Army intensifies developmental activities for IP communities, localities

AGUSAN DEL SUR, Aug. 25 (PIA) – The 401st Brigade, Philippine Army based in the province has intensified its developmental activities for the Indigenous Peoples (IPs) community and localities.

In the recently held Provincial Peace and Order Council (PPOC) meeting presided by Sangguniang Panlalawigan (SP) board members Santiago Cane Jr. and Gilbert Elorde, with the presence of provincial director Arleen Ann Sanchez of the Department of the Interior and Local Government (DILG), the council thoroughly discussed the provincial local peace and order and public safety plan for the calendar year 2017-2019 thru a formulation workshop of its respective programs and projects.

According to Captain Michael Bahian, 401st Brigade's Civil Military Operations (CMO) Officer, they are intensifying the conduct of its annual activity, the Youth Leadership Summit for the young ones in the province, which include the IPs.

“The allocation for this activity has been incorporated in the 2017-2019 budget, which will also be included in the presentation of DILG Agusan del Sur provincial director Sanchez as PPOC secretariat during the next meeting,” he said.

Bahian further disclosed that they are continuously holding lectures, orientation with the IPs in their area of responsibility to increase their awareness on their rights and how they can prevent from being fooled and recruited by the NPAs.

Also, it was learned that part of their three-year plan is the establishment of a rehabilitation center for illegal drug dependents as recommended by the provincial government of Agusan del Sur.

Bahian added that some 60 illegal drug dependents who will be subject for rehabilitation will soon be accommodated in their camp once finalized. (JPG/PIA-Agusan del Sur)


PCHRD-DOST capacitates young researchers in doing disaster research for health

BUTUAN CITY, Aug. 25 (PIA) – As part of the ongoing bid of the Philippines to position itself as the global hub for global health innovations and disaster risk reduction, young researchers of Caraga region will undergo a workshop on Framework for Disaster Research: Capacity Enhancement on Disaster Research in Health on September 26-27 here.

The two-day workshop will be conducted by the Philippine Council for Health Research and Development of the Department of Science and Technology (PCHRD-DOST) as a follow through action to the key messages from the disaster risk reduction (DRR) sessions at the Global Forum on Research and Innovation for Health 2015 (Forum 2015) last year, said CHRD Caraga chair Dr. Cesar Cassion.

According to Cassion, the workshop aims to train young researchers from the regions on disaster frameworks on research for health developed by the resident of the World Association for Disaster and Emergency Medicine Dr. Marvin Birnbaum and featured during the Forum 2015. The workshop also emphasizes on developing the capacity of young researchers across the Philippines in doing disaster research for health.

Nominees must be less than 35 years old and have background in and/or show interest on basic and disaster research. Faculty or graduate students may participate as pair of Junior-Senior researchers. Interested nominees with only Bachelor of Science degrees or have not yet published may join but must at least possess knowledge in research method.

The nominees will be screened by a group of experts in disaster research for health to choose 20 - 25 qualified participants in the workshop. Chosen participants will be mentored to develop research proposals for funding by PCHRD-DOST.

New DOTC Caraga chief vows clean-up

TANDAG CITY, Surigao del Sur, Aug. 25 (PIA) – Newly-installed regional director of the Department of Transportation (DOTr) in Caraga pledged to clean-up the agency from corruption in a month's time.

DOTr Caraga regional director Mohammad Naser Canoy Abbas, in a radio interview, said that one of his priorities is the transaction related to franchising, in which according to him it involves both the Land Transportation Office and the Land Transportation Franchising and Regulatory Board (LTFRB).

Abbas added that corruption exists especially in sales and transfer of franchises.

The official explained that franchise applicants will only be charged in the amount of P510.00, but it turned out that the illegal collection of franchise fees averaged from P50,000 to P70,000. Accordingly, the deal is done through a third party or a fixer for faster transaction, the official noted.

SurSur employers support stopping ‘endo’

TANDAG CITY, Surigao del Sur, Aug. 25 (PIA) – Business establishment owners in the province have vowed to support the administration’s fight against “endo” or end of contract abuses.

During the conduct of the Employers Forum and Orientation on Contractualization Cum Assessment recently here, the employers vowed to comply with the law or implementing rules and regulations of the labor code.

Accordingly, "endo" is the abuse of contractualization. Employees, in this case, are terminated every five months and then rehired for the same duration, depriving them of mandatory benefits.

Meanwhile, Department of Labor and Employment (DOLE) Caraga regional director Evelyn Ramos assured that they will be conducting another round of consultation once the listing is completed. She admitted that the list of establishments and companies operating in the region is still to be finalized.

"Once it will be completed, it is expected that the number of those who will commit to stop 'endo' will be increased," she added.

It was learned that same activity was already conducted earlier in other areas such as in Butuan City, and Agusan del Sur. (NGBT/PIA-Surigao del Sur)


25th MinBizCon trade fair exhibit opens in Surigao

SURIGAO CITY, Surigao del Norte, Aug. 25 (PIA) - The Surigao Chamber of Commerce and Industry (SCCI) in partnership with the Department of Trade and Industry (DTI) formally opened on Wednesday, the Trade Fair Exhibit (Corporate Exhibit) Expo at the Philippine Gateway Hotel, this city.

Vice Governor Arturo Carlos Egay, Jr in behalf of Governor Sol F. Matugas; City Legal Officer Atty. Manuel Delani in behalf of City Mayor Ernesto T. Matugas; and SCCI President Concepcion R. Paqueo led the formal opening and ribbon cutting.

The trade fair exhibit, which will be held from August 24 to 26, is part of the 25th Mindanao Business Conference (MinBizCon) that features quality competitive products, technology, investment opportunities of mostly Mindanao-based companies, and Surigao products, delicacies and handicrafts from different exhibitors. DSWD Caraga holds dialogue with RTC judges, clerks of court, prosecutors on adoption process

BUTUAN CITY, Aug. 25 (PIA) - With the objective to ensure common knowledge and understanding on the guidelines along adoption of children, the Department of Social Welfare and Development (DSWD)-Caraga conducted recently the consultation dialogue with the Regional Trial Court (RTC) judges, clerks of court, and prosecutors in the region held at Gateway Hotel, Surigao City.

RTC judges present were Hon. Eduardo S. Casals (Br.1, Butuan City), Hon. Emmanuel E. Escatron (Cabadbaran City), Hon.Kimal M. Salacop (Prosperidad, Agusan del Sur), Hon. Hector B. Salise (Bayugan City), Hon. Rufo U. Naragas (Tandag City), Hon. Merlyn Pacaro-Canedo (Bislig City), and Catalina Sineta Tare-Palacio (Cantilan, Surigao del Sur).

Thirteen (13) clerks of court and six provincial prosecutors also attended the dialogue.

The one-day activity focused on attaining the appreciation of participants regarding the issued Memorandum 7 series of 2015 by DSWD which clarifies the matter on the adoption process. Furthermore, it is aimed that the mentioned professionals will understand the importance of the administrative procedure stipulated under Republic Act (RA) 9523 "Declaring a Child Legally Available for Adoption" as a pre-requisite for the adoption of non-relative or outside the 4th degree relationship.

Assistant Director Rosalie Dagulo of Protective Services Bureau, Atty. Melissa De Villa Gorospe of Legal Bureau, and Social Welfare Officer III Maricel Bringas were the invited resource persons from DSWD Central Office to discuss on the provisions of the laws along adoption like the RA 9523 and RA 8552 (Domestic Adoption Act).

The said experts emphasized on the new concepts, processes, or provisions of the mentioned laws.

DSWD Caraga regional director Minda B. Brigoli, who personally graced the occasion, expressed her gratitude for the presence of the participants. According to her, it was the first time that the department has conducted the activity with the attendees to thresh out issues and concerns related to the adoption already filed and will still be filed in courts.

“I would like to extend my gratitude to our Honorable Judges for heeding our call. Their presence indicates that we are one in protecting our children and ensuring their welfare,” she said.

Brigoli also presented the various advocacy activities on legal adoption conducted by DSWD-Caraga together with its partners in raising awareness of the communities.

Accounting on the adoption cases in the region, as of today, there are 97 children who are subject for adoption which are reported to the regional office. This number comprises the cases handled by DSWD’s community-based social workers and the local government unit (LGU) social workers. Eighty-five (85) of the adoption cases are handled by the Social Welfare and Development (SWAD) team leaders assigned in the five provinces of the region and only 12 cases coming from LGUs. DOH Caraga to implement community-based rehabilitation program

BUTUAN CITY, Aug. 25 (PIA) - In order to give attention to the growing number of drug dependent surrenderees in Caraga region, the Department of Health (DOH) Caraga region is now implementing the Community-Based Rehabilitation Program Approach.

As such, DOH will train and orient Municipal Health Offices, selected staff of Provincial and City Health Offices, Public Health Nurses and selected staff of DOH Caraga regarding the program.

According to DOH Caraga regional director Jose R. Llacuna Jr., one of the reasons for adapting this approach is because the Treatment and Rehabilitation Center located in Surigao City could no longer accommodate the growing number of drug dependents which has grown to 23,000 regionwide and counting.

At present, the said rehab center is hosting some 80 in-patients including out-patients and its facilities are already outnumbered by the number of drug dependent surrenderees.

DA Caraga reorients LCEs on PRDP

BUTUAN CITY, Aug. 25 (PIA) - The Department of Agriculture - Regional Project Coordination Office (DA-RPCO) headed by OIC-Regional Executive Director Renato Manantan spearheaded the conduct of five-day PRDP Information Caravan for the provinces and municipalities all over the region to update and reorient the local chief executives (LCE) about the project.

Organized by the Information, Advocacy, Communication and Education (InfoACE) Unit, the activity provided an avenue to the local executives, especially the newly elected officials, and the Provincial/Municipal Project Management and Implementation Units (P/MPMIU) to raise concerns which can be directly addressed by the officials from RPCO and the representatives from Mindanao Project Support Office (PSO).

“This activity not only allows us to be refreshed and updated about PRDP, but also a venue to resolve issues and concerns on project implementation,” said InfoACE Unit Head Emmylou Presilda.

OIC Deputy Project Director Jodel Tabada explained the significant roles of LCEs and P/MPMIUs for the achievement of the goals of the Project in establishing modern, climate-smart and market-oriented agri-fishery sector.

“Since the project will support the local smallholder farmers and fishers to primarily increase their marketable surpluses and their access to markets, the LGU plays an important role in availing a subproject from PRDP,” said Tabada.

Tabada also stressed the importance of profound Provincial Commodity Investment Plan (PCIP) in support to the Agriculture and Fishery Modernization Plan (AFMP) wherein planning begins from the municipal up to the national level.

“We are glad that the municipalities have been cooperative to the province in crafting the PCIP. I just want to reiterate that the PCIP is not only useful for PRDP, the PCIP is also a guide and basis for interventions from other agencies to the province,” Tabada said.

“The PCIP is a tool to guide the investors on what investments they need to pour to the province. The province must not worry if PRDP would come to an end. For as long as there is the PCIP, all the planned projects could be realized through other programs of the Department and with the help of other agencies,” Regional Executive Director Renato Manantan added.

PCIP is a strategic plan that rationalizes the interventions within the various segments of the value chain of commodities that are of significance to the province and that will contribute to the national goals of the agriculture and fishery sector.

“It is part of PRDP’s primary procedures that the proposed subprojects from the province must be based on the purpose of increased productivity of priority commodities refrected in the province’s PCIP,” said Manantan.

The I-BUILD or the infrastructure component of the project reflects that as of the end of the semester, the total indicative portfolio of approved subprojects for Mindanao Cluster reached P7 billion which P1.5 billion belongs to Caraga, this is a total of 21 percent of the portfolioor a total of 22 subprojects for the region.

Despite the rigorous process prior to the implementation of the project, there are already five farm-to-market roads that are under implementation in the municipalities of Kitcharao, Agusan del Norte and Talacogon, Esperanza, and Veruela, Agusan del Sur.

“It is true that the process of availing a subproject under PRDP is tough and the requirements take time to be complied, but we still remain patient and determined to do whatever we can just for a project to be realized in our municipality,” said Mayor Leonida Manpatilan of Esperanza, Agusan del Sur.

On the other hand, Investments for Rural Enterprises and Agriculture and Fisheries Productivity (I-REAP) Component which aims to strengthen and develop viable agri-fishery based enterprises through efficient value chains of key agriculture and fishery products already has one approved subproject amounting to P32 million on procurement process for the Integrated Abaca Enhancement Enterprises in Santiago, Agusan del Norte.

The component also has four other subprojects amounting to a total of P65 million in the pipeline. One production, processing and marketing subproject for Agusan del Sur and the same type of subprojects for the Province of Dinagat Islands. Two additional enterprise subprojects are also hoped to be approved in Agusan del Norte within the year.

BUTUAN CITY, Agosto 25 (PIA) - Bumuo na ng fact-finding team ang Philippine National Police (PNP) dito sa rehiyon ng Caraga na siyang mag-iimbistiga sa tatlong police officials na umano’y sangkot sa illegal drug trade dito sa lungsod.

Ayon kay PNP-13 regional director CSupt Rolando Felix ay natanggap na nila ang sworn statement ni Franklin Caliguid, correspondent ng Philippine Daily Inquirer na siyang pumapangalan sa mga nasabing opisyal.

Matatandaan na sa isang press conference na ginanap noong pagdalaw ni PNP chief Ronald “Bato” dela Rosa sa Butuan City kamakailan lang ay nagkaroon ng pagkakataong mailahad ni Caliguid ang umano’y naibahagi sa kanya ng namatay na pulis na si PO3 Rex Ofianga ang mga hinaing, maging ang mga pangalan ng mga opisyal na umano'y sangkot sa ilegal drug trade na sina PCInsp Christian Rafols, PSupt Rowena Martinez at PSSupt Francisco Dungo.

Sinabi ni CSupt Felix na kailangan nilang ivalidate ang mga impormasyong kanilang nakalap base na rin sa kanilang imbestigasyun na isinagawa.

Napag-alaman rin na wala pang relief order na inilabas ang kanilang tanggapan at kasalukuyang nagrereport pa umano sa kani-kanilang respective stations ang tatlong police officials.

Inihayag ni CSupt Felix na kapag talagang may basehan na magpapatunay sa alegasyon ay maghahain umano ang kanilang opisina ng kasong administratibo laban sa mga sangkot.

Army to continue whole-of-nation initiatives, heeds PH prexy’s ceasefire order

BUTUAN CITY, Aug. 24 (PIA) – After the declaration of President Rodrigo Duterte on Sunday for a ceasefire with the Communist Party of the Philippines – New Peoples Army – National Democratic Front (CPP-NPA-NDF), 4th Infantry Division commanding general MGen. Benjamin Madrigal issued a directive as a guide for the uniformed personnel serving under his area of responsibility to carry on the said marching order as announced.

According to Madrigal, there will be no military offensive operations against the NPA. However, he emphasized that they will continue peripheral prophilactic patrols to ensure the security of their troops and facilities. He likewise said that this does not stop them from responding to terroristic attacks of NPAs targeting civilian and government facilities.

“As directed, we will continue our support to law enforcement operations of the PNP, conduct checkpoints to deter any hostile activities in the area, secure all vital installations, and support to the Bayanihan activities or the whole-of-nation initiatives that are jointly undertaken by all stakeholders to help improve the living condition of our fellow countrymen,” underscored Madrigal.

Moreover, he stated that they will not let their guards down after the said declaration. “We will remain vigilant in our respective area of responsibility,” said Madrigal.

Meanwhile, Lt. Col. Rey Pasco, commanding officer of the Army's 4th Civil- Military Operations Battalion, remarked that they are in support to the temporary cessation of aggressive actions between the government and the communist armed groups. “We will respond accordingly based on the directives from the higher-ups and pursue the strategic advantage to culminate the state of chaos in critical areas of the country. We will work for specific solutions to underlying disputes without associated bloodshed, if possible. OCD-13 to hold DDRM-related trainings for PDRRMC Agusan del Sur

BUTUAN CITY, Aug. 24 (PIA) – The Office of Civil Defense (OCD) Caraga as chair of the Regional Disaster Risk Reduction and Management Council (RDRRMC) is set to hold various disaster preparedness trainings for the Provincial DRRMC/Local DRRMCs in the province of Agusan del Sur for this second semester.

In her report during a meeting of the Disaster Preparedness Committee chaired by the Department of the Interior and Local Government (DILG), April Rose Sanchez, information officer of OCD Caraga bared that based on their Annual Plans and Budgets for calendar year 2016, they have set schedules for the different DRRM trainings for the region which include Agusan del Sur.

On September 19-20, 2016, the PDRRMC with the City and Municipal DRRMCs will be participating in the Emergency Telecommunications Summit dubbed as Information and Communications Technology (ICT) Bayanihan: Operationalization of Rapid Emergency Telecommunication Team (RETT).

The one-day Orientation on Pre-Disaster Risk Assessment (PDRA) for the five component cities in Caraga region including Bayugan City is set on September 2, 2016.

Also, the Training on Rapid Damage Assessment and Needs Analysis (RDANA) for the Five Component Cities of Caraga which include Bayugan City in Agusan del Sur will be held on October 24-27, 2016 in the city.

On October 26, 2016, uniformed personnel in Caraga region will also be participating in the Executive Course in Incident Command System (ICS) to be held in the city. (JPG/PIA-Agusan del Sur)


Butuanons to celebrate 116th Philippine Civil Service anniv

BUTUAN CITY, Aug. 24 (PIA) – Butuanons will once again celebrate this year’s 116th Philippine Civil Service Month anniversary in September with the theme: “Sigaw ng Lingkod Bayani: Malasakit Para sa Taumbayan, Kapwa Kawani at Kalikasan.”

According to Civil Service Commission (CSC) Caraga regional director Resurreccion Pueyo, a coastal clean-up campaign is set on September 16, 2016 at Barangay Masao, which will be participated by the different partner stakeholders in the city.

“Government employees will also be participating in the simultaneous flag raising and renewal of oath of office in their respective offices on September 19, 2016,” added Pueyo.

Pueyo futher revealed that a mangrove planting activity is also set on September 23, 2016 at the USS Marshall Memorial Complex in Nasipit, Agusan del Norte.

Meanwhile, Butuanons are encouraged to join in the Free Orientation on Republic Act 6713, Barangay Official Eligibilities and ARTA for Butuan City and Agusan del Norte. This will be held at the CSC Caraga HRD Center here.

News Feature: Honey: For health and wealth

BUTUAN CITY, Aug. 24 (PIA) - Considering its health benefits and livelihood opportunity, the Department of Agriculture (DA) Caraga is eyeing to boost beekeeping in the region.

As a start, DA Caraga sent out 20 individuals to Northern Mindanao Agricultural Crops and Livestock Research Center (NMACLRC) in Dalwangan, Malaybalay City to attend the basic beekeeping training from August 15-19.

Participants who were composed of DA Staff and LGU personnel were taught on the proper beekeeping procedure focusing on technical and management practices to make it viable and sustainable.

Dr. Roche Rey Barrios, livestock program focal person, said that the training is the initial stage of DA Caraga’s support for beekeeping in coordination with the local government units.

“Graduates from this training upon return will serve as trainers for the farmers in our region,” he said.

To concretize its support, DA Caraga has been set to establish a bee farm in its 4 Research Stations and on selected participating LGUs as a showcase for learning.

Arnold Valle, president of the Bukidnon Beekeepers Association and one of the resource person said that beekeeping is a great help for farmers.

“Honeybee serves as a partner for the farmers since they help pollinate the plants to increase production and at the same time it can produce honey which is good for human body,” Valle said.

Zaldy Idulsa, a practicing beekeeper also said that there is market for honey in the country.

“Nowadays people are health conscious, they tend to look for healthier and natural products; and as far as sweetener is concerned, honey is the best,” he said.

Surigao Norte solon seeks ‘junior citizens’ discounts

SURIGAO CITY, Surigao del Norte, Aug. 24 (PIA) - Surigao del Norte 2nd district representative Robert Ace Barbers has filed a bill mandating a comprehensive program of benefits and privileges for children aged 0-12.

House Bill 2881 or the Junior Citizens Act seeks to alleviate the financial woes of families with meager income by giving benefits and discounts that children can enjoy.

As provided in the bill, Junior Citizens whose annual family income does not exceed P250,000 shall be entitled to 20% discount and exemption from VAT on purchases of medical services, goods and other privileges.  The said amount for the annual family income is the estimated poverty threshold for a family of four.

If enacted, the bill will play a crucial role in addressing the concerns of the country’s underprivileged junior citizens who play an important part in nation-building.

“It is unfortunate that legislations and policies underscore minimal consideration on the basic and fundamental needs of our children,” Barbers said.

“Compared to other countries, Filipino children have limited access to basic services and are definitely left behind in terms of obtaining their economic, social and health rights. How we take care of our children is a reflection of our character as a nation,” Barbers pointed out.

The proposed Junior Citizens Act also aims to make all junior citizens, regardless of income status, automatic Philhealth members until they reach the age of 12.

“The ideal is that Filipino families should not be hounded by the amount they spend on their children’s basic food and non-food needs. Enrolling all junior citizens to Philhealth must be automatic, not optional,” Barbers added.

The Secretary of Health will be responsible for formulating the Implementing Rules and Regulations to carry out the objectives of this Act, including the creation of the Office of the Junior Citizens Affairs, in consultation with other governing agencies. (Legislative Staff/PIA-Surigao del Norte)


4 NPA rebels killed in Agusan Sur clash

AGUSAN DEL SUR, Aug. 24 (PIA) - Four members of the New People's Army (NPA) rebels were killed in a firefight with government troops in Agusan del Sur on Saturday morning.

Lt. Colonel Rommel Pagayon, commanding officer of the 26th Infantry Battalion, Phil. Army, said his troops were on prophylactic patrol when they were fired at by the NPAs in Sitio Kihingay, Barangay San Pedro, San Luis at around 7:50 a.m.

The said NPA rebels were earlier reported to be extorting food and provisions. Pagayon said the rebel atrocity forced some residents to flee.

It was learned that the same NPA group had accepted responsibility earlier for the massacre of the Bucalas family in Zilovia of Talacogon in May this year where a pregnant family member was among those killed.

Pagayon said the troops recovered three AK47 and two M16 rifles, two ICOM radios, 20 back packs and subversive documents.

DSWD Caraga supports newly-approved “Anti-Mail Order Bride Law”

BUTUAN CITY, Aug. 24 (PIA) - The Department of Social Welfare and Development (DSWD) Caraga supports the recently-approved new law that will prevent Filipinos from becoming mail order brides.

Also known as “Anti-Mail Order Bride Law,” the Republic Act 10906 or “An act providing stronger measures against unlawful practices, business, and schemes of matching and offering Filipinos to foreign nationals for purposes of marriage or common law partnership, repealing for the purpose republic act no. 6955” penalizes any person who has in any way engaged in business to exploit Filipinos to offer to foreigners for marriage.

The law specifically states in Section 3 that it is illegal for anyone to engage in the following: (a) business matching a Filipino to a foreigner for marriage or common law partnership on a mail-order basis, personal introduction, email, or websites on the internet; (b) exhibit, advertise, publish, print, or distribute, or cause the exhibition, advertisement, publication, printing, or distribution of brochures, flyers, or propaganda materials, which are calculated to promote the prohibited acts in the preceding paragraph, or to post, advertise, or upload such materials  through websites on the internet; (c) solicit, enlist, or in any manner, attract or induce any Filipino to become a member in any club or association whose objective is to match any Filipino nationals to foreign nationals for the purpose of marriage or common law partnership for a fee; and (d) to use the postal service or any website on the internet to promote the prohibited acts.

The Section 6 of the law clearly states that the DSWD shall implement preventive, protective, and rehabilitative programs for victims of the unlawful acts and practices mentioned in Section 3.

DSWD Caraga regional director Minda B. Brigoli says that according to the law, the DSWD shall coordinate with the local government units (LGUs) in providing case management service and developing a system for accreditation among non-government organizations (NGOs) for purposes of establishing centers and programs and interventions in various levels of the community.

“The agency shall also provide the following basic services to the victims: (1) temporary shelter or housing and food; (2) Psychological support and counselling; (3) Twenty-four (24)-hour call center for crisis calls and technology-based counselling and referral system; (4) Assistance in coordination with local law enforcement entities; and (5) Assistance in coordination with the Department of Justice (DOJ), among others,” Brigoli adds.

Other agencies involved in the enactment of this law are DOJ, Department of Foreign Affairs (DFA), Philippine Commission on Women (PCW), Commission of Filipino Overseas (CFO), LGUs, Philippine Information Agency (PIA), Department of Labor and Employment (DOLE), and NGOs. DSWD-Caraga trains LGUs on the use of Social Protection Handbook

BUTUAN CITY, Aug. 24 (PIA) – The local government units (LGUs) in Caraga region underwent recently trainings on the use of Social Protection (SP) Handbook spearheaded by the Department of Social Welfare and Development (DSWD).

Participants of the training were local social welfare officers, planning officers, local and regional DILG officers/representatives, regional DSWD planning officers, and NEDA representatives.

The roll-out training aims to explain to the LGUs the content and structure of the mentioned handbook which are crucial in preparing them (LGUs) for their role as advocates of Social Protection.

Also, the training will identify knowledge and skills needed using the instructional design of the SP handbook in undertaking advocacy, identifying risk and vulnerabilities, analysing, planning, implementation, monitoring, and evaluation.

DSWD Regional Director Minda B. Brigoli shared in her message that the SP Handbook serves as the primary reference manual in implementing social protection interventions from the national to LGU level.

“This training further serves as technical assistance for the participating LGUs in meeting the standards for LSWDO functionality which is a major component in the Department of Interior and Local Government (DILG)-Seal of Good Local Governance and DSWD-LSWDO Functionality assessments,” Brigoli added.

“This activity aims to capacitate the LGUs for them to translate social protection inputs into tangible action plans in their respective LGUs,” she concluded.

DSWD-Caraga, through the Planning Unit of the Policy and Plans Division, conducted three batches for the training. These were held at Shacene Pension House, Tandag City (August 2-5, 2016), Amontay Beach Resort, Agusan del Norte (August 9-12, 2016), and Gateway Hotel, Surigao City (August 16-19, 2016), respectively.

The Joint Memorandum Circular No.1 series of 2015 issued by DSWD and DILG enjoins all provinces, cities, and municipalities to use the SP Handbook for local planning, budgeting, implementing, monitoring, and evaluating social protection programs. DSWD, partner-agencies strengthen efforts to help recovering drug dependents

BUTUAN CITY, Aug. 24 (PIA) - Amid efforts to reinforce programs and services for drug dependents, the Department of Social Welfare and Development spearheaded a multi-agency Training of Trainers (TOT) on the Implementation of Aftercare, Reintegration and Transformation Support for Recovering Drug Dependents, held recently at the Social Welfare and Development Center for Asia and the Pacific (SWADCAP) in Taguig City.

The activity was participated in by the focal persons from the 17 regional offices of DSWD, as well as partner agencies, like the Philippine Drug Enforcement Agency (PDEA), Department of Health (DOH), National Commission for Culture and the Arts (NCCA), Department of Justice Parole and Probation Administration (DOJ-PPA), Department of Trade and Industry (DTI), Technical Education and Skills Development Authority (TESDA), Commission on Higher Education (CHED), Department of Education (DepEd), Philippine Sports Commission (PSC), Bureau of Jail Management and Penology (BJMP), and Department of Agriculture (DA).

Resource persons from partner-agencies discussed the scope of drug dependency in the Philippines, existing programs in rehabilitation centers managed by DOH, and community-based programs to be implemented by DILG.

According to PDEA Information Officer V, Louie Lagasca, the Philippines is the second top shabu user in Southeast Asia. Shabu, marijuana and ecstasy are major types of drugs in the country.

Meanwhile, Dr. Jasmin Peralta, Program Manager of DOH-Dangerous Drug Abuse Prevention and Treatment Program (DDAPTP) disclosed that as of July 16, there are 44 DOH-accredited Treatment and Rehabilitation Centers. Of this number, 16 are government operated, while 26 are run by the private sector like NGOs, and foundations.

The DILG, for its part will focus on its community based rehabilitation program, which shall include the organization of community rehabilitation network (CRN) and mobilization of the Mamamayang Ayaw sa Anomalya, Mamamayang Ayaw sa Ilegal na Droga (MASA MASID) at the barangay level.

According to Secretary Judy M. Taguiwalo, there is a need to come up with effective rehabilitation programs in view of the administration’s relentless drive against illegal drugs, resulting to the surrender of thousands of pushers and users.

“Kailangang may komprehensibong programa, lalo na para sa mga menor de edad upang sila’y matulungang makapagbagong buhay. Hindi lamang DSWD ang magpapatupad nito kundi lahat ng ahensyang may mandato o tungkuling tumulong sa mga nalulon sa droga (There is a need for a comprehensive  program, especially for minors to help them transform their lives. Kabilang dito sina Butuan City Mayor Ronnie Vicente Lagnada, Tandag City Mayor Alexander Pimentel, Surigao del Norte Gov. Sol Matuga at Bislig City Mayor Librado Navarro. Matatandaang bago pa man naideklara ni Pangulong Rodrigo Duterte ang ceasefire, nagsagawa ng prophylactic patrol ang nasabing grupo ng militar noong August 20, 2016 sa sitio Kihingay, Brgy, San Pedro, San Luis, Agusan del Sur matapos umano naireport sa kanila ng mga sibilyan ang presensiya ng humigit-kumulang 30 miyembro ng NPA na pinangunahan umano ni commnader Antoy ng Guerilla Front 88 na nagsagawa ng food extortion at nananakot sa mga ayaw magbigay ng bigas at pagkain sa kanila.

Kabilang sa na-recover ng operating troops ng 26th Infantry Battalion ang limang high-powered rifles, dalawang Icom communication radio, 20 back packs at subversive documents.

Ayun kay Col. Zaragoza, kabilang sa apat na rebeldeng napaslang ay si Patricio Mondejar alyas “Jerome” na taga La Paz, Agusan del Sur, habang ang tatlo ay hindi pa nakikilala.

Samantala, ang nasabing grupo ng NPA ay ang siyang responsible din umano sa pag-masaker ng sibilyang pamilya Bucalas nitong buwan lamang ng Mayo sa Zilovia, Talacogon, Agusan del Sur kung saan kabilang ang buntis nitong kapamilya sa nasawi.

NYC sets PYDP Reg’l Consultation Workshop in Butuan

BUTUAN CITY, Aug. 23 (PIA) - The National Youth Commission (NYC) together with the Regional Youth Advisory Council (RYAC) Caraga is set to hold the Philippine Youth Development Plan (PYDP) 2017-2022 Regional Consultation Workshop on September 7, 2016 at the Department of Trade and Industry (DTI) Caraga regional conference room, this city.

“The NYC is in the process of drafting the PYDP 2017-2022 which shall provide policy and program direction for the participation of the Filipino Youth in nation-building,” disclosed NYC Northern Mindanao cluster head Evanesa Pasamba.

Pasamba added that the PYDP 2017-2022 shall be formulated through a participatory and inclusive approach to identify the following: 1) key issues facing the youth; 2) opportunities, enabling conditions and proposed strategies and policies which government, other duty bearers and other stakeholders should further create and provide; and 3) the role of the Filipino youth as rights holders and duty bearers.

NYC is tasked with 17 functions that include policy formulation and review, establishment of a consultative mechanism for dialogue with youth, linkaging with government and non-government organizations both at the national and international levels, support to youth and youth-serving organizations, and provision of training and national secretariat for the Sangguniang Kabataan National Federation (SKNF). Health dept strengthens anti-dengue campaign

BUTUAN CITY, Aug. 23 (PIA) – Following the erratic increase of dengue cases in Caraga region, the health department is strongly advised to exert extraneous efforts in performing the 4S against dengue.

The Department of Health (DOH) Caraga urged the community to do the 4S against dengue or the Search and Destroy, Self-Protection Measures, Seek Early Consultation, and Say “No” to Indiscriminate Fogging.

"In doing the 4S, you have to search and destroy mosquito breeding sites especially those with the stagnant waters; you are also to protect yourself from mosquito bites by wearing long sleeves and application of mosquito repellents; if an individual is having a high fever of more than three days, he must be consulted to the nearest health facility for proper assessment by a doctor; and allow only indiscriminate fogging if an outbreak is present or when it is needed," said in a statement.

As per DOH Caraga record, a total of 3,907 dengue cases for the period January 1, 2016 to August 6 have already admitted to different disease reporting units in the region.

The record shows 69.6 percent higher compared to the same time period last year with only 2,304 recorded cases.

The increase in dengue cases in the region has caused formidable concern to the regional office of the agency, said DOH Caraga regional director Jose R. Llacuna, Jr.

Llacuna said the province of Surigao del Sur has the highest case of dengue in the region with 1,010 cases; followed by Agusan del Sur with 635; Surigao del Norte – 592; Butuan City – 568; Surigao City – 413; Agusan del Norte – 276; Tandag City – 168; Bislig City – 84; Bayugan City – 60; Dinagat Islands – 53; and Cabadbaran City with 48 cases. DOH Caraga, health facilities receive recognition

BUTUAN CITY, Aug. 23 (PIA) – In recognition to the efforts and never ending quest of the National Tuberculosis Program, health department and health facilities in Caraga region have received national recognitions.

The Department of Health (DOH) Caraga region with Caraga Regional Hospital and Adela Serra Ty Memorial Medical Center recently received different recognitions in relation to their efforts in the Tuberculosis (TB) program.

DOH Caraga was recognized for their Best Performance in Treatment Success Rate for 2012 and for being Top Performing Regional Office in the country.

The Caraga Regional Hospital also awarded 2nd runner up for Best in Case Holding, 1st runner up for Best in Drugs and Supplies Management, Top Best in Grant Management, and Top Performing Treatment Center.

First runner up for Best in Case Finding, 2nd runner up for Best in Case Holding, 2nd runner up for Best in Recording and Reporting, 2nd runner up for Top Performing Satellite Treatment Center were also given to the Adela Serra Ty Memorial Medical Center.

TB is curable and treatment is free; and in partnership with Philhealth, they will be given extra support for patients who will be admitted to Philhealth accredited facilities nationwide. (NCLM/PIA-Caraga)


PNP says no info yet for the release of abducted civilian in SurSur

TANDAG CITY, Surigao del Sur, Aug. 23 (PIA) – The Surigao del Sur Police Provincial Office (PPO) under PS/Supt Romaldo Bayting bared that they have not yet received any information for the release of a civilian who was reportedly abducted last July 8 in the vicinity of Barangay Pangi, this city.

It can be recalled that Ramil Aguirre, a member of the “Bantay Banwa” known as Bantay Kalikasan in the area, was abducted by unidentified armed men.

According to 402nd brigade commander Isidro Purisima, in a radio interview, Aguirre is still at the hands of his abductors, as of press time.

Meanwhile, the National Democratic Front of the Philippines - Northeastern Mindanao Region (NDFP-NEMR) confirmed that they are set to free five captives in Surigao del Norte and Surigao del Sur as a gesture of goodwill for the resumption of formal peace negotiations with government.

The five captives were identified as follows:

-PO1 Richard Yu of Carmen Municipal Police Station, Carmen, Surigao del Sur who was reportedly abducted on July 5;

-PO2 Caleb Sinaca, PO3 Jayroll Bagayas and NUP Rodrigo Angob from Malimono Municipal Police Station, Malimono, Surigao del Norte and SPO3 Santiago Lamanilao of Surigao City Police Office who were reportedly abducted last July 24, 2016. (NGBT/PIA-Surigao del Sur)


96 4Ps beneficiaries avail free business registration

SURIGAO CITY, Surigao del Norte, Aug. 23 (PIA) - Around 96 4Ps (Pantawid Pamilyang Pilipino Program) beneficiaries availed the free business name registration with the Department of Trade and Industry (DTI) funded by the Department of Social Welfare and Development (DSWD).

DTI Trade and Industry Development Specialist Rennel C. Dalagan said the free registration forms part of DTI’s intervention in addressing the call of the government for inclusive growth and poverty reduction by providing opportunities for economic growth to various sectors like women, youth, farmers, indigenous people, among others.

He said that business names being registered were mostly into aquaculture project. Said business name certificate will expire after five years.

Dalagan further said that there were four agencies invited to discuss topics related to business registration which include the city government of Surigao through the Business Permit and Licensing Office, barangay, Social Security System, and DTI.

The seminar was held at Barangay Nabago Covered Court for the first batch and Mabua Fish Vendors and Housekeepers Multipurpose Cooperative (MAFVEHMCO) Building in Barangay Mabua for the second batch. (SDR/PIA-Surigao del Norte)


5-year corn, cassava roadmap for AgNor OK’d

BUTUAN CITY, Aug. 23 (PIA) - The provincial government of Agusan del Norte has finalized recently the five-year plan (2013-2017) for the Corn/Cassava Roadmap for the province after it was adopted and approved by the Sangguniang Panlalawigan through Sanggunian Resolution No. 019-2016, authored by Provincial Board Member Virgilio R. Escasinas, Jr.

This is one of the priority projects of the Provincial Agriculture Office, which is designed to uplift the economic condition of the farmers in the province.

The province envisioned to achieve a vibrant and sustainable corn/cassava clusters in the province, which will improve the economic productivity and profitability of the marginalized farmers in the province and its component local government units.

The plan aims to serve the province as the primary provider of basic services in corn and cassava. It covers the farmers from the 17 barangays of Las Nieves, Santiago, Butuan City (cluster area) and nine municipalities of Agusan del Norte, non-cluster area that are located 35 kilometers in the Southwest and 75 kilometers on the North of Butuan City proper.

Barbers appointed chair of House committee on dangerous drugs

SURIGAO CITY, Surigao del Norte, Aug. 23 (PIA) - After weeks of deliberation, Surigao del Norte 2nd district Representative Robert Ace S. Barbers is confirmed chairman of the House Committee on Dangerous Drugs for the 17th Congress.

“I am humbled to be named Chairman of the Committee on Dangerous Drugs. We will prioritize legislation that will reflect the present administration’s all-out war against illegal drugs and commitment to rehabilitate drug users. I am ready to work with stakeholders to achieve into fruition the legislative agenda of our President,” Barbers said.

He said the Committee on Dangerous Drugs has jurisdiction over matters directly and principally relating to illegal or prohibited drugs, controlled precursors and essential chemicals, the production, manufacture, use and trafficking thereof, as well as the rehabilitation and treatment of drug dependents.

As such, the Committee will deliberate crucial bills related to the Duterte administration’s intensified war on drugs. Proposals on establishing additional treatment and rehabilitation centers in different regions, strengthening the mandate of Philippine Drug Enforcement Agency (PDEA), and prescribing higher penalties for drug related crimes, top the priority list of the House Committee on Dangerous Drugs, Barbers added. LGU-Surigao Norte to create sports, youth development office

SURIGAO CITY, Surigao del Norte, Aug. 23 (PIA) - The provincial government of Surigao del Norte is set to open the Provincial Sports and Youth Development Office this year.

By promoting sports as a deterrent against criminality and substance abuse among the youth, Governor Sol Matugas convened representatives from different line agencies on August 16 to constitute the Provincial Sports Council.

Gov. Matugas and Vice Governor Arturo Carlos Egay, Jr. were chosen as chair and co-chair, respectively. Atty. Cacel Azarcon was elected vice-chair while Board Members Eddie Gokiangkee, Jr. and Constantino Navarro IV were named as advisers of the organization.

For the academe, the members comprised of DepEd Surigao del Norte Schools Superintendent Dr. Fidela Rosas, City Schools Superintendent Dr. Gilda Berte, Teresita Real, Surigao State College of Technology (SSCT) President Gregorio Gamboa and Northeastern Mindanao Colleges (NEMCO) President Josefa Paloma.

Atty. Manuel Coro and Atty. Jerry Centro represented the city government and the private sector. Designated members were DILG Prov. Dir. John Reyl Mosquito, Claver Mayor Eddie Gokiangkee, Surigao City Councilor Pablo Bonono, and Surigao Metroplitan Water District board of director Chair Manny Kong.

DAR AgNor, DTI team up for marketing, customer relationship management seminar

BUTUAN CITY, Aug. 23 (PIA) - The Department of Agrarian Reform (DAR) in Agusan del Norte and the Department of Trade and Industry (DTI) have combined their resources and expertise to successfully conduct the two-batches of seminar on Marketing and Customer Relationship Management (CRM) to two farmer-groups last August 10 and 12, 2016.

About 55 participants, consisting 32 Agrarian Reform Beneficiaries (ARBs) and 23 non-ARB members attended the seminar from Simbalan Rubber Farmers Inc.  (SRFI) of Buenavista and United Farmers of Cuyago, Inc. (UFCI) of Jabonga town.

DAR-ADN point person, Lucio Juni, pointed out that the training is intended for the farmer-members of UFCI which is into Moringa (malunggay) Powder production operating in Jabonga and SRFI which is producing Rubosta coffee (barako coffee) in Buenavista.

The activity is an integrated support of the DAR and DTI in the province, working together to empower farmer-beneficiaries to become commercially viable.

 “This seminar is aimed to help the farmer-groups on their income generating activity that have shown success potential in the local market,” Juni added.

DTI-CARP Resource Person Joy Ordonia discussed about the importance of product enhancement, product promotion, good customer services, basic rules in trade fair participation.

Virginia D. Montilla, UFCI chairperson and one of the participants, said that some of the women-members have now improved their marketing strategy and customers handling which is significant especially because some of them have been managing their own sari-sari store.

“The seminar helped our organization as it improved our relations with customers from all over the region who ordered our product,” Montilla said.
