With the enactment of RA 11552, electricity consumers living below the poverty

aims for the fair and equitable distribution of the lifeline subsidy among
qualified beneficiaries.
The “lifeline rate” or the socialized pricing mechanism for marginalized
end-users is to be set by the Energy Regulatory Commission (ERC) and the
Philippine Statistics Authority (PSA) with recommendation from respective
distribution utilities.
The SURSECO II's current lifeline rate and corresponding
discount as approved by the ERC are given to residential consumers using
1 to 20 kWh only per month.
The ERC, Department of Energy (DOE), and Department of Social Welfare and
Development (DSWD), in consultation with the PSA and other public and private
stakeholders, issued the implementing rules and regulations (IRR)
of RA11552. (SURSECO-II/PIA-Surigao del Sur)
