More than 7,000 IPs to benefit from sale of
typhoon Pablo-damaged trees
By Ma. Lourdes P. Apego
BUTUAN CITY, Jan. 30 (PIA) - Some 7,000 members of
the indigenous peoples (IPs) from 10 barangays of the municipality of
Esperanza, Agusan del Sur are set to benefit from the sale of more than 12,000
cubic meters gross volume of trees felled by typhoon Pablo two years ago in the
said municipality.
This, after the Department of Environment and
Natural Resources (DENR) recently approved a request of the lumads in Agusan
del Sur, through Task Force Pablo, to grant them a special permit to retrieve
and dispose of the inventoried/validated typhoon Pablo-damaged trees or timber
in the said municipality.
In an emergency meeting called by the Municipal
Environment and Natural Resources Council on January 29, 2015, it was learned
that that the DENR granted the said permit subject to "strict compliance
of the Revised Mechanics and other pertinent rules and regulations" under
DENR Administrative Order 2008-79 or the "Regulations in the Recovery and
Disposition of Abandoned Logs, Drifted Logs, Sunken Logs, Uprooted and
Fire/Typhoon Damaged Trees, Tree Stumps, Tops and Branches."
During the meeting, it was estimated that the
12,171.94 cubic meters gross volume of the typhoon felled trees of different
species will result to a 6,861.11 net volume where the projected total gross
sales of all species could reach more than P53 million gross with a net income
of more than P7 million.
During the press conference called after the
meeting, Esperanza mayor Deo Manpatilan Jr. and vice mayor Pol Layugan assured
that they will make certain that those who are affected and in need will
benefit from the proceeds of the typhoon felled trees/timber.
For his part, Forester Raul Rosales of the DENR
clarified that the proceeds from the sale of the trees/timber will be deposited
in a trust fund put up by the local government unit.
Said fund could only be accessed after an Inter
Agency Steering Committee chaired by the DENR and Provincial Environment and
Natural Resources Office (PENRO) have validated the approved plans and programs
submitted by the beneficiaries before the granting of a special permit.
The DENR further limited the retrieval operations
to a non-extendable period of six months from the approval of the special
permit.
It also granted the use of the Agusan River for
the final transport of the wood materials to the designated Wood Processing
Plants (WPPs). (Radyo ng Bayan Butuan/PIA-Agusan del Norte)
Philippine Lemon Law now in full effect,
strengthens protection to car buyers
BUTUAN CITY, Jan. 30 (PIA) - The government
strengthened protection for the consumers buying brand new cars and their
hard-earned cash with the Republic Act No. 10642 otherwise known as the
Philippine Lemon Law now in full force and effect with the issuance of the
relevant implementing rules and regulations (IRRs).
The Department of Trade and Industry issued
Department Administrative Order (DAO) Nos. 14-3 and 14-4 on November 17, 2014
and December 15, 2014, respectively, to provide guidance in the implementation
of the said law.
Notably, the law provides for a “Lemon Law rights
period” of twelve months from the date of original delivery to the buyer or up
to 20,000 kilometers of operation after such delivery, whichever comes first,
during which the buyer can report any nonconformity, defect or condition that
substantially impairs the use, value or safety of a brand new vehicle.
After at least four separate repair attempts and
the nonconformity issue remains unresolved, the buyer may the invoke his rights
under the Philippine Lemon Law after which the manufacturer/dealer/retailer is
given one final attempt to address the complaint. If, after due process, a finding of
nonconformity is arrived at, the consumer is entitled to replacement of the
motor vehicle or refund of the purchase price plus the collateral charges while
deducting the reasonable allowance for the buyer’s use of the vehicle.
Motor vehicles covered by the said law refer to
self-propelled, four-wheeled vehicles designed to carry passengers but
excluding motorcycles, delivery trucks, dump trucks, buses, road rollers,
trolley cars, street sweepers, sprinklers, lawn mowers, heavy equipment and
vehicles which run only on rails or tracks, and tractors, trailers and traction
engines used exclusively for agricultural purposes.
Consumers who may want to know more on how to

Prices of basic consumer goods in AgSur remain
stable
PROSPERIDAD, Agusan del Sur, Jan. 30 (PIA) -
Prices of basic necessities and prime commodities in Agusan del Sur remain
stable after Typhoon Seniang ravaged the province last December 29, 2014.
This was observed by personnel of DTI-Agusan del
Sur Provincial Office (DTI-ADS) who conducted price monitoring activities
around the province early this month.
The number of shoppers was apparently not affected
as well.
Despite damages to major roads leading to the
province brought about by Tropical Storm Seniang and the ill-effects of Typhoon
Amang early this month, supply of goods including construction materials was
observed to be at normal inventory levels.
Some deliveries from Butuan City were slightly delayed but not entirely
hampered while goods from Davao City were delivered unhindered.
The price monitoring activities were conducted in
relation to the price freeze immediately implemented in 12 municipalities in
the province that declared state of calamity as floodwaters inundated the said
areas. Price freeze takes effect within
60 days or less after the declaration of state of calamity in an affected area.
DTI-ADS plans to conduct another round of price
and supply monitoring in the coming weeks to cover other municipalities.
