MGB-13 plays part in DENR's efforts to curb illegal
mining
SURIGAO CITY, Surigao del Norte, April 27 (PIA) -
In keeping with the Department of Environment and Natural Resources' (DENR)
efforts to regulate small-scale mining operations and curb the proliferation of
illegal mining in the country, the Mines and Geosciences Bureau (MGB) 13 has
started to play a part in the crackdown on illegal mining operations in Caraga
region.
Relevant to the crackdown, DENR Secretary Roy A.
Cimatu has issued DENR Special Order No. 2018-53 creating the National Task
Force Mining Challenge (NTFMC), which would ensure the strict enforcement of
existing mining policies and regulations along with other related environmental
laws.
A series of raids have been carried out in illegal
small-scale mining sites and mineral processing plants in the municipalities of
Alegria and Placer, Surigao del Norte that led to the confiscation of artisanal
items, mining tools and equipment and the eventual closure of the mining areas.
Selected MGB-13 personnel joined the task force as
members of the Regional Law Enforcement Coordinating Committee (RLECC) and as
representatives of the primary responsible agency to implement the said special
order.
MGB-13 has identified a total of 80 gold-rush areas
located in the provinces of Surigao del Norte, Surigao del Sur, Agusan del
Norte and Agusan del Sur as well as five chromite-rich areas in the province of
Dinagat Islands which are all engaged in illegal small-scale mining activities.
Meanwhile, a conference was held to discuss the
creation of the Regional Task Force against illegal utilization/transportation
of sand and gravel materials/quarry resources within Caraga Region on April 16,
2018 at the MGB 13 office.
Key personnel from the bureau, Central Intelligence
Detection Group of Surigao del Norte and City Environment and Natural Resources
Office took part in the said conference.
This resulted in a two-day operation which led to the seizure of four dump
trucks for transportation of sand and gravel/quarry materials without
corresponding permits on April 17 and 18, 2018 along Lipata Road in Surigao
City.
As the enforcement arm of the DENR, the NTFMC is
expected to implement laws against illegal mining and ensure the filing of
administrative, civil and criminal charges against the illegal miners.
The task force will shut down illegal mines and
pursue illegal importers, retailers and distributors of explosives, cyanide and
other toxic substances which are commonly used in small-scale mining
operations. Similarly, the task force seeks to pursue illegal logging
activities and wood processing plants.
The NTFMC is composed of the DENR including the
MGB, the Environmental Management Bureau, and the DENR offices of Operations
and Administration, Finance and Legal, the Armed Forces of the Philippines,
particularly the Philippine Army and the Philippine Air Force, the Philippine
