized products which adversely affect health and/or safety such Christmas lights, CFL, lighter, motorcycle helmets, mono block chairs and stools shall be destroyed/condemned in the presence of the representatives of the apprehending unit and COA.

Among the products destroyed were the uncertified Christmas lights and motorcycle helmets subject of the four formal charges filed by the Department of Trade and Industry – Agusan Del Norte late last year. New batch of nurses, caregivers finish Japanese language training

BUTUAN CITY, June 11 (PIA) - A fresh batch of Filipino nurses and caregivers under the Japan-Philippines Economic Partnership Agreement (JPEPA) completed the Japanese language and culture training, a key element for a career jump-start in the foreign land.

A total of 186 Filipino candidates (36 nurses and 150 caregivers), which composed the 6th batch of trainees, were feted on May 27 at the closing ceremony of the Preparatory Japanese Language Training held at the Women's Center of the Technical Education and Skills Development Authority (TESDA) in Taguig City.

Leading the event were officials of TESDA and top-level representatives from the Embassy of Japan.

The training was a collaboration of the governments of the Philippines, through TESDA, and Japan to contribute to the enhancement of a candidate's ability to adapt and settle in faster.

This will also assist the candidate nurses and caregivers in passing the Japanese Licensure Examinations after they enter and work in Japan.

"We have no doubt in the skills of our nurses and caregivers.  But we have to admit that the Japanese language is the issue that they have to hurdle," said Secretary Joel Villanueva, TESDA Director General.

Passing the national exam secures the prospect to work permanently in Japan as permanent nurses.

"Candidate nurses and caregivers who received proper backing and guidance such as language training would arguably have a better chance of succeeding," Villanueva said.

The training in the Philippines started on November 19, 2013 and ended last week. TESDA provided the venue and materials, while Japan sent in language instructors.

The candidates will leave for Japan in June 2014 and undergo another six months of Japanese language training there.

In his message at the start of the training, Japanese Ambassador to the Philippines Toshinao Urabe told the candidates to "make the best use of our help."

He said that the evaluation of the Japan Foundation showed that 83.8 percent of the 2012 batch have reached the equivalent of N4 Level proficiency by the Japanese-Language Proficiency Test standards after six months in training.

According to the JLPT website, the N4 level describes one's ability to understand basic Japanese. For reading, it means that one is able to read and understand passages on familiar daily topics written in basic vocabulary and kanji. For listening, it means that one is able to listen and comprehend conversations encountered in daily life and generally follow their contents, provided that they are spoken slowly.

"With the language skills training, our candidate nurses and caregivers who will soon leave their jobs and family back home and migrate to Japan will not be confronted with qualms and an insecure future," Villanueva said. (TESDA-13/PIA-Caraga)


Laundry shop, day care center up in Butuan City brgy

BUTUAN CITY, June 11 (PIA) - A laundry shop livelihood establishment and a day care center (DCC) were opened recently in Barangay Doongan, this city, as it was turned-over to community recipients by the Department of Social Welfare and Development (DSWD) Caraga, in partnership with the Department of Labor and Employment (DOLE) Caraga.

The P999,473-worth laundry business operations center for the NAgkahiusang PUbring MangayKAYay (NAPUBKAY) association is located near the barangay hall of Doongan, while the P778,118-worth DCC is situated at Purok-10.

DSWD Caraga regional director Minda Brigoli bared during the turn-over ceremony that these sub-projects were made possible through the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services Community Driven Development (Kalahi-CIDSS CDD) Urban Pilot Project.

“The community residents in Brgy. Doongan, with the aid of the Area Coordinating Team (ACT) and barangay and city local government unit (B/CLGU), have sought for external support apart from the Php 1, 000, 000 grant in order to facilitate the two sub-projects,” Brigoli added.

Department of Labor and Employment (DOLE) Caraga regional director Johnson CaΓ±ete said during his message that the DOLE has extended an amount of Php 143, 700 which was used to purchase the two-unit washing machines for the laundry business. “This was added with the contributions of the B/CLGU amounting to Php 251,000 and Php 88, 567 respectively. The community also extended In-Kind donation worth Php 34, 454,” said CaΓ±ete.

Butuan City Vice Mayor Angelo Calo also disclosed that for the DCC sub-project, CLGU contributed Php 123, 000, while BLGU gave Php 101, 000. “A total of Php 35, 870 was the In-Kind counterpart of the community,” he quipped.

World Bank Senior Social Development Specialist Ma. Loreto Padua, who graced the ceremony, also expressed her excitement of the completed sub-projects.

Christopher Johnson, NAPUBKAY president, emotionally expressed his thanks to DSWD, DOLE, and the B/CLGU. “Thank you so much for providing us a livelihood center. Not only did you provide an avenue for us to have a better income, but thank you also for allowing us to participate and experience implementing projects,” Johnson said.

“We have proven that productivity indeed lies in unity; this is our experience in completing this sub-project,” he added.

Other attendees during the inauguration were Makiko Watanabe of the World Bank, Juan Ceciro Aguilar of the KC-NCDDP NPMO, the Regional Project Management Office of Kalahi-CIDSS, headed by assistant regional director Mita Lim, city/barangay local officials, community volunteers, and residents of Doongan.

The business operations of the laundry shop started after the inauguration while classes for the day care center started on June 9, 2014.

Brgy. Doongan is one of the two recipient barangays, including Pagatapatan, for the KC-CDD Urban Pilot project in the region. In the barangay, there are 442 household beneficiaries of the Pantawid Pamilyang Pilipino Program.

16 OJTs benefit training from TESDA, mining company

BUTUAN CITY, June 11 (PIA) – A total of 16 On-the-Job Trainees (OJTs) from Caraga Region have benefited the recent training provided by Technical Education and Skills Development Authority (TESDA)-Surigao del Norte and Hinatuan Mining Corporation (HMC).

This joint undertaking of TESDA and HMC supports the Public-Private Partnership (PPP) of the Aquino Administration to provide human development, leading to economic development of the region, thus, supporting the policies and ideas embodied in the Philippine Development Plan (PDP).

TESDA Surigao del Norte OIC provincial director Liza Budtan said ten of the 16 trainees were given the opportunity to work with leading automotive companies here such as Toyota Motors Corporation (3), KIA (5), and Isuzu (2). “These successful trainees were hired after passing the qualifying examination and interview requirements of these companies,” Budtan said.

Meanwhile, the four other trainees were hired by the HMC Equipment site while the other two were employed at the nearby mining companies in Surigao del Sur.

The said trainees had undergone skills training in Automotive Servicing NC II at the Surigao del Norte Provincial Training Center in Surigao City on October 2013 and have passed the Assessment with flying colors, it was learned.

Prior to taking the skills training in Auto Servicing NC II, the trainees were provided lectures on Basic Occupational Safety and Health (BOSH) by the Department of Labor and Employment (DOLE); training on Language Skills Institute (LSI) by TESDA; and a Career Professionalism amd Values Formation Seminar by HMC.

The host company ensured that the trainees will not only be skilled persons but a highly-technical worker with positive work values and attitude which are among the factors to be considered in becoming a successful workforce both here and abroad.

The undertaking is a replica of a Dual Training System which TESDA is advocating to industries that has gained support by HMC in line with the company’s Social Development and Management Program for the empowerment of the host communities and its inhabitants. (TESDA-13/PIA-Caraga)


Caraga farmers celebrate 26th CARP year

BUTUAN CITY, June 11 (PIA) - Nearly a thousand farmers gather to celebrate the 26th year of the Comprehensive Agrarian Reform Program (CARP) here on Tuesday, June 10.

Led by the Federation of Agrarian Reform Communities Cooperatives (Fedarcco) of Agusan del Norte and Butuan, other farmers from Agusan Sur, Surigao Sur, Surigao Norte and Dinagat Islands also came to join the celebration.

To make the celebration even more meaningful, the Department of Agrarian Reform (DAR) handed-over 540 hectares of agricultural lands to 310 new beneficiaries from Butuan City and the municipalities of Las Nieves and Santiago of Agusan del Norte.

DAR Caraga regional director Faisar Mambuay, Philippine Crop Insurance Corporation (PCIC) senior vice president Norman Cajucom, PCIC regional manager Rosa Gatinao and DAR asst. regional director Engr. Daylinda Narisma led the turn-over of the P3.3 million worth of indemnity check to 544 beneficiaries of the DAR-PCIC Agrarian Insurance Project (AIP). The project is aimed at providing protection to agricultural, fishery and agro-forestry.

SurSur DILG reminds LGUs to celebrate 116th Philippine Independence Day

TANDAG CITY, June 11 (PIA) – The Department of the Interior and Local Government (DILG) in Surigao del Sur has reminded all local chief executives (LCEs) in the entire province to conduct a “Flag-Raising and Wreath-Laying” rites at 8:00 a.m. on June 12 simultaneous with the holding of the same at Rizal National Monument in Luneta.

DILG Provincial Director Pedrito Alacaba said that the event commemorates the occasion of the Philippine Independence Day which is now on its 116th anniversary.

With the theme “Following the Footsteps of Great Filipinos, Towards Widespread and Lasting Change,” the DILG chief stressed that local government units (LGUs) are likewise enjoined “to hold other programs and activities appropriate for the occasion such as display of Philippine flag in LGU offices, civic parade, and the likes.”

MCCT staff introduces AICS to hospital patients in Agusan Sur

AGUSAN DEL SUR, June 11 (PIA) – The Modified Conditional Cash Transfer (MCCT) staff of the province of Agusan del Sur introduced the Assistance to Individuals in Crisis Situation (AICS) to the community and public and private hospitals in Agusan del Sur.

They conducted a room-to-room counseling with the patients in Agusan del Sur hospitals in order to introduce the AICS program to people who needs medical assistance on April 24-25, 2014. 

Mrs. Siong, a Pantawid Pamilya beneficiary from barangay Fili, Bayugan City, Agusan del Sur was one of the patients who was admitted in New Bayugan Medical Hospital for a week due to unexplained weakness and loss of appetite. The doctor advised her to stay in the hospital while she was still recovering from her health condition and so that she will be given proper medication.

Afraid that she might not be able to pay the bill because she’s been in the hospital for already a week, Mrs. Siong insisted to go home despite the fact that she is still weak.

When Mrs. Siong received her hospital bill she was surprised upon seeing her standing balance amounting to 7,000 that needs to be settled though some of the amount has already been deducted through her Philhealth. As much as she wanted to go home that day, the money that she has is not enough to fully pay the remaining hospital bill.

It was then when a group of MCCT staff visited Mrs. Siong and introduced to her the AICS. She was elated knowing that additional help is right before her. She received outright cash assistance for her medical needs after being assessed by the social worker. Outright cash assistance is only limited not more than 3,000.

The AICS implemented by the Department of Social Welfare and Development (DSWD) through the Crisis Intervention Unit (CIU) is part of the DSWD’s protective services for the poor, marginalized and vulnerable/disadvantage individuals. It has been implemented by DSWD for decades, as part of its technical assistance and resource augmentation support to LGU and other partners.

The assistance provided by AICS may be in the form of transportation assistance, medical assistance, burial assistance, food and non-food assistance and educational assistance.

The type, kind, and amount of assistance to be provided to the clients/beneficiaries will be based on the assessment and recommendation of DSWD’s social workers or other authorized personnel and an appropriate documentation shall support all disbursements of funds based on the social case study report for the client/beneficiary.

A client can avail of the assistance only within 3 months. Availment of assistance beyond this limit must be supported by a justification based on the special need of the client/beneficiary per assessment of the social worker and is subject for the approval of the Regional Director of DSWD.

DSWD also clarified that DSWD assistance amounting to not more than 3,000 may be released to the client/beneficiary immediately, but assistance amounting to more than 3,000 will still be extended to clients through issuance of guarantee letter to the service providers such as transport companies, medical institutions, pharmacies and funeral services. Chamber eyed as economic driver in Dinagat Islands

SAN JOSE, Dinagat Islands, June 10 (PIA) - “Dinagat Chamber will become an economic driver in the Province of Dinagat Islands (PDI).”

This was the prevailing feeling as 30 businessmen attended the two-day strategic planning workshop of the Dinagat Islands Province Chamber of Commerce and Industry (DIPCCI) held at the Provincial Guest Center, Brgy. Cuarinta, San Jose, Province of Dinagat Islands recently.

The planning workshop resulted in the crafting of the vision, mission and goals of DIPCCI.

Personnel from DTI-Caraga Regional Office, Arcily C. Gonzaga and Ramil J. Leongas, facilitated the activity that laid the direction of the chamber for the next three years.

Resource speakers from the provincial government of PDI and DTI also provided additional inputs for the participants.

Alberto A. Apolinario, Statistician III of PPDO-PDI, presented the PDI Provincial Economic Profile; Danilo C. Bulabos, Provincial Tourism Officer, presented the Dinagat Islands Tourism Development Roadmap; and Arnold D. Faelnar, OIC/Team Leader of DTI-PDI, discussed the Industry Clustering and Value Chain Strategies.

DIPCCI officials and members were pleased with the strong support of the provincial and local governments of PDI as well as DTI not just for the successful activity but also for their commitment of support to the provincial chamber for the next three years.

DTI promotes coco sugar granules in Dinagat Islands

SAN JOSE, Dinagat Islands, June 10 (PIA) - Looking for additional income? Coco sugar granules can be a sweet option.

This was the common reaction from over 100 participants, mostly women, during the Department of Trade and Industry-Dinagat Islands Field Office’s Business Opportunity Seminar on Coco Sugar Granules Production recently at the Provincial Guest Center, San Jose, Province of Dinagat Islands (PDI).

Engr. Angelita M. Espinosa, Senior Agriculturist II of Philippine Coconut Authority-Surigao del Norte (PCA-SDN), was tapped as the resource speaker given the agency’s expertise on coconut by-products.

During her presentation, she pointed out the positive points in engaging with coco sugar granules production highlighting its health benefits and its demand by the health conscious both here and abroad.

She also stressed that the availability of coco sap in the province and the relatively uncomplicated process of sugar granules extraction makes coco sugar production an ideal enterprise for women who are looking for additional household income.

DTI-PDI also took the opportunity to inform the participants of the agency’s programs which are aimed to support existing associations and cooperatives in increasing their production output and income through the provision of relevant tools and equipment under the Shared Service Facility Project (SSF) and expanding their market potentials through product development, product labeling and branding, and trade fair participation.

Classes kick-off with new classrooms in Butuan City barangay

BUTUAN CITY, June 10 (PIA) - As the classes for the school year 2014-2015 commenced on June 2, 2014, the newly-constructed and completed one unit 2-classroom sub-project under the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services - Community-Driven Development (Kalahi-CIDSS CDD) Urban Pilot Project also opened for the 3rd and 4th year students of Agusan PequeΓ±o National High School (APNHS) annex campus in Brgy. Pagatpatan, this city.

This 1.4 M worth sub-project was implemented by the community volunteers through the converged funding assistance of the Department of Social Welfare and Development (DSWD) amounting to Php 1, 000, 000, the city government of Butuan with a local counterpart contribution (LCC) of Php 200, 000, the barangay LGU of Pagatpatan with Php 166, 000 LCC, and the community residents’ In-Kind contribution amounting to Php 46, 956.

Proper turn-over and ceremonial inauguration was held on June 6, 2014 at the barangay hall in Pagatpatan.

In attendance during the activity were KC-NCDDP National Program Manager and Director Benilda Redaja and her deputy Juan Ceciro Aguilar, World Bank Senior Social Development Specialist Ma. Loreto Padua, DepEd-XIII Regional Tech.Voc. Officer Elizabeth Bautista, Regional Project Manager Mita Lim with her staff, Punong Barangay Romanito Amante, Jr., barangay officials, community volunteers, APNHS students, and other residents.

Dir. Brigoli and Dir. Redaja both congratulated the volunteers for successfully completing the sub-project despite the challenges and circumstances that they encountered especially during the procurement and construction stages.

“The efforts of our volunteers finally paid-off as these classrooms are expected to benefit the 786 households in the barangay of which 252 are Pantawid Pamilyang Pilipino Program beneficiaries,” said Brigoli.

Padua also encouraged the residents to share to others about the gains of implementation using the CDD way.

“The residents in Pagatpatan are so thankful to DSWD for providing this huge project in our barangay,” expressed Gloria Tomolin, Project Implementation Team chairperson, during her sharing of impression.

Tomolin also shared that one reason she volunteered in Kalahi-CIDSS, despite no monetary gain, is that she has the future of her 12 children in mind. She knew very well that her sons and daughters will benefit the classrooms.

Some 3rd year and 4th year students of APNHS also presented a chant to express their gratefulness to those involved in the realization of these concrete classrooms.

“Our high school students can now experience concrete and flood-resilient classrooms which are far from their nipa-roofed rooms that we use,” said Zenaida Jamero, APNHS teacher, and Community Sub-Project Management and Implementation Committee (CSPMIC) chairperson.

“We did not only benefit classrooms, but the people from the grassroots sector who actively and selflessly volunteered in this Project were also empowered. I am always amazed by the CDD approach used by Kalahi-CIDSS of which lowly residents will be entrusted to man a million-worth project to help them achieve not only community development, but personal improvement as well,” Jamero added.

Kalahi-CIDSS CDD Urban is a pilot project in Butuan City which aims at bringing the CDD strategy, used in implementing development projects in rural areas, to the urban area. This is implemented at barangays with the highest population density and poverty incidence in the targeted cities.

DSWD Caraga seeks applicants for 2nd round household 'Listahan Project' assessment

TANDAG CITY, June 10 (PIA) – The Department of Social Welfare and Development (DSWD) Regional Office in Caraga is looking for a pool of competent and qualified applicants for the 2nd round household “Listahan Project” assessment.

According to DSWD Caraga regional director Minda Brigoli, various positions are up for grabs and interested applicants are only given until June 30 to file their respective letter of application with the personnel section.

Specified vacant are positions for area coordinators, area supervisors, enumerators, encoders, and verifiers.

However, it was clarified that employment will only be a stint work—the least is one month while the most will be up to three months.

OWWA Caraga celebrates 19th Migrant Workers Day

BUTUAN CITY, June 10 (PIA) - In recognition of the valuable contributions of the Overseas Filipino Workers (OFWs) from Caraga, the Overseas Workers Welfare Administration (OWWA) spearheaded the simple but meaningful celebration of the Migrant Workers Day on June 7.  The activity was held at the open space fronting the OWWA Caraga Regional Office, this city.

Around 500 OFWs and their families coming from various barangays of this city and neighboring municipalities of Agusan del Norte, Agusan del Sur and Surigao del Norte joined in the celebration.

The activity started with a prayer offered by Nelly Arangali, Regional Winner of the 2012 Most Outstanding OFW Family (MOFYA) search while Princess Junaire Peligro, a scholar under the Educational Development Scholarship Program studying BS Medical Technology at the University of Santo Tomas led the singing of the Philippine National Anthem. Director Petrona Bergado of OWWA Caraga read the message of Deputy Administrator Josefino Torres encouraging the OFWs to continue upgrading their skills, especially vocational-technical skills to make them more competitive and earn the respect of other nationals in their respective jobsites.

Meanwhile, Director Johnson CaΓ±ete of the Department of Labor and Employment (DOLE) conveyed the message of Secretary Rosalinda Dimapilis-Baldoz commending the OFWs for their help in uplifting the economic conditions of the nation. She also expressed her hopes for the OFWs to take into consideration the possibility of staying in the country for good to enjoy the gains of development that they have partly contributed. CaΓ±ete also encouraged everyone to be acquainted with OWWA programs and services.

Highlighting the celebration was the release of financial assistance to OWWA scholars under the OFW Dependents Scholarship Program (ODSP) and Tuloy-Aral Program (TAP). A graduate under ODSP, Jessan Lindog who earned his Bachelor of Science in Secondary Education at the Philippine Normal University-Agusan del Sur Campus was also awarded with a certificate of recognition for receiving a Special Award in Dance from his school.  OWWA Caraga’s social partners were also recognized for their significant involvement in the said event.

Parlor games, a widely cheered videoke singing contest showcasing the talents of vacationing and returning OFWs, raffle draws for giveaways including grocery items, household appliances and school supplies brought entertainment and fun to the participants.  Meanwhile, the Regional Tripartite and Wage Productivity Board (RTWPB) mobilized four local establishments to conduct a “Promo Diskweto Caravan” of their products.

The Migrant Workers Day or “Araw ng Pasasalamat” is an annual celebration as provided for in Republic Act 8042 otherwise known as the Migrant Workers and Overseas Filipinos Act of 1995. This year’s celebration carries the theme, “Migranteng Pilipino, Magkasangga tayo sa Kapakanan, Kabuhayan at Kalusugan Mo.” (OWWA-13/PIA-Caraga)


Sports fest 2014: RRCY residents in glee

PATIN–AY, Prosperidad, Agusan del Sur, June 10 (PIA) - The Department of Social Welfare and Development - Regional Rehabilitation Center for Youth (DSWD-RRCY) residents gleefully hit the sunny compound of the Center on June 3 – 4 for their annual Sports Fest.

The festival featured the ultimate mix of sporting events for everyone including basketball, volleyball, table tennis, badminton, and chess. Residents of RRCY together with their house parents, staff, and volunteers joined the festivity.

The celebration commenced with the parade around Patin–ay Sports Complex among the different participating teams: Blue team led by Joselito Profel Martinez; Red team steered by Alberto Guerero; and White team headed by Rosares Bacus. It was followed by the lighting of the torch by one of the residents in the centre.

To promote the value of sportsmanship and develop healthy competition among players, the latter, are united and joined the oath of sportsmanship. Each team presented their chant. With the participation of all members of the teams, camaraderie and rapport among residents, staff, and volunteers were prevalent.

The white team was declared as over- all champ. Also, there were identified Most Valuable Players in the games. Winners and awardees received gift packs which include assorted goods.

The sports fest is anchored on the theme: “Winners in life don’t always win; they just don’t give up.”

 “The theme does not only emphasize the role of the players in the actual performance of the game but it has great emphasis on how these residents managed their lives in achieving the goals in life despite of becoming Children in Conflict with the Law (CICL). Residents are quite positive to have a successful way in coping their rehabilitation program in the Center despite with the various odds faced along in the midst of their stay in RRCY thru the support of the rehab team members,” Catalina B. Jomocan, RRCY Center Head explained.

Jomocan said the RRCY socialization activity in a way of a Sports fest is essential not only for the resident’s physical aspects but for their mental growth as well. “This helped them value the spirit of sportsmanship and responsibility during the conduct of the said activity,” she added.

Jomocan and the rest of the RRCY staff manned the whole activity.

It can be recalled that as mandated by Republic Act 9344 also known as “Juvenile Justice and Welfare Act of 2006,” every residential care must provide opportunities for youth to engage or participate in program and services, and recreational activities which enable the residents achieved the total transformation of their well – being and help them become a rehabilitated and be prepared for future and reintegration to their respective families and communities. Sinabi ng SSS na lahat ng aktibong pensiyonadong magreretero, mamamatay o kaya baldado na naitala noong Mayo 31, 2014 ay makakaasa ng mas mataas na benepisyo sa kanilang pera sa banko o kaya tseke mula sa pensyon.

Para mabigyan ng sapat na panahon para sa pagsaayos ng sistema, sinabi ni  SSS Vice President para sa Benefits Administration Agnes San Jose na ang bagong across-the-board na pagtaas ng pensiyon ay maari lamang bayaran simula Agosto, 2014, kasama na and dagdag na halaga para sa Hunyo at Hulyo.

Ang naturang ahensiya na pinapatakbo ng bansa ay nagbibigay ng pensiyon sa ilalim ng regular na Social Security (SS) na programa at ng programa ng Employees Compensation (EC). Ang EC pensiyon na binibigay at hindi kasali ang regular na SS pensiyon para sa mga miyembro na may posibilidad na maaring may kaugnayan sa trabaho ay hindi kasama sa limang porsyento na pagtaas. “Ang SSS ay patuloy na hangarin ang iba pang reporma para mapa bumuti ang kanyang pangmatagalang pinansiyal na kalusugan at para rin maiangat ang lebel ng mga benepisyo,” sabi ni San Jose. Si Atty. Josefe C. Sorrera-Ty, Dean, College of Law ng Father Saturnino Urios University na siyang gumanap na Inang Bayan ay nagbigay ng mensahe tungkol sa simbolo at kahulugan ng Watawat ng Pilipinas sa bawat Pilipino. Sinundan ito ng pagsunog sa mga lumang Watawat ng Pilipinas. Pagkatapos sunugin, inilagay ang abo ng ating watawat sa isang urna at mapitagang inilibing sa isang lugar na hindi matatapakan ng tao.
          
Tunay ngang kahanga-hanga ang simbolo ng Watawat ng Pilipinas na dapat pahalagahan at ipagmalaki bilang sagisag  ng ating dakilang bansa at malayang pamayanan.

Ang watawat ng Pilipinas ay kumakatawan sa lahing Pilipino at sumasagisag sa mga nag-aalab na adhikain ng ating sambayanan. Dito nakapaloob ang mga pagpapakasakit ng ating mga bayani upang maitatag ang isang malayang republika. Isang republikang pinagpipitaganan at kinikilalang marangal ng ibang bansa, ang Republika ng Pilipinas.       
          
Isinasaad ng Pambansang Batas sa Watawat o Republic Act 8491 ang “Flag and Heraldic Code of the Philippines” na ang mga bandilang niluma na ng panahon o nasira na sa paninilbihan ay hindi dapat itapon na lamang sa kung saan. Sa halip, ito ay mapitagang susunugin upang maiwasan ang di karapat-dapat na paggamit dito bilang basahan, laruan, pagtatapon sa basurahan, o ang pagtatago hanggang sa tuluyang masira. Cebuano News: PSPI gikatakdang mubisita sa syudad sa Surigao

SURIGAO CITY, Hunyo 10 (PIA) – Gikatakdang mubisita na usab sa syudad sa Surigao ang Population Services Pilipinas, Incorporated (PSPI) karon umaabot Hulyo 15, 2014 partikular na sa Caraga Regional Hospital, ning dakbayan.

Ang kadumalahan sa PSPI mobisita dinhi sa syudad aron paghatag og tabang ngadto sa mga kababainhan nga nanimuyo sa mga rural areas o kadtong mga layo nga mga kabarangayan o komunidad sa syudad nga kon diin kulang ug limitado lamang ang mga supply o mga serbisyo sa healthcare services o maayong panglawas.

Ang maong pagbisita resulta kini sa pakigtambayayong sa lokal nga pangagamhanan sa syudad sa pagpangulo ni City Mayor Ernesto Matugas kauban ang mga personahe sa buhatan City Health ug PSPI.

Ang PSPI muhimo sa maong serbisyo aron matabangan ang atong mga kaigsuonang Surigaonon ilabi na ang mga kababainhan nga nagkinahanglan sa insaktong kaalam ug kagamitan para sa pagmintinar sa kalimpyo sa ilang panglawas lakip na mga kauban niini sa panimalay. (SDR/MICO-Surigao/PIA-Surigao del Norte)
