COMELEC reiterates rules, guidelines during BSKE 2023 in Caraga

PROSPERIDAD, Agusan del Sur -- The Commission on Elections (COMELEC) Bayugan City reiterated the rules and regulations and guidelines for the upcoming Barangay and Sangguniang Kabataan Elections (BSKE) come October 2023, during the Regional Forum held on August 4, 2023 at the Lope A. Asis Memorial Gymnasium, Poblacion, Bayugan City.

Different stakeholders and aspirants for the Barangay and SK Elections for October 2023 actively took part in the said activity.

The forum educated the aspirants on the do's and dont's of the upcoming elections and discussed the issues and concerns on the BSKE 2023.

Present during the regional forum were Atty. Francisco Pobe, regional election director of the Commission on Elections (COMELEC) Caraga, together with Atty. Geraldine Samson, assistant regional director, Mayor Kirk Asis of Bayugan City, who was duly represented by Sangguniang Panlungsod (SP) member Charles Anggayong, Atty. Raquel Limbaco, provincial election supervisor of Agusan del Sur, Atty. April Joy Balano, provincial election supervisor of Agusan del Norte, Atty. Riza Donnalyn Ann Constantino, provincial election supervisor of the Province of Dinagat Islands, Atty. Ernie Palanan, provincial election supervisor of Surigao del Sur, Atty. Alvin Prandy Canta, provincial election supervisor of Surigao del Norte, Noel Monton, district supervisor of Bayugan City, and Sarah Jane Asis, information officer of the Education and Information Department of Comelec Manila.

Present also were the personnel from the Education and Information Department (EID) of the Comelec Manila.

Atty. Pobe, regional election director of COMELEC Caraga, emphasized that the most trending issue during election day is the vote buying and this strictly should be avoided in order to achieve a peaceful and harmonious Barangay and Sangguniang Kabataan (SK) Elections this coming October 2023.

"This forum is very important to you most especially to the aspirants in the barangay and Sangguniang Kabataan positions. The reason why we are conducting this forum is for you to be mindful of the proper procedures when becoming public servants. And most of all, you must be aware of the rules and regulations that are imposed by the commission," said Atty. Pobe.

"Don't be afraid to visit and come to our office to report immediately if there is some vote buying happening in your locality. We, in COMELEC will take action regarding that matter because we are strictly monitoring the areas where vote buying is rampant. Rest assured that we will take action to those reports, and the violator will face the consequences as stipulated in the law," added Pobe.

Sarah Jane Asis, information officer of the Education and Information Department of the Commission on Elections (COMELEC) Manila discussed to the public the "Sampung Paalala" (10 Reminders) for the aspirants of the October 2023 Barangay and Sangguniang Kabataan Elections.

"I am sharing these reminders to all of the aspirants of BSK elections in order for you to be knowledgeable enough during the duration of the elections, and also to ensure that before the filing of candidacy, you are already aware of what are the proper procedures. Always remember the do's and don'ts policy of the COMELEC," bared Asis. 

Asis also gave emphasis on the removal of double and multiple registrations per directive by the Special Election Registration Board (SERB) during a hearing held last June 19, to remove double/multiple registrations in the National List of Registered Voters (NLRV), which have been verified through an Automated Fingerprint Identification  System (AFIS).

Meanwhile, in time with the said occasion, the COMELEC has put in place the exhibition of the evolution of ballot boxes in the Philippines, to wit:

* The Wooden Urna was used when the ballots casted by the principalia of a town or pueblo were stored.

* The Small Metal Ballot Box was used to store spoiled ballots from the American-era up to the 1950's.

* The Metal Ballot Box was used to store valid ballots from the American-era up to the 1950's.

* The Iconic Yellow Ballot Box has become an enduring symbol of the Nation's democracy.

* The Ballot Box was used in the 1998 Autonomous Region in Muslim Mindanao (ARMM) elections.

* The Black Ballot Box was used in the first nationwide automated elections in 2010. This was also used in the 2013 automated National and Local Elections.

* The White Ballot Box was used in the 2016, 2019, and 2022 Automated National and Local Elections. 

As of this time, the Barangay and Sangguniang Kabataan elections in the country is scheduled on October 30, 2023. The barangay, commonly translated as "village," is the smallest government authority in the country. (JPG/Kent Eldon Daligdig, PIA-Agusan del Sur)
