DBM calls for proactive governance in PFM
BUTUAN CITY -- Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman encouraged government budget administrators to be proactive in responding to the challenges in implementing innovation and technologies to public financial management (PFM).
Secretary Pangandaman made the statement at the 2023 1st Philippine Association for Government Budget Administration (PAGBA) seminar on 26 April 2023 in Baguio City.
"Being proactive is crucial in responding to the continuing challenges of innovations and technology to public financial management. As such, it is incumbent upon us to build our capacities for proactive governance as we tread an increasingly competitive, volatile, and innovation-driven world," Secretary Pangandaman said.
She also pointed out that the administration of President Ferdinand R. Marcos Jr. embraced proactive governance in the 2023 national budget by prioritizing digital transformation and e-governance.
“In line with the PDP (Philippine Development Plan) and the 8-point Socioeconomic Agenda, we embraced proactive governance in the 2023 National Budget. Amounting to P5.268 trillion, it prioritizes digital transformation and e-governance. The end goal is to improve awareness, responsiveness, and performance while fighting corruption and deepening stakeholder participation and transparency in our systems and processes,” Secretary Pangandaman said.
The Budget Secretary delivered her keynote message to around 2,500 PAGBA members, composed of public fiscal practitioners from national government agencies, Government-Owned and Controlled Corporations (GOCCs), state colleges and universities, and local government units.
"This seminar brings together the best minds and practitioners in government from around the country to share the latest information in the field where they belong, understanding laws, regulations, policies, latest decisions or rulings, explore emerging trends, innovations, improvements in public financial management," PAGBA president Zenaida Chang said.
Also present at the event was Baguio City Mayor Benjamin Magalong, who expressed his appreciation and gratitude to the Budget Secretary for being a young and charming leader.
“When I talk to young people, just like our (Budget) Secretary, I become energized, I become inspired. Young people should be allowed to lead and decide now. We should invest more on the younger generation,” Mayor Magalong said.
